Policy debate about whether to maintain public subsidies for higher education has stimulated reconsideration of the public mission of higher education institutions, especially those that provide student places conferring private benefits. If the work of higher education institutions is defined simply as the aggregation of private interests, this evaporates the rationale for higher education institutions as distinctive social foundations with multiple public and private roles. The private benefits could be produced elsewhere. If that is all there is to higher education institutions, they could follow the Tudor monasteries into oblivion. But what is ‘public’ in higher education institutions? What could be ‘public’? What should be ‘public’? The paper reviews the main notions of ‘public’ (public goods in economics, public understood as collective good and Habermas' public sphere) noting the contested and politicised environment in which notions of ‘public’ must find purchase. A turn to global public goods offers the most promising strategy for re‐grounding the ‘public’ character of higher education.  相似文献

This article examines New Zealand experiences and understandings of lifelong education and lifelong learning over the past 30 years or so. It investigates the place of lifelong education and lifelong learning discourses in shaping public policy in Aotearoa as well as questions about the similarities and differences between the discourse in New Zealand and in Europe and the UK. The aim of the paper is to throw light on the following questions: what effects, if any, have notions of lifelong education or lifelong learning had on public policy discourses on tertiary education and the education of adults? Is there evidence to suggest that notions of either ‘lifelong education’ or ‘lifelong learning’ have provided a vision or sense of purpose or set of guidelines in developing public policies? Have they served to justify or legitimate new initiatives or funding arrangements? And, if so, what is the nature of this influence? Finally, in the light of this discussion the article also examines the question whether notions of ‘lifelong education’ and ‘lifelong learning’ as they have featured in the academic and policy literature are predominantly located in a Euro‐centred discourse and hence how they might be reconstituted to reflect more adequately discourses of learning and education in other parts of the world.  相似文献

In the former Portuguese colony, Macau, higher education is gaining more importance in the post-1999 era in local talent-building and regional integration to safeguard its socioeconomic sustainability. This paper is based on a recent and ‘innovative’ development in the arena of higher education in the territory, a creation of new space in mainland China for a local public university. By adopting a critical spatial perspective, we examine this idiosyncratic Macau model in three aspects: (1) What kind of power/knowledge production occurs in this new creation of space? (2) How does this new space (re)configure Macau higher education development in both local and global contexts? (3) In what ways does this emergent space re-order the relations between the state, society and school? In employing this spatial stance, we aim to open up understanding of how spatiality affects diverse possibilities in the case of Macau, in global higher education movement more broadly.  相似文献

Although there has been considerable debate in contemporary literature on the erosion of the public good in higher education, most of it has been concentrated on the word ‘public’ rather than on the notion of ‘good’. Further, the idea of higher education and the organisations for its delivery have become conflated through a focus on the ‘good’ as inherent, intrinsic, and instrumental. An idea is proposed, that: higher education is intrinsically good; that aspects of its practice are feasibly inherently good; and institutional practices are instrumentally good. These three goods are commonly conflated rather than interwoven in our policymakers’ understanding of the contribution that higher education has for human flourishing and what contribution higher education providers make to the economics of society.  相似文献

This paper explores the complex relationship between social justice and education in the public and private spheres. The politics of education is often presented as a battle between left and right, the state and the market. In this representation, the public and the private spheres are neatly aligned on either side of the line of battle, and social justice is commonly seen as the prerogative of the public sphere. This paper challenges this representation. It shows how the language of what counts as public and private in education is historically specific, culturally contingent and ideologically loaded. Through drawing on a range of education policies and practices, the paper demonstrates that ‘public’ and ‘private’ are not simple opposites. Moreover, it argues that social justice can be conceptualised in ways that have complex and multi-faceted implications for public and private sphere involvement. The paper concludes that if we are to enhance our understanding of the relationship between social justice and education we need to recognise the multi-faceted nature of what counts as private, what counts as public and what counts as justice.  相似文献

