Scientific research in universities is undergoing a process of restructuring. To a large extent this process is driven by the changing roles of research funders, research producers and research users. Business is the dominant producer of research, government - through departmental research agencies and research council institutes - is second in importance and universities are relatively minor producers. However, in all sectors there is a process of fragmentation through which independent research producers are emerging. The balance of research funding in the last decade or so has shifted relatively from the dominance of government to the dominance of business, with a growing relative contribution from charities and from overseas. But this diversification of funding has taken place within a broadly stable aggregate level. Research users have started behaving much more as research customers: it is estimated that eighty three per cent of British scientific research is purchased by those in business or government, who wish to use it very directly in their work. These changes pose challenges to the traditional view of university research as a public good or a cultural enterprise; increasingly it is becoming a mode of economic production.  相似文献

已有相关研究多集中于探讨经费收入与学术产出的关系,但经费无法直接转化为学术研究成果,对于这一过程的“黑箱”还未有明确认识。本研究尝试分析经费支出对大学发展的影响机制并优化经费配置路径。基于2007—2018年间58所教育部直属高校的校际面板数据,研究采用逐步法和双向固定效应模型分析了经费支出对学术产出的影响程度与作用机制。研究发现:从直接效应来看,经费支出规模对学术产出具有显著正向影响;就中介效应而言,经费支出通过专任教师、硕博士生、固定资产和课题等路径实现学术产出水平的提升,其中正高级教师、硕博士生和课题项目发挥着更大的中介效应。基于此,政府可继续增加对研究型大学的经费投入,并鼓励其多渠道筹措经费;政府还要减少经费使用限制,鼓励大学优化经费配置路径和方式,将更多经费用于教师、硕博士生等人员支出,并设置更多课题项目,从而在遵循高等教育发展规律的基础上,提高经费配置效率,为提升高水平研究型大学建设水平提供实证数据、理论依据和政策参照。  相似文献

Increasing competition for federal government research funds has resulted in a large number of good projects not being funded. This situation is unlikely to change in the near future and has generated uncertainty and frustration amongst many who are dependent on external funding for their research. In this context it is particularly important that the aims of federal government funding agencies are communicated effectively and that the procedures they establish to allocate research funds are seen as credible by the academic research community. This article reports the results of a survey which investigated the research grant process from the point of view of unsuccessful applicants from four universities for large 1991 initial Australian Research Council grants. The findings identify a number of limitations in the operations of the peer review mechanism as used by this Council and question the adequacy of the advice and instructions provided by the ARC to those nominated to review research proposals. The findings also raise questions concerning how the lists of external assessors are compiled as well as how these external assessors are later matched with individual applications.  相似文献

The role of ‘academic partners’ working alongside teachers is an increasingly complex and sometimes controversial one. This article explores the role of academic partners in Educational Action Research, reporting on data from a larger study conducted in New South Wales, Australia. Schools involved in the study had received targeted government funding between 2006 and 2010 to conduct school-based action learning projects employing action research. As part of the funding, the schools had been provided with external support from university-based academic partners, who supported individual school teams in the completion of their projects. Here we focus specifically on the role of the ‘academic partner’. Data were obtained via semi-structured interviews with academic partners themselves, with the project’s state coordinators who oversaw the project, and with teachers who had worked with the academic partners over the course of their school-based projects. Participants in the study identified significant benefits for both teachers and academics engaging in co-inquiry, but findings also suggest that the role of academic partner is increasingly complex, multifaceted and sometimes under-supported. When there is ‘good fit’ between academic partners and schools and when structures are in place to support academic partners in their work, the academic partner role in schools can contribute to sustained educational change. In this article we discuss the crucial antecedents, enablers and constraints which ensure that academic–school partnerships enrich learning for both academics and teachers, building mutual capacity.  相似文献

In the shifting environment of higher education, characterised by financial constraints, institutional competition and governmental steering, universities adopt a new stream of missions. In Japan, internationalisation and the acquisition of a global outlook have become a key strategy. The trend is endorsed through competitive public funding schemes, based on the belief that competition fosters so-called world-class universities. These schemes necessitate not only internationalisation of curriculum and research but also a wide range of projects and programs, which require talents that may not be readily found in the existing cadres of university workers. This empirical research assesses experiences and perceptions of project-based professionals in Japanese universities. It found unique ways in which ‘Specially appointed academic staff’ are given project and administrative responsibilities but with limited access to environment and/or support system for research. Discussions focus on impacts of such appointment on their academic career and explore how these institutional projects may be handled in regards to university organisation.  相似文献

