Abstract

Survey works, carried out by 15 MSc (Information Science) students of the School of Information Studies for Africa (SISA) in the course of their dissertation work, reveal some important facts related to information systems and services in the countries studied. This paper analyses the student dissertations in order to present an overview of the library and information systems and services available in seven eastern and southern African countries—Ethiopia, Kenya, Malawi, Sudan, Tanzania, Uganda and Zambia. It is noted that the state of library and information services needs to be improved in all respects; and there is a trend towards introduction of IT, albeit quite slow, in university, special and research, and national libraries and documentation centres. The condition of public, school and college libraries is very poor in all the countries concerned. Lack of a national policy on information systems and services in the countries concerned results in the inconsistent and insufficient growth of information services in different sectors. Major problems in the area are: lack of resources, particularly foreign currencies, lack of awareness on the part of planners and policy makers, lack of trained manpower, lack of adequate servicing facilities for IT equipment, and the continuing political, social, and natural problems that prevail in most African countries.  相似文献

Africa has not been a huge success story in the 20th-century library and information world. What, if anything, can the rest of the developing world learn from the African experience? In many countries library and information services are more highly developed than in any countries of Africa. But others share many of the handicaps of library and information services development which characterize African countries. For librarians and information workers from such countries, the African experience may be quite close to home and it may offer some useful lessons.

This paper attempts to outline the state of library development in Africa at the turn of the century in the context of the challenges and opportunities presented on the one hand by the world-wide developments in information technology, and on the other by the hoped for African Renaissance. Six promising responses to these challenges and opportunities are presented.

Africa is a large and diverse continent. In this paper it is not possible to give a historical perspective on library development in Africa. Given limitations of the author's experience, the emphasis is on Anglophone Africa and on the countries of the Southern African Development Community (SADC), and on public, university and national libraries.  相似文献

The discussion concentrates on university libraries in Africa and on the decline of monograph and serials collections and donor dependency in accessing online academic resources and information technology. The limited circulation of Africa-based journals in the industrialized world and within Africa is another concern. Examples are provided from authors listed in the African Journals Online and searched in the Web of Science database. 新中国成立60年来,我国图书馆事业有了长足的发展,但也面临着发展的诸多问题。影响图书馆事业发展的因素有很多,但最重要的是我国至今尚且没有一部专门的图书馆法作为图书馆事业发展的法律保障。目前约有80个国家和地区颁布了图书馆法,美国、日本等发达国家的图书馆法律体系已相当完备,相较于其他国家我国图书馆立法是滞后的,必然影响图书馆事业的持续发展。笔者认为,加快图书馆立法才是我国图书馆事业健康稳定发展的必由之路。  相似文献

Virtually all aspects of all library functions are going through a period of change, but a few contrasts between and among Western countries persist. First, decentralization to allow for regional initiatives and traditions persists at the risk of inhibiting growth of integrated national systems, especially in Europe. However, coordinating agencies to affect national and international exchanges are growing, and education for professional staff is receiving more attention in Europe. Second, library staff are more often bureaucratic than professional on the continent, as compared with the United States and the United Kingdom. Third, technology is adapted and adopted most often and most intensively in libraries serving medicine, science, and technology in all countries. Fourth, information privacy and sharing information continue to be major policy issues for all.

There are other problems explored in this paper that affect the status of libraries everywhere and underlie the contrasts found at all levels of technological development across national boundaries and across types of libraries: 1. (1) The need for national and international levels of information policies.

2. (2) The need to identify the components of information science that are library-related.

3. (3) The identification of the role of libraries in the changing information environment.

Resolution of these three problems will enhance national and regional distinctions, which should allow for more effective library services on all political levels.  相似文献

The emergence of the Internet, particularly the World Wide Web (WWW), as a new medium of information delivery, coupled with the availability of powerful hardware, software and networking technology, triggered large-scale commercial and non-commercial digitization programmes the world over. During the past decade, great progress has been made in both theoretical and practical research in the digital library. Besides, acquiring and buying access to digital collections, academic and research libraries are exerting efforts to initiate digital library projects in their respective institutions so as to build their own digital collections. Moreover, proliferation of network-enabled electronic information products are exerting ever-increasing pressure on traditional libraries, which, in turn, are committing larger portions of their budgetary allocation to either procuring or accessing web-based full-text search services, CD-ROM products, online databases, multimedia products, and so forth. The increasing commitment for building up network-enabled digitized collections at the Central Library, IIT Delhi coincides with the installation of a fibre optics based campus LAN connected to a 2 MBps VSNL Radio Link enabling faster access to the Internet for the academic community of the Institute. The availability of high-speed Internet connection has led to the launching of a number of sponsored and unsponsored projects for building network-enabled digitized collections within the framework of the traditional library and information services at the Central Library, IIT Delhi. The Library has adopted a multi-pronged strategy to embark upon the digital world. The article outlines various constituents that contribute to the making of a digital library at the Central Library, IIT Delhi.  相似文献

