Between 1999 and 2003 a number of principals (n=35) from a range of schools in Western Australia were interviewed to investigate the extent to which the state's Antiracism policy and guidelines for complaint resolution (1998) had impacted on the day-to-day management of schools. These principals overwhelmingly reported that racism was not a problem within their schools. At the same time they constructed racism in terms of individual pathologies and suggested that any racist incidents, should these arise, could be dealt with more than adequately under various school-based behaviour management or anti-bullying policies. There were no real differences in responses over time, nor were there any discernible patterns according to type of school. The findings suggest that the majority of these school managers did not understand the nature and extent of racism and were ill-equipped to deal with the more covert expressions of racism.  相似文献

This study examines Black student and parental perceptions of exclusionary practices of Black school principals. I ask why students and parents viewed two Black principals as contributing to abusive and exclusionary school environments that marginalized Black students. After a two-year ethnographic study, it was revealed that exclusionary behaviors toward Black students—which was viewed as “abuse” by students and parents—was a reproduction of the district's racism, and thus adds new considerations for discussions around the value of racially-like (i.e., all Black) educators and students. Parents perceived these two Black principals as dealing more harshly and rigidly with the Black students and their families; moreover, analysis of the interview data revealed that the principals rejected the cultural and social capital, and proclivities of Black students, and blamed Black students for their lower achievement and unique behaviors. I draw significant attention to the larger contexts of White supremacy and racism as I examine how Black principals negotiate their own roles, how they understand their own treatment of urban Black students, and how they are (knowing or unknowingly) reproducing oppressive practices of White supremacy on Black students in school.  相似文献

Today’s young people have integrated the online world into their everyday reality and schools have generally accepted the importance of technology in the education process. However, there has been limited use in schools of technology to counsel young people, although early indications suggest that school counsellors may be prepared to offer synchronous online counselling if they were supported by school principals. The aim of this study was to investigate Australian secondary school principals’ views about using an online format for counselling in schools. There were 33 principals who participated and they indicated technological competency and acknowledged the benefits of using technology in the counselling process. The principals were generally supportive of the provision of online school counselling, although their major concern was the need for more counsellors and the impact on the workload of current counselling staff. A few principals, however, were unconvinced about offering online counselling and had a fundamental preference for face-to-face communication experiences for students. Strategies for facilitating the acceptance of online counselling by principals and guiding implementation in schools are proposed.  相似文献

This article reports on a study of which the purpose was to understand the role of principals in changing underperforming schools towards sustainable improvement in one circuit area of North-West, South Africa. School principals play a crucial role in guiding schools towards sustainable improvement by shaping a vision of academic success for all learners. Managing teaching is one of the core modules in South Africa’s new national qualification for school principals, and that being the case, principals should play a central role in effecting the educational transformation of all learners. The quality of principals’ leadership is the key factor driving the transformational turnaround and improvement required in schools. They perform a highly complex and dynamic role in enhancing and sustaining school improvement. It was the goal of this qualitative study to explore cultural, structural, and agential challenges faced by principals in their effort to provide for change and improvement in their schools. Six schools were purposefully selected to participate in the study and semi-structured interviews were used to gather data from the principals. The study established that paying attention to cultural, structural and agential factors in schools increases their ability to sustain learner improvement.  相似文献

Abstract

This article explores principals' views regarding governance challenges they experience at schools. We conducted focus group interviews with primary and secondary school principals, purposely and conveniently selected from township schools in two Gauteng Province's districts. We found that principals were challenged mostly by having to balance their roles as ex officio school governing body members and their roles as bona fide members of school governing bodies (SGBs). Other challenges found were confirmatory of other school governors' views as reported in numerous studies, related to among others, the specialist nature of governance functions, poor training of school governors, difficulties associated with governor recruitment and unwillingness of parents to serve as governors. There is therefore a need for a re-clarification of the principals' roles, in terms of both their ex officio and bona fide SGB membership with regard to governance in the context of the functioning of the schools. This should include a review of the governing body structure, the re-allocation of specialist functions, customized and needs-based training of school governors and aspects relating to the general functioning of SGBs.  相似文献

Compared to the literature on children's racial and ethnic identities, relatively little is known about their understanding of national identity. Such knowledge is necessary if schools are to challenge racism, xenophobia and ethnocentrism effectively. In this paper, we present the findings of a case‐study (undertaken in a mainly‐white Edinburgh primary school) of 9‐11 year‐olds’ understanding of this complex form of collective identity. Particular attention is given to age‐related differences in response. Comparisons are drawn between the Scottish children's conceptions of their national identity and those of a multiethnic cohort drawn from three English primary schools (in a recently‐completed, parallel investigation by the same authors). We conclude by exploring the policy implications of our data.  相似文献

