Artificial Intelligence (AI) is gradually becoming an integral part of the digital strategy of organizations. Yet, the use of AI in public organizations in still lagging significantly compared to private organizations. Prior literature looking into aspects that facilitate adoption and use of AI has concentrated on challenges concerning technical aspects of AI technologies, providing little insight regarding the organizational deployment of AI, particularly in public organizations. Building on this gap, this study seeks to examine what aspects enable public organizations to develop AI capabilities. To answer this question, we built an integrated and extended model from the Technology-Organization-Environment framework (TOE) and asked high-level technology managers from municipalities in Europe about factors that influence their development of AI capabilities. We collected data from 91 municipalities from three European countries (i.e., Germany, Norway, and Finland) and analyzed responses by means of structural equation modeling. Our findings indicate that five factors – i.e. perceived financial costs, organizational innovativeness, perceived governmental pressure, government incentives, regulatory support – have an impact on the development of AI capabilities. We also find that perceived citizen pressure and perceived value of AI solutions are not important determinants of AI capability formation. Our findings bear the potential to stimulate a more reflected adoption of AI supporting managers in public organizations to develop AI capabilities.  相似文献

Driven by ‘success stories’ reported by private sector firms, government agencies have also started adopting various Artificial Intelligence (AI) technologies in diverse domains (e.g. health, taxation, and education); however, extensive research is required in order to exploit the full potential of AI in the public sector, and leverage various AI technologies to address important problems/needs. This paper makes a contribution in this direction: it presents a novel approach, as well as the architecture of an ICT platform supporting it, for the advanced exploitation of a specific AI technology, namely chatbots, in the public sector in order to address a crucial issue: the improvement of communication between government and citizens (which has for long time been problematic). The proposed approach builds on natural language processing, machine learning and data mining technologies, and leverages existing data of various forms (such as documents containing legislation and directives, structured data from government agencies' operational systems, social media data, etc.), in order to develop a new digital channel of communication between citizens and government. Making use of appropriately structured and semantically annotated data, this channel enables ‘richer’ and more expressive interaction of citizens with government in everyday language, facilitating and advancing both information seeking and conducting of transactions. Compared to existing digital channels, the proposed approach is appropriate for a wider range of citizens' interactions, with higher levels of complexity, ambiguity and uncertainty. In close co-operation with three Greek government agencies (the Ministry of Finance, a social security organization, and a big local government organization), this approach has been validated through a series of application scenarios.  相似文献

Public value theory offers innovative ways to plan, design, and implement digital government initiatives. The theory has gained the attention of researchers due to its powerful proposition that shifts the focus of public sector management from internal efficiency to value creation processes that occur outside the organization. While public value creation has become the expectation that digital government initiatives have to fulfil, there is lack of theoretical clarity on what public value means and on how digital technologies can contribute to its creation. The special issue presents a collection of six papers that provide new insights on how digital technologies support public value creation. Building on their contributions, the editorial note conceptualizes the realm of public value creation by highlighting: (1) the integrated nature of public value creation supported by digital government implementations rather than enhancing the values provided by individual technologies or innovations, (2) how the outcome of public value creation is reflected in the combined consumption of the various services enabled by technologies and (3) how public value creation is enabled by organizational capabilities and configurations.  相似文献

Artificial Intelligence is increasingly being used by public sector organisations. Previous research highlighted that the use of AI technologies in government could improve policy making processes, public service delivery and the internal management of public administrations. In this article, we explore to which extent the use of AI in the public sector impacts these core governance functions. Findings from the review of a sample of 250 cases across the European Union, show that AI is used mainly to support improving public service delivery, followed by enhancing internal management and only in a limited number assist directly or indirectly policy decision-making. The analysis suggests that different types of AI technologies and applications are used in different governance functions, highlighting the need to further in-depth investigation to better understand the role and impact of use in what is being defined the governance “of, with and by AI”.  相似文献

Despite the exponential growth in the popularity of artificial intelligence (AI), our knowledge on the public perception of AI, especially in the context of local government services, is still limited. To bridge this gap, this study aims to provide empirical evidence and insights into public perceptions concerning the use of AI in local government services. Our methodological approach involves collecting data via an online survey from the residents of three major Australian cities—i.e., Sydney, Melbourne, Brisbane—and Hong Kong (n = 850), and performing statistical analyses. We found that: (a) Ease of using AI is significantly and positively influenced by attitude towards AI; (b) Attitude towards AI significantly and positively influences perceived usefulness of AI in local government services; (c) AI is seen useful in resource management and to improve delivery of service, reduction of cost to provide urban-service, improvement of public safety, and monitoring the effectiveness of strategies to manage environmental crisis, and; (d) AI is more positively perceived by Australians in comparison to Hong Kongers, indicating the impact of contextual and cultural differences. The research findings inform local government authorities—e.g., urban policymakers, managers, and planners—on their AI policy, planning and implementation decisions.  相似文献

