Makerspaces are open communities for tinkering, innovating, and socializing: They are equipped with tools and training that support “making” by participants. It has been argued that makerspaces can be a powerful vehicle to enhance both innovation and innovation diffusion by consumers. This research note offers initial empirical evidence for these claims. Through a survey of 558 participants drawn from makerspaces worldwide, the study shows that the innovation rate is about 53% and that the diffusion rate is about 18% among these individuals – substantially higher than the innovation and diffusion rates found in national innovation surveys of general populations, i.e. individuals who innovate independently at home at their own discretion.These findings doubtless reflect both a selection and a treatment effect: Individuals inclined or motivated to innovate and/or diffuse, tend to join makerspaces; and once individuals do participate, the rich resources they find in makerspaces most likely will improve the opportunities to innovate and/or diffuse successfully. Since innovation by consumers is both personally and economically valuable, these findings support the case for further research into the nature of successful makerspaces, and suggest the potential social welfare value of public investment.  相似文献

The question this article addresses is, how far from its optimal level can an innovation policy be implemented at, yet still improve social welfare relative to the laissez-faire outcome? The concern for policymakers is that even an intervention which enhances welfare if set at its optimal magnitude might actually make matters worse if implemented to the wrong degree. Understanding the performance of suboptimal policy levels is practically important, since the complexity and uncertainty of innovation make optimal policy magnitudes elusive in the real world. The model developed herein to investigate this issue is an R&D rivalry game where firms invest in R&D, then engage in Cournot competition. A policymaker seeks to improve welfare by choosing the levels of an R&D subsidy and consumer price subsidy. Results show that the welfare improvement window, defined as the set of all policy levels that improve social welfare, can be worryingly narrow. However, certain features of an innovation process and market lead to wider welfare improvement windows, such as stronger spillovers and moderately costly R&D. Policymakers stand a better chance of improving social welfare by intervening where these features are present.  相似文献

Incentives to innovate are a central element of innovation theory. In the private-investment model, innovators privately fund innovation and then use intellectual property protection mechanisms to appropriate returns from these investments. In the collective-action model, public subsidy funds public goods innovations, characterized by non-rivalry and non-exclusivity in using these innovations. Recently, these models have been compounded in the private-collective innovation model where innovators privately fund public goods innovations. Private-collective innovation is illustrated in the case of open source software development. This paper contributes to the work on this model by investigating incentives that motivate innovators to share their knowledge in an initial situation, before there is a community to support the innovation process. We use game theory to predict knowledge sharing behavior in private-collective innovation, and test these predictions in a laboratory setting. The results show that knowledge sharing is a coordination game with multiple equilibria, reflecting the fragility of knowledge sharing between innovators with conflicting interests. The experimental results demonstrate important asymmetries in the fragility of knowledge sharing and, in some situations, more knowledge sharing than theoretically predicted. A behavioral analysis suggests that knowledge sharing in private-collective innovation is not only affected by material incentives, but also by social preferences such as fairness. The results offer general insights into the relationship between incentives and knowledge sharing and contribute to a better understanding of the initiation of private-collective innovation.  相似文献

There is sufficient evidence, drawn from surveys of innovation in the public sector and cognitive testing interviews with public sector managers, to develop a framework for measuring public sector innovation. Although many questions that are covered in the Oslo Manual guidelines for measuring innovation in the private sector can be applied with some modifications to the public sector, public sector innovation surveys need to meet policy needs that require collecting additional types of data. Policy to support public sector innovation requires data on how public sector organizations innovate and how a strategic management approach to innovation can influence the types of innovations that are developed. Both issues require innovations surveys to delve deeply into the innovation processes and strategies that are used by public sector managers. Implementation of the measurement framework proposed in this paper would open up opportunities for a new, policy-relevant research program on public sector innovation.  相似文献

环境政策工具对企业环境技术创新的激励程度,是评估环境政策工具的重要标准。但是以往文献主要针对不完全竞争市场条件下大企业的技术创新激励效果进行研究,忽略了中小企业,而中小企业占我国企业总数的绝大部分,因此对中小企业进行相关研究非常必要;同时以往文献也没有对企业的清洁工艺和末端治理技术做出明确区分,而这两种技术创新对企业的作用机制是不同的。有鉴于此,本文从完全竞争市场条件下的中小企业出发,将环境技术创新严格区分为清洁工艺和末端治理技术,并通过构建企业利润变化模型和社会福利函数,得出了排放标准、排污费、补贴和排污许可证价格的临界值,以及社会福利最大化条件下的最优水平;同时,本文还为企业在四种环境政策工具下灵活选择技术创新方式进行了区分与比较;最后本文对四种环境政策工具的企业环境技术创新的激励效应做出了排序。本文的研究结果能够为政府选择环境政策工具提供政策建议,同时能够为中小企业在不同的环境政策工具下灵活选择环境技术创新方式提供参考意见。  相似文献

