Preparedness for disaster scenarios is progressively becoming an educational agenda for governments because of diversifying risks and threats worldwide. In disaster-prone Japan, disaster preparedness has been a prioritised national agenda, and preparedness education has been undertaken in both formal schooling and lifelong learning settings. This article examines the politics behind one prevailing policy discourse in the field of disaster preparedness referred to as ‘the four forms of aid’ – ‘kojo [public aid]’, ‘jijo [self-help]’, ‘gojo/kyojo [mutual aid]’. The study looks at the Japanese case, however, the significance is global, given that neo-liberal governments are increasingly having to deal with a range of disaster situations whether floods or terrorism, while implementing austerity measures. Drawing on the theory of the adaptiveness of neo-liberalism, the article sheds light on the hybridity of the current Abe government’s politics: a ‘dominant’ neo-liberal economic approach – public aid and self-help – and a ‘subordinate’ moral conservative agenda – mutual aid. It is argued that the four forms of aid are an effective ‘balancing act’, and that kyojo in particular is a powerful legitimator in the hybrid politics. The article concludes that a lifelong and life-wide preparedness model could be developed in Japan which has taken a social approach to lifelong learning.  相似文献

The term ‘state of exception’ has been used by Italian political theorist Giorgio Agamben to explain the ways in which emergencies, crises and disasters are used by governments to suspend legal processes. In this paper, we innovatively apply Agamben's theory to the way in which countries prepare and educate the population for various types of emergencies. We focus on two main aspects of Agamben's work: first, the paradoxical nature of the state of exception, as both a transient and a permanent part of governance. Second, it is a ‘liminal’ concept expressing the limits of law and where ‘law’ meets ‘not-law’. We consider the relationship between laws related to disasters and emergencies, and case studies of the ways in which three countries (England, Germany and Japan) educate their populations for crisis and disaster. In England, we consider how emergency powers have been orientated around the protection of the Critical National Infrastructure and how this has produced localised ‘states of exception’ and, relatedly, pedagogical anomalies. In Germany, we consider the way in which laws related to disaster and civil protection, and the nature of volunteering for civil protection, produce exceptional spaces for non-German bodies. In Japan, we consider the debate around the absence of emergency powers and relate this to Japanese non-exceptional disaster education for natural disasters. Applying Agamben's work, we conclude by developing a new, multilevel empirical framework for analysing disaster education with implications for social justice.  相似文献

There is a feeling among many design educators today that the discipline has reached a crisis in its development, and that change is needed immediately in the way that design educators articulate their epistemology and their methodology. The architectural studio can be seen as the model for design education, and its culture is exemplary. Donald Schön has often argued that the professional education of architectural students – and other design students – should be aimed at making them into ‘reflective practitioners’. At the core of his argument is the idea that design education must sacrifice intellectual rigour in order to achieve social relevance, yet critics have argued that this trade‐off has caused design education to be marginalised in relation to the university model of education. Design is focused on subjective creativity, but the positivist university paradigm is focused on objective rationality. In order for design education to become more rigorous – and more academically respectable – it must either become more rational or it must embrace a new paradigm that values creative experience. This article argues that the emerging paradigm of complexity offers design education the rigour it has been lacking, for this paradigm constructs studio projects not as problems with rational solutions but as systems that need to be explored in order to discover their relational meanings and values – precisely what creativity, balanced with rationality, can accomplish in both Western nations and rapidly developing East Asian nations such as China.  相似文献

This article reflects on some of the findings of a research project which investigated the practice of Recognition of Prior Learning (RPL) within a major national teacher upgrading project in South Africa – the National Professional Diploma in Education (NPDE). The article analyses the ways in which a range of contextual factors have positioned RPL within the NPDE curriculum. Rather than support evaluations of RPL in the NPDE which have argued that RPL should be prior to rather than within the curriculum, the article uses and critically examines a theorized typology which characterizes RPL as ‘credit-exchange’, ‘developmental’, ‘radical’ and/or ‘Trojan horse’ to show how RPL in the NPDE has combined elements of these approaches in a distinctive way. The article suggests that the ‘Trojan horse’ model may provide the best framework for the use of RPL in linking qualifications-led professional development of practising teachers with other forms of continuing professional development. In conclusion the article reflects on how Trojan horse RPL could be included in critical engagement with the new national framework for teacher education and professional development.  相似文献

