There is growing research interest in school inspection throughout Europe; however, there have been few comparative studies between Swedish and Norwegian school inspectorates. Such a study is necessary since little is known about how inspection policies are shaped through ‘governing modes’ in the two Nordic countries. This paper explores the similarities and differences between state school inspection policies within the two countries from 2002 to 2012. Based on a rigorous, comparative document analysis of 23 policy documents, a particular focus is given to how school inspection adheres to professional-bureaucratic control as a mode of governing and/or details national expectations through performance audit, potentially intervening into school practices. We demonstrate that even if the cases of public administration seem to be somewhat homogenous from the outside, there is substantial evidence of major differences in the inspection policies of these two countries which can be explored by comparative analysis. Specifically, this paper contributes both conceptually and comparatively to understanding how a study of purposive and evaluative modes of governing can add to the field of school inspection studies.  相似文献

This paper outlines the methodological issues I faced during my research as a ‘returning native’ in an English secondary school. The empirical research took the form of a three‐year case study and used some ethnographic methods, as it comprised interviews carried out over a period of three academic years in the school in which I was once employed as a teacher. I was also given the opportunity to work in the school as a consultant in the lead‐up to and during its Office for Standards in Education, Children’s Services and Skills (OfSTED) inspection. This enabled me to conduct interviews, observe, interact in informal conversations and participate in the inspection week. In this paper I explore the unique role of the insider‐researcher, or returning native. Not only was this a school in which I had previously worked, but actually participating in the inspection added new layers of complex loyalty.  相似文献

Many competing ideas exist around teaching ‘standard’ high school social studies subjects such as history, government, geography, and economics. The purpose of this paper is to explore the potential of social studies teaching and learning as a moral activity. I first propose that current high school curriculum standards in the United States often fail in focusing on the kinds of sustained discourse and ideas necessary for students to develop an awareness and commitment to justice in a pluralistic society. I then make the argument that understanding social studies as an inherently moral activity creates a space for transformative and meaningful learning to occur. Lastly, I contend that public schools are inextricably linked to understanding and creating elements of a just society and as such, hold equal potential to both support and severely hinder its development.  相似文献

This article reports an unprecedented exploratory small-scale investigation of the views of senior school leaders in southwest England relating to ‘off-rolling’ (illegal exclusionary practices). ‘Off-rolling’ is conceptualised as a policy technology, however, the conceptual framework used in data analysis derives from Foucault’s treatment of power and pleasure, and the constitution in discourse of novel ‘permanent realities’. Relations of force that senior school leaders routinely navigate in neoliberal education cultures characterised by ‘performativity’ are highlighted. The latter describes pressures to evidence efficiency and continual improvement, including high-stakes performance monitoring and, in England, a national school inspection regime. The response rate to this online and predominantly qualitative survey was poor, which was attributed to the illegality of ‘off-rolling’ and the risk that academic research in this area could be perceived to reproduce the power–knowledge relations associated with a national school inspection regime and familiar neoliberal political or professional discourses around training of education professionals (where both are framed as addressing deficits to achieve improvements). Nevertheless, findings from a key question inviting comment on scenarios drawn from the authors’ teaching experience are presented here, as they highlight the issues arising in research of sensitive topics. Reliance on brief vignettes to explore levels of understanding was, arguably, a limitation of the study, risking participants interpreting this device as unwelcome external scrutiny. It is argued that Ofsted’s definition of ‘off-rolling’ as gaming (manipulation of academic performance data) effectively discourages recognition of exclusionary practices that are not irrefutably related to academic performance as such.  相似文献

In this article the authors address the question of why school medical inspection in the Netherlands developed not only considerably slower than the British service but did so also on a more modest scale in terms of the impact on children’s lives. In the Netherlands school doctors were not allowed to treat children’s illnesses and therefore never opened clinics of their own. Likewise, they did not become part of the school system or even join forces in a national school medical service. To explain this the authors discuss the history of school hygienic concern since the mid‐nineteenth century, the respective roles played and arguments provided by the medical and teaching professions in the process of claiming the necessity for school medical inspection, and the conditions that have determined the appointment and instructions of school doctors since 1904. They draw the conclusion that the rapidly growing power of religious groups has limited the expansion of the medical regime. In the Netherlands schoolchildren did not become part of the ‘social body’ because of national fitness, but because society no longer accepted the inadequacy of the protection of pupils’ health against the dangers of schooling, especially after compulsory education was introduced.  相似文献

This article investigates the role of emotions of inspectors while inspecting schools as reported by inspectors themselves within an education context of increased accountability that arguably privileges rationality over emotions. The study is built on an emotion management framework that regards emotions not only as unavoidably natural and intimately linked to ‘rational’ judgements that people make, but also that such judgements are social constructions used to regulate expression of emotions. In-depth interview data of one retired and another, semi-retired Office for Standards in Education, inspectors were thematically analysed to assess the extent to which their emotions formed part of school inspections. In the absence of an officially sanctioned narrative of inspectors’ emotions during inspections, two kinds of self-prescribed emotions emerged as key findings: emotions for accountability, to which inspectors gave expression, and emotions for improvement, that they suppressed. For an inspection body that needs to ensure both accountability and improvement of schools to justify its viability, these research claims open up a new area of discussion that should lead to a review of inspection body’s stance on emotions and individual inspectors’ self-reflections on the moral as well as professional obligation to pursue both emotions for accountability and improvement.  相似文献

