本研究遵循研究型大学知识创新成果的阶段性产出规律,以高深知识资源为中间产出,将知识创新生产过程划分为两个阶段,即知识创造阶段和知识应用阶段,并据此构建效率评价的两阶段理论模型与基于网络DEA的测算模型。本研究通过评价2006—2017年我国29所研究型大学的知识创新生产总体和两个阶段的相对效率发现:知识创造阶段制约了研究型大学知识创新生产总体效率的提升;占较大比例的综合类和理工类研究型大学知识创造阶段的生产效率相对低于知识应用阶段,并呈现逐年降低的趋势;师范类研究型大学知识创造阶段的生产效率相对最高,知识应用阶段的生产效率连续几年下降后出现大幅回升。研究型大学应通过强化知识生产者激励机制、加强知识创新生产过程管理、优化创新驱动发展战略等措施,促进两个阶段知识创新成果产出效率的提升。 相似文献

为了验证自主创新能力与地区技术效率之间的关系,文章首先运用Malmquist生产率指数来测算我国地区技术效率并对地区间的技术效率变化规律进行了分析;然后运用面板回归方程检验了自主创新能力对地区技术效率的影响,并归纳出技术效率增长的源泉。分析结果显示,地区技术效率的空间分布非均衡;以发明专利衡量的自主创新能力有助于提升地区技术效率,而以研发投入为表征的自主创新能力对地区技术效率的提升不明显,表明我国自主创新链的投入机制存在制度性障碍。 相似文献

本文利用中国教育财政科学研究所2007年中国农村义务教育状况调查所获数据,采用数据包络分析(DEA)、托比特模型等计量方法对我国义务教育生产效率进行了实证研究。数据包络分析模型的效率评价和回归分析结果显示:(1)我国中东部义务教育生产效率并不理想,学校办学效率存在较大提升空间;(2)不同地区、城乡、教育阶段以及类型的学校都存在效率差异;(3)政府对学校的管理程度和校际间的竞争氛围对义务教育阶段学校的教育生产效率具有显著影响。 相似文献

在追求教育均衡发展的今天,随着教育需求的增加人们也开始越来越关注学校自身的教育生产效率问题.本文采用数据包络分析方法(DEA)对我国中东部地区义务教育生产效率状况进行了实证分析,并利用Tobit回归模型进一步探讨了影响学校效率的因素,研究结果发现我国中东部地区义务教育生产效率状况并不理想,学校办学效率存在较大提升空间,不同地区、城乡、教育阶段以及学校类型的义务教育阶段学校也都存在办学效率差异,并且政府对学校的管理程度和校际间的竞争氛围都对义务教育阶段学校的教育生产效率具有显著影响. 相似文献

本文运用随机前沿生产函数模型,借助2001-2010年数据测算福建省高技术产业研发效率,考察市场结构、企业规模、政府扶持等因素对福建省高技术产业研发效率的影响。实证研究结果表明,福建省高技术产业研发效率总体水平有待提升,尤其是研发经费的产出效率提升空间较大,企业规模、政府扶持对高技术产业研发效率的影响显著,而市场结构对研发效率影响不明显。针对实证研究结果,文章针对性提出提升福建省高技术产业研发效率的若干建议。 相似文献

国家大学科技园是地方应用型高校进行产、学、研合作的重要平台,对促进区域经济发展、增强地方创新发展动力有着显著作用。在“大众创业、万众创新”的战略背景下,从创业孵化功能出发,利用SBM超效率DEA模型,分地区对国家大学科技园的创业孵化效率进行测算研究,进而运用面板Tobit模型对其影响因素进行回归分析。研究发现：国家大学科技园的创业孵化效率在时间维度上呈上升趋势;从全面层面上看,经济发展水平和高等教育水平与创业孵化效率呈负相关,地方财政科技支出和创新能力对孵化资源配置效率具有提升作用;各影响因素表现出明显的地区异质性。结合研究结论,提出要充分发挥创业孵化功能、加大财政科技支持力度、重视创新能力提升、发挥地区特色等对策。 相似文献

在构建高校R&D效率评价指标体系的基础上,采用DEA模型对中国31个地区的高校R&D投入产出效率进行了实证研究。结果表明:中国58.1%的地区高校R&D效率非DEA有效,整体上中国高校R&D的规模收益未达到规模收益的最适阶段。建议政府根据本地区的实际情况增加、减少或重新配置R&D资源,以提升中国各地区高校提高R&D效率。 相似文献
