The provision of public Internet access and related networked services by public libraries is affected by a number of information policy issues. This article analyzes the policy dimensions of Internet connectivity in public libraries in light of the data and findings from a national survey of public libraries conducted by the authors of this article. After providing a summary of the study methodology and findings, this article examines key policy issues that include the nature of sufficient bandwidth and broadband, the perpetuation of the digital divide of Internet access in libraries, the role of libraries as e-government access points, the complexities of funding Internet access, the impacts and contradictions of filtering, and the chilling effect of homeland security legislation in public libraries. This article concludes with a discussion of how examining these policy issues can lead to a better understanding of public libraries and the Internet access they offer within the context of public policy.  相似文献

Since 1994, 14 reliable national studies have provided longitudinal data revealing and analyzing trends in the public access computing, Internet access, and technology assistance and training that public libraries make available to the communities they serve. This article provides an overview of selected data from the 2012 study; examines major issues that have emerged from the data in the most recent studies; identifies key trends and changes in Internet-enabled services and resources provided by public libraries to their communities over the course of the 18 years of conducting the national surveys; and discusses selected future issues and challenges regarding public library Internet-enabled services.  相似文献

The 1998 Public Library Outlet Internet Connectivity study (Bertot & McClure, 1998) sponsored by the American Library Association (ALA) and the National Commission on Libraries and Information Science (NCLIS) collected public library outlet Internet connectivity data by outlet metropolitan status, poverty, and region strata. Based on a national survey, the results show that there are disparities in public library outlet Internet connectivity, public access provision, and speed of public access Internet services. Such disparities have implications for future connectivity policy development such as the e-rate, state library-based connectivity programs, and library-initiated connectivity initiatives that this article identifies and explores. Community Access Points (CAPS), in addition to public libraries, may be necessary to reach national goals related to universal service and equality of access to the Internet.  相似文献

U.S. public libraries provide free public internet services to the communities that they serve, but require robust, high-speed broadband internet connections to continue meeting public demands. The 2008–2009 Public Library Funding & Technology Access Study (PLFTAS) illustrates challenges that public libraries encounter in achieving broadband connectivity and equipment upgrades, and maintaining acceptable levels of services as they meet continually increasing internet-enabled service demands. This article: 1) analyzes the ability of public libraries to serve as a community-based public internet access point in the context of limited funding and access to telecommunications services and equipment; 2) discusses key policy issues that affect the provision of public library internet-enabled services through broadband; 3) provides recommendations for policy makers to include libraries as part of a larger national-level telecommunications policy; and 4) identifies a number of topics and issues that need further investigation and research in this shifting policy environment.  相似文献

This article explores a number of variables which can contribute to the quality of public access computing and Internet services that public libraries provide their communities. Through this exploration, the article offers several insights and implications for the development and implementation of high quality public access computing and Internet services which increasingly technology-savvy users expect from service providers. This paper examines the impact of new and developing media on academic libraries, specifically discussing technology which enables video and movie clips to be transferred over intranets and the Internet. This Web technology could have implications for other electronic media and databases, for offering extended services, including training and orientation for new staff and students; and for online library instruction modules. More generally, the article will discuss some issues, ramifications, protocols, and legal implications involved when libraries introduce and implement new multimedia services and other web-based resources.  相似文献

Like all public libraries, rural public libraries in the Appalachian region can play a significant role in the economic development of their communities. Economic development in rural communities potentially benefit from many of the same resources and services all enjoy at public libraries, including free and public Internet access, space, education, question answering, and materials on many business-related subjects. This article reports survey findings of current activities that rural public libraries perform in one state, namely the state of Tennessee, as a case study to apply the lessons and insights to other parts of the United States. The discussion includes assessment of activities and some recommendations to streamline and stimulate all public libraries in conducting this assistance efficiently.  相似文献

Access to government information has been considered an essential element of democracy since the foundation of the American republic. Over time, the amount of government information produced has increased significantly, and the rise of e-government has made access to online government information, communication, and services equally vital to participation in society and interaction with governments. However, the outlets of free public access to government information and e-government have constricted over time, leaving public libraries as one of the only free public Internet access points in most communities. As a result, public libraries serve as a social guarantor of access to and assistance with government information and e-government services. This article first discusses the historical evolution of the means of access to government information and changes over time in responsibilities in providing such access. After exploring the interrelationships between government information and e-government, the article then details the development of the role of public libraries as guarantors of e-government access. Finally, the article examines the impacts of policy on e-government access in libraries, leading to a set of recommendations and conclusions to support the vital library roles related to e-government.  相似文献

