Macau, as a society, is a crossroads where East–West encounters have been taking place for centuries. This paper examines some of the contemporary issues and implications for moral education. After a brief introduction to the social background of Macau, the paper describes the characteristics of Macau's education in general and the development of its moral education in particular. This has taken place in the context of the strong influences on morality of both Catholicism and Confucianism. An outline of the current curriculum of moral and civic education is followed by a critical appraisal of its implementation over the last few years. By means of this case study of Macau, the paper argues that a communitarian‐oriented morality in Macau is justified, and it also suggests how, by turning attention to its history, a minimal set of values can be constructed for Macau's particular social setting. Finally, some further educational challenges for Macau's future moral and civic education are reviewed.  相似文献

In many countries the school choice agenda has promoted increased inter‐school competition as a means of creating stronger incentives for state schools to raise measures of average pupil attainment. Privatization of the provision of schooling takes market‐based reforms a stage further. We identify the factors that have increased governments' concern with educational outcomes and why these concerns have led to greater interest in privatization. The rationale employed for such policies elsewhere in the public sector has been based upon efficiency gains, in that existing government failures were more harmful than future market failures. More recently it has been argued that contracting or improved regulation can control the market failures associated with privately provided schooling. Given the multiple outputs generated by education providers, privatization may be particularly attractive to governments who find that the professionalism of teachers and their public service motivation generate severe agency problems. We critically review each of these propositions and question the current practice of separating issues concerned with government funding of schooling from those concerned with its provision.  相似文献

This article examines whether focusing primarily on public schooling can lead to more rapid achievement of universal basic education (UBE) than relying on a mixture of public and private schooling. Through a structured, focused comparison, we find China's greater emphasis on public schooling has contributed to higher enrollment, attendance, graduation rates, gender parity, and proportion of students entering higher education than India, the country with the world's largest private sector in primary and secondary education. This comparison suggests that greater emphasis on public schooling in developing countries may lead to more rapid UBE attainment than encouraging privatization.  相似文献

Parents in the United States have had the legal right to choose the school their child attends for a long time. Traditionally, parental school choice took the form of families moving to a neighborhood with good public schools or self-financing private schooling. Contemporary education policies allow parents in many areas to choose from among public schools in neighboring districts, public magnet schools, public charter schools, private schools through the use of a voucher or tax-credit scholarship, virtual schools, or even homeschooling. The newest form of school choice is education savings accounts (ESAs), which make a portion of the funds that a state spends on children in public schools available to their parents in spending accounts that they can use to customize their children's education. Opponents claim that expanding private school choice yields no additional benefits to participants and generates significant harms to the students “left behind” in traditional public schools. A review of the empirical research on private school choice finds evidence that private school choice delivers some benefits to participating students—particularly in the area of educational attainment—and tends to help, albeit to a limited degree, the achievement of students who remain in public schools.  相似文献

In an extended era of privatization initiatives, when accountability principles and competitive business logics pervade school discourse and practice, what is left of the “public” part of public schooling? When market rationality privileges individualism and competition and provides much of the justification for the aims of U.S. schools, how is the notion of the public good evidenced? The rise in low-fee private (LFP) primary schooling serving relatively poor clients is becoming well-documented. However much of this literature focuses on urban areas whose dense populations are favourable to market growth and competition. This paper goes some way to filling a gap in the literature on whether LFP schools are serving the needs of the poor in rural areas, taking the case of one Nigerian state. It contrasts the situation in rural areas with that of urban Ilorin, where private schools cater to over half of all enrolled children. The paper shows that private schooling is currently inaccessible to the poor, with only 3.3% of children in the poorest 40% of the population attending them, and only 13% of enrolled children in rural areas. The key message is that redoubled efforts are needed to improve government schools as providers of last resort to those bypassed by the market.  相似文献

This analysis shows home schooling to be part of a general trend of elevating private goods over public goods. The discourse around home schooling centers on issues of individual rights and private benefits, rather than the public good. Yet, the public has an interest in education because there are unavoidable aspects of education that make it a public good. However, home schooling denies this public interest. It undermines the common good in two ways. First, it withdraws not only children but also social capital from public schools, to the detriment of the students remaining behind. Second, as an exit strategy, home schooling undermines the ability of public education to improve and become more responsive as a democratic institution. Thus, home schooling is not only a reaction to, but also a cause of, declining public schools. Therefore, it diminishes the potential of public education to serve the common good in a vibrant democracy.  相似文献