The United Nations Convention on the Rights of the Child anchors children's right to participate in decision-making. This right refers to decisions at the individual level as well as collective decisions taken by a group of children. Various studies have indicated that youth from disadvantaged backgrounds face high barriers to participation in collective decision-making and thus have fewer opportunities to enjoy the educational and developmental benefits of such participation. This study explored school principals' perceptions of at-risk youths' participation in collective decision-making in schools. Specifically, it analysed differences between the perceptions of principals who had established participatory frameworks and those who had not. The research design drew on interviews with 18 principals who manage high schools for at-risk youth in Israel. All interviewed principals acknowledged the potential cultural mismatch between the dominant models of pupil councils and the culture of at-risk youth. Principals who had established participatory frameworks viewed participation as a gradual process, trusting their pupils' capacity to attain higher levels of participation even if participatory activities did not come as ‘second nature’ to them. However, principals who did not institute such frameworks viewed their pupils' participation as an ‘all-or-nothing’ enterprise, inappropriate for at-risk youth. Fulfilling participation rights in schools for at-risk youth requires efforts to adapt the participatory capital to the pupils' background. The principals' perceptions of the participation process and of their pupils were intertwined with their willingness to engage in such adaptations and take the less-travelled road of participatory practices in schools for at-risk youth.  相似文献

‘Societal culture’ in Singapore can be understood as an evolving mix of ‘traditional’ and ‘modernizing’ cultural strands, complexly related to dominant political and economic processes and aligned in the pursuit of a wider national vision. Following the mid-80s economic slowdown, there was a major realignment in these cultural strands that resulted in a process of decentralization of the education system, and a rethinking of the principal's role. Though the immediate effect of this was the creation of independent and autonomous schools, a space for autonomous action was opened up generally for school principals who were willing and able to seize the opportunity. We draw on two case studies of improving Singapore secondary schools to explore the links between societal culture, school leadership and school improvement. We argue that although both of the case study principals appropriated aspects of societal culture as part of their improvement strategies, it was the nature of the appropriation that made the schools and leadership styles distinctive.  相似文献

In New Zealand, school principals (headteachers), sometimes with a sub-committee of the school board of trustees, interview and hire their own teachers. This research examined whether school principals exhibit different styles in recruiting beginning teachers. A small group of principals was interviewed and items reflecting their views were then developed and put on cards. The cards were sorted by people familiar with educational vocabulary to enable category setting using Kirkland and Bimmler's GOPA technique. Seventy-one principals then prioritized the items. A k-means algorithm was used to cluster principals with similar responses. Analysis of the clusters suggests that recruiting styles do exist. General compatibility emerged as being most important. This suggests that having schools appoint their own staff may lead to greater diversity between schools and greater conformity within them.  相似文献

This article examines the personal and professional attributes of school leaders in relation to special educational needs and disability (SEND) and assesses the extent to which these might be sufficient to give such professionals the confidence necessary to be role models for their staff. Data were collected via a survey of a randomly selected set of Australian school leaders, in both special and mainstream schools. This included principals from all sectors of the Australian school system. The study was based on the premise that school principals place as much importance on the need to be instructional leaders as they do on being managers. The study was informed by an assumption that in order to be successful as a school leader in respect of SEND, a school principal requires a deep pedagogical knowledge and a clear understanding of children's developmental milestones. The study found that school leaders expressed a need to develop further understanding of how to differentiate the taught curriculum in order to identify and support school‐wide quality teaching and learning processes for students with SEND.  相似文献

The Australian media’s interest in education, as in many Anglophone countries, is frequently dominated by concerns about boys in schools. In 2002, in a country region of the Australian State of Queensland, this concern was evident in a debate on the merits of single sex schooling that took place in a small local newspaper. The debate was fuelled by the inclusion in this newspaper of an advertising brochure for an elite private girls’ school. The advertisement utilized the current concerns about boys in schools to advocate the benefits of girls’ only schools. Drawing on research that suggests that boys are a problem in school, and utilising a peculiar mix of liberal feminism alongside a neo‐liberal class politics, it implicitly denigrated the education provided by government co‐educational schools. The local government high and primary school principals, incensed at this advertisement, contacted the paper to refute many of its claims and assumptions and to assert the benefits, to both boys and girls, of their particular schools. A letters to the editor debate then followed an article representing these government school principals’ views. These letters were from two private school principals. This country newspaper thus became a medium through which various school principals engaged with the current boys’ debate, and research associated with it, in order to market their schools. This paper examines this particular newspaper debate and argues that, in the absence of nuanced, research based, and thoughtful policy responses to gender issues, many school policies on gender are being shaped through and by the media in ways that elide the complexities of the issues involved.  相似文献