We are living in turbulent times, with the threats of COVID-19 and related social conflicts. Digital transformation is not an option but a necessity for governments to respond to these crises. It has become imperative for governments worldwide to enhance their capacity to strategically use emerging digital technologies and develop innovative digital public services to confront and overcome the pandemic. With the rapid development of digital technologies, digital government transformation (DGT) has been legitimated in response to the pandemic, contributing to innovative efficacy, but it also has created a set of challenges, dilemmas, paradoxes, and ambiguities. This special issue’s primary motive is to comprehensively discuss the promises and challenges DGT presents. It focuses on the nature of the problems and the dilemmatic situation in which to use the technologies. Furthermore, it covers government capacity and policy implications for managerial and institutional reforms to respond to the threats and the uncertainty caused by disruptive digitalization in many countries. To stimulate discussion of the theme of this special issue, this editorial note provides an overview of previous literature on DGT as a controlling measure of the pandemic and the future direction of research and practice on DGT.  相似文献

Theoretically and practically E-Government and the digital divide are intertwined social phenomena. Using sophisticated information technologies (IT) in government has little social value if citizens are not able to use services or interact in political processes in meaningful ways. Similarly, understanding the development and use of IT in government without incorporating a demand perspective would potentially lead to partial explanations of a complex social reality. This article argues that studies about E-Government and the digital divide, which have been relatively disconnected research areas, have important parallels and potential intersections. These parallels may be useful in understanding E-Government projects and policies in a more comprehensive way and, consequently, for developing effective digital strategies. The paper reviews trajectories in E-Government and digital divide research and suggests potential implications drawn from the digital divide literature for E-Government research and practice, including model and theory development, understanding users, and some determinants of demand.  相似文献

This study investigates the public's initial trust in so-called “artificial intelligence” (AI) chatbots about to be introduced into use in the public sector. While the societal impacts of AI are widely speculated about, empirical testing remains rare. To narrow this gap, this study builds on theories of operators' trust in machines in industrial settings and proposes that initial public trust in chatbot responses depends on (i) the area of enquiry, since expectations about a chatbot's performance vary with the topic, and (ii) the purposes that governments communicate to the public for introducing the use of chatbots. Analyses based on an experimental online survey in Japan generated results indicating that, if a government were to announce its intention to use “AI” chatbots to answer public enquiries, the public's initial trust in their responses would be lower in the area of parental support than in the area of waste separation, with a moderate effect size. Communicating purposes that would directly benefit citizens, such as achieving uniformity in response quality and timeliness in responding, would enhance public trust in chatbots. Although the effect sizes are small, communicating these purposes might be still worthwhile, as it would be an inexpensive measure for a government to take.  相似文献

This study is among the first attempts to empirically investigate the adoption of mobile government by rural populations in developing economies. Based on 409 validated questionnaires collected from families living in rural China, the study examines the interdependences among rural inhabitants' demographic attributes, their access to and perceptions of mobile government, and quantifies how their intention to use mobile government is influenced by technology attributes, social factors and trust beliefs. The results indicate that young males, who live far from a village center or market, and have some knowledge of recent government policies, tend to have a more positive perception of mobile government, and therefore become potential adopters of the service. Perceived ease of use, near-term usefulness, long-term usefulness, integrity, benevolence, image and social influence have significant and positive influences on the intention to use mobile government. Specifically, perceived ease of use, long-term usefulness and social influence have a direct influence on intention to use, while perceived near-term usefulness, integrity, benevolence and image have an indirect influence.  相似文献