Following a rapid overview of the genesis of private higher education in Romania after the Revolution of December 1989, the author proceeds to analyse the phenomenon in terms of John Meyer's neo‐institutionalist perspective. Citing, in particular, Meyer's theses regarding the isomorphism of organizations with their respective environments, she credits much of the early success of private Romanian higher education institutions in getting started to their close copying of the structure, offerings, and procedures of public higher education in addition to unsatisfied public demand for higher education. She further shows how private higher education institutions have adapted to the requirements of accreditation and state funding possibilities. She fears, however, that the continuing demographic downturn in Romania along with the creation of extra tuition fee‐paying openings at the public universities may finally doom private higher education.  相似文献

While economic capital is not synonymous with cultural, social or symbolic capital in either its constitutional or organizational form, it nevertheless remains the more flexible and convertible form of capital. The convertibility of economic capital has particular resonance within ‘Celtic Tiger’ Ireland. The state’s reluctance to fully endorse an internal market between schools has resulted in middle‐class parents using their private wealth to create an educational market in the private sector to help secure the class futures of their children. Using data from recent studies of second‐level education in Ireland, and data compiled on the newly emerging ‘grind’ schools (private tuition centres), we outline how the availability of economic capital allows middle‐class parents to choose fee‐paying schooling or to opt out of the formal school sector entirely to employ market solutions to their class ambitions. The data also show that schools actively collude in the class project to their own survival advantage.  相似文献

In recent years there has been a shift in popular thinking and government policy on education in Australia, away from the social democratic consensus of the Karmel era, towards a Rightist perception. While a number of sources of this movement may be identified, in this paper I will focus on the politics of discourse. Drawing on Laclau's and Mouffe's developments of Gramsci's theory of hegemony, I will explore the ways in which various educational lobby groups have sought to produce a ‘common‐sense’ concerning Australian schooling. The examination of a critical historical incident is a useful way of illustrating the strategies employed by these groups, as their political efforts are particularly concentrated at such times.

In its 1983 Education Guidelines the federal Labour government announced, amongst many things, that it intended to reduce funds to Australia's ‘best resourced’ private schools. A bitter debate between supporters of private schools and state schools ensued. On the surface each party sought merely to influence the 1984 Guidelines which would determine funding policies for some time to come. At the debates centre, however, were issues to do with the nature and purpose of schooling and what and whose interests it should serve.

This historical incident exemplifies the politics of the contending parties particularly well. Private schooling was used as a symbolic rallying point around which particular definitions of education were constructed. This paper will focus first on the discursive strategies of the private school lobby and its allies, the educational Right, then on those of the state school lobby and the Left. My contention is that the private school lobby and its allies have achieved a discursive ascendency and my intention is to suggest some reasons why this is so and how it was achieved.  相似文献

Education for Irish women and girls developed significantly in the period 1830–1910. During this time, formal state‐funded education systems were established in Ireland by the British government. Some of these systems included females from their inception and some attempted to exclude girls and women. This article charts the opening up of formal schooling and university to Irish girls and women, examining the points at which they were excluded, the alternative educational provision developed by Protestant women and Catholic religious, and the means whereby the case for female education was successfully made. Moving from the public/private paradigm which has dominated much of the discussion around women's education for the period in question, the article focuses on what was occurring in some political and social institutions of the period and identifies women's agency and autonomy within such institutions. Through ‘mapping’ this ground, the article notes women's success in gaining access to institutions previously dominated by men, and highlights areas that require sustained scrutiny by scholars.  相似文献

Chile's higher education system has moved a long way from state and professional towards market coordination. Presently, market oriented policies predominate across the system, based on a loosely regulated private provision of higher education and the use of a set of “para market” mechanisms designed to enhance competition between state supported universities. The effects of these policies on the number and differentiation of higher education institutions, on enrollment, on the evolution of professional careers and academic degree programs, and particularly on the funding of the higher education system are here analyzed. A balance is drawn, specifically with respect to the nature and quality of private institutions and their public regulation, and to the competition for funding between state supported universities.  相似文献

