This year, EJE has marked its 50th anniversary with a special set of four linked issues, the organisation of which was inspired in part by the four pillars of learning first set out in the 1996 Delors Report, Learning: the treasure within. In this article, the authors highlight key themes that have emerged. Several of the contributing authors suggest that deepening tensions have driven education systems further away from the holistic, humanist vision of the Delors Report. At the same time, there are innovative policies and practices that address a broader range of aims of learning and have flourished despite challenges. Moving forward, the authors examine the challenges of citizenship, creativity and innovation in education. The article concludes with suggestions on important themes for the education agenda in the near future to which EJE may contribute further insights.  相似文献

ABSTRACT

The Report, Inclusive Learning (1996), is the result of a three‐year enquiry into the educational needs of and provision for adults with disabilities and/or learning difficulties in England. It arose from the requirement of an Act of Parliament, in 1992, that the new national funding council for further education should ‘have regard’ for such students in all its work of funding, development and evaluation. The Committee commissioned some fundamental research into the nature and extent of provision, the actual and potential demand for further education and the current requirements of law, and also reviewed existing academic research (chiefly in English‐speaking countries). It took extensive evidence in many modes and, in particular, created a series of workshops in which the students and their advocates could speak for themselves. The outcome was the main Report and summary, together with six supplementary publications. The core of the Report is the notion of ‘inclusive learning’, which places the responsibility for providing appropriate education with the teachers, the managers and the system (ultimately, with society), rather than problematizing the student as one with a deficit. A good education system is not merely about offering access to what is available, but also the making of what needs to be available accessible: the moulding of opportunity. Thus the Report concentrates on a theory of learning and its educational consequences. It represents another step towards embracing students with learning difficulties and/or disabilities unequivocally within the general approach to learning appropriate for all students. This article summarizes the main lines of analysis and argument in the Report and its framework of recommendations to the Further Education Funding Council, teachers, managers, voluntary organizations and to the government.  相似文献

Since the recent global paradigm shift in the governance of higher education toward business and marketing, internationally competitive education is increasingly considered as an asset for governments. Consequently, governments started to invest in education branding and marketing their educational systems. In Finland, national interest in education branding rose especially since the country's success in the programme for international student assessment studies created a positive reputation of its basic education. In this article, the authors investigate how this reputation is transformed into a general Finnish education brand, based upon Finland's official Country Brand Report (2010). The governmental discourse on Finnish education reveals a fusion of education and national branding, which is why the authors suggest to discuss the Finnish education brand as Finnish education®. The article provides an analysis of the elements constituting the brand and opens up a critical discussion on the ethics of branding education through cultural and national characteristics.  相似文献

The purpose of this article is to review the models of sustainable leadership which are currently available in the compulsory sector to establish whether the models are appropriate for post‐compulsory education, and in particular for general further education colleges. Due to the complexities of the environment in which further education colleges operate, models of sustainable leadership have not been applied to this sector. In order to achieve this, leadership challenges for further education will be explored and the sector's responses to these will be considered. Many of these challenges are based on government pressure for efficiency and effectiveness savings, and so will be contextualised in a new managerial framework. The article then goes on to examine current models of sustainable leadership, looking at whether they are applicable for general further education colleges. Should they not be appropriate, then a suggested model will be put forward which draws on the transferable components for existing models with additions which are appropriate to the post‐compulsory sector.  相似文献

Abstract

In this article, the authors have chosen to inquire into a topic that has specific relevance to the status and inclusion of environmental education in the curriculum at a stage when the translation of policy into practice stands at the crossroads: the transition of environment as phase organiser to environment as integral to all learning areas. In education praxis, the translation of policy into practice is in the hands of educators and teachers (using the terminology as suggested in this article). The issues and challenges regarding the implementation of environmental education policy as experienced by educators and teachers are identified through examining this phenomenon as portrayed in two case studies where in-service education and training (INSET) in relation to environmental education occurs. This study is one of the first to provide a researched background that identifies issues and challenges that impact on the implementation of environmental policy in formal education contexts.  相似文献

This paper examines policy formation on education in the European Economic Community during the early 1970s surrounding the 1973 report For a Community Policy on Education, known as the Janne Report. It examines Community policy-making processes that gave rise to the Janne Report. The text of the Janne Report is analysed with regard to permanent education, paid educational leave, and de-schooling as the fundamental principles for the harmonisation of educational policies. Reception of the Janne Report is examined in the context of expansion of the Community from the six original to nine Member States. The Community’s failure to engage in agreements on paid educational leave as envisaged in the Janne Report is discussed in relation to public debates in some Member States at the time.  相似文献