The paper examines the state of library automation in academic and special libraries in Nigeria. As a background, an attempt was made to present efforts made by different bodies and institutions in the country to automate their entire library systems. Also disclosed are the reasons why the libraries opted for automated systems, the successes achieved by some of the libraries in automating their systems, and the problems faced by the libraries who succeeded in automating some of their systems as well as those who are still in the process of doing so. Considering the fact that the automation of library systems in Nigeria has spread from academic and special libraries to the public, and there are also a number of companies/institutions engaged in the provision and servicing of computer hardware and software including management information systems, the paper concluded that the future of library automation in the country is bright.  相似文献

Creative ideas and technology across the world for utilization have influenced the ways academic libraries present themselves to their users. Before digital era, librarians developed print subject guides and pathfinders to highlight important information resources in different fields, and the guides were brought online as libraries created web sites and started to depend on web resources.With the emergence of Web 2.0 technologies, librarians across the globe saw an opportunity to create more appealing and interactive online guides for the millennial patrons. These technologies simplified the creation and maintenance of guides such as wikis and FAQ's and subject guides to provide access to electronic resources.Academic librarians in the Sub-Saharan Africa as their counterparts in the rest of the world, are under pressure to offer relevant information services to satisfy varied client needs. Studies have shown that librarians believe that creating LibGuides enhances their knowledge of subject resources as reference service. According to Springshare (2020), 6100 libraries in 82 countries have implemented the LibGuides platform. There is however no clear indication of how many institutions in low middle-income countries have implemented libguides. This paper gives insight into the context of Sub Saharan Africa and lists the specific institutions that have adopted libguides. The Aga Khan University in Uganda prides itself as the pioneer of libguides implementation as a reference service. Since implementation in 2014, usage statistics have shown a gradual and steady improvement in access and use of e-resources such as journal and ebooks. This is largely attributed to the ease of reference and awareness aided by libguided. Many universities in Uganda have benchmarked with the Aga Khan University library and it is hoped that in the near future a number of other libraries will also implement libguides as reference service tools.  相似文献

[目的/意义]参与机构科研信息管理是图书馆潜在的服务模式,梳理科研信息管理相关内涵与外延,分析图书馆参与科研信息管理的相关理论,旨在为图书馆参与机构科研信息管理提供借鉴。[方法/过程]利用文献调研法、比较分析法及典型案例分析法进行研究,分析科研信息管理的意义、应用,分析图书馆参与科研信息管理的优势以及对图书馆的意义,解读图书馆在科研信息管理中的角色,以部分国外图书馆为例,介绍其参与所属机构科研信息管理的实践。[结果/结论]机构科研信息管理系统建设需要高效整合分散分布于科研机构内外不同部门、不同系统的科研信息,是一项需要跨部门协同合作的系统工程,国内高校图书馆在参与机构科研信息管理系统建设时,应利用自身的信息管理专长,向各利益相关方传递科研信息管理的本质及理念,构建基于科研信息管理系统的多元化数据应用及服务体系。  相似文献

What is the future for libraries and their librarians? In trying to give an answer to this pressing question we do not deal with utopian libraries of the next century, but with the library and the librarian of the next decade. The emphasis is on libraries within educational and research institutions, especially university libraries. We examine the changes confronting the library of the future and identify four key aspects of the library of the future. It will be (i) a gateway to information, whatever format this information comes in and wherever it is located; (ii) an expertise centre; (iii) a physical entity, not only in the sense of being a social meeting place and place of scholarly interaction, but also as a place where students and other users are provided with modern study facilities and adequate user support; and (iv) a collection centre of printed material. Such libraries can only take on an appropriate shape and will only survive if the institutions that librarians serve in meet the four criteria outlined above. We look at the demands that will be made on professional library knowledge and skills and the new job responsibilities and job attitudes required.  相似文献
