Although it is generally believed that secondary students with special needs should be given full access to the secondary curriculum, most literacy specialists claim that regular, specific help is essential for young people with reading and writing difficulties. Tony Lingard is special educational needs co-ordinator (SENCo) in a large comprehensive secondary school. He believes that the requirements of the Code of Practice detract from his capacity to support pupils with special educational needs. Anticipating the introduction of a revised, but still significant, bureaucratic burden in the new Code, he reports his use of a questionnaire to gather the views of other secondary SENCos in his LEA. The results are challenging but compelling. Do individual education plans (IEPs) help subject teachers to address individual pupils' special educational needs? Do targets help pupils and parents to engage with priorities for learning? Would whole-school strategies for meeting special educational needs be more effective, efficient and inclusive than the current individualised system? Few people would challenge the need for children to be systematically taught the phoneme-grapheme correspondences of English as part of their acquisition of literacy – that is, to be taught some phonics. The issue is not whether, but how phonics should be taught. As schools adapt to the Key Stage 3 Literacy Strategy, this paper looks at early impacts upon secondary English departments of the primary National Literacy Strategy (NLS). Since 1999, pupils with increasing experience of the primary NLS have been entering secondary schools. This paper focuses upon four secondary English departments at three points in time: early in the first year in which secondary schools received Y7 students who had experienced the NLS (autumn 1999), towards the end of the same school year (July 2000) and five terms later (spring 2002). The paper looks for shifts over time in departmental policy and practice across the primary/secondary transfer that may relate to the impact of the primary NLS. Of the two major findings from rounds one and two of interviews, one was confirmed by the third round of interviews and one was not. The persistent finding was that greater success with post-NLS students in Y7 was experienced by the English department that already practised high levels of liaison with feeder primary schools and worked positively to publicise their literacy practices across their own school's other subject departments. However, over the three years, the four departments grew more varied in their preparation for, and responses to, receiving students from the primary NLS. This suggests that English departments are operating their responses to the primary NLS with a fair degree of autonomy.  相似文献

In this article, Anthony Feiler, senior lecturer in the Graduate School of Education at the University of Bristol, and Elaine Logan, lecturer in early years education at the City of Bristol College, present a case study of a child who made strong progress with literacy during his first year at school. The child and his family participated in the Literacy Early Action Project (LEAP), a home-visiting scheme for children judged by school staff to be at risk of struggling with literacy. A teaching assistant made weekly home visits during the year and developed literacy support activities with the child's mother and grandparents. Five key factors underpinning the child's progress are identified here: the flexibility in the teaching assistant's approach that enabled extended family members to become engaged in literacy support; the teaching assistant's sensitivity to family culture; the playful approach to learning adopted by the teaching assistant; putting the child at the centre of the intervention; and the existence of a school culture that strongly promoted involvement for parents. Anthony Feiler and Elaine Logan conclude that teaching assistants in the UK might be given more scope to develop support strategies for early childhood education that involve collaborative work with parents.  相似文献

Current research highlights the prevalence of potentially undetected communication difficulties, often associated with major difficulties in literacy and learning, among pupils identified as having behavioural, emotional and social difficulties (BESD). In this article, Sarah Heneker, who is a speech and language therapist working mainly with adults with learning disabilities in a Primary Care Trust in Surrey, reports on a pilot project that provided speech and language therapy to a group of pupils in a pupil referral unit (PRU). The research involved formal assessment of 11 pupils aged between five and 11 years. These assessments confirmed that ten out of the 11 pupils experienced some degree of difficulty in communication. Six of these pupils, whose significant difficulties warranted the intervention, were offered speech and language therapy for one term. All these pupils made progress in the areas targeted for intervention and gained confidence generally in their communication. The pupils who worked on word knowledge made the greatest measurable progress. Sarah Heneker reports on these and other benefits to the pupils involved and reveals that the success of her pilot project has led directly to a sustained programme of speech and language therapy input for the pupils in this PRU. This may be a response that education providers in other localities will wish to emulate.  相似文献