This paper draws on the case studies of six girls between the ages of 10 and 13 and considers their transition to secondary school and involvement in extracurricular sports. Within it, I explore how the girls' understandings of ‘a good education’ affects both their academic and extracurricular/sporting choices. Despite government educational targets which seem to value ‘performative’ academic results, I argue that ideas about a ‘well‐rounded student’ continue to hold particular resonance for middle‐class parents and students. Conversely, I suggest that models of excellence and achievement within education are increasingly echoed in students' sporting participation and that this has specific consequences for working‐class and middle‐class students. I draw particular attention to the girls' experiences of these systems with a view to their ability to convert physical capital accrued in physical activity into other forms of social or cultural capital.  相似文献

ABSTRACT

This paper explores the emotional experiences of elementary school inspections, from the appointment of the first State school inspectors in 1839 to 1911 when Edward Holmes, the retiring chief inspector, signposted the prospects of a new era in elementary education. The paper is arranged in two parts: the first provides an outline of the origins and development of elementary school inspection, while the second discusses the potential contribution of emotions scholarship to inform our understanding of elementary schooling seen through the lens of inspection. Whereas previous studies have concentrated on the inspectorate’s administrative history in relation to school development, this paper’s contribution is to highlight what inspection sources reveal about elementary schools as sites of emotional expression and experience. While acknowledging the challenges a history of emotions framework presents, the paper concludes that such an approach offers a fresh perspective on inspection and school regimes in the past.  相似文献

Anglican school inspectors will usually be Christian. Is it possible that their beliefs might compromise their inspection judgements? Neutrality is impossible when holding opinions or making judgements about matters of signal importance. Religious beliefs are strongly held. Using the concept of ‘ordinary theology’ I argue that religious beliefs are so precious, that opinions formed and judgements made are inevitably processed through a ‘lens’ constructed from those beliefs. Three potential problem areas are examined in order to make a prima facie case that inspection judgements may be compromised by the ‘ordinary theology’ of inspectors.  相似文献

It is assumed in this paper that the main trend in global education policies is based on an entrepreneurial model intended to submit school work to the same logic that prevails in economic systems at large. Thus, I try to recognise such a model in current educational changes in Portugal. Two paths for the entrepreneurialisation of school work were identified, both of which have a strong influence in this country. As it is the rule in a global context, slogans such as ‘educational excellence’, ‘success for all’, ‘lifelong learning’ or ‘acquisition of essential skills’ are the cornerstones of the educational policies nowadays in Portugal. The continuous improvement of school productivity appears to be the main goal of the public education system in these policies.  相似文献

This article explores the school inspection as a political ritual for the management of tensions between competition and equality inherent in neo-liberal educational regulatory regimes. At the centre of the article is a case study of how teachers in an allegedly failing working-class English primary school coped with issues of social class, educational success-and-failure and an Office of Standards in Education (OFSTED) inspection and related accountability measures. National educational policy – relative performance data and inspection – generated a crisis within the school, and intervened in teacher discourse about the role of social class in pupil attainment. Whereas previous scholarship on OFSTED and inspections has emphasised their harmful effects on teachers and teaching practice, the current article broadens the focus from regulatory to political issues, from specific schools to the stability of the educational order more generally. Based on this case study, situated within a broader analysis of shifting discourses about social class and education in English educational policy, I argue that (1) the current regulatory regime makes ‘failure’ inevitable, thereby posing a symbolic problem for policy-makers and politicians; (2) by identifying failure and allocating blame, the inspection ritual fulfils an important symbolic function; which (3) serves to buttress the legitimacy of the neo-liberal educational order.  相似文献

Schools in the US and across the globe are increasingly engaged in marketing practices to attract and retain students and families. This study examines why and how administrators and school board members in two public school systems in the US seek to market their schools. Using in-depth case studies, a socio-cultural approach to policy, and critical race perspectives, I trace administrators’ and school board members’ logics about marketing, and specifically their emphasis on marketing the racial ‘diversity’ of their students. I find that despite differences in economic circumstances and community orientations to racial inclusion, leaders in these two competitive, under-resourced, and demographically changing school districts target upper- and middle-class White families, draw on discourses of global cosmopolitanism, and commodify racial diversity as a competitive advantage for upper- and middle-class White families that leaders believe do not see inherent value in students of color. This attempt to use racial diversity as a ‘selling point,’ varies in its particularities in each district–one district acknowledges and emphasizes how all students may gain from interracial and intercultural interactions and knowledge while the other district leverages abstract notions of diversity, removed from actual children of color – a consequence, in part, of district leaders’ uniquely racialized marketplaces. This paper reports on research undertaken in a middle-class Australian school. The focus of the research was on the relationship between gender and students’ engagement with high school chemistry. Achievement data from many OECD countries suggest that middle-class girls are achieving equally as well as, if not better than, boys in many subjects. This has led to claims that the ‘girls and science’ agenda is no longer necessary, and indeed may have been detrimental to boys’ achievements in science subjects. The data collected from students at this site indicate that at this school this agenda is far from a completed one. These data indicate that whilst girls’ achievement levels are comparable with those of the boys, for many students chemistry is still perceived as a masculine subject. Hence, the girls in the chemistry classrooms at this school construct themselves, and are constructed, as outsiders in the subject.  相似文献

