This article addresses the different institutional and cultural contexts which must be considered when implementing E-Government in sub-Saharan Africa. Although E-Government is a global phenomenon, simply transferring ICT solutions and related organizational concepts from developed to developing countries seems inappropriate. E-Government undoubtedly has the potential to reduce administrative and development problems. However, it is obvious that compared to developed countries, additional effort is necessary when implementing E-Government in developing countries. More than in developed countries, the different initial institutional, cultural, and wider administrative contexts must be considered to avoid unintended effects. It is oversimplifying the issue to merely state that E-Government projects fail in Africa and other developing regions. Although E-Government in African countries lags far behind developed countries, this should be considered more as a state failure or lack of capacity in general. In particular, the different administrative contexts and rationalities must be taken into an account when implementing E-Government projects and strategies. Therefore, especially for African countries, a context-oriented approach seems to be a more promising route to the successful implementation of E-Government. The results of this approach may not seem ambitious from a western perspective, but could contribute to the solution of real-life and development problems in African societies.  相似文献

Developing information systems and e-government requires a lot of strategic and financial resources that developing countries often do not have. Facing such challenges, some countries are supported by international assistance and donors. This research contributes to explain how such assistance on the development of national information and communication technology (ICT) strategies and programs is related to e-government development. This comparative study of Albania, Bosnia and Herzegovina, Croatia, (Former Yugoslav Republic of) Macedonia, Montenegro and Serbia takes a Rational Neoinstitutionalist perspective to look at longitudinal changes in these developing countries. Quantitative data such as the amount of foreign aid for national ICT strategies and the e-government index are combined with qualitative information from reports and documents. The research suggests that the effect of international assistance on e-government is generally positive in less developed countries. The analysis of benchmarking and benchlearning as e-government policy-making tools is another aim of this study, providing a critical discussion of their role and that of the donor–benchmarker duality.  相似文献

Africa has not been a huge success story in the 20th-century library and information world. What, if anything, can the rest of the developing world learn from the African experience? In many countries library and information services are more highly developed than in any countries of Africa. But others share many of the handicaps of library and information services development which characterize African countries. For librarians and information workers from such countries, the African experience may be quite close to home and it may offer some useful lessons.

This paper attempts to outline the state of library development in Africa at the turn of the century in the context of the challenges and opportunities presented on the one hand by the world-wide developments in information technology, and on the other by the hoped for African Renaissance. Six promising responses to these challenges and opportunities are presented.

Africa is a large and diverse continent. In this paper it is not possible to give a historical perspective on library development in Africa. Given limitations of the author's experience, the emphasis is on Anglophone Africa and on the countries of the Southern African Development Community (SADC), and on public, university and national libraries.  相似文献

The African National Congress (ANC) liberation archives were created in countries all over the world. These liberation archives form part of the national archival heritage of South Africa as they bridge the gap of undocumented history of people who were previously marginalised by the apartheid government. After the ban on liberation movements was lifted in South Africa, the ANC embarked on the process of identification and repatriation of the records that were fragmented throughout the world. This study investigated the approaches followed by the ANC in identifying and repatriating its liberation archives from the trenches to make them accessible. Qualitative data were collected through interviews with purposively selected employees of the African National Congress, MultiChoice, Africa Media Online and the Nelson Mandela Foundation who were involved in the repatriation of the liberation archives. Interview data were augmented through content analysis of ANC documents such as policies, websites and annual reports, as well as observation of the storage conditions of the liberation archives. The key findings revealed that the ANC established an archives management committee that played an important role in the identification, repatriation and, ultimately, digitisation of liberation archives. The committee utilised former liberation struggle members to identify records in ANC hosts in various countries. It was established that, although the ANC was aware of where its records were abroad, not all its records were repatriated to South Africa after the unbanning of the liberation movements. For example, there were host nations, like Italy, that disputed the return of the ANC liberation archives to South Africa. The liberation archives are in the custody of the Fort Hare University as a chosen official repository for the ANC. It is concluded that the repatriation of the liberation archives is an ongoing process, as not all records have been repatriated to South Africa. As the ANC is in power at the time of writing, this is the opportunity for the organisation to negotiate with countries that still have custody of its liberation archives, such as Italy, to repatriate such records to South Africa. A further study on legal ownership and copyright, digitisation and ensuring the authenticity of the ANC liberation archives is recommended. This study can be extended to other liberation movements in southern Africa.  相似文献

