The No Child Left Behind Act of 2001 (NCLB) has had a monumental impact over the past decade on how educational reform is viewed in the United States. As a result of how the law is structured, schools for students who are deaf or hard of hearing have been the focus of attention for educational reform under NCLB. While there have been some shifts in policy, reauthorization of NCLB will need to respond to some of the larger calls for changes to the law. The author discusses some key issues related to assessment and accountability that are central to how the reauthorization of NCLB affects the education of deaf and hard of hearing students.  相似文献

With 3 years and counting since its inception, the scope and impact of No Child Left Behind is now being felt in classrooms across the nation. Although some successes have been identified, concerns about the implementation and expectations of the legislation are emerging. As a result of the legislation's emphasis on the development of standards and assessment systems in reading, mathematics, and science, educators of other core and elective subjects are weighing the impact of being left out of the No Child Left Behind formula of testing and accountability. In an attempt to ascertain the perceptions and sentiments of social studies teachers concerning the impact of No Child Left Behind and the concomitant issue of state-level testing and accountability policy, a tristate study was conducted. The findings of this research indicate that although elementary, middle, and high school social studies educators recognize the negative consequences of being left out of No Child Left Behind, they are not convinced that being included would be better for them, their students, or social studies education in general.  相似文献

The No Child Left Behind Act of 2001 (NCLB) emphasizes educational accountability for all students. Twenty-eight states have policies to aggregate student participation and proficiency data for schools for the deaf in NCLB reports. The remaining states account for these students in other ways: referring student data to "sending" schools and aggregating data to the district or state level are most prominent. In reports of student assessment results for academic year 2002-2003, three schools for the deaf made "Adequate Yearly Progress" under NCLB: These schools demonstrated at least a 95% participation rate in assessments, and at least 95% of their students met or surpassed state proficiency benchmarks in reading and mathematics. Proficiency levels for other schools varied by report, but were often comparable to those of students with disabilities. Challenges and strategies for capturing the impact of NCLB accountability policies on deaf students are discussed.  相似文献

Many states have adopted test-based accountability systems before the No Child Left Behind (NCLB) Act of 2001 became law. NCLB has added a new dimension to test-based educational accountability systems. Features of state and NCLB accountability are discussed with an emphasis on questions of the validity of inferences that are made about school quality. It is concluded that none of the current approaches toe test-based accountability support causal inferences about school quality. It is also shown that tracking progress toward the important goal of closing gaps in achievement requires more than just monitoring changes in the percentages of students who are proficient.  相似文献

The No Child Left Behind Act of 2001 requires states to establish accountability systems that are both valid and reliable. If one follows the language of the law literally, there is no design that will meet both requirements. If one interprets the law more flexibly, it is possible to create such a design. States will need to approach the problem carefully if they are going to appropriately balance the various probabilities of making incorrect decisions about schools.  相似文献

This paper reports the results of the National Survey of Accommodations and Alternate Assessments for Students who are Deaf or Hard of Hearing in the United States (National Survey). This study focused on the use of accommodations and alternate assessments in statewide assessments used with students who are deaf or hard of hearing. A total of 258 participants responded to the survey, including 32 representing schools for the deaf, 168 from districtwide/school programs, and 58 from mainstreamed settings. These schools and programs served a total of nearly 12,000 students who are deaf or hard of hearing nationwide. The most prevalent accommodations used in 2003-2004 statewide standardized assessments in mathematics and reading were extended time, an interpreter for directions, and a separate room for test administration. Read aloud and signed question-response accommodations were often prevalent, used more often for mathematics than in reading assessments. Participants from mainstreamed settings reported a more frequent use of accommodations than those in schools for the deaf or districtwide/school programs. In contrast, schools for the deaf were most likely to have students participate in alternate assessments. The top three alternate assessment formats used across all settings were out-of-level testing, work samples, and portfolios. Using the National Survey results as a starting point, future research will need to investigate the validity of accommodations used with students who are deaf or hard of hearing. In the context of the No Child Left Behind Act of 2001 accountability policies, the accommodations and alternate assessment formats used with students who are deaf or hard of hearing may result in restrictions in how scores are integrated into state accountability frameworks.  相似文献