The National Literacy Strategy (NLS) was introduced into schools in England in 1998 with the aim of raising the literacy attainments of primary‐aged children. The Framework for Teaching the Literacy Hour, a key component of the NLS, proposes an interpretation of literacy that emphasises reading, writing and spelling skills. An investigation of the Literacy Hour for pupils with a range of special needs raised questions about teachers' interpretation of literacy when children have severe and complex learning needs. The research suggested that a skill‐based view of literacy is limited and has the potential to exclude pupils who cannot access or produce written material by conventional means. These issues are discussed within the context of views drawn from contemporary literature. Implications for further research are identified.  相似文献

This paper is concerned with the implications of a social view of literacy for the policy and practice of adult literacy. Taking the example of a recent literacy project in South Africa and comparing this with the author's own ethnographic research among learners from the National Literacy Programme in Namibia, the paper discusses the possible difficulties to be experienced when designing a literacy project based on the concept of literacy as a social practice. The main argument put forward is that these difficulties are likely to be grounded in the difference between potential learners’ uses of literacy in everyday life and their understandings of literacy and how this orients them towards particular forms of literacy education.  相似文献

In 1957 Ghana was the first sub-Saharan colonial nation-state to achieve independence from British rule. The language of literacy instruction, however, remained English throughout most of Ghana’s independence, effectively thwarting reading and writing in 11 major and 67 minor indigenous languages in use today. After years of policy shifts, including the intermittent of mother tongue in early childhood schooling to facilitate English language and literacy instruction, prospects for a bold move towards multilingual education have emerged from a coalescence of forces inside and outside of Ghanaian education policy circles. This article discusses how the inertia of a dated language policy and a historic disregard for Ghana’s multilingual landscape by the country’s own policy makers are being overcome, at least partially, by progressive powers of change, albeit not without challenge. It undertakes an analysis of how a policy environment that supports bilingual education was created in order to implement a comprehensive and innovative multilingual programme, the National Literacy Acceleration Program (NALAP), which was rolled out across the nation’s schools in early 2010. Having been involved in the process of designing NALAP, the authors describe the development of standards of learning and materials, as well as innovative aspects of a constructivist teacher education approach. The paper concludes with recommendations for further research, including combining a change process for key stakeholders and randomised language and literacy assessment with social marketing research in a unified approach.  相似文献

When the National Literacy Strategy was implemented in September 1998, Kate Wall was teaching at a junior school in the southwest of England. She became keenly aware of the effects it had on herself as a practitioner, her colleagues and the children identified with special educational needs (SEN) in her class. Now, as an educational researcher, she has had the opportunity to look at the policy changes in literacy education from a new perspective. Elementary teachers are challenged to maximize instructional time to cover standards in all content areas and to meet a wide variety of student needs including students who are not proficient in English. This action research looks at how one fourth-grade teacher improved achievement for English Language Learners by integrating social studies into the literacy block using a Project GLAD® unit and the school district Literacy Comprehension Frameworks. This article was first drafted after I worked for 14 weeks last year in a school that was piloting the National Literacy Strategy at Key Stage 3. I now work in another school delivering the full published Strategy to Year 7. In this article, I explore the contradictions inherent in the Strategy in attempting to develop the English and literacy skills of Key Stage 3 pupils. Ultimately, my argument is that the educational benefits of this teaching to objectives is at odds with some of the deeper aims of the Strategy and of English teaching, and that the constant assessment involved puts too much pressure on our youngsters at an age when they should be concentrating on social development as people.  相似文献

Guided reading is widely perceived to be tricky in English primary schools; prior research has found difficulties with teacher interpretation and implementation. The study reported here suggests that to understand the problems associated with it we should also take into account pupils' perspectives on their guided reading lessons. In this case, the pupils were 4–7 years old. The special challenges of accessing young pupil perspectives were addressed through co‐authored drawings, a type of graphic elicitation. The drawings, together with other collected data, generated insights into pupil perceptions of literacy practices, of the role of friends and ability grouping in learning to read, and of their teachers' organisational challenges. A socio‐cultural analysis of these data indicates that these pupils were sensitive to the social and cultural contexts of their guided reading lessons. It may be that precise official advice for guided reading in England, originating in the National Literacy Strategy documents in 1999 and the Primary National Strategy documents in 2003 and 2008, has been insufficiently sensitive to the complex teaching and learning contexts of guided reading and that this discrepancy has contributed to the identified difficulties. The paper concludes that some rethinking of the literacy practice of guided reading would be valuable.  相似文献