Public value creation is traditionally considered as the citizens' collective expectations with respect to government and public services. Recent e-government literature indicates that what exactly constitutes public value in digital government is still debated. Whereas previous research acknowledges aspects such as co-production and the orchestration role of government in the context of public value creation, there is only a limited understanding of how public value is created by the interactions between government and business actors, and the role digital technologies play in that process. Furthermore, so far, research into public value creation processes is limited to specific services that aim to meet a specific goal; for a more complete view, an integrative perspective is required to address the multiplicity of goals. Societal challenges including climate change, sustainability, and the transition towards circularity will require governments to play a crucial role. Businesses are also transforming their vision by adding societal goals to their economic objectives and contributing to these societal challenges. This necessitates even more the need to explicitly consider the role of business in public value creation processes. In this paper we argue that there is a need to understand public value creation as an interactive process, involving both government and business actors. In this process, voluntary information sharing enabled by digital infrastructures has the potential to contribute to the value creation processes, but the increased complexity of digital technologies obscures the effects they can have on value creation. Therefore, we develop a framework that allows to reason about public value creation as an interactive process, involving government and businesses, facilitated by voluntary information sharing. The framework also allows to reason about how the technological design choices of the underlying digital infrastructure influence this value creation process. For the framework development, we use an in-depth case study from the domain of international trade. We analyze the interactions between customs authorities and supply chain actors for jointly creating public value related to revenue collection, as well as safety and security of goods entering the European Union, using business data made available via a global blockchain-enabled infrastructure. In future research, the framework that we developed can be used to analyze more complex cases with additional public value aspects, such as sustainability and circularity.  相似文献

Artificial intelligence (AI) is regarded as the next digital frontier in government, with many potential applications for economic development as well as sustainable urbanization. Governments have started experimenting with AI, but empirical research on how to leverage and implement AI remains limited. This study analyzed two cases of AI implementation in a large city and identified various AI capabilities useful for government. More importantly, purposeful orchestration of AI-related resources such as data, knowledge, algorithms, and information systems is necessary for developing strong AI capabilities. The findings indicate two different types of orchestration: policy-driven orchestration focuses on the integration of resources, while innovation-driven orchestration focuses on triangulation. This study contributes to the growing body of knowledge on AI in government by revealing and conceptualizing different paths and approaches to AI implementation. They also serve to inform practitioners' planning of AI implementation.  相似文献

Findings from an analysis of printer data in the Walter Stiern Library at California State University, Bakersfield (CSUB), revealed that government documents accounted for about 5% of the total materials printed. A comparison of these findings with circulation statistics for government documents showed that students are more likely to print web-based government documents than to check out their paper counterparts. However, neither paper nor electronic government documents were accessed at levels indicating extensive use. This study indicates that students are neglecting important materials in their research and that instructors need to further incorporate the use of government documents into their course requirements. Collaborative instruction between librarians and teaching faculty can promote access to the rapidly developing digital collections of government documents.  相似文献

In today's global culture where the Internet has established itself as the main tool for communication and commerce, the capability to massively analyze and predict citizens' behavior has become a priority for governments in terms of collective intelligence and security. At the same time, in the context of novel possibilities that artificial intelligence (AI) brings to governments in terms of understanding and developing collective behavior analysis, important concerns related to citizens' privacy have emerged. In order to identify the main uses that governments make of AI and to define citizens' concerns about their privacy, in the present study, we undertook a systematic review of the literature, conducted in-depth interviews, and applied data-mining techniques. Based on our results, we classified and discussed the risks to citizens' privacy according to the types of AI strategies used by governments that may affect collective behavior and cause massive behavior modification. Our results revealed 11 uses of AI strategies used by the government to improve their interaction with citizens, organizations in cities, services provided by public institutions or the economy, among other areas. In relation to citizens' privacy when AI is used by governments, we identified 8 topics related to human behavior predictions, intelligence decision making, decision automation, digital surveillance, data privacy law and regulation, and the risk of behavior modification. The paper concludes with a discussion of the development of regulations focused on the ethical design of citizen data collection, where implications for governments are presented aimed at regulating security, ethics, and data privacy. Additionally, we propose a research agenda composed by 16 research questions to be investigated in further research.  相似文献

Under pressure to fight corruption, hold public officials accountable, and build trust with citizens, many governments pursue the quest for greater transparency. They publish data about their internal operations, externalize decision-making processes, establish digital inquiry lines to public officials, and employ other forms of transparency using digital means. Despite the presence of many transparency-enhancing digital tools, putting such tools together to achieve the desired level of digital transparency, to design entire government systems for digital transparency, remains challenging. Design principles and other design guides are lacking in this area. This article aims to fill this gap. We identify a set of barriers to digital transparency in government, define 16 design principles to overcome such barriers, and evaluate these principles using three case studies from different countries. Some principles apply to projects, others to systems, yet others to entire organizations. To achieve digital transparency, before building and deploying digital solutions, government organizations should build technological and institutional foundations and use such foundations to organize themselves for transparency. The proposed design principles can help develop and apply such foundations.  相似文献

