This qualitative study examines how an “international” high school in New York City responds to the needs of refugee students. It asks: What are the specific academic needs of secondary-level refugee students? How does one school meet their needs, and what challenges are encountered? To complement one-on-one semi-structured interviews and focus group discussions, this qualitative study also entailed a participatory visual methodology through which students were provided digital or disposable cameras and asked to take photographs of the people, places and/or things that contributed to their schooling experiences. The exercise and resulting images provided students and researchers with a creative way to shape the project and address emerging issues. The findings document key school-based factors that contribute to academic inclusion of refugee and asylee students, including: educator support, care and encouragement; linguistic support from teachers; learner-centered pedagogical approaches; and flexible and responsive curricular approaches and assessment strategies. Refugees are generally grouped with other immigrants, with insufficient attention to their unique experiences and needs and thus inadequate services for refugee children. The findings from this study will help to remedy this gap and yield important insights regarding how to improve schooling for vulnerable populations in urban settings.

This article examines a recent reform effort that has opened hundreds of small high schools in poor urban communities in New York City, The New Century Schools Initiative (NCSI). Founders hoped that the small schools strategy would create personalized environments where relationships could develop between teachers and students, leading to improved outcomes for poor students and students of color. Looking at three of the NCSI high schools in the Bronx, this ethnographic study reveals that small schools size does not always lead to relationship-building between teachers and students. Teachers need support and training which is currently missing from NCSI’s theory of action. The study suggests that NCSI can be strengthened with incentives and support for teachers to develop relationships with their students.  相似文献

The challenges of bilingual education in English and Spanish in public schools of New York: Objectives, models and curricula – The first section of this article describes the conceptual differences between educational objectives, educational model (context and structures) and curriculum (units of study or sequential study guides). The second section analyses how these three concepts were put into practice in five bilingual elementary schools serving immigrant students in New York City. The educational objectives reflect the leadership and work expectations which the principal establishes within the school and with the community. The educational model is translated into a clear language allocation policy that is reached by consensus between the principal and the teachers. The curriculum adaptations reflect the context and culture of the students, but without neglecting the educational objectives. The development of academic language (the language based on academic texts) is an element that attracts vast interest in American schools, but is ignored in many bilingual ones. The development of academic language occupies a central role in the curriculum of these five schools. This is, to a great extent, the result of the limited exposure to literacy that many students have had outside of the school environment. The final section of this article describes how these schools disregard the antagonism towards immigrants and bilingual education that is currently characteristic of the United States and focus on the quality of their programmes.  相似文献

The objective of this article is to critically examine a school reform effort that has taken hold in New York City over the past seven years. A largely privately funded venture, the New Century Schools Initiative (NCSI), opened hundreds of new small high schools in poor urban communities in New York City starting in 2002. The theory behind opening small schools on a such a large scale has come from market principles of competition and consumer choice. By flooding the market with hundreds of schools, competition for students would, in turn, drive up the quality of the schools. Although support appears to be ubiquitous for the market-based reforms in New York City, this article argues that we need to look critically at reforms like NCSI, especially with the recent failure of market-driven policies to deliver on their promises. Using neoliberalism as a conceptual framework, this article asks two main questions: (a) How do neoliberal school reform policies play out in individual schools? and (b) To what extent do neoliberal policies contribute or detract from educational equity?  相似文献

Districts are increasingly making personnel decisions based on teachers’ impact on student-achievement gains and classroom observations. In some schools, however, a teacher’s practices and their students’ achievement may reflect not just individual but collaborative efforts. In other settings, teachers’ instruction benefits less from the insights and support of their colleagues. This article analyzes multiple measures of teacher and teaching quality for 24 language arts teachers in New York City who teach in different types of school environments. Teachers in different value-added quartiles were observed and scored using two protocols, PLATO and CLASS. Schools were categorized as more and less functional using Department of Education environment grades. To compare the practices of higher and lower value-added teachers in more and less functional schools, we conduct MANOVAs of observation scores and use qualitative coding of field notes. We find value-added measures and observation protocols provide confirmatory information in less functional schools but provide contradictory information about teacher quality in more functional schools. Implications for teacher education, policy, and future research are discussed.  相似文献