Where does higher education in the United Kingdom sit today in terms of the public–private distinction, and what does that distinction mean in the higher education context? This article considers these questions and related issues, noting how the particular example of the United Kingdom compares with other systems internationally. Following a historical exploration of the meaning of ‘public’, ‘private’ and other related terms, an examination is undertaken of their currency during the post‐war period in the UK higher education system. This is exemplified through an analysis of the two major British higher education reports of the last 50 years – the Robbins Report of 1963 and the Dearing Report of 1997. It is argued that the contemporary UK higher education system could be seen as suffering from the worst of both worlds, trapped between and suffering from the seemingly contrary pressures of privatisation and nationalisation.  相似文献

Where have been the main policy drivers for the development of British higher education over the last 50 years? This article argues that while higher education policy was once driven from the inside outwards, from the late 1970s it has been driven exclusively from the outside inwards. Policy decisions under either regime were rarely driven by research findings especially from within the higher education community. The current imbalance between ‘inside‐out’ and ‘outside‐in’ policy formation is paradoxically most apparent when the higher education system has a more widely diversified funding base than at any time since the 1930s. The key policy challenge is now not what new policies are needed but what new framework should be developed for policy making.  相似文献

School funding is a principal site of policy reform and contestation in the context of broad global shifts towards private- and market-based funding models. These shifts are transforming not only how schools are funded but also the meanings and practices of public education: that is, shifts in what is ‘public’ about schooling. In this paper, we examine the ways in which different articulations of ‘the public’ are brought to bear in contemporary debates surrounding school funding. Taking the Australian Review of Funding for Schooling (the Gonski Report) as our case, we analyse the policy report and its subsequent media coverage to consider what meanings are made concerning the ‘publicness’ of schooling. Our analysis reveals three broad themes of debate in the report and related media coverage: (1) the primacy of ‘procedural politics’ (i.e. the political imperatives and processes associated with public policy negotiations in the Australian federation); (2) changing relations between what is considered public and private; and (3) a connection of government schooling to concerns surrounding equity and a ‘public in need’. We suggest these three themes contour the debates and understandings that surround the ‘publicness’ of education generally, and school funding more specifically.  相似文献

This speculative paper enquires into the discourse of the ‘end of labour’ or ‘disappearance of labour’ as a result of the development of ‘intelligent capitalism’ clearly seen in ‘intelligent manufacturing’ systems that are now pursued and developed as Industry 4.0 strategy in East Asia, Germany and others parts of the world. When ‘intelligent capitalism’ becomes the norm rather the exception what happens to labour as a factor of production and what happens to economy and society based on capital and labour? The paper briefly reviews the sociology of labour from a Marxist view to examine conceptions of Fordist and post-Fordist capitalism, and explore the advert of ‘intelligent capitalism’ to pose the question concerning education.  相似文献

Most discussions and policy lessons about the commercial role in education have derived from the provision of private education programs in elementary, secondary and higher, and education and training. The private education industry includes two additional categories of activity which have not been the focus of attention. These are the private provision of education products and education services. But how large are these two activities? Do they involve international trade? Do they already attract the interest of private capital? Are these activities growing, and if so, what are their implications? This analysis will attempt to respond to these questions, and will be divided into four sections.The first section defines education products and services, and outlines the structure of the two sub-sectors. The second section describes the size of commercial activity and its trends. The third section reviews the challenges and opportunities for those who are interested in investing in this arena. The fourth section asks the question of whether the commercial provision of education goods and services is good or bad, inevitable or not; whether countries, unsure about the appropriate response, should welcome or resist these trends.Commercial activity in education goods and services can be expected to grow substantially. Reliable local data are rare, in part because of how education data are categorized, and in part because education data are untrustworthy in general. Government regulations may inhibit or in some instances distort local markets, for commercial enterprises, whether local or international. On the other hand, the efficiency importance of having a highly responsive commercial sector providing education goods and services is incontestable.These changes will raise questions about the assumptions about the virtues and drawbacks of globalization, the ‘protection’ of developing countries, and the importance of maintaining local cultural integrity. They will also challenge some of the basic principles of national education systems. Do countries have the right to prohibit access to education if supplied by a non-government provider? If supplied by an international provider? Or do citizens in all democracies have the same right of access to the education of their choice? Should nations with technical or regulatory advantage be restricted from exporting education goods and services, on grounds that they may ‘dominate’ other cultures? But what if citizens want to buy it? What if they are willing to privately pay for it? Is education like a railroad or public utility? Or is there something which differentiates education from other public good services? Far from being settled, these questions will continue to be at the forefront of debate in the next few years.  相似文献

