There are two major political parties in America, the Republican Party and the Democratic Party. The Democratic Party tends to represent the interests of the middle or lower-middle classes, including many farmers and smaller businessmen. The Republican Party represents the interests of big businesses, big manufactures, merchants, financiers, and prosperous farmers and objects to governmental intervention in business. The two parties both believe in individualism, defend capitalism and uphold private ownership of means of production. One char-acteristic of the two parties is their loose organization. With the rapid development of highway construction and formation of the highway network in China,the man- agement of pavement maintenance and rehabilitation （MR） activities has become important.In this paper,four discrete optimization models are proposed for different parties involved in the management system： government,highway agent,con- tractor and the common users.These four optimal decision models are formulated as linear integer programming problems with binary decision variables.The objective function and constraints are based on the pavement performance and prediction model using the pavement condition index （PCI）.Numerical experiments are carried out with the data from a highway system in Sichuan Province which show the feasibility and effectiveness of the proposed models. 相似文献

Under Chinese law, when parties have signed an equity transfer agreement of the Chinese-Foreign contractual joint venture, they need to report to the examination and approval authority for approval. However, due to imperfection of and conflicts among laws and regulations as well as misunderstanding of the above system, it is always difficult for judges to determine the validity of such equity transfer agreement under the administrative approval system. Among the three categories of FIEs provided in Chinese law 1, scholars have had a comprehensive discussion over equity transfer agreement involving Sino-Foreign Equity Joint Venture Enterprises, but this case is concerned with the equity transfer agreement of a Chinese-Foreign contractual joint venture. In this case, the People’s Supreme Court holds that the equity transfer agreement that has not undergone the approval procedures are not valid but not void. Furthermore, the parties that are bound to submit the agreement to the approval authority shall perform their duties of this kind. 相似文献

To address security and privacy issues in radio frequency identification (RFID) traceability networks, a multi-layer privacy and security framework is proposed, which includes four facets: a security model, a communication protocol, access permission and privacy preservation. According to the security requirements that are needed in an RFID system, a security model that incorporates security requirements that include privacy of tag data, privacy of ownership, and availability of tag identity is introduced. Using this model, a secure communication protocol that can be used for anti-counterfeiting, automatic identification and privacy preservation is then developed. In order to manage the number of parties, data records of items, and complicated transitions of access permissions in an item-level traceability context, a well-designed access control protocol is proposed to parties that can prove the physical possession of an item;meanwhile, to address the privacy issues during data sharing in an RFID network, a vision of database systems that take responsibility for the privacy of the data they manage is also presented. 相似文献