This paper considers the link between public policy and innovation and contributes to the notion that public policies that do not directly address innovation carry along important implications for it. It explores the role of regulation for innovation and innovation policy by emphasizing the importance of non-technological regulatory effects for innovation and their potential as an input for innovation policy. The output of in depth interviews with stakeholders from the detergents industry is combined with various sources of secondary data and reveals a variety of non-technological novelties attributed to regulation that are relevant to innovation. These results are then matched against the objectives of innovation policy, an exercise that gives better insights on the policy links between regulation and innovation policy and concludes on the domains of complementarities between the two. We find that that regulatory policy can contribute to the achievement of targets set by innovation policy while innovation policy measures can facilitate the compensation of negative regulatory implications for innovation.  相似文献

Discussion of open innovation has typically stressed the benefits to the individual enterprise from boundary-spanning linkages and improved internal knowledge sharing. In this paper we explore the potential for wider benefits from openness in innovation and argue that openness may itself generate positive externalities by enabling improved knowledge diffusion. The potential for these (positive) externalities suggests a divergence between the private and social returns to openness and the potential for a sub-optimal level of openness where this is determined purely by firms’ private returns. Our analysis is based on Irish plant-level panel data from manufacturing industry over the period 1994–2008. Based on instrumental variables regression models our results suggest that externalities of openness in innovation are significant and that they are positively associated with firms’ innovation performance. We find that these externality effects are unlikely to work through their effect on the spread of open innovation practices. Instead, they appear to positively influence innovation outputs by either increasing knowledge diffusion or strengthening competition. Our evidence on the significance of externalities from openness in innovation provides a rationale for public policy aimed at promoting open innovation practices among firms.  相似文献

Innovation researchers have begun to look beyond how users develop tangible objects or product innovations and moved to investigate the existence and impact of intangible user-developed innovations in techniques and services in the household sector . In this paper, to incorporate technique and service innovations and other varieties of intangible innovations not yet described in the literature into an efficient and encompassing typology, we propose the new concept of intangible Behavioral Innovation as an overarching category that stands in contrast to tangible product innovation. Behavioral innovation is defined as consisting of one or a connected sequence of intangible problem-solving activities that provide a functionally novel benefit to its user developer relative to previous practice. We demonstrate in a pilot study using a relatively novel big data-gathering and semantic analysis approach that behavioral innovation exists and can be identified in user-generated content posted openly online in peer-to-peer discussion forums relating to household sector activities such as parenting. The preponderance (N = 138) of the 168 user innovations captured in our samples of discussion comments were intangible behavioral innovations, most of which were developed by women. The majority of behavioral innovations identified were diffused by their user developers in response to specific requests for help or advice from peers in their online community. Thus, incorporating the new concept of intangible behavioral innovation into studies of user innovation's scope and significance in the household sector can serve to clarify which users innovate in our communities of interest, what and how they innovate, why they are triggered to diffuse their innovations peer-to-peer, and how their innovative activities might impact social welfare.  相似文献

由于性别的社会建构属性、创新成果形式的多元化,传统的“性别影响评估”作为一种政策分析工具,已经无法完全适用于评价实体和非实体创新成果。为解决这一问题,本研究从过程视角出发,提出“创新管理中的性别影响评估”,包含了筛选、设计、审查和价值实现四阶段和评估工具包(投入-产出-影响模型、影响评估标准矩阵和空间递推矩阵)。随后,以失能老人辅助器具的市场探索为例,将性别影响评估应用于该行业。创新管理中的性别影响评估为创新成果本身及其外溢的社会性别影响提供客观评价和反身思考的机会,促进创新成果达成两性共享、服务社会以及社会普惠的价值取向。  相似文献

