Partnerships and collaboration have become popular in higher education; and partnerships with community agencies, K-12 schools, and businesses are common. However, formal and sustained partnerships among institutions of higher education are not nearly as widespread. This article presents a model for collaboration in higher education focused on a partnership among teacher preparation programs at three institutions. The article provides an overview of theoretical underpinnings for collaboration, the process and practices used, and lessons learned by Valley Partnership, as well as the stages of partnership development, the governance model, and key elements related to sustaining the partnership.  相似文献

ABSTRACT

Transnational higher education is an increasingly important and essential part of the internationalisation of higher education. As the number of global educational institutions and international students participating in these types of initiatives increases, it becomes of paramount importance that research methodologies that investigate the phenomenon are developed and shared within transnational research communities. This article seeks to contribute to transnational education research by exploring a paradigm that has the potential to generate alternative forms of knowledge concerning transnational collaborative partnerships. By exploring functionalist and interpretivist approaches, often applied in partnership research, this article argues that neither approach, when applied in isolation, can fully articulate the notion of a TNE collaborative partnership. The article therefore champions the application of critical realism when investigating these partnerships and provides an empirical example of two Chinese-British case studies to illustrate the application of the paradigm, followed by a vignette of the type of findings generated, and its value to research and practice.  相似文献

This paper argues that the development and growth in numbers of Specialist Schools in England raises a number of key questions about the relationships between higher education institutions (HEIs) involved in initial teacher training (ITT) and continuing professional development (CPD) work, and schools now designated as Specialist Schools. It focuses attention on Specialist Sports Colleges to illustrate the complex, dynamic and contested policy context in which new partnerships are arising. Recent policy statements from government and agencies associated with the development of Specialist Schools in England are identified as according Specialist Schools a clearly privileged position as compared to HEIs in plans for the further reform of education, training and sport provision in England. Discussion emphasises the need for renewed debate about conceptualisations of partnership and for more research that focuses on emerging HEI - Specialist School partnerships.  相似文献

The development of meaningful partnerships with communities is a shared concern of many higher education institutions. However, the building of significant partnerships between universities and communities is still a complex task, which generates multiple tensions. Based on a qualitative study that examined the lived experiences of participants in an innovative university-community partnership in Israel, the article analyzes the concept of partnership from a social constructivist theoretical perspective. The study focused on four research areas: the experience of partnership; the perception of partnership; the barriers to partnership-building, and the impact of participation on participants. Findings challenge essentialist views of partnership and highlight the constructed and discursive nature of the concept. The article found several crucial factors to be acknowledged in the process of partnership management: role perspectives, group affiliation, institutional context, power relations, the organizational culture of the partnership, and the societal perceptions of social problems addressed by the partnership. It concludes with some recommendations for the management of more meaningful university-community partnerships.  相似文献

This article raises questions that challenge assumptions about values, interests and power in further and higher education partnerships. These topics were explored in a series of semi-structured interviews with a sample of principals and senior higher education partnership managers of colleges spread across a single region in England. The data suggest that common assumptions evident in the literature and professional discourse about the hegemony of higher education institutions in partnerships with further education and sixth form colleges may be misplaced. Questions are also raised about an exclusive focus upon shared values in educational partnerships, and it is suggested that greater clarity about the focus of educational partnerships can explain how successful partnerships can negotiate which values and interests are shared and which are not – an approach that can be a useful modus operandi in the increasingly competitive educational markets in which universities and colleges operate.  相似文献

The relevance and effectiveness of traditional, course- and clinical-experience-based models of teacher preparation have been called into question, and institutions of teacher education must respond to the changing landscape of educational policy, which increasingly emphasizes that candidates must be prepared for challenges faced in complex, increasingly diverse classroom and community contexts through extended field experiences (Rust, 2010). In this article, we present a case for the development of mutually beneficial community partnerships as the foundation of all early childhood teacher education. First, key policies and research findings are presented that point to partnership as a key theme that must be addressed by preparation programs; next, a framework for the development of mutually beneficial partnerships between preparation programs and schools/community agencies is introduced; interview and focus group data are presented from the development and implementation of a field-based undergraduate early childhood teacher preparation program. These include examples of strategies that assist in leveraging resources toward mutual benefit, as well as vignettes illustrating field-based teacher education in action. Finally, partnership practices that address the shared goals of early childhood educators and those who prepare them are presented.  相似文献