The continuing desktop computing revolution, major re‐design and re‐implementation by a number of vendors of integrated library systems, widespread public acceptance and use of the Internet/World‐Wide Web, and the increasing use of the Internet to deliver digital content and access to electronic resources, have all combined to create the need for libraries in the United States to enhance and replace existing systems, networks, and other technologies and to implement new technologies. Libraries planning new network‐centric services face the prospect of overall technology enhancement to optimise service delivery; technology support and staff training and development become critical for successful implementation. Although outcome-based evaluation was routine in governmental and nonprofit agencies by 2002, it had not been systematically applied to the evaluation of children's services in public libraries. At the same time, digital technology had grown commonplace in public libraries, with 94.5% of libraries providing Internet access to the public in the year 2000. This article examines various definitions and models of outcome-based evaluation; describes the lack of knowledge regarding children's use of technology in public libraries, despite their majority status among users; and presents an original outcome-based evaluation model (the Project CATE model) developed to assess this use. Although this unique, dynamic, and interactive evaluation research model was conceived as a collaboration between the Saint Louis Public Library and the Florida State University School of Information Studies, it is designed to be transportable and applicable in a wide variety of assessment situations.  相似文献

Millions of Canadians residing in Canada's northern, isolated, rural, and remote communities do not have broadband Internet access. This situation has led to a national “broadband divide.” That is, the deployment of wireline broadband is very limited in Canada's northern, isolated, rural, and remote areas because of the significant expense of installation and maintenance of the wired infrastructure needed to reach dwellings in these locations.Terrestrial broadband wireless technology, on the other hand, does not entail the same kind of physical infrastructure. As a result, there are dramatic changes in how spatial considerations affect the provision of broadband Internet services (BIS) to areas beyond the urban zone. In particular, the spatial question is now focused on assessing the capacity for different technological solutions to reach profitable population bases, and brings to the forefront organizations that are developing non-line-of-sight (NLOS) technologies that would permit wireless Internet access over much greater distances than current solutions.We begin this paper by establishing the importance of broadband connectivity to Canada's northern, isolated, rural, and remote communities. This discussion comments on the role of the Government of Canada in the provision of broadband connectivity to residents of these communities, and outlines the current regulatory issues that govern wireless services and policy formulation.The second part of the paper illustrates the use of geographic information system (GIS) approaches in the study of wireless broadband planning and deployment. Case study findings suggest that GIS applications can make a significant contribution to the analysis of wireless deployment planning, to the understanding of the relationships between wireless signal sources and consumers, and to the spatial configuration of terrestrial wireless broadband networks. We conclude the paper by discussing how the GIS approach employed could be used to inform the public policy process with regard to increasing access to broadband Internet services in all regions of the country, and thereby providing the opportunity for all Canadians, regardless of location, to fully participate in the Information Society.  相似文献

Public libraries have been seen to have an important role in providing digital services to potentially excluded groups in order to help meet government targets regarding the delivery of digital services. Geographical information systems (GIS) have been used to investigate library service areas, to aid initial location decisions, and to model the implications of the opening and closure of library services. Recent studies have promoted the use of GIS-based techniques to investigate spatial variations in accessibility to public and private services in relation to socio-economic characteristics of population groups. One such technique, based on floating catchment area (FCA) approaches, has been primarily used to investigate potential inequalities in health services, access to employment and leisure opportunities, as well as planning public transport. In this study, FCA techniques are used to research variations in accessibility to public library facilities using bespoke application tools developed within a commercial GIS package. Drawing on a preliminary analysis of variations in accessibility to library services in a local authority area in south Wales, UK, a case study is presented whereby GIS-based models can be used to investigate spatial variations in digital services provision. As a result, provision gaps of such services can be identified. This study's findings help guide national government delivery programs to promote digital inclusion.  相似文献

