This paper explores the dynamics between journalistic practices and the mechanisms of internet control in the Chinese context. Principally drawing on interviews and focus group discussions with journalists, this paper investigates in detail the key tactics employed by journalists to counter online censorship, which include: journalists working undercover; the use of “transformed words” or alternatives to “sensitive” words to evade blocking filters; and de-verification on microblogs (Weibo in Chinese) where critical alternative accounts on social media oblige officials to recant earlier versions of events reported on traditional media. Informed by Scott's research, this paper argues that journalists employ these strategies as weapons against the party-state's censorship. Such strategies avoid direct confrontation with the authorities, and are conducted on a “quiet” but substantial scale. Consequently, it is not easy to apply sanctions against particular individuals. The strategies have a profound impact on the dynamics of the relationships between journalists and the powerful party-state. On the one hand, the strategies can empower journalists with psychological gains. On the other, these strategies weaken the party-state's authority. But such strategies are not new and can also be found in traditional journalistic practices. However, one phenomenon worthy of note is the association between journalists and scholars facilitated by microblogs, since increased associations among various professional groups may spark resistance to the party-state's information monopoly.  相似文献

Editorial Note     
One pressing issue in libraries today is the censorship of information. This theoretical essay uses Kurt Lewin's gatekeeping theory to examine the decision-makers as well as the different pressures and constraints that are at issue in decisions regarding challenges and censorship attempts that occur in regards to library collections. Knowing who the decision-makers, or gatekeepers, are in the decision-making process, whether it is library boards, library directors, or public officials, is crucial to the understanding of censorship in public libraries. Without a clear understanding of the function of gates and gatekeepers in the decision-making process, libraries may allow unintended censorship of ideas and information to persist.  相似文献

This article presents a case study on how goods scarcity, both natural and artificially created, was used along with censorship to control the Portuguese public's access to information during the 1930s and 1940s. Even though the dictatorship that ruled Portugal from 1933 relied on a censorship apparatus that prevented the publication and broadcast of many pieces of national and international news, the research presented in this article demonstrates how the regime took advantage of the Spanish Civil War and World War II to increase restrictions on the circulation of information, justifying this through the artificially created scarcity of paper and radio frequencies. Furthermore, this article also describes how a third type of scarcity—that of electricity—also restricted listeners' access to radio broadcasts, which led many Portuguese to make sacrifices in order to listen to updated news.  相似文献

Gay images have slowly become integrated into mainstream cultural venues over the last forty years, including publishing. Studies show that gay‐themed materials in libraries are targets of censorship attempts. Are these attempts reflections of the opinions of the majority of the population or of a vocal minority? The information in this study contributes over thirty years of trend data on the general public's views of the censorship of gay‐themed materials in libraries. The publication of Bulgarian serials (called "periodicals" in this article, using the historical Bulgarian term) began in 1844 with the appearance of Liuboslovie. From that time until the recent collapse of the Communist regime, the press has been subjected to censorship and repression, first by the Turkish overlords and later by several of the Bulgarian governments. This article, the first of two parts, focuses on the suppression of the periodical press following the rise of the Communist "people's democracy," which forced virtually all the periodicals that had been published in Bulgaria prior to that time to cease publication. The second part will be devoted to Bulgaria's new-found freedom of the press that has emerged following forty-five years of totalitarianism.  相似文献

Instagram is an IB-MSN with strict and contradictory rules about its uploaded content. Despite its censorship mechanisms, users are finding creative tactics to maintain their imaging practices to circumvent this sensorship—censoring of the senses. This article focuses on the tactics employed by three women engaging in self-imaging practices. These tactics include, but are not limited to, privatizing accounts, abstracting and/or obscuring the body, and timed removals of photos. These tactics are analyzed in order to make sense of how they typify new forms of mobile image production, distribution, and circulation. These women's reactions to the censorship policies with which they must negotiate provide a new conceptual framework—sentio-aesthetics—challenging the normative values and ideologies surrounding sensorship.  相似文献