Building a strategic direction for education ultimately rests on the extent, to which we resolve the key issue addressed by UNESCO’s International Commission on Education for the 21st Century (the Delors Report): what kind of education is needed to create the kind of world, we want to emerge in the future? Certainly, globalisation brings with it many new challenges, opportunities and dangers and global forces are impacting on the directions being taken by education systems around the world. At the same time, we, individually and collectively, must strive to determine our own destiny. The direction in which education heads depends both on the global forces shaping our common future, and on the policy choices and programs, we put in place over the next decade. In this paper, it is argued that in the 21st century, we need a renewed sense of the purpose in education, one which restores harmony in human development by giving greater emphasis to the social, cultural and moral dimensions of education. In essence, we must learn to live together and develop the competencies needed tackle the social, environmental and economic challenges facing us in a rapidly changing, complex and unequal and conflicted world.  相似文献

Abstract

The place of physical education has been contested in recent times and it has been argued that its justification as part of school curricula seems to be marginal at best. Such justifications as have been offered, propose that physical education is justified because of its contribution to moral development or because it is capable of being studied as a theoretical subject. Other justifications have centred on the embodied nature of the human being. In this article we draw on some classical thinkers, Plato, Aristotle, Aquinas, Augustine and Benedict, to argue for a strong, integrated view of the human person. From this it is concluded that physical education is a necessary component of education and that a complete education therefore involves physical education. Physical education is understood in a broad sense as a family resemblance concept which incorporates a wide variety of physical activities. Disciplined physical activity which enables individuals to gain those physical skills required for learning, it is proposed, is essential for intellectual development. Benedictine education, which involves hard physical work, reading, prayer and reflection, illustrates how the physical and mental aspects of a person are to be integrated in order to attain the ends of the committed Benedictine monk.  相似文献

The demand for distance continuing engineering education (CEE) is growing. This article describes the following with regard to CEE: the purpose; its importance, trends and unique challenges. Distance education can meet some of these challenges. Benefits and challenges of distance CEE are discussed along with the different types of distance CEE providers including universities, professional and trade organisations, corporate universities, for-profit education providers and government. Some recommendations are given for distance CEE. The specific focus here is on non-degree courses that are generally highly practical and focused.  相似文献

Australian vocational education has a history dating from the late eighteenth century. As Australian colonies and, later, federated states evolved each constructed its own version of vocational education provision. Generally the systems, consisting of community‐based or state‐controlled colleges for the training of operatives, apprenticeships and professional support personnel, were poorly resourced and lacked powerful sponsors to support and promote the education and training of their mostly working‐class students. By the early 1970s Australian governments had developed commissions to supplement the funding of state‐based elementary, secondary and university education systems, even though under the Australian Constitution education remained state‐controlled matter. A reformist federal Labor government at the time consolidated elementary, secondary and university funding but neglected to consider, or even acknowledge, the 400,000 vocational education students not covered by these commissions. Following pressure from vocational education teacher unions, among others, the Labor government established the Australian Committee for Technical and Further Education (ACOTAFE) to address the needs of these students. At ACOTAFE’s first meeting on 25 March 1973, the Minister for Education Kim E. Beazley said, ‘It will be a renaissance in education when technical and further education cease to be Cinderellas in education. It is the role of your committee to bring Cinderella to her rightful role as princess’. ACOTAFE was to be chaired by Myer Kangan from the Department of Labour and National Service. The committee’s published outcomes were referred to evermore as the iconic ‘Kangan Report’ rather than TAFE in Australia: Report on Needs in Technical and Further Education, its formal title. The report gave Australian vocational education a name (TAFE), a philosophy (access to all through lifelong learning) and much needed capital works and infrastructure funding. The paper will outline the circumstances leading to the formation of the committee, its work and its outcomes. Focus will be placed on the influential role of Chairman Kangan in shaping ACOTAFE’s conclusions. A key theme within the paper is the intersection of biography, politics and the economy in shaping policy construction.  相似文献