In this article I argue that the current high-stakes testing accountability model is an assistencialist model, derived from deficit thinking paradigms. Such models, like the No Child Left Behind Act, sanction low performance with serious consequences for students and educators. Drawing from Freire, I propose an anti-assistencialist accountability model based on local community culture and needs that would include critical, problem-posing education, dialogue as a means toward raising social consciousness, and appropriate assessments according to local community needs. I further argue that such an accountability model can be implemented through cultural immersion programs that include three levels of immersion, (1) classroom culture, (2) local community culture, and (3) trans/cultural, or transnational exposure.  相似文献

Historically, one of public education's purposes in America has been the development of moral citizens. However, educators currently face more academic accountability due to No Child Left Behind. This article examines the educational conditions and resources, institutional characteristics, and political factors that contribute to shaping states' educational accountability policies. The policies addressed are identification of underperforming schools, state takeover or reconstitution of failing schools, and state power to replace principals and teachers in underperforming schools. The article addresses accountability for schools and educators, rather than high-stakes tests for students, because of the emphases of the federal No Child Left Behind Act (NCLB). Based on correlations and cross-sectional, logistic regression, the most important predictors of states' accountability policies appear to be National Assessment of Educational Progress NAEP performance, state education agency staff resources, and Democratic party identification. However, the impact of Democratic party identification is reduced when the southern states are excluded. The article concludes with a discussion of directions for further quantitative and qualitative research, as well as predictions of how NCLB is likely to affect states' accountability policies.  相似文献

2010年3月以来,奥巴马政府着手修订《不让一个孩子掉队》法,提出了一系列均衡发展美国教育的措施。这些措施既源自美国民众对教育均衡发展始终如一的追求,是美国政府因势利导的政策选择,又源自《不让一个孩子掉队》法没有完成既定目标,各州教育标准低下,教育差距在拉大,以及美国民主党的教育理念等。因此,推进教育均衡发展不仅应该有切实可行的目标,还要根据实际情况优先实施关键措施,缩减贫困地区学校班额,并为均衡发展教育提供持续的经费支持。  相似文献

As the No Child Left Behind (NCLB) law moves through the reauthorization process, it is important to understand the basic performance impacts of its central structure of accountability. In this paper, I examine the effects of failure to make Adequate Yearly Progress (AYP) under NCLB on subsequent student math and reading performance at the school level. Using panel data on Maryland elementary and middle schools from 2003 to 2009, I find that the scope of failure matters: Academic performance suffers in the short run in response to school-wide failure. However, schools that meet achievement targets for the aggregate student group, yet fail to meet at least one demographic subgroup's target see between 3 and 6 percent more students in the failing subgroup score proficiently the following year, compared to if no accountability pressure were in place. I discuss alternative interpretations and policy implications of the main findings.  相似文献

This exploratory study investigated how six practicing school principals responded to the requirements of the No Child Left Behind law (United States Congress Public Law 107–110, 2002, January, No Child Left Behind Act, ) in light of the multicultural leadership demands presented by an urban setting. It examines perspectives of principals on the legal aspects of No Child Left Behind (NCLB) and what they did to manage its requirements. Multicultural leadership literature provided a framework to understand the perspectives of school leaders. The findings suggest three principals were engaged in meaningful and practical work to both fulfill the requirements of NCLB and meet the needs of their students. Three principals were focused on the requirements of the law and did not see the connection between multicultural leadership and NCLB. The study’s recommendations include a multicultural leadership approach to current NCLB school reform. Applying microeconomic theory to No Child Left Behind predicts that its use of significant consequences for schools that do not reach 100% proficiency on rigorous standardized tests by 2014 will likely prevent most, if not all schools, from providing a high-quality education for their students. The central problem is cost. Quality assurance models predict that costs associated with achieving the required 100% pass rate will rise well above typical school budgets. Thus, No Child Left Behind, or any reform that combines a rigid demarcation between passing and failing with a 100% proficiency requirement, will fail as prohibitively expensive.  相似文献