A manifestation of globalisation as an economic imperative has occurred at the national level in Australia.This manifestation is in the form of political policies, administrative practices and funding distribution ostensibly aimed at creating a more competitive national economy.Philosophy of Education, as a practice and product of some employees in the higher education industry in Australia, is being influenced by this manifestation of globalisation.Reflection on ways in which established concepts are being reshaped to suit the agenda of globalising political policies may assist those engaged in philosophising about education to enhance their practice in ways they desire.It is argued here that such reflection should lead many academics in Australian universities to the conclusion that they should not undertake research and that research should not be part of the job specification for most academics employed in Australian universities.
The argument in this paper is based on a set of epistemological assumptions about the nature of academic practices or traditions (cf.Toulmin, 1972).Philosophy of Education is one such academic tradition or practice.A university may be conceived of as a community of academics engaged in a range of traditions or practices.A university may also be conceived of as a quasi-governmental administrative entity employing workers to value-add to customers intending to maximise personal economic rewards from future engagement in a more competitive national economy.  相似文献

Around the world, changing funding policies have pushed for university departments to find increased external project-based funding. While this trend is widely acknowledged, mixed views exist about implications for faculty members’ academic practices. Regarding doctoral education, researchers have raised concern that external funding will push doctoral supervisors to be more directive in their supervision of doctoral students’ research projects. However, the empirical evidence supporting such concern is limited. The aim of the current study was, first, to develop and validate a scale allowing us to measure the degree of supervisor direction. Second, the aim was to examine the hypothesis that directive supervision is more likely to occur when the doctoral student’s research project is supported by external funding secured by the supervisor. A total of 1690 doctoral students at a research-intensive Danish university participated in the study. Three scales, including a directive supervision scale, were developed and validated by means of exploratory and confirmatory factor analysis. Our hypothesis could be confirmed for the health sciences, but not the natural sciences. Results from the humanities and social sciences were ambiguous.  相似文献

“Publish or perish” is a phrase familiar to untenured and tenured faculty alike. In recent years, prominence has been placed on academicians to secure external funding for their research and training projects. The counselor education field has not been immune to this call for externally funded projects. This article includes strategies for seeking and receiving external funding for counseling‐related research in an effort to help counselor educators flourish in a paradigm that increasingly calls for greater external funding. Introduction     
Conclusions The result of the series of East-West cooperative projects so far has been a continuous reflection on the nature of learning and a revitalization of the ancient question, how schooling efforts can help restructure society in general and an economic system in particular. The concise review of ongoing Tempus and Copernicus projects shows that the major appreciation of ICT is in its flexibility, its just-in-time nature, and its orientation toward students as customers. These opportunities and the articulations of unorthodox schooling paradigms make it quite complex for traditional institutes to integrate the benefits of ICT-supported learning into practice. Adjacent ongoing Tempus projects show that traditional state-driven universities need to be structured as entrepreneurial rather than academic organizations. At the same time there is general lack of commitment by the highly versatile commercial training enterprises. a third alternative is the so-called “learning communities” that attempt to establish mutual learning as an ongoing process, without any institutional basis. It is unclear at this moment how the balance between the three will gradually evolve in Eastern European countries in the coming years. Having particutated in ongoing Tempus and copernicus projects and at the same time having seen the synamics of new, yoing, up-and-coming entrepreneurs that play a role in the free market, it is my expectation that they finally will become dominant on the propagation and dissemination of expertise. Looking from the aspect of societal reform, however, it is my estimation that further investments in EU projects should continue in the direction of traditional state schooling institutes as they are able to maintain the momentum of evolution of a learning culture in the long run.  相似文献

In changing times for higher education that are dominated by a neoliberal ideology, we set out to uncover how Heads of Departments (HoDs) perceive their role with respect to supporting their staff and their academic freedom. Freedom to pursue academic research is seen as key to the generation of new knowledge yet it is potentially constrained by funding regimes and university accountability systems. As HoDs operate at the interface between university systems and individual academic projects, how they perceive their role can have a profound influence on the working environment of their departmental staff. The research study is located in two successful departments in a research intensive university in England. The study shows that the HoDs were not captured by the neoliberal discourse and aimed to protect their staff so they could ‘get on with their work’. In so doing they interpreted university demands to the best advantage of their departments but were not active in challenging university driven changes, thus raising questions about the effects of accommodating to change, so risking incremental change, and of how less successful departments might be able to protect their staff and their academic freedom.  相似文献