This paper considers the way social partnerships tend to be represented as either horizontal localised networks or neo‐liberal policy instruments. Building on two empirical studies of partnerships, we argue that partnerships cannot be understood in either/or ways but are negotiated at the interface between central agencies and local networks. They are mediated by networks operating through the partnership and through government and community, and by the different organisational logics of agencies. These complexities challenge our ways of analysing and representing partnerships, and justify further research.  相似文献

Winburn Community Academy is a school-university-community partnership that uses win-win collaboration to remove barriers to learning. The primary partners include Winburn Middle School, the Lexington Parks and Recreation Department, and the University of Kentucky. Working together through the Academy, these agencies link with others in the community (nonprofit organizations, businesses, and individuals) to sponsor a school-based recreation and homework center, community learning opportunities both in and out of school, service learning, and a professional development school for the University of Kentucky's middle-level teacher education program. A common thread across all facets of the project is the building of networks-among students, teachers, and parents-to strengthen the community and improve student learning. Our 6-year history shows that developing successful partnerships is a messy but rewarding process. We hope our experiences will be helpful to others.  相似文献

In response to growing income stratification in higher education, President Obama convened a White House Summit in 2014 where over 100 selective institutions committed to increasing the number of low-income students on their campus. One way colleges proposed to do so is through partnerships with college access organizations like QuestBridge, a nonprofit organization that aims to increase the percentage of low-income students at elite universities. While institutions purport that QuestBridge improved socioeconomic diversity, empirical research has not confirmed these claims. In this study, we estimate the effect of QuestBridge on overall access of Pell eligible students at partner institutions using quasi-experimental methods. We find no increase in the economic diversity of colleges after establishing a partnership with QuestBridge, except for colleges simultaneously partnering with QuestBridge and enacting no-loan financial aid policies. We also consider whether participation in QuestBridge increases institutional status through larger application volumes and increased selectivity, and discuss implications for research and practice in the area of stratification.  相似文献

This paper reports on research into the operation of English further/higher education, with a focus on the role of partnerships in supporting the massification of higher education. The research draws on the bottom‐up policy implementation tradition to provide analysis of the effects on partnerships of a quasi‐marketised environment. The rationale and effects of market orientated policy are discussed with reference to empirical data from college staff and partnership managers. In employing the concept of the ‘street‐level bureaucrat’ as an agent of policy implementation, this research contributes to the interpretation of policy and partnership which has previously been unexplored within the further/higher education context. Conclusions are drawn with implications for the development of college higher education delivered in partnership.  相似文献

A review of donors’ most recent policies highlights that the term ‘partnership’ is firmly embedded in the lexicon of international development. Most donors now only fund INGO programmes if they are partnering LNGOs. This article considers key questions in relation to such programmes: What is meant by an education partnership? Are there features common to all education partnerships? What are the features of an effective education partnership between an INGO and an LNGO? How do these features enable an effective partnership? Based on a review of international developments, research in the field, and case study data of the experience of a programme implemented in Ethiopia, the appropriateness of a planning, implementation and evaluation tool for education partnerships between INGOs and LNGOs, and the strengths and weaknesses of current programmes is explored.  相似文献

In this article we develop the concept of transformational partnership and illustrate how such an understanding has enriched the relationship between a particular university and a school system. Transformational partnerships are different in purpose, nature, and strategies from transactional partnerships. They are based upon genuine engagement and a focus on common goals and mutual benefits. In transactional partnerships each institution pursues its own goals with little consideration of mutual goals or shared purpose. The areas of community engagement, leadership, and transformational partnerships provided key concepts for analysing the case study showing how higher education institutions can think and work differently with other institutions, organizations, and groups to achieve mutual benefits.  相似文献

Models of collaboration between teacher training institutions and Professional Development Schools have become commonplace in general teacher education. These partnerships are less well documented when it comes to special education teacher training, and are particularly scarce with regard to models of collaboration with special education schools. This article presents an exploratory study of a 10-year-old partnership between a special education department at a Teacher Training College in Israel and a special school for children with developmental disabilities. The partnership is analysed utilising criteria that characterise successful Professional Development Schools. Strengths and weaknesses of the model are discussed and recommendations for future directions and research are presented.  相似文献