By introducing the concept of innovation regimes, the aim of this article is to show how the rapid pace of technological development in the telecom sector may be explained by the close links between the sector's own R&D and the creation of numerous innovations, many of which are radical. In contemporary innovation theory, a theoretical antinomy exists: Whereas, the creation of incremental innovations is variously explained in terms of «rational» responses to markets, dynamics of technological regimes, dominant design, etc., radical innovations, in contrast, are explained in terms of serendipity, chance or haphazard scientific discoveries. Evidence from analysis of innovations in the telecom sector suggests that innovation regimes have provided a capability of coordination, direction and leadership in the creation of many of the radical technological innovations that have emerged in the sector. Thus, one may claim that the strong innovation regimes and high R&D intensity of the telecom sector, at least until recently, have provided a capability of creating innovations on purpose — for a purpose. The policy implications of this contradict some of the assumptions on which the prevailing market-oriented R&D governance models and policies are based — and which are supported by contemporary innovation theories.  相似文献

Literature on innovation policy reveals little of how relations between government agencies as policymakers evolve. Taking the policy network approach, this paper investigates three mechanisms underlining the evolution of inter-government agency relations in emerging economies – policy agenda, power concentration and heterogeneity dependence, and applies them to the analysis of the evolution of innovation policymaking in China. Operationally, the paper proposes a social network analysis (SNA)-based method to quantitatively study China’s innovation policy network, which consists of 463 innovation policy documents formulated by its central government ministries between 1980 and 2011. The findings show that the formal policy network for innovation has been not only sustained through the intervention of policy agendas but also self-organized because of policy network’s nature of power concentration and heterogeneity dependence. The presence of such mixed mechanisms in China’s innovation policy network’s evolution differs from the findings from industrialized countries where self-organization plays a central role. This work advances our theoretical understanding of the evolution of innovation policy network and has implications for innovation policymaking in emerging economies.  相似文献

The paper presents and empirically applies a neo-Schumpeterian model of innovation capable of studying interactions between service providers, patients and policy makers, and how these complex interactions determine the timing, direction, and success of innovations in the public sector. The model is tested using a case study that traces the introduction and development of ambulatory surgery in a Spanish hospital. The multi-agent model applies the ideas of Schumpeter to services, encompassing Schumpeter's five types of innovation, and re-introducing the policy-maker as a key agent in the innovation process. The model has a number of advantages over previous, reduced form models. First, it can analyse the interactions between the economic, social and political spheres that make up the complex selection environment of innovations. Second, it captures the recursive impact of radical innovations on agents’ competences and preferences, and their relative power. This brings politics, power, and rhetorical persuasion to the fore. Third, it provides an improved set of definitions for radical and incremental innovation. These are not only important for understanding the sources and drivers of innovation, but also for the accurate measurement of innovation.  相似文献

Drawing upon a sample of 597 small and medium-sized manufacturing firms, this article investigates the extent to which cooperation for innovation is associated with firm-level product and process ‘innovativeness’ and, where collaborative relationships are reported, the factors which influence their spatial distribution. With respect to the former issue, the data suggests considerable variety of association across Pavitt’s [Research Policy 13 (1994) 343] sectoral taxonomy and innovation type. However, the data also indicates the need for caution when developing network strategies or policies: the evidence presented here is unequivocal in noting that innovation is neither a necessary nor less a sufficient condition for innovation. Moreover, internal resources often act as complements to, or indeed appears to negate the need for, external resources. With regards to the spatial distribution of firm linkages, it appears that increasing firms size and export propensity are positively associated with external linkages at a higher spatial level. Moreover, the spatial reach of innovation-related linkages is also likely to be greater for firms reporting the introduction of relatively novel innovations (i.e. products or processes which are new to the industry). In contrast, smaller firms and firms engaged in incremental product innovations appear more likely to be locally embedded.  相似文献

Edwin Mansfield’s contributions to the economics of technology are summarized from the early 1960s through his death in 1997. Mansfield’s methodology is discussed, as are his contributions on: the diffusion of technical innovation, the effect of firm size on innovation, the role of academic and basic research in increasing innovation and productivity, international technology transfer and the inaccuracy of technological forecasts. The economics profession’s evaluation of the relative importance of Mansfield’s work is presented, using as evidence citation counts of his works collected from the Social Science Citation Index (SSCI). Identified as among Mansfield’s most important contributions are his work on the importance of academic research for industrial innovations, his empirical estimation of the rates of diffusion of different innovations, and his estimation of the private and social returns from investments in industrial innovations. Finally, we present Mansfield’s advice on the future of the economics of technology.  相似文献