This paper unearths how primary school children experience and can complement the Australian HPE curriculum within three unique school ground equipment scenarios that include an ‘empty’, ‘loose parts’ and a ‘traditional’ school ground context. Using direct observation, 490 scans were undertaken of the school grounds over five days. Field note observations recorded children's HPE learning experiences according to the curriculum, and predominant physical activity types and intensities were recorded. Implementing a variety of school ground equipment provisions was revealed to be important compared to the ‘empty’ school ground context for primary school children to meet HPE curriculum objectives.  相似文献

Inherent in most school curricula is some sort of curriculum hierarchy—that is, an assumption that some school subjects are more valuable than others. This paper examines the epistemological assumptions that underpin one such curriculum hierarchy, which I refer to as ‘the traditional curriculum hierarchy’. It is a pervasive and problematic idea which maintains that supposedly abstract school subjects, like mathematics and physics, are more valuable than subjects associated with concrete experience, practicality and the body, such as physical education and vocational subjects. Drawing on Dewey, an alternative, non-hierarchical theory of curriculum will be proposed. Contrary to common misinterpretations of his ideas, it is argued that Dewey did not prioritise student interests over disciplinary content. Dewey proposed a curriculum grounded in authentic social problems that required students to draw simultaneously on knowledge and methods from multiple disciplines in an interconnected manner in order to work through such problems. Current policies and initiatives, especially the Australian national curriculum and the English Baccalaureate, are discussed.  相似文献

This paper critiques international trends towards certain school practices aimed at promoting equity and social justice by closing gaps in specific learning outcomes among students. It argues that even though some of these practices (e.g. individualised student support, data‐driven leadership) improve learning outcomes for certain groups considered ‘disadvantaged’, they fail to have a genuine impact on the issue. They remain ‘locked’ in the logic of social mobility, reaffirming the legitimacy of a hierarchical system underpinned by competitive individualism, which unfairly distributes social opportunities under the guise of ‘merit’ and ‘justice’. The paper argues that unless students develop awareness of the subtle injustices legitimised by the current system, no specialised interventions will ever tackle inequity, but will, instead, reinforce it. Yet, attempts to explicitly challenge mainstream school practices are likely to face harsh resistance from system agents due to being so ingrained in school cultures. An alternative strategy is suggested which, without being too subversive, could raise students’ awareness—what Freire called ‘conscientização’. This would entail the application of participatory action research (PAR), under the cloak of traditional (system‐aligned) action research. Such PAR, despite its political character, would initially appear to fulfil the performative role of more technical interventions (e.g. raising test scores), but in such a way that ‘conscientização’ also happens in the process. This may set the ground for social reform, encouraging the transition to a more sustainable and equitable society based on collectivity and solidarity.  相似文献

By taking both pupils’ and teachers’ actions as the point of departure, this study aimed to understand governance within a primary school classroom. Video footage was recorded in an English primary school in which mathematics happened to be the focus. This data was analysed to identify the directions of both governance and self-governance and to help understand the consequences for pupil and teacher subjectivities. Our findings revealed the central role of national testing and inspection policy in constituting staff as ‘evidence hunters’ and pupils as ‘confessant and unafraid producers of evidence’. Both staff and pupils were complicit in creating sufficient space for everyone to fulfil their obligation to be accountable to the school’s senior leadership team (SLT), school inspectors and national attainment tests. As a consequence, mathematical knowing was simplified into a discipline of reproducing testable calculation, in which other possibilities of mathematical knowing were foreclosed.  相似文献

South African research on young children’s constructions of social identities illuminates the significance of play in the construction of gender identities. However, what remains largely understudied are the children’s construction of sexualities through play. The dominant discourse of ‘childhood innocence’ obscures the variegated understandings of the meanings children attach to sexualities. This paper will explore how some South African boys and girls aged 9–10 years construct themselves as active heterosexual subjects through football talk and play during break-time at school. The paper will demonstrate how the school playground is constructed by the ‘charmer boys’ as a ‘football space’ where they use football performance to impress and charm the ‘cream girls’ who are relegated to the margins as spectators of the football games. However, the paper will also argue that gender power relations are complex and that the position of the ‘creamers’ is infused with power as reflected in the role that they play as assessors of the boys’ performance.  相似文献