ABSTRACT

In the contemporary literature of educational philosophy and theory, it is almost routinely assumed or claimed that ‘education’ is a ‘contested’ concept: that is, it is held that education is invested – as it were, ‘all the way down’ – with socially constructed interests and values that are liable to diverge in different contexts to the point of mutual opposition. It is also often alleged that post-war analytical philosophers of education such as R. S. Peters failed to appreciate such contestability in seeking a single unified account of the concept of education. Following a brief re-visitation of Peters’ analytical influences and approach and some consideration of recent ‘post-analytical’ criticisms of analytical educational philosophy on precisely this score, it is argued that much of the case for the so-called ‘contestability’ of education rests on a confusion of different concepts with different senses of ‘education’ that proper observance of well-tried methods of conceptual analysis easily enables us to avoid.  相似文献

Despite recent advances, the research literature on school effectiveness, school improvement and educational change has relatively little to say about how schools become effective over time, and what strategies or combination of strategies work best to improve schools at different levels of effectiveness. A recent British research study – ‘The Improving Schools’ project funded by the Economic and Social Research Council – has been designed to explore these (and other) issues. This article describes the rationale for the fieldwork aspect of the project, which includes 13 secondary schools from 3 English local education authorities and presents 4 themes that have emerged from the first phase of the research that cast some light on the phenomena of the ‘improving school’. These themes – multiple starting points, the complex interactive and intuitive nature of school improvement strategies, the missing instructional level, and the importance of context – are described. The article concludes that given the non-linear and unpredictable nature of improvement seen in the case studies, schools need to become more skilled in ‘change agentry’ in order to continue to improve.  相似文献

In post-Mao China, wide-ranging reform programmes have affected almost every sphere of life. History education has been no exception, and in addition to attempts to revise teaching, learning and assessment methods, there have been preliminary forays into textbook pluralism and gradual devolution of curriculum development. History education professionals, however, are fully cognisant of their subject's ‘sensitivity’, and reforming goals and content of both the preactive and active curriculum has thus been a cautious endeavour. This chapter explores the progress of reform through the ‘officially authorised’ historical narratives and teaching goals specified in national curricula. It focuses primarily on the junior secondary curriculum, as primary school History has recently been absorbed by Social Studies, and senior secondary education is neither compulsory nor universally accessible. It is argued that while curriculum objectives and syllabus content remain largely circumscribed by ‘traditional’ views of history as moral-ideological education and by contemporary political imperatives, curriculum developers are also influenced by professional academic and pedagogical concerns, and by efforts to justify the status of History in an increasingly crowded curriculum.  相似文献

It is sometimes claimed that primary education in England and Wales is uniquely open to ‘progressive’ techniques and innovations. Much of the writing about this relies heavily on the impact of ideas and strong personalities to effect and disseminate change. Drawing upon historical analyses of England and Wales and upon primary education in France, Germany and Scotland as counter examples, this article attempts to move away from this model of change to identify a range of contextual or structural features of the English and Welsh system which have facilitated the spread of progressive ideas and the influence of individual pioneers on the state sector of education. These include historical continuity, devolution of decision making to middle‐sized local units, substantial school autonomy, a high level of urbanisation, loose central control over curriculum and certain features of the structure of schooling.  相似文献