Abstract

This article begins from a consideration of this issue’s contention that ‘central to politicized academic projects … is a critique of the cultural power of institutions’ and in particular pedagogical institutions. It argues that is clear enough what the Editor is thinking of here: he names ‘cultural studies’ as his prime suspect and from here it is not too far a leap to imagine that the pedagogical institution at which his ‘politicized academic projects’ take aim is the university. The article concedes that this might all appear to be superficially true, and that much of what is argued in it will up hold this hypothesis. However, the article does not wish to rush too quickly towards an unproblematic equation of cultural studies, or the ‘politicized academic project’ of a critical study of culture with something like a pedagogy of the popular. Equally, it proposes, we must distinguish rigorously between ‘a pedagogy of the popular’, pedagogy able to treat the popular, popular pedagogy, and popular culture as such. In this respect it argues that we would not wish to foreclose the impertinent question of ‘what is cultural studies?’ too early in an understanding of what it might mean to offer an institutional critique that takes the form of pedagogy. Much will depend upon what we mean by these vaguest of terms ‘culture’, ‘education’, ‘power’ and ‘pedagogy’ itself, none of which is at all straightforward even though a certain normative discourse renders such terms the cornerstone of national policy debates through which billions of human and financial capital are routed. The stakes in fact could not be higher in a ‘critique of the cultural power of [pedagogical] institutions’. Therefore, it is crucial that we make the effort to understand, or at least begin to unpack, a conjunction such as the one Bowman offers here that amalgamates ‘politicized academic projects such as cultural studies and politicized work in cultural theory and philosophy’. It argues that we will not be able to progress to a wider schema until we have some leverage on this relation. And this is what this article seeks to provide.  相似文献

This article employs Yosso’s framework of ‘community cultural wealth’ to explore the ways in which educated Uyghurs, one of China’s 56 officially recognized ethnic groups, build on social networks like family and friends to improve their own social standing and contribute to the benefit of their communities. Through Yosso’s lens, ethnic minorities have their own cultural capital, which is distinct from the dominant group, and which can also be maximized to garner a successful status within society. This study undertook to discover: (a) In what ways do Uyghurs draw from their own community resources to navigate within a Mandarin Chinese-dominant education and economic system? (b) In what ways do Uyghurs support others within their own community for success? The article is based on ethnographic fieldwork collected within Xinjiang during the fall of 2013, interviews conducted with educated Uyghurs in Xinjiang and eastern China during multiple visits between the years of 2010-2013, and an analysis of interactive Uyghur language websites during the Spring of 2014.  相似文献

In the latter parts of the twentieth century social theory took a spatial turn, one that education has yet to undertake, at least in any concerted way. Nonetheless, this paper aims to demonstrate that there could be, and perhaps is, a more decided turn towards unraveling spatial questions underpinning educational processes and practices. In this paper, we briefly set out the key ‘trajectories’ of space in social theory. We also examine what happens when spatial theories ‘escape’ traditional disciplinary confines and ask, in a rudimentary way: to what extent education is education any longer when spatial dimensions are added to its fields of concern? This paper concludes by ‘mapping’ various spatial foci in critical educational studies.  相似文献

This article explores how consumerism is impacting education, with a special focus on the ‘student as consumer’ model. I begin by exploring the distinctive features of consumerism and school commercialism. The tension between consumer and citizen leads into a discussion of the distinction between education as/for a public good versus as/for private gain, leading to a discussion of the notion of ‘Me, Inc.’ as an instrumental and privatized conception of education as self-branding that redirects peoples’ attention from environmental issues to personal gain and consumption. Explanation of this phenomenon is provided through a discussion of economistic approaches to education, such as the creation of human capital and the commodification of knowledge, which minimizes the importance of environmental sustainability education (ESE). The political challenges that consumerism presents in confronting ESE are such that attention is directed away from the urgency of political change and civic engagement and instead towards consumer satisfaction. I explore how the promotion of critical thinking is compromised as a result. I conclude by suggesting that consumerism undermines how education involves risk in the sense that we don't always know what we're getting into or how we will be impacted, as consumerism promotes the assumption that education should be easy and palatable and not involve suffering or adversity.  相似文献