In this paper, the authors combine Pierre Bourdieu's concept of hysteresis (the ‘fish out of water’ experience) with the discourse historical approach to critical discourse analysis (CDA) as a theoretical and analytical framework through which they examine specific moments in the schooling experiences of one refugee student and one international student, both enrolled in post-compulsory education in Australian mainstream secondary schools. We examine specific moments – as narrated by these students during interviews – in which these students can be described as ‘fish out of water’. As such, this paper takes up the concerns of researchers who call for an examination of the lived geographies and the everyday lives of individual students in mainstream schools. We find that our students' habitus, conditioned by their previous schooling experiences in their home countries, did not match their new Australian schools, resulting in frustration with, and alienation from, their mainstream schools. However, we also note that schools, too, need to adapt and adjust their habitus to the new multicultural world, in which there are international and refugee students among their usual cohort of mainstream students.  相似文献

The physics syllabus being offered in the academic high schools of New York City has aroused considerable interest as to its value as prerequisite to baccalaureate programs in science and engineering. To gather certain facts, the Engineering Advisory Committee was organized, comprised of members selected from the New York Metropolitan sections of the professional engineering societies. The members visited numerous schools to arrive at a broad appraisal of high-school physics as a pre-engineering preparation. They inspected class schedules, laboratory facilities and libraries. They examined laboratory schedules, textbooks in use, teaching load assignments, and procedures for ordering laboratory equipment. They evaluated the qualifications of teachers and methods for motivating gifted students. Their findings are described in this report which includes a listing of recommendations.  相似文献

Following the trend of consequential accountability in US public education, New York City introduced a teacher evaluation program during the 2013–2014 school year that linked teachers’ individual performance ratings with their students’ exam scores. As this program systemically alters the nature of teacher–student relationships by transforming students into the means to an end (teachers’ professional viability), this study investigated the implementation of this accountability program from the point of view of the teachers – those who were the subject of this new policy. This study of 15 teachers’ narratives from 3 distinct schools illuminates a social-organizational process that I refer to as mediated institutional assault – a perceived attack on the teachers’ sense of personhood and moral agency perpetrated by mediating figures whose actions were facilitated by bureaucratic policies and institutionally coordinated tools of control. Thus, this study reveals that the consequence of this new mode of accountability is not merely the threat of losing one’s job, but also an insidious form of psychological assault, which in its masked delivery violates teachers’ sense of relational morality and challenges deeply engrained beliefs about their role as educators.  相似文献

Parental involvement in schools is regarded as critical to student success in Australia, Canada, and the USA, the world’s top refugee resettlement countries. Refugees can be disadvantaged when they are unfamiliar with the practices and when their own cultural beliefs conflict with expectations in their new communities, or when they are consumed by other pressing needs. As part of an evaluation of a nonprofit US refugee agency’s liaison program, three groups of refugee mothers from different world regions spoke about their lives and connections with their children’s schools. Focus groups revealed satisfaction with many aspects of their children’s schools as well as contrasts between the groups’ needs and experiences. Differences indicate the need for the education community and other service providers to be aware of international backgrounds that bring refugees to the countries of resettlement and cultural differences that create diverse concerns of these groups.  相似文献

The purpose of the study was to evaluate the adequacy of selected academic and personal services to international students at New York City Technical College of the City University of New York. A population (137) of international students enrolled for one semester was surveyed via a self-developed questionnaire. Analysis of data was by mean weighted scores, chi squares at .05 level of significance, and percentage variances. The findings indicated that academic needs of international students were not satisfied even to minimum levels, and two areas of personal needs attained minimum satisfactory levels. Significant difference in opinions of respondents pertaining to satisfying academic needs was seen between or among the groups in the variables gender, national origin, and native language. In satisfying personal needs significant difference in opinions of respondents was seen among the groups in the variables proficiency in reading in English, proficiency in speaking in English, and proficiency in reading and speaking in one's native language.  相似文献