The media suggest that accountability pressure increases teacher stress and drives teachers away from teaching, resulting in teachers leaving disadvantaged schools that serve larger proportions of poor and minority students. However, no prior work has systematically examined the changes in the national trends of teacher turnover in response to No Child Left Behind (NCLB) school accountability. Drawing on nationally representative samples of schools and teachers from the Schools and Staffing Surveys and Teacher Follow-Up Surveys from 1993–2009, this study applied difference-in-differences approaches to examine the effects of NCLB on teacher turnover. We found a weak increase in the average rate of teachers transferring involuntarily to other schools following school-initiated separations, particularly in disadvantaged schools that served larger proportions of poor and minority students. We also observed that NCLB reduced the involuntary attrition rates of teachers. Importantly, the policy effect is indistinguishable from zero on voluntary transfer between schools or voluntary leaving the teaching profession.  相似文献

This article is a call to become more critically aware of the new law commonly referred to as No Child Left Behind Act, which was put into effect in 2002 in the United States. The article is also an invitation to early childhood educators worldwide to engage in a dialogue that raises several questions: (a) How does such legislation affect early childhood educators and teacher preparation programs?; (b) How might teacher educators react and respond to the new law as they continuously practice informed decision-making about teacher preparation that is socially responsible? In view of these questions, it is a hope that we can see the initiation of nationwide dialogue regarding the issue of the No Child Left Behind Act. Primarily, how does the new law affect teacher educators and teachers? It is inevitable for us to be united and politically informed to prevent further scrutiny of questionable politically and economically driven educational practices in the United States, not to mention “test-heavy” evidence-based education reform.  相似文献

随着《不让一个儿童掉队》(No Child Left Behind)法案在美国遭到的质疑越来越多,奥巴马政府颁布了新的教育改革政策。其中包括加大学前教育投资、提高课程及评价标准、改革教师相关政策、发展特许公立学校以及普及高等教育等措施。与《不让一个儿童掉队》法案相比,此次改革具有更强的实践指导意义,但同时也遭到了反对派的质疑。新教育改革政策不仅承担着提高教育整体水平的职责,而且还肩负着使全美各领域从金融危机中复苏的政治任务,因此奥巴马教育改革政策在引起社会公众关注的同时,也引发了学术界的深刻反思。  相似文献

No Child Left Behind (NCLB) has been proclaimed by some as a reform that will improve education for students from all backgrounds, in all locations. The main components of NCLB, however, are biased against students in small and rural schools. This bias, called “placism,” discriminates against people based on where they live. This rural incompatibility is evident in NCLB's accountability provisions, sanctions, and highly qualified teacher provisions. Problems in these areas are the result of ignoring, or distorting, the realities of rural schooling. The accountability provisions are constructed so that small schools will frequently be incorrectly labeled as failing. The sanctions, inappropriate for rural areas, fail to provide solutions to existing rural challenges. The “highly qualified” teacher provisions make it more difficult, not easier, for rural districts to attract and retain competent teachers. Unless these injustices are corrected, NCLB will serve to decrease educational quality for rural students.  相似文献

Over the last decade education in the United States has undergone perhaps its most significant transformation. Where in the past public schools have been primarily under the control of the local community, control has shifted to the state and federal levels. Furthermore, state and federal governments have introduced standardized testing and accountability as a means to hold teachers and students responsible. These reforms have been successfully introduced because reform proponents have provided three principal rationales for the reforms: they are necessary within an increasingly globalized economy, they will reduce educational inequality and they will increase assessment objectivity. After describing the reforms implemented in New York and Texas and by the federal government through the ‘No Child Left Behind’ Act, the author discusses a range of evidence that the reforms have not achieved their ostensible goals and that resistance to the reforms is beginning to emerge from US educators and citizens.  相似文献