Following Scott (this issue), this paper examines how environmental education researchers might intervene to greater effect in the policies and practices of our governments and local and international organizations through individual and collective programmes of research. Suggesting that public scholarship or academic activism can engage a wide spectrum of genres and outcomes of research activity, the paper proposes that what stands out are not the methods employed in seeking to have research ‘be of use’, but instead what can be termed modes of engagement. These can be described as including interpretive critique or ‘speaking truth to power’, public space and collaboration, and the role of research imagination in social life. These three modes are discussed with the hope that researchers will consider their possibilities and implications in working towards more powerful public scholarship in environmental education.  相似文献

In this article, we focus on the use of the visual for reflection in ‘alternative’ pre‐service teacher education and, in particular, we address the question: How and what can we learn about teacher education using the visual? By way of illustration, we focus on the use of pre‐service teachers’ photographs in a public exhibition, participatory video documentary production and pre‐service teachers’ use of photographs in their professional teaching portfolios. The article draws from research done in relation to three alternative pre‐service teacher education projects based at McGill University in Canada and the University of KwaZulu‐Natal in South Africa.  相似文献

基于数据包络分析模型(DEA-BCC)对我国不同区域高等教育公共投资绩效的测度分析,我国高等教育公共投资在经费规模上存在较大区域差异,即东部最高、中部其次、西部最低,且在绩效水平上也存在显著区域差异。而基于面板Tobit回归模型对高等教育公共投资绩效影响因素的实证分析进一步表明:对于全国,地方经济发展水平、人力资本水平和城市化水平对高等教育公共投资绩效产生正向影响,高校生师比和政府财力对高等教育公共投资绩效产生负面影响;三大区域受不同影响因素制约。  相似文献

This paper challenges the lingering tendency to understand distance education in terms of the ‘real thing’, that is, face‐to‐face, classroom teaching. It critiques distance education's implicit theory of text, space and time, ontology and epistemology, and examines its connections to the current practice of teaching‐at‐a‐distance. These arguments are developed in response to the questions: who teaches? who is the student? and who or what is ‘distant’ in distance education? On this basis, drawing on the philosophy of critical realism, an alternative model of distance education is presented and its implications for course design, and the role of editing, are considered.  相似文献

This paper examines the relationship between education, learning and civic participation arising from 120 biographical interviews conducted with respondents in three areas of England. Through analysis of individual biographies, it is argued that the relationship between education, learning and the generation of ‘bonding’ social capital is largely unrealistic. Rather, there emerge three loose typologies of relationship between education and civic participation: atomistic, networking and altruistic. These relationships are shaped by individual biography, type of learning and structural considerations. Class, gender and ethnicity particularly influence relationships between education and participation but not in a rigidly deterministic fashion, and may additionally be generators of creative tension. It is concluded that although policy makers would be naïve to expect investment in education and learning to automatically generate virtuous cycles of social capital, the role of education in generating benefits in what can be called the ‘ecology’ of community is both unexpected and illuminating.  相似文献

Current discussions about education suggest that a transformative pedagogy that goes beyond the acquisition of knowledge and skills is needed. However, there is no agreement as to the inputs needed for a correct development of the educational model. In this sense, we can identify the presence of two different approaches to human and social capital which embody distinct educational worldviews. On the one hand, the ‘Marketable Human Capital’ or ‘Personal Culture’ approach, and on the other hand, the ‘Non-Marketable Human Capital’ or ‘Civic Culture’ approach. The first, which is linked to mainstream economic theory, sees education as any stock of knowledge that contributes to an improvement in the productivity of the worker and individual well-being. The second, which is rooted in the Mediterranean tradition of political thought, highlights the role of civic virtues, reciprocity, and public action within the educational process and its influence on public happiness. In this article, we analyse these connections in order to introduce the eighteenth-century Mediterranean tradition of economic thought into discussions about human and social capital theories and the role of education in them. Focusing on education through these prisms, national and international agendas must be reoriented towards the integral development of people to include broader global debates.  相似文献