This study focuses on the understudied connection between teachers’ and students’ perceptions of school culture. Utilizing a longitudinal sample of approximately 130,000 students and 9000 teachers in 225 New York City traditional public schools, we investigate how professional culture among teachers intersects with students’ collective emotional engagement—that is, the extent students together view the school environment as trusting and respectful, both between teachers and students and among students (i.e., student learning culture). We find that when the teachers report a strong collaborative culture, believe they have adequate materials, and feel physically safe, students report a stronger and more positive learning culture. Our results thus fill a gap in prior research on school change that has looked at either teacher or student perceptions of school culture but not the two together. Here, because our results demonstrate such a positive relationship between the collective views of teachers and the collective views of students regarding the environment in which these groups work, they suggest new avenues for research to examine how such subcultures within a school may, together, act as critical and interdependent levers for school change.  相似文献

Within the Australian context, research into schooling experiences of refugee and migrant-background students has tended to focus on developing English language proficiency with little attention given to initiatives that contribute more broadly to students’ social and educational resources. Whilst not denying the significance of English language acquisition, this paper explores strategies, implemented at one school, designed to enhance social, cultural and educational outcomes for refugee and migrant-background students. We draw on a relational view of space informed by Foucault and Lefebvre, and Fraser’s theorisation of justice, to explore the school context, connections to students’ life-worlds, moving beyond trauma and teachers as knowledge producers. Findings suggest that contextualised forms of knowing and practices can work to build connections and educational resources for refugee and migrant-background students. Where human spatiality, including as this relates to schools, produces advantages and disadvantages, we conclude in arguing for further research that incorporates the perspectives and voices of refugee and migrant-background students and their teachers.  相似文献

The International Student Program (ISP) in Australian secondary schools has in recent times drawn public attention. Despite this attention, there is a paucity of research about the challenges faced by schools in developing and sustaining these programs. The study reported in this paper explores the ISP in an independent metropolitan secondary school in Victoria with a high enrolment of international students. Using positioning theory, the study analysed the self- and other-positionings of an EAL teacher, a STEM teacher and two international students on a range of issues germane to the ISP and academic language. Findings confirmed past research that content teachers feel a lack of confidence in addressing these students’ language needs. In adding to the literature, the study found that content teachers feel a responsibility for these students and that the international students positioned themselves as successful language learners as well as students with gaps in their academic language.  相似文献

Prior research has indicated that both mainstream (e.g., positive classroom behavior management) and culturally responsive teaching practices (e.g., cultural socialization in the classroom and promoting parent involvement), as well as teacher-student ethnic match, are associated with greater academic achievement for students of color. The purpose of this study was to examine teacher-student ethnic match and culturally responsive teaching self-efficacy as predictors of self-reported teaching practices used with Latinx students. The present study used a sample of 236 teachers (38.6% Spanish-speaking Latinx) of Latinx students in New York City public schools. We found that bilingual Latinx teachers reported using more effective mainstream and culturally responsive teaching practices compared to non-Latinx teachers (who did not speak Spanish). Using structural equation modeling, we found support for a model in which greater reported use of effective teaching practices by bilingual Latinx teachers is mediated by their greater culturally responsive teaching self-efficacy. Taken together, the findings suggest that greater confidence with culturally responsive teaching among Spanish-speaking Latinx teachers contributes to improved classroom environments for Latinx students.  相似文献