Much of the focus on the closure of the News of the World in 2011 was in the context of the newspaper as a national publication in the UK. The News of the World, however, had a significant history in Ireland. This article focuses on one aspect of that history culminating in the banning of the newspaper in 1930 at a time when it was the best-selling title in the Irish market. The prohibition followed an almost two-decade campaign against ‘dirty’ publications led by the Catholic Church and its supporters so as to safeguard sexual morality in Ireland against ‘alien’ influences. Understanding the rationale for targeting the News of the World and other popular British newspapers is central to fully considering the censorship campaign as well as the work of the government-appointed Committee on Evil Literature in 1927. Given the emboldened outlook of the Catholic Church following independence from the UK in 1922, the highly effective censorship campaign met little public or political resistance despite the popularity of the News of the World. Along with offering a deeper understanding of this specific censorship campaign against the press, this article also explores the role of British newspapers beyond their core domestic market.  相似文献

Brigitte Burris is a graduate student at Drexel University's iSchool and also works as a librarian at the University of Pennsylvania. At a time when many librarians hope for the expansion of open access to scholarly resources, Burris here proposes a method of adding attributes to articles in institutional repositories in order to increase faculty members' incentive for depositing their scholarly articles.

The iSchool at Drexel's Master of Science in Library and Information Science, MS(LIS), is the second oldest program of its kind in the nation, and one of just 56 ALA-accredited programs. More technologically oriented than other programs, the MS(LIS) prepares graduates for a wide variety of positions including academic librarian, knowledge management specialist, systems librarian, digital librarian, Web developer, and competitive intelligence analyst. In wartime, governments must develop methods of controlling information. During World War II, for the first time, the British government had to invent policies about speech that could be broadcast on radio. Problems inevitably surfaced. One occurred in 1943 during a transatlantic hookup, when a BBC presenter quoted General Montgomery whom she had seen at a London nightclub and whose whereabouts were classified. The mistake provides insight into three wartime phenomena: British censorship, the government's public relations efforts, and the emerging power of the BBC.  相似文献

This study explores how consumers react to advertisers' attempts to influence editorial content of media. Two practices are explored: complementary editorial (magazines giving editorial mentions to advertisers' products or services) and attempts at content censorship. Specifically, the study looks at how adult female readers of women's magazines make sense of the 2 aforementioned practices. Findings indicate that women believe editorial mentions of advertisers' products and services can be useful. Based on what the women in this study stated, attempts by advertisers to prevent media content from being published has greater potential to damage the credibility of both the advertiser and the magazine. Participants drew a basic distinction between the practices of complementary editorial and advertiser influence to prevent content: Editorial provides information, but advertiser influence to prevent content denies information.  相似文献

Visual perception is an ability to process and organize visual information; it plays a role in identifying and classifying information. Many physiological and psychological factors can have an impact on the depth of visual perception in terms of categorization and interpretation of meaning. Picture books tell stories to children with a combination of texts and images. Children's interaction with picture books shows relationships with visual perception; visual perception has an impact on children's categorization and narratives and illustrations of picture books are works of art that can provide sources for children to appreciate art and enhance their visual perception. Three to five-year-old children are characterized by a reliance on their perception because they see what appears to them. At public libraries, schools, and homes children often read picture books for learning and recreation. Thirty-one three- to five-year-old children from one public library, one preschool, and home schools were recruited to interpret images of two picture books in short interviews. Factors that contributed to their interpretation were explored through surveys, content analysis, and case studies.  相似文献

This article investigates the mechanisms of early television censorship from 1947 to 1952, looking at the restrictions placed on content, and the process that shows and advertisements went through before being broadcast. This article focuses on the inner workings of the National Broadcasting Company's (NBC) censoring arm, the Continuity Acceptance Department, and takes into consideration the medium-specific qualities of television and the challenges presented to those who had the task of regulating broadcast content. In addition to a general discussion of regulations, this article examines the censorship of homosexual characterizations in early television, looking specifically at the use of ‘swish’ routines (which make use of stereotyped gay mannerisms) in comedy shows. While networks and the National Association for Radio and Television Broadcasters established codes to govern their censorship apparatuses, the process of censorship was less an enforcement of hard and fast rules than a constant negotiation over content and allowable material.  相似文献