The objective of this paper is to contribute to a perspective on economic performance, i.e. the interaction between norms specific to a company, the knowledge basis of the company and innovation.The questions we will try to shed light on in this article are: what is the connection between norms specific to the company, the knowledge basis of the company and innovation?We will argue that norms specific to the company, knowledge development and innovation strategies are closely linked, in order to promote competitive advantages at the company level. We will present and discuss a model in this connection. At the end of the article we will integrate this model and develop policy implications. We will see norms specific to the company in the light of social autopoiesis theory. It is this theory which will be used when evaluating the importance of knowledge development and innovation.The main thesis in the article is that a company's capabilities are primarily developed on the basis of social norms and values already existing in the social relations of the company. This in turn influences how the company develops and applies the knowledge basis, thus influencing innovation strategies.  相似文献

The diffusion of innovations is identified as an important aspect of technological and social change. Innovations diffuse through segmented networks of knowledge that limit the flow of knowledge from any one technological domain to any other. Despite this segmentation, some organizations are capable of developing pieces of knowledge that overcome these limitations. Within this context, we develop four hypotheses regarding specific R&D strategies that affect a firm’s ability to develop inventions that diffuse beyond the firm’s technological boundaries. Specifically, we examine how a firm's scientific intensity, technological collaborations, technological diversity, and internal focus impact breadth of innovation diffusion. We use two of the main determinants of innovation diffusion, namely, the relative advantage and the observability, as theoretical mechanisms to build our arguments. We empirically test our hypotheses on longitudinal data from the industries of pharmaceuticals, biotechnology, and chemicals. Our findings show that the extent to which the knowledge embedded in a firm’s inventions diffuses in distant technological areas is positively related to the firm’s scientific intensity and to its extent of collaboration, but it is negatively related to its technological diversity.  相似文献

This empirical study examines small firms’ strategies for capturing returns to investments in innovation. We find that small firms’ strategies are qualitatively different from those found in earlier studies of both small and large firms. Most of the small firms examined here find informal means of protection, such as speed to market or secrecy, more important than patenting. Only firms with university cooperation—typically R&D intensive and science-based small firms—were likely to identify patents as the most important method of appropriating innovation returns in their field. Thus, the strategic choice for most small firms is between secrecy and speed to market. Firms that cooperate in innovation with horizontal partners or significantly depend on vertical partners tend to prefer speed, whereas process innovators with modest R&D investments or few cooperative R&D activities display a preference for trade secrets. Indeed, cooperation activities greatly influence the choice of intellectual property strategy for small firms. Earlier research has emphasized patents and trade secrets as key strategies of appropriation, yet these strategies do not appear to be very beneficial for small firms engaged in cooperative innovation. These results raise policy questions regarding the functionality of the existing system of intellectual property rights.  相似文献

Human capital, the set of skills, knowledge, capabilities and attributes embodied in people, is crucial to firms’ capacity to absorb and organize knowledge and to innovate. Research on human capital has traditionally focused on education and training. A concern with the motivationally-relevant elements of human capital such as employees’ job satisfaction, organizational commitment, and willingness to change in the workplace (all of which have been shown to drive innovation), has often been overlooked in economic research and by public policy interventions to date. The paper addresses this gap in two ways: First, by studying firms’ human resource systems that can enhance these elements of human capital, and second, using the results of this research as a springboard for a public policy program targeted at elements of human capital that have been ignored by traditional education and training interventions. Using a sample of 1070 employee-managers in Ireland, we apply a series of probit regressions to understand how different human resources systems influence the probability of employee-managers reporting the motivationally-relevant elements of human capital. The research: (1) Finds that respondents in organizations with certain human resource systems are more likely to report motivationally-relevant elements of human capital. Specifically, employee-managers in organizations with proactive work practices and that consult with their employee-managers increase the predicted probability of reporting that they are satisfied with their job, willing to change, and are committed to the organization; (2) Highlights the need to consider the role of policy interventions to support the motivationally-relevant elements of human capital; (3) Proposes a new policy program offer to support the motivationally-relevant elements of human capital in order to increase firms’ innovation activity.  相似文献

To innovate, firms often need to draw from, and collaborate with, a large number of actors from outside their organization. At the same time, firms need also to be focused on capturing the returns from their innovative ideas. This gives rise to a paradox of openness—the creation of innovations often requires openness, but the commercialization of innovations requires protection. Based on econometric analysis of data from a UK innovation survey, we find a concave relationship between firms’ breadth of external search and formal collaboration for innovation, and the strength of the firms’ appropriability strategies. We show that this concave relationship is stronger for breadth of formal collaboration than for external search. There is also partial evidence suggesting that the relationship is less pronounced for both external search and formal collaboration if firms do not draw ideas from or collaborate with competitors. We explore the implications of these findings for the literature on open innovation and innovation strategy.  相似文献