In 2002 Michael Bloomberg took office as Mayor of New York City and, over the next 12 years of his administration, oversaw a series of sweeping reforms in order to ‘fix’ the broken education system which he believed he had inherited. This paper details the key policy reforms in New York City’s public school system during this period, assessing the extent to which the reforms were successful and what can be learnt from a policy perspective for other urban education systems. It outlines the radical programme of school closure, structural reform, and the introduction of new measures of accountability and autonomy, concluding that reform in New York City can be grouped into four categories: leadership; structure and schools; accountability; and teachers. While a lack of targeted evaluation means that it is not possible to prove causation, it nonetheless shows that there is a correlation between this set of reforms and the fact that by 2013 New York City’s performance on national tests placed it amongst the best urban school districts in America when compared with other cities serving similar populations.  相似文献

Using the concept of figured worlds, this article demonstrates how the faculty, staff, and students of Gregorio Luperón High School in New York City figured “success” by prioritizing the students’ linguistic and cultural resources. “Success” was constructed specifically through granting Spanish high status, developing positive teacher–student relationships, and relying upon the cultural artifact of the opportunity narrative. This qualitative ethnographic study focuses on the school-related social interactions that took place among students, teachers and staff, to explore the socially and locally constructed model of success within this bilingual high school for newly arrived, Spanish-speaking immigrant youth. Ali Michael is a PhD candidate in Teaching Learning, Curriculum and Society at the University of Pennsylvania. Her academic and research interests include whiteness studies, multicultural education and anthropology of education. Norma Andrade is the Language and Latin American Coordinator and Advocate for a non-profit organization, Refugee Women’s Alliance, located in Seattle, Washington. She advocates for the immigrant and refugee communities in Washington State. Lesley Bartlett is an assistant professor at Teachers College, Columbia University. Driven by a desire to improve academic outcomes and transform ‘failing’ schools, governments around the world have often turned to the development of new forms of state-funded school. This paper looks at three such instances of the introduction of new forms of schooling, within three urban localities (academy schools in London; charter schools and small schools of choice in New York City; and Schools of Tomorrow in Rio de Janeiro). It considers the extent to which these types of school did improve academic outcomes for their students and draws comparisons across each case study in order to understand their similarities and differences. It concludes that although the quasi-marketisation of school systems through the introduction of new (often private) providers might improve outcomes, this is not the only means by which improvement can be attained; and that instead the introduction of new forms of school may be successful because this enables certain other changes to happen. It highlights the limited nature of impact evidence available in all instances, which restricts our ability to properly evaluate the effect of new school types on outcomes.  相似文献

State and federal accountability reforms are putting considerable pressure on schools to increase the achievement of historically low-performing groups of students and to close test score gaps. In this article, we exploit the differences among the large number of elementary schools in New York City to examine how much schools vary in the efficiency of the education they provide to subgroups. In addition, we examine the extent to which observable school characteristics can account for the variation that exists. We find that New York City elementary schools vary in how well they educate poor students compared to nonpoor students and Asian and White students compared to Black and Hispanic students. The disparities in school efficiency measures between boys and girls are lower than for the other subgroups. There is no conclusive evidence about which school resources and characteristics are associated with more or less efficient education across all subgroups.  相似文献

Critics of Catholic and independent (nongovernment) schools in Australia contend that the higher levels of performance of students in nongovernment schools can be dismissed as simply a function of student- and especially school-level socioeconomic status (school-SES). A recent article extends this critique to school-sector differences in students’ evaluations of their teachers and schools, arguing that the observable school-sector differences are because of differences in school-SES, not because of school-sector differences in their teachers and schools. In response, this article reviews these arguments and focuses on school-sector differences in students’ evaluations of their teachers and schools using the Organization for Economic Development and Cooperation’s (OECD) measures in the PISA 2009 study. On eight of the 10 attitudinal measures, students attending Catholic and independent schools have more positive evaluations and these school-sector differences survive controls for students’ SES, their overall level of achievement and school-SES, which has no substantive influence. Although the effect sizes are generally small (0.06–0.26) their combined influence means that nongovernment school students enjoy superior learning environments which is likely to contribute to their generally higher levels of academic performance in senior secondary school.  相似文献