The 1980s have witnessed a growing concern by governments in many western countries that the research finding agencies which they support are accountable/or what is funded and can demonstrate efficiency and effectiveness of their operations. However, despite the reports regarding the operations of for example, the National Science Foundation in the United States and the Research Councils in the United Kingdom there is very little readily available information on the operations of those agencies or Programs responsible for the allocation of “seed funds”. This article reports the results of a survey which investigated how one such Program in Australia has been meeting both its own aims as well as the needs of its grant recipients in relation to collaborative international science and technology projects. The findings show an overwhelming support for the Program and identify many tangible examples of how a little money can go a long way. Furthermore, one of the main points made by grant recipients is that the Program is complementary to, rather than a supplement for the other Australian research funding schemes.  相似文献

In the last decade, universities in East Asia have taken knowledge transfer more seriously, especially when the state funding for higher education was reduced while other private funding sources were diversified. Universities in East Asia collaborate with the industrial and business sectors on projects related to research, development, and knowledge transfer to enhance their global competitiveness. This article examines how the quest for an entrepreneurial university in East Asia has affected academics and administrators in higher education, with particular reference to the perceived impact of an entrepreneurial university on academic life.  相似文献

Growing emphasis has been placed on universities to contribute to the innovation process and as a result academic research and development expenditures have increased in recent years. Nevertheless, little is known about the specific ways in which universities have expanded their research capacity. This paper examines how universities in the United States (US) have expanded research capacity as research funding has increased. Specifically, it identifies what type of research infrastructure, including various categories of human capital and research equipment, are most closely associated with increased academic research funding. Using data from 375 US universities spanning the period 1990–2005, through multiple regression analysis this study finds that ‘traditional’ and new ‘market’ based elements of research capacity are associated with increased research funding. The implications of this study extend beyond the US since many countries are both investing in expanding research capacity and transforming the way research is organised within universities.  相似文献

In the policy period following the Lisbon Strategy of 2000, European governments increasingly regard universities, and the research they produce, as key to enhancing economic performance. With this heightened respect for the value of university-based research, comes an impatience to see returns on the public investments made. We analyze how policy is being used to influence the academic research process through the evaluations and funding allocation that accompany public funding. Under the federal government's current policy on funding university research, institutions which can best identify and encourage the higher performers amongst their academic staff will fare better than others. However, in order to secure a strong position in competing for these government funds universities will need to know more about the research activity of their academic staff and how staff in different disciplines are likely to respond to the increased use of performance indicators. This paper reports the views of staff from one Australian university on such issues. One of the main findings is that potential research output is influenced by a range of factors including the differences in research styles, methods and strategies and the degree of dependence on funds. Such findings favour the differential use of performance measures depending on the nature of the research undertaken rather than the use of measures which are intended to standardise research output within or across disciplines.  相似文献

Contemporary universities are engaged in multiple activities, which are often disconnected and subject to powerful external influences. Undergraduate research projects have been posited as a means of enhancing undergraduate education and improving the integration of research and teaching. However, engagement with the core research activity of the institution is not easily achieved. Greater integration between disparate activities within the university is hindered by the dynamics of the higher education field, pressures on academic staff and students, and funding policies. Expanded undergraduate involvement in externally funded research projects could engender connectivity between disconnected parties and with learning contexts often considered external to the university.  相似文献

Abstract

Globally, performance-based research funding aims to support the most deserving academic institutions and researchers. However, overcoming entrenched assumptions about quality is a persistent challenge for higher education research policies worldwide; traditionally powerful institutions tend to maintain dominance. Research impact as a performance criterion presents an opportunity for position-taking through success according to non-academic criteria. Could impact-oriented research funding challenge institutional hierarchies? The UK university system presents an instructive case study for exploring this question. However, exposing the effects of such performance-based funding on institutional stratification requires focusing on the interface between institutions and disciplines. A Bourdieusian analysis of 53 cases of research-based impact on higher education policy/practice revealed the differential capital that researchers from more and less ‘prestigious’ universities mobilise when generating research impact. By uncovering how impact reinforces disparities in research power between UK institutions, the study contributes to understanding of sectoral reproduction through discipline-level mediation of research policy.  相似文献