During the 1990s, state governments considered in excess of 100 initiatives to reorganize, restructure, or "reform" higher education governance arrangements. The recent wave of governance change has revealed an important insight about reform activity: Large-scale redesign of a state's higher education governance system occurs in a distinctively and decidedly political context--namely, at the intersection of legislative institutions, state higher education agencies, electoral cycles, and campus politics. This article describes the landscape of public higher education governance in the states and assesses recent trends, reviews the modest research literature on the politics of reform, and reports selective results from a recent national survey of higher education governance reform in the 50 states. The article concludes with suggestions for the framing of future research on the politics of governance reform.  相似文献

This paper reports the findings of a project—‘Lifelong learning and teacher education’—undertaken by the Centre for Lifelong Learning, Australian Catholic University, under the auspices of the Australian Commonwealth Department of Education, Science and Training. The study was designed to investigate the operationalization of lifelong learning in Australian teacher education. The study revealed that there is a range of existing, innovative practices regarding partnerships between schools and higher and further education that are in keeping with emerging ideas about lifelong learning. Moreover, some of these take the form of collaborative action research projects focused on improving the learning occurring in the partnership schools. This paper describes some current approaches in Australia to collaborative action research by teacher educators' and their partnership schools and shows how they contribute to lifelong learning. The approaches are then analyzed to suggest ways of advancing lifelong learning within Australian Education Faculties thus helping to make lifelong learning more of a reality for all.  相似文献

Linking key policy themes of interest in the published literature on development studies and comparative education, the article initially explores the potential benefits and risks of partnering transnationally for contextually informed research and sustainable development from the perspective of Southern and Northern higher education institutions. Higher education partnerships recently supported by the development-assistance agencies of Canada and the United States are compared and critically assessed according to the internationally relevant themes of external and internal funding, the involvement of additional partners and funders, and project duration. Comparative analysis of datasets compiled from AUCC- and HED-managed sources that encompass 74 CIDA-supported and 186 USAID-supported university partnerships active during 2007–2009 shows that CIDA awards tend to be substantially larger in amount and longer in duration than most USAID awards and that participating universities have contributed impressive cost-share resources. The concluding section draws out wider implications of study findings for North–South higher education partnerships with sustainable-development objectives and for the literature on the possibilities and limitations they embody.  相似文献

Universities and schools have a long history of partnering with one another to achieve a range of educational goals in America's schools. For many years, the needs of the universities were the primary impetus for partnership. Universities needed practicum sites for student teachers and other educational professionals, as well as participants for the research of university social science faculty. In more recent years, the balance has begun to shift dramatically so that the needs of schools are increasingly driving the formation of school–university partnerships. This article briefly describes the recent history, development, and major foci of school–university partnerships. After identifying a relatively neglected area of school–university partnerships, the article describes an existing partnership that addresses this area in order to illustrate the potential and opportunities for partnership. Finally, this article closes with a discussion of the challenges and potential benefits of school–university partnerships.  相似文献

The context for this study is the increased focus on school-community partnerships in the United States. With limited research having been conducted on high-achieving schools, this is a case study of one of America’s top 100 high schools, a Jewish day school; this article reports on its school-synagogue partnership. Like most research on school-community partnerships, this study is based on the theories of capital reproduction. Yet, it is aligned with those claiming religious institutions as producers of capital, finding that these partnerships are effective at harnessing capital when explicitly designed for school members to experience the partnering institution’s religious life.  相似文献

This article addresses the challenges PDS partnerships face as they go to scale. Based on Coburn's (2005) notions of scale, the article uses organizational theory to analyze data from a ten-year qualitative meta-synthesis of PDS partnership research. Based upon the analysis, the article offers four recommendations: PDS partnerships should sustain strong trajectories of research regarding their work; Stakeholders in PDS partnerships need to ensure that faculty and staff have adequate support to thrive; PDS partnerships need to be based upon enabling bureaucratic structures; and PDS partners need to create opportunities to engage with each other in positive, normative spaces.  相似文献