The use of information and communication technologies in government has been characterized as one powerful strategy for administrative reform. From recent experiences around the world, it seems clear that in order to enjoy some of the greatest benefits of digital government, the integration of information across organizational boundaries is necessary. However, these digital government initiatives face additional challenges, since the required level of interorganizational collaboration and trust is often not supported by existing institutional arrangements, organizational structures, and managerial processes. In fact, many institutions and administrative structures found in government contexts offer incentives for single-agency work only, which produces stove-pipe systems. Based on an extensive case study in the Mexican federal government, this paper explores how certain institutional arrangements and organizational structures can enable or hinder cross-agency collaboration and consequently, interorganizational information integration.  相似文献

Government chatbots have become increasingly popular as artificial-intelligence-based tools to improve communication between the government and its citizens. This study explores the interaction mode design of a trustworthy government chatbot, which involves multiple social characteristics from the user-centric perspective. A discrete choice experiment was conducted in the context of Chinese government chatbots to examine the effects of various social characteristics on citizen preferences. Participants utilized a crowdsourcing survey platform to report their preferences for interaction processes designed with distinct sets of social characteristics. Valid data were obtained from 371 participants and analyzed using a multinomial logit model. The results indicate that (in order from highest to lowest impact) emotional intelligence, proactivity, identity consistency, and conscientiousness significantly influence the citizens' preferences. Identity consistency has a negative effect, whereas the other factors all have positive impacts. It was also determined that some of these correlations are influenced by the participants' individual characteristics, such as age, gender, and prior experience with chatbots. This work provides empirical evidence for the relative importance of social characteristics and their impacts on user perception, expands the service dimension scope of information provision/communication (one of five categories of digital interaction), and facilitates the identification and operationalization of the social characteristics. We provide a theoretical framework to understand the interaction model design of a trustworthy government chatbot and also offer practical recommendations for government chatbot designers and policy implications.  相似文献

State and local governments regularly disclose financial information to the public so that the current financial status of the government is recognized publicly. The purpose of such disclosure is to achieve accountability and inform citizens about governments' financial decisions. Despite the efforts to improve the accessibility and readability of financial information, we do not know whether and how the financial information is processed by citizens. This study investigates how citizens assess the financial condition of governments when different financial information is presented. We conduct an online survey experiment to understand how disclosed financial information shapes citizens' perceived level of a government's fiscal stress and their attitudes toward governments' revenue-raising strategies. We find that citizens prioritize the financial indicators that they are familiar with, such as debt and surplus ratios. While both historical and social reference points play an important role, social reference is more effective in influencing citizens' perception. We only find limited evidence to support the relationship between citizens' perception of fiscal stress and their support toward governments' decisions to raise revenues.  相似文献

Public access to government records is essential for democratic self-governance, and attitudes toward that right can facilitate or hinder public policy regarding transparency. As more people use the internet for gathering information about their governments and communities, it is unknown whether such online information-seeking is related to increased support for government transparency and the right to request public records. This paper applies a uses and gratification theory approach to examine internet information use and its relation to support for citizen and press access to government records. Three U.S. studies examined media-use correlates with support for government transparency: a paper questionnaire survey of college students (N = 614), an online survey (N = 1819), and a random-digit-dial telephone survey of randomly selected U.S. adults (N = 403). Analyses indicated varying results for television and newspaper use, but in all three datasets reliance on the internet for information was positively associated with support for access to public records. Implications for government transparency in a society increasingly reliant on the internet for information are discussed.  相似文献

Internet of Things (IoT) is ubiquitous in society. IoT-enabled dynamic capabilities in real-time sensing and responding can spur digital transformation in unlocking the potential of digital government into data-driven smart government capable of delivering policies and services of public interest and public value. However, the literature indicates challenges in IoT cybersecurity and systemic use across the government. There is the urgent need for IoT research on policy and use. This paper developed a framework for IoT-enabled smart government performance. We applied this framework to conduct case study analyses of digital technology policy, IoT cybersecurity policy, and IoT use in major application domains at the U.S. federal government level. The results show that some agencies were strategic and forward-thinking in funding and partnering with sub-national governments in promoting the IoT use. However, there remains a critical need for national IoT policies to promote systemic IoT use across the application domains.  相似文献