ABSTRACT

Budget constraints in academic libraries have led them to seek alternative means of providing patrons with articles without subscribing to every journal requested. In order to determine how academic libraries were doing this for business articles, a study was conducted of selected academic libraries at universities offering MBA degrees. The results of the study indicate that academic libraries use a combination of ways to obtain business articles that are not held in their collections. In addition to traditional interlibrary loan, libraries are providing access to full text databases, subscribing to electronic journals and using commercial document delivery services. This article examines the influence that technology and, especially the Internet, has had on the ability to offer patrons quicker, and often better, access than ever before. In spite of tight budgets, academic libraries are finding innovative ways to fund these services in order to provide timely service to their business faculty and students.  相似文献

Summary

This article begins by summarizing national findings of e-mail reference services in academic and public libraries. It next describes types of e-mail reference services as well as commonalities, differences, appearance of the question form, audience, and turnaround time for selected Colorado libraries. The article then focuses on giving a detailed overview and analysis of two years of Colorado State University's e-mail reference experiences. The number, type of question, who/where the questions come from, and to whom the questions are sent are examined. The unexpected uses of the service are identified. Lastly, broader issues to do with e-mail reference services are discussed. This article is based on a presentation given at the Internet Librarian2000 conference.  相似文献

This article reports on the results of a study that examined public library website adherence to senior-friendly website guidelines. A total of 104 public library websites (N = 104) were analyzed. Compliance with Internet design accessibility principles recommended for older adult Internet users was analyzed, and the findings suggest that current public library website practices may be problematic. As a result, public library websites offering resources and services may present potential accessibility challenges to older adults. Recommendations relevant to public libraries for enhancing library websites and online content are presented.  相似文献

This arlicle describes the general situation of information services in rural public libraries in the context of the changing nature of rural America. The limitations and barriers faced by rural libraries and residents in obtaining the information they need and want are examined. Examples are presented of libraries which are taking advantage of new information technology and developing new concepts of networking to provide information services to rural residents. Virtually every public library in the United States provides public access Internet computers as a role central to its mission. This article addresses the issue of why the Internet matters for public libraries, both in terms of impacts on the general public, particularly the digitally disadvantaged (part one of the article) and impacts on libraries themselves (part two of the article). Each part of this report begins with an extensive literature review, followed by a data analysis section. In part one, the author uses the 2000 United States Census dataset to evaluate library efforts to bridge the digital divide, by analyzing differences in the growth of public terminals in library systems serving counties with different levels of household income, households in poverty, non-white households, and non-English-speaking households. The analysis finds no disparity in the number of public computers available in areas with high and low incomes but finds a significant—and widening—disparity in the number of computers available in areas with a higher versus lower percentage of non-white and non-English-speaking households. In part two of the report, the author uses a random effects linear regression model to estimate the effects of Internet access on library usage. This analysis finds that having Internet terminals (versus having no Internet terminals) has a significant positive effect on a library's visits and reference transactions, but not on a library's circulation. An increase in the number of Internet terminals has no significant effect, positive or negative, on visits, reference transactions, or circulation.  相似文献

Like the crisis responses to hurricanes, after a tornadic event public libraries play emergency roles both in the short and long term. Community members rely on public libraries for Internet access to request aid, to help find missing family and friends, to file Federal Emergency Management Agency (FEMA) and insurance claims, and, in general, to begin rebuilding their lives. This article reports the quality of services and activities public libraries performed in response and recovery in twelve different communities impacted by tornadoes. The discussion includes an evaluation of the quality of the responses and some recommendations to improve preparedness and response.  相似文献

This article compares the newspaper coverage of Internet access in public libraries across two countries, Canada and Singapore. The aim is to discover some of the main concerns and themes that the press identifies with libraries, noting the differences between the two countries in this regard, and then to provisionally link these differences to certain structural characteristics of their respective societies and states. To achieve these aims I compare press coverage produced in terms of dates of publication, discourse producers, and discourse content. In the aftermath of the 2004 and 2005 Gulf Coast hurricanes, public libraries played many important roles in their communities, though ensuring access to vital information may have been the most critical service. This article explores the participation of public libraries in the recovery of their communities, the implications of this involvement for the place of public libraries in society, and lessons learned and recommendations for public library disaster planning. As this article demonstrates, public libraries successfully provided a range of disaster preparedness and recovery services that were not provided and could not have been provided by other government agencies.  相似文献