Biographers and book historians both study life histories, and practitioners of the two disciplines have much to learn from one another. The author illustrates this point with a document from a publisher’s archive which reveals a great deal about an author’s career as well as about publishing practices, and with a bibliographical puzzle which tells much about censorship in the British publishing industry while at the same time illuminating an important feature of a writer’s career and life. During a 1937 appearance on NBC's top-rated Chase & Sanborn Hour, Hollywood icon Mae West starred in a comedy skit based on the Garden of Eden that drew complaints of indecency from offended listeners. Much of the reaction came from Catholic reformers seeking to expand the Legion of Decency's influence to radio. The sponsor and network apologized, and the Federal Communications Commission (FCC) issued a letter of reprimand to NBC and its affiliates. This action spurred a backlash among critics, who charged the FCC with censorship. The incident was an important landmark in the prewar debate over government's role in regulating radio.  相似文献

Matthew Baker is a recent graduate of the Simmons Graduate School of Library and Information Science (GSLIS). Here he makes the case for librarians to recognize both the strengths and limitations of technology, and to guide students toward that recognition as well.

The success of government social media relies on citizens' continual usage. Through the theoretical lens of the Uses & Gratifications theory, we develop a research model for mobile government microblogging services (GMS) continuance intention, in which citizens' perceived integration of online and offline social lives and internet censorship are incorporated. Based on data from 629 mobile GMS users in China, the results of the structural equation modeling analysis show that perceived online–offline integration has a significant and positive effect on the three dimensions of gratification: content gratification, social gratification, and process gratification, which jointly influence mobile GMS continuance. Citizens' perceived internet censorship negatively affects their mobile GMS continuance. These results might provide understanding about the unique aspects of government social media, especially in the context of internet censorship.  相似文献

This study investigates public diplomacy on a Chinese social media platform – Weibo. Examining the traffic (i.e., the number of followers) of 30 foreign embassies on Weibo, this study confirms that under certain conditions, digital diplomacy can be effective even in closed information systems. The results suggest that the number of followers an embassy has does not always increase with the economic size of a country or its bilateral economic relationships with China; instead, the number of followers of an embassy's Weibo account grows with the embassy's daily posts. Weibo allows embassies to unshackle the limitations imposed by their economic weight or geopolitical influence and to attract a larger audience through active daily posts. Using Weibo can also help foreign government representations in China manage changes in international relations. This study provides further insights into how social media have changed the traditional pattern of information flow not only in an open Internet environment but also in a closed social media environment where the Internet is under heavy censorship. It also proposes some recommendations for policy makers.  相似文献

John Dewey, one of the preeminent educational theorists of our time, wrote Experience and Education 60 years ago, toward the end of his career, as a review of his educational philosophy and the progressive schools it had spawned. Based on the principle that all genuine education comes about through experience, Dewey's ideas are still current and particularly relevant to the theory and practice of museum education. They are, nevertheless, not widely cited within the museum profession. This article comments on Experience and Education, a slim, readable volume, in the hope of giving it wider readership. Major ideas from each chapter of the book are summarized along with comments on their application to various museum issues. Dewey distinguishes two fundamentally opposed ideas: that education is development from within and that it is formation from without. Believing that experience is the basis for education, he basically takes the within position, although he also warns against either-or thinking. Dewey identifies two aspects of experience and two criteria for judging it which have implications for such things as setting exhibit goals, evaluating exhibits, developing exhibit content, and untangling education and entertainment. He goes on to look at problems of implementing experience-based learning such as maintaining social control, moving people from initial impulses to more purposeful inquiry, and developing organized subject matter from individual experiences. All of this applies to museums as well as schools.  相似文献