Over the past decade higher education reforms in most European countries have been oriented towards creating a European Higher Education Area which is envisaged in the Bologna Declaration. Based on an illustration of a variety of difficulties encountered higher education institutions in a wide range of participating countries, this article indicates a less optimistic view on the achievements to date in the Bologna Process. It argues that the tension of interests between the designers of the Process and its national and institutional practitioners undermines the actual progress towards the supranational objectives. It is suggested that most difficulties in relation to harmonizing national structures of higher education lie in the varying degrees of cultural dependency on traditions and academic autonomy across the engaged European countries.   相似文献

This viewpoint commentary focuses on a proposal for integrated anatomy education in undergraduate college from Dr. Darda published in the Anatomical Sciences Education. Although the proposal is for college level education, the proposal echoes some ideas proposed a century ago by Abraham Flexner when he wrote his report titled “Medical Education in the United States and Canada.” It begins with an acknowledgement of the author's status as an outsider. There have been numerous calls for change in basic science education, particularly in medical education. Interestingly, however, the monumental reforms of the “Flexner Report” were impelled largely from outside the specific discipline of medical education. The commentary discussion then moves to observations about the proposal for Integrative Anatomy and support for the proposal from both the Flexner Report and the 2009 report from the Association of American Medical Colleges and the Howard Hughes Medical Institute, “Scientific Foundations for Future Physicians.” The essay considers the benefits of the research on the learning sciences that now inform our work in education; the influence of competency‐based education that frees education from a lock‐step approach of course completion to a student‐focused integrative approach to learning; and the availability of online resources for anatomy education through repositories, such as MedEdPORTAL. The final observation is that the changes underway in education and in the sciences basic to medicine, in particular, are substantial and will require the dialogue that Dr. Darda is promoting with his provocative proposal. Over 40 years after the publication of the Report of the Committee of Enquiry into the Education of Handicapped Children and Young People, commonly referred to as the Warnock Report, this article uniquely considers its legacy in the context of Northern Ireland. The article adopts a Foucauldian genealogical approach to consider first the specific context of the ‘emergence’ or ‘origins’ of the Warnock Report in the 1970s, highlighting competing political forces and the positioning of the report at the very end of the age of post-war welfarism. The approach details the key elements of the Warnock Report itself, and then charts the resulting development of SEN policy in Northern Ireland, culminating in the faltering process of reform which began in 2006 and has been partially completed but which has recently been halted by the collapse of the power-sharing Executive and the suspension of the Northern Ireland Assembly in January 2017. The legacy of the Warnock Report is critically examined, identifying the main positive contributions of the report but also acknowledging the enduring challenges set against a complex current financial and political context. Finally, rather than leaving Warnock completely behind, a case is made for a fresh, detailed, context-specific reading of this seminal report.  相似文献

Abstract

The theme of this article is adopted from the work of leadership experts Heifetz and Linsky, who described the need for organizational leaders to balance their time on the “dance floor” (managing tasks) with time viewing from the “balcony” (understanding the bigger picture). The physical education teacher education doctoral program faculty on many campuses would be well advised to periodically invest time distancing themselves from the daily rigors of research, teaching, and service to better understand the challenges and opportunities confronting their programs. Furthermore, faculty must be willing to critique their program and its strategic direction, eliminate ineffective practices that consume limited resources, and retain what is most important. The purpose of this article is to provide collective observations “from the balcony” for faculty working in physical education teacher education doctoral programs as a catalyst for discussion.  相似文献

This paper analyses a specific disjunctive policy space in Scotland involving the current key children's social and educational policy agenda, Getting it Right for Every Child (GIRFEC), and a recent national report on teacher education, the ‘Donaldson Report’. In four main parts, the paper first introduces and applies in policy review and analysis a capitals frame to identify the policy–practice discontinuities currently inherent in the ‘GIRFEC-child practitioner education’ policy space, exemplified by the Donaldson Report. Then, the same capitals frame is applied to examine the capitals resources demanded in the particular ‘child–child practitioner education’ policy space previously delineated. Next, examples of policy disconnects amongst current child practice and practitioner education policy production and implementation, which warrant a concerted integrative cross-sector project to ensure coherent social and intellectual capital relations at all levels, are discussed. Finally, the paper calls for the governing professional registration bodies and universities involved in the education of child-sector practitioners to engage in the redesign of university programmes underpinned by principles of transdisciplinarity and transprofessionalism.