Effective e-government creates an environment for citizens to have greater access to their government and, in theory, makes citizen-to-government contact more inclusive. Our research examines two distinct but related measures of e-government effectiveness, namely the online service index and the e-participation index, both reported in the 2010 e-government survey conducted by the United Nations. We analyze the impact of political structure, public sector performance and policy initiatives on both indices in more than 150 countries. Our multiple regression analysis shows that there is greater e-government capability in countries that have more effective public sector governance and administration, and policies that advance the development and diffusion of information and communication technologies. More democratic institutions and processes, however, appear to have a negative impact on e-government. In addition, countries that practice effective governance and promote competition in the telecommunications sector demonstrate more extensive provision of e-participation. These results suggest that the path to e-government leverages different strategies depending on a nation's political structure, and that authoritarian countries may be utilizing e-government to maintain the status quo.  相似文献

There is much debate among scholars about what constitutes e-government success, what method is best for measuring it, and which variables best describe it. This lack of consensus naturally leads to disagreement about the best approach for ranking the e-government programs of different countries. This article evaluates the current standard in e-government ranking, the United Nations E-government Development Index, by performing a confirmatory factor analysis on the raw data reported in the “Data tables” section of the “Statistical annex” in the 2010 United Nations E-Government Survey. The results identify several technical issues with the index and point to the need for a statistical tool that can be used to evaluate and guide the development of e-government ranking systems. The article recommends that researchers develop a new paradigm for quantitative e-government ranking that uses factor analysis to aid in the selection of variables, the organization of aggregate constructs, and the determination of weights.  相似文献

In most states in the Southern African Development Community (SADC), the national archives acts were enacted shortly after independence and modelled closely on British archival legislation. These acts were mostly written with paper records in mind, while being silent on records that appear in other media such as microfilm, audiovisual and electronic. This study provides a qualitative content analysis of archival legislation to assess the extent to which provision is made for the management and preservation of records created in networked environments in selected countries (Botswana, Lesotho, Malawi, Namibia, South Africa, Swaziland, Tanzania Zambia, and Zimbabwe) in the SADC region. The key finding suggests that while the archival legislation in South Africa makes provision for the management of electronic records, the pieces of legislation for the other countries are silent on this issue. Furthermore, all the pieces of legislation are silent on whether electronic records can be admissible as evidence in a court of law. The study recommends that the SADC should consider adding a legal instrument in the form of a protocol treaty on archival legislation and designing a model law or statute on electronic records management and preservation to be customised by member states.  相似文献

In most African countries, compared to any other part of the world, the use of information and communication technologies such as those necessary to provide e-Government services is minimal. The continent was once labeled a “technological desert.” The contributing factors, among others, are lack of infrastructure, low literacy rates, low economic development, and a variety of cultural factors. Despite these obstacles, most African countries have made noticeable progress during the last couple of decades. Almost all African governments now have some presence on the Web, including fully fledged e-Government web portals, albeit in small numbers. However, the current status of e-Government services in African countries is not well documented in detail. We present results of a comprehensive analysis of 582 e-Government service websites with respect to the type of websites, the services and features available, as well as the level of development of e-Government services. We also compute e-Government indexes, produce e-Government rankings, and compare our rankings to previous ones. A clear picture that emerges from our analysis and results is that although progress has been made, there is a long way to go, to bridge not only the North–South divide when it comes to e-Government services but also among the various sub-regions. In addition, recommendations for future researchers regarding e-Government services in Africa are made.  相似文献

The purpose of the study was to investigate and compare the social media (SM) impact of 273 South Africa Post-Secondary Education accredited journals, which are recognised by the Department of Higher Education and Training of South Africa for purposes of financial support. We used multiple sources to extract data for the study, namely, Altmetric.com, Google Scholar (GS), Scopus (through SCImago) and the Thomson Reuters (TR) Journal Citation Reports (JCR). Data was analysed to determine South African journals’ presence in and impact on SM as well as to contrast SM visibility and impact with the citation impact in GS, JCR and Scopus. The Spearman correlation test was performed to compare the impact of the journals on SM and other sources. The results reveal that 2923 articles published in 122 of the 273 South African (SA) journals have received at least one mention in SM; the most commonly used SM platforms were Twitter and Facebook; the journals indexed in the TR’s citation indexes and Scopus performed much better, in terms of their average altmetrics, than non-TR and non-Scopus indexed journals; and there were weak to moderate relationships among different types of altmetrics and citation-based measures, thereby implying different kinds of journal impacts on SM when compared to the scholarly impact reflected in citation databases. In conclusion, South African journals’ impact on SM, just as is the case with countries with similar economies, is minimal but has shown signs of growth.  相似文献