This article examines the essential role of school principals in China's “Quality-Oriented Education” national reform movement. Keeping China's cultural and historical context in mind, and taking into consideration the impact of political and societal forces on the nation, we discuss the major challenges faced by Chinese schools, specifically the rising demand for a new generation of school leaders. To address this issue we conduct a critical review of the existing principal evaluation and training systems in China. While substantial school choice research focuses on student achievement outcomes, little has explored the mechanisms involved in producing such outcomes. We present a comparative analysis of private and public school principals using data from the School and Staffing Survey (SASS) 2011–2012. We add to the literature by examining the differences in private and public school principals’ abilities to influence important decisions at their schools from a nationally representative sample of 9,230 school principals. Results indicate that private school leadership exhibits more autonomy in influencing school level policies, perhaps explaining private school advantages.  相似文献

This article uses the lens of self-leadership to understand the leadership practice of school principals in the Kavango region of Namibia. Self-leadership emphasises the focus on leading the self to enhance one's leadership in the organisation. Self-leadership will always function with other leadership styles; hence, the article uses instructional and distributed leadership styles to understand the possibility of principals having an influence on the improvement of academic quality in schools. This article explores how six secondary school principals in the Kavango region have employed self-leadership styles to improve and sustain the performance of learners. The study adopted a qualitative method that examined the selfleadership of the six school principals in the Kavango region. The data were collected from the six principals and two teachers of each school by using semi-structured interviews. The findings showed that school principals unknowingly employ self-leadership in their schools and in the process use distributed leadership together with instructional leadership to collaborate and share their leadership with teachers.  相似文献

Research Findings: The present study concerns children's behavioral adjustment in the context of pre-primary schools in Tanzania. Twenty teachers and 320 children from 20 pre-primary schools participated in the study. Teacher–child relationships, children's behavioral adjustment, and teachers' cultural beliefs were reported by teachers; classroom emotional support was measured through classroom observation. The multilevel findings revealed that high-quality teacher–child relationships and high-quality teacher sensitivity were related to children's prosocial behavioral adjustment. In contrast, observed low-quality teacher–child relationships and low-quality teacher sensitivity were found to be related to children's aggression and anxiety. In addition, teachers' cultural beliefs, concerning play in particular, were found to be related to children's anxiety. The findings support the ecological theory regarding the importance of child characteristics and classroom context in shaping a child's behavioral adjustment in schools. Practice or Policy: The results have implications for pre-primary school teachers in Tanzania, to consider their relationships with children and their sensitivity to children as important aspects for children's behavioral adjustment in schools. They also inform policymakers about the role of pre-primary school teachers in the country.  相似文献

Abstract

According to the literature on school effectiveness and school improvement and the role of the school principal in this regard, the lack of time management skills and abilities among school principals can be regarded as one of the main factors that lead to principal inefficiency and ineffectiveness in the school context. But, how do male and female principals compare in terms of time management and how does gender influence one's decision-making skills in relation to time management? It is clear from the literature that no research has been conducted locally with regard to possible differences in the time management skills and abilities of male and female principals and on the problems that they experience in this regard. This article, based on an empirical study of the perceived differences between male and female principals’ time management skills and abilities in selected Gauteng schools, gives an indication of how both male and female principals rate themselves in terms of their own time management skills and abilities. The findings show that male principals have less effective time management skills and abilities as compared to their female counterparts. In the end, the study would recommend that both male and female principals should set their own priorities and devote sufficient time to these priorities so as to enable them to manage their time more effectively and efficiently in the school context.  相似文献

This study focuses on the profile of principals who seem to be able to shape the school culture to best encourage teaching and learning. Data from a representative sample of primary schools (N = 46) were collected through questionnaires for principals and for teachers (N = 700) and semi‐structured interviews with the principals. Functioning, well‐being and personal characteristics of the principal, structural and cultural characteristics of school, and organisational context are examined. Compared to their opposites, principals in schools with cultures stimulating professional development, combine (1) type A, achievement‐oriented behaviour, (2) transformational leadership, (3) a preference for tasks related to education matters and people management and (4) effective time management allowing them to devote most of their time to their preferred role and task component.  相似文献