This paper investigates the educational philosophy and practices of Achimota School, which was established in the Gold Coast Colony (the southern part of today’s Ghana) in 1927 as the governmental model school for leadership education. Achimota’s education aimed to develop leaders who were ‘Western in intellectual attitude’, ‘African in sympathy’. To fulfil this objective, Achimota attempted to develop a curriculum that took into account the sociocultural background of African students while trying to provide an education on a par with that available at English public schools. The paper first examines the discourse surrounding the establishment of a model secondary school for African leadership, which involved diverse groups of people – colonial officials, missionaries, European educationists, traditional chiefs and African nationalists – and then reviews the relevant educational philosophies of the twentieth century. Finally, the paper describes the Achimota education as experienced by students, a mixed product of English public school tradition and ‘African tradition’. Regardless of the efforts to balance the two ‘traditions’, what was actually created was a new Achimota culture that selected essences from different ‘traditions’ and remoulded them for a novel purpose.  相似文献

This article explores the ways in which a group of primary school teachers in Cyprus interprets the relationship between religious and citizenship education. The contextualisation of the meaning of religious education shows the extent to which social, historical and political elements shape teachers’ perceptions about the entanglements between religious and citizenship education. In particular, the present study reveals two important findings – one concerning the conceptualisation of each school subject and their perceived relationship and the other concerning the contextualisation of this relationship in the cultural and political contexts of Cyprus. The findings also reveal important constraints and political dilemmas for the possible trajectories of ‘religious citizenship education’ in Cyprus. The article discusses the implications for curriculum and policy deliberations, as well as further research on ‘religious citizenship education’ in specific cultural and political settings.  相似文献

AbstractThis paper contributes to the conceptual and empirical development of ‘preparedness pedagogy’. Preparedness involves learning, thus disaster risk reduction (DRR) should be discussed more in the field of education, particularly its sub-discipline of public pedagogy. Disaster risk reduction education should have an element of a pedagogy in the interest of publicness, which is an experimental pedagogy in which citizens act in togetherness to develop their own preparedness. The paper pays attention to the two phrases utilised in the recent DRR discourse – ‘integrated’ DRR and ‘participation by all’ – and examines the case of Japan, applying whole-system thinking. It is suggested that ‘the mesosystem’ of the DRR system yields relationships and learning, and thus enables collaboration, change and ‘participation by all’. Preparedness pedagogy has a role to play in this. The mesosystem functions as the confluence between state-led and community-based DRR to truly integrate the system.  相似文献

‘Environmentalizing’ curriculum in Brazil is a worthy goal of global educational reform for sustainability but is challenging given the limits to rational change thesis already argued in critical social science and post-structural deconstructionism. The federal government mandate to environmentalize undergraduate physical education programs poses the question of which aspects of physical education are conducive to change. ‘Nature’ sports, or outdoor/adventure activity education, is the most likely candidate. In Australia over the past three decades, the environmentalization of ‘old’ physical education outdoor activities has led to the development of ‘new’ discourse practices that integrate environmental studies and outdoor education and are designed for ecological responsibility and social sustainability. In this culturally comparative light about the possibilities for curriculum change in environmental, outdoor and physical education, we examine the potential for change in Brazilian approaches to physical and sport education by critiquing broader ‘environmentalizing’ issues as they have occurred historically within the Australian outdoor education context in the university and secondary schooling sectors.  相似文献

This article seeks to explore the importance of the affective politics of fear in education and to discuss the implications for educational policy, theory and practice. The aim is to explore how discourses of fear work in some educational contexts and draw significant boundaries between ‘us’ and ‘them’ through the structuring of curriculum and pedagogy. This analysis is done through argumentation and research evidence from the author's ethnographic work in the United States and Cyprus. Based on this analysis, the author draws out pedagogical openings that emerge from such efforts, and extends the space in which pedagogues might move to induce a critical interrogation of the affective politics of fear. It is argued that if educators are committed to inspire individual and social change – a change that would eventually problematise the symbolic violence exerted by the affective politics of fear – then much work needs to be done at the affective level.  相似文献