This paper discusses the concept “literacy” from an African perspective, with particular reference to the Xhosa culture. The community of Nonzwakazi Township of De Aar in the Northern Cape Province of South Africa is taken as a case study. Thc conventional Western definitions of literacy are debated within the African constructs. Three themes are explored in the paper, namely: (i) The impact of past Apartheid laws on literacy levels in the area, with special reference to the Bantu Education Act of 1953, (ii) The definition of the concept of African traditional literacy, compared to the Western definitions and (iii) An inter-disciplinary definition of literacy using Strauss' 15 Aspects of Life as a guideline.  相似文献

Around the world, governments turn to information technology (IT) training programs to enhance equitable delivery of online public services to citizens. However, the effectiveness of these citizen training programs has gone unexplored. This study is motivated by two objectives: 1) To evaluate whether citizen participation in government training programs is associated with greater e-government use among participants, and 2) To assess whether the strength of this relationship varies according to whether a citizen is elderly, disabled, or not – those who are elderly or disabled tend to use e-government the least. We use data from South Korean to examine these objectives. Findings indicate citizen participation in government IT training programs is positively associated with e-government use and that this relationship is stronger for citizens who are elderly or disabled. These findings highlight the potential of government IT training programs to mitigate the digital divide. Implications for research and practice are discussed.  相似文献

Some public entities in South Africa have implemented digital records systems over a period of 20 years. In terms of the South African archival legal framework, there is a need for such entities to transfer the records into archival custody. However, there is consensus among researchers that there is no infrastructure to ingest digital records into archival custody in South Africa. Furthermore, some public entities have migrated from one system to another since implementation and there is a possibility that records might have been lost during migration. This study demonstrates through literature review the unconscious archival orthodoxy of post-custodial realities in South Africa. The study recommends that public entities should apply for exemption from archival legislation in order to develop an interim solution for the preservation of digital records. The National Archives and Records Service of South Africa (NARSSA) is also encouraged to develop a policy on distributed custody to allow government entities to create interim solutions for preserving digital records. Both public entities and NARSSA should invest in capacity development, including training and provision of sustainable infrastructure required to preserve digital records. It is hoped that this study will influence policy-making with regard to custody of digital records.  相似文献

The level of library patronage among accounting students is examined both in a distance and a contact learning institution in South Africa. We used a structured questionnaire to collect data from a sample of 500 accounting students from both a distance and a contact learning institution in South Africa, out of which 379 returned a completed questionnaire, representing 76%. Findings show an apathy among South African university accounting students towards library services patronage, which is exacerbated by lecturers' practice of giving assignments that do not require students to search for information beyond what is in their recommended textbooks. The most significant factor that influences universities' accounting students' patronage of library resources is the expertise and interaction with library staff. This confirms the Expectation-Confirmation Theory that accounting students from both institutions examined based their level of satisfaction on their perception of the library services they received. Library management needs an understanding of the teaching and learning practices of the accounting discipline and collaborate with curriculum developers to improve accounting students' usage of library resources. In future, the number of universities offering accounting programmes in South Africa needs expanding and so that university libraries can cater for higher numbers of accounting students.  相似文献

This paper examines the extent to which the South African Library and Information Science (LIS) agenda maps to the national agenda for the reconstruction and development of the country, which is geared to the elimination of poverty and inequality. The nation has been described as comprising two societies: the one modern and well developed, the other characterised by masses of people living in dire poverty. The mandate of LIS in South Africa includes supporting and stimulating the technological and information development of all communities and providing effective LIS education to meet this goal. The government has embraced the concept of the Information Society, emphasising the link between economic growth and Information and Communication Technologies (ICTs) and has pointed to the need for information literacy education. We present a critique of the fit between LIS policies and practices (including the curriculum) and the needs of an emerging democracy and its development goals, challenged by the duality of globalisation and marginalisation.  相似文献

Before 1994, blacks in South Africa were second-class citizens on the basis of color. With the Dutch arrival in 1652, and the British discovery of diamonds in 1867, the immigrants amassed wealth at the expense of local culture. In 1948, the National Party instituted apartheid, a policy that separated races. But in 1994, Nelson Mandela was elected first multi-racial president under the banner, “The Rainbow Nation,” to reflect the country's diverse cultures. Pervasive radio has taken up the challenge to promote the once dormant South African inclusive culture through programming, including world-known Sesame Street. Today, South Africa has over 200 community radio stations broadcasting cultural programs in eleven languages.  相似文献