The introduction of a national 'literacy hour' as part of the National Literacy Strategy (NLS) has been seen as a major reform to improve standards of literacy in primary schools in England. A major thrust of the reform has been the concept of 'interactive whole class teaching' which has come from the school improvement literature. However, critics argue that the concept of interactive whole class teaching is not well defined and that it mainly results in traditional whole class teaching. As a consequence of policy initiatives like the NLS, teachers are pressurised into using more directive forms of teaching with less emphasis on active learning. In order to investigate these arguments, the discourse styles of 10 teachers were intensively studied as they taught the literacy hour. The findings suggest that the endorsement of interactive whole class teaching appears to have had little effect in providing opportunities for pupils to question or explore ideas to help them regulate their own thinking. The implications of the findings for externally generated curriculum reforms like the NLS are considered together with the in-service needs of teachers who are charged with implementing such policy-led initiatives.  相似文献

This paper outlines the research evidence underpinning the National Literacy Strategy that was implemented in England in 1998. The paper summarises what the Strategy comprises and identifies several 'predisposing' influences. These were the international data on primary school pupils' reading performance, school effectiveness research and the findings from literacy programmes with underachieving pupils in the USA and Australia. School inspections provided additional evidence. The early success of the National Literacy Project provided a 'precipitating' influence, as it reflected much of what was implied in the other sources of research evidence. The main aspects of the National Literacy Strategy are discussed and the relevant research findings are indicated. The broadly complementary nature of these sources is noted and the paper concludes by suggesting that the Strategy offers the promise of significantly raising standards and of improving the life-chances of thousands of children.  相似文献

Recently the DfES has issued guidance on ways to address the needs of students who experience difficulties in literacy through Wave Three provision in the National Literacy Strategy ( DfES, 2002 ). This guidance raises the issue of what kind of programmes might be initiated in mainstream schools that will improve what is available generally for pupils who experience difficulties. The original Literacy Taskforce report (1997) named Reading Recovery (RR) as one programme suitable for this purpose. It is not the only programme with 'proven' efficacy, however. This article compares RR and another New Zealand‐based programme, Pause, Prompt, Praise (PPP) with which it has a number of characteristics in common, in order to examine particular issues which are important to ensure that a particular programme can meet individual children's literacy needs and also have the potential for adoption by LEAs and schools in the current national curricular context. These issues are the underpinning rationales, assumptions about the reading process and questions of resources, ownership and control ( Openshaw et al., 2002 ).  相似文献

The demographic changes in Greek schools underline the need for reconsidering the way in which migrant pupils move from their everyday culture into the culture of school science (a process known as “cultural border crossing”). Migrant pupils might face difficulties when they attempt to transcend cultural borders and this may influence their progress in science as well as the construction of suitable academic identities as a means of promoting scientific literacy. In the research we present in this paper, adopting the socioculturally driven thesis that learning can be viewed and studied as a meaning-making, collaborative inquiry process, we implemented an action research program (school year 2008–2009) in cooperation with two teachers, in a primary school of Athens with 85% migrant pupils. We examined whether the two teachers, who became gradually acquainted with cross-cultural pedagogy during the project, act towards accommodating the crossing of cultural borders by implementing a variety of inclusive strategies in science teaching. Our findings reveal that both teachers utilized suitable cross-border strategies (strategies concerning the establishment of a collaborative inquiry learning environment, and strategies that were in accordance with a cross-border pedagogy) to help students cross smoothly from their “world” to the “world of science”. A crucial key to the teachers’ expertise was their previous participation in collaborative action research (school years 2004–2006), in which they analyzed their own discourse practices during science lessons in order to establish more collaborative inquiry environments.  相似文献