Abstract

Business studies has enjoyed a remarkable change of status in the 14‐18 school curriculum since 1986. This change has been interpreted by Williams and Yeomans (1994) as a case of the ‘new vocationalism’ put into practice. It is argued here that this transformation has been rather more complex. If a school subject changes its status in the academic/vocational spectrum it is pertinent to ask whether this is a sign of an overall change in the curriculum (e.g. the ‘new vocationalism') or the development of a single subject title within a broadly static curriculum structure and philosophy. These alternatives are summarized and the recent history of business studies is reviewed. It is suggested that the changing status of business studies reflects the way in which it has successfully responded to the academic values which dominate the secondary school curriculum in England and Wales. However, it has achieved this transformation while, according to a deputy head interviewed in this study, retaining the image of being ‘vaguely vocational’. This ambiguity has enabled the subject to flourish in vocational (GNVQ) as well as academic (A level) contexts, but it leaves it vulnerable in each sphere. GNVQ advanced business1 teaching in schools can bear a very close resemblance to A level teaching, prompting the question of whether a ‘vocational course’ is really providing a distinctively relevant preparation for future employment. The association of business studies with the vocational curriculum leaves its academic credentials under question.  相似文献

This article describes an empirical study of the ways in which one group of adaptors transformed the plays of William Shakespeare into the medium of the comic book for use in school classrooms. It explores the choices, dilemmas, processes and responsibilities they experienced in doing so. These adaptors had to tackle the burden of ‘Shakespeare’ – what he has come to mean in world literature, the popular imagination, and education – as well as attempting to make the text both appealing and understandable to their intended readers – teenagers studying the plays in school. It is argued that they viewed this task as a pedagogic one and saw the notion of ‘trust’ as central to it. The article therefore has a second aim, which is to use these empirical findings to explore the concept of ‘trust’ and, in particular to outline its relevance for educational research. Using the work of the philosopher Katharine Hawley and the literary theorist Umberto Eco, it is shown that the relational concept of trust is a helpful way of articulating the process of adapting Shakespeare’s work. In the conclusion the ways in which the concept might illuminate broader educational issues related to knowledge, assessment and learning are highlighted.  相似文献

Education became a rallying cry in Luxembourg’s general elections of 1974. For the first time in the country’s post-war history, the Socialists and Democrats entered the government, with new plans for education. The unbroken rule of almost 30 years by the Christian Democrats was over. New ‘global’ educational concepts were employed to introduce changes in the national curriculum, the aim being a transformation from an elite to a mass system of participation. One of these changes was the idea of the comprehensive school, which divided the electorates, parties and press respectively. Yet, this fundamental change has received little attention in the academic literature. What were the differences between the parties when it came to education policy? By intersecting politics, globalisation and education, this paper examines the impact of the election events of 1974 on Luxembourg’s political discourse. The conclusion points to the central role the parties played in the proliferation of new educational norms.  相似文献

Michael Young has argued that pupils should be given access to ‘powerful knowledge’. This article examines the extent to which his concept of powerful knowledge is applicable to geographical education, in particular to the study of urban geography. It explores the distinction Young makes between everyday and school knowledge, how this relates to geographical education and to the academic subject of geography. It then considers the extent to which geographical disciplinary knowledge has the characteristics of powerful knowledge. Finally, it raises issues related to curriculum and pedagogy.  相似文献

Religious Education (RE) in Greece is a compulsory school subject according the 2011 new framework for compulsory education, entitled ‘New School’. This article focuses on two statutory documents for RE, ‘The Curriculum for RE’ and the ‘The Teacher’s Guide for RE’, and the pilot scheme of the new curriculum running in school years, 2011–2014, in 188 schools (primary and secondary education). Findings of the research demonstrate that, though the revision seems inevitable, the pedagogical and theological dimension of the RE curriculum is radical as it is based on contemporary theories and methodologies of the construction of the curriculum and RE approaches. However, the article indicates constructivist and critical approaches to RE that influenced the change to an actual non-confessional compulsory subject and also highlighted the tension between an overall constructivist approach to learning and the traditional orthodox content of much of the curriculum. The author opens a discussion on problematic aspects that need to be taken in to consideration when revising the curriculum.  相似文献