This article uses the case of Maltese girls and women to examine the relationship between schooling and the economy. It is clear that not only have education and economic planners sought to strengthen the links between school and work in planning for different courses for children of different sexes, but also that the allocation of pupils to subjects has in itself worked as a labour market. Interestingly, private schools have also responded to their interpretations of labour market demand in producing feminised choices for girls. Some Maltese girls do achieve well, compared both to Maltese boys and their European counterparts. This is largely due to a combination of single‐sex and selective secondary education. Nevertheless, these same girls continue to have lower and feminised occupational aspirations which mirror the job opportunities in the labour market. Others are incapacitated by their schooling and have until recently been channelled into the labour intensive jobs on which Malta's economy depended in the first phase of industrialisation in the 1960s and 1970s. Of late it seems as if rising educational standards and social awareness (propagated by women's organisations) have led to reluctance on the part of these girls and women to participate in the same way in the workforce. With struggle, the needs of patriarchy and capitalism will not always be perfectly served.  相似文献

Many advanced market democracies pursue social justice by bundling together a range of programmes represented as active social policy. Northern European exemplars sanction employment as an economic and social citizen’s civic obligation, promote lifelong learning and place welfare payments as a last resort. In the United States, market-based post-school education financed by guaranteed student loans was developed as a policy alternative. Australian politicians have embraced elements of both, resulting in a massive reduction in public delivery of vocational education and training in favour of multimillion dollar, stock exchange-listed private providers. The resultant amalgam of active labour market policy and free market principles positions standard setting as a regulatory mechanism and in support of cross-jurisdictional market operations. This paper explores the interaction between active policy and demands of the market while speaking to wider issues that arise when a government first creates and then intervenes in markets.  相似文献

Higher education in Greece is considered a public good, freely and indiscriminately provided to all citizens. At the same time, the over‐centralized administration of education, together with an inadequate flow of public subsidies, force households into private expenditures and render higher education an expensive asset to be acquired on the basis of social status and economic ability. Drawing on the imperative movement towards a common European higher education area, this study examines the way state investments are directed towards public universities. It concludes that the currently mismatched funding allocations are due to the absence of any concept of varying financial rewards, which should reflect the quality of the education offered and/or the students' socio‐economic background.  相似文献

Regulators ubiquitously dichotomize schooling into two discrete sectors: public and private. Although homeschooling is regulated in some contexts as a third sector, the general approach is to treat it as a species of private education by subjecting it to public regulation while simultaneously denying it public funds. But the public/private binary is increasingly difficult to sustain as charter schools multiply and, especially, as virtual schooling increasingly penetrates primary and secondary education. Public school systems are deploying virtual education in ways that erode once impermeable walls between public and private. Many obstacles to homeschooling will fall with those walls—particularly obstacles related to government financing of homeschooling activities.  相似文献

By blurring the distinction between formal school and education writ large, homeschooling both highlights and complicates the tensions among the interests of parents, children, and the state. In this essay, Robert Kunzman argues for a modest version of children's educational rights, at least in a legal sense that the state has the duty and authority to enforce. At the same time, however, it is important to retain a principled distinction between schooling and education—not only to protect children's basic educational rights, but also to prevent the state from overreaching into the private realm of the home and family.  相似文献

ABSTRACT This paper considers the role of girls' schools in the UK education market and, concomitantly, the positioning and 'value' of girls in the education market place. Themarketing and public presentations of two schools are examined and the messages and impressions presented to parents are analysed. The relationships of these schools to their 'competitors' are also explored. These are set against the 'choices' and choice-making of a sample of local parents considering the possibility of single-sex schooling for their daughters. It is argued that the current conditions of competition in the UK education market offer some advantages to girls but that these advantages have to be set against the continuing contradictions and oppressions of single-sex schooling.  相似文献

The development of private higher education in Macau has experienced rapid growth in the past two decades. The purpose of this paper is to understand this trend by investigating the facts and figures supplied by official sources and to analyze the role between the Government and the private sector. This paper shows that the attitude of the Macau Government is neither authoritative nor laissez-faire toward private higher education. On the one hand, the Government is investing heavily in the public sector. On the other hand, it is assisting the private sector by various means. However, there is a lack of systematic planning in the area of public-private partnership. There are also two issues which may hinder the current development of private higher education. They are an outdated legal framework and a lack of standardized quality assurance measures.  相似文献
