This study examines parents’ demand for sending their children to a public school located outside their residential school district. Using a unique data set that contains information concerning both inter-district transfers and rejections of transfer applications, I am able to identify which school district characteristics attract the greatest demand for incoming transfers. The analyses reveal that mean student test scores are stronger predictors of transfer demand than both students’ socio-economic characteristics and school district spending, suggesting that parents care more about outcomes than inputs. In addition, while districts are only supposed to reject transfer students due to capacity concerns, districts’ supply decisions are also correlated with differences in student performance across neighboring districts.  相似文献

In this paper we develop a conceptual framework for analyzing school choice decisions, evaluate past empirical research, and estimate an individual level model of choice using a unique data set. Previous empirical work modeling households' decisions to send their children to public or private schools frequently employed incomplete or aggregate data that precluded firm policy conclusions. The data employed here merges 1980 individual level census data with information about schools in New York. The results suggest that parents are sensitive to the relative quality of school offerings, the tuition of religious schools, characteristics of other students in each alternative, and socioeconomic characteristics of the family. The empirical findings contribute to our understanding of the existing school choice structure and provide insights concerning new school choice proposals.  相似文献

ABSTRACT

Despite the creeping resegregation of public schools, recent court decisions have been involved in the lifting of court-ordered desegregation decrees, which could arguably cause further segregation. When dismissing desegregation decrees, lower courts have relied on three U.S. Supreme Court decisions during the 1990s that permitted a lower standard for lifting desegregation decrees. Those school districts that remain under court-ordered desegregation decrees may find themselves in conflict with the No Child Left Behind Act's (NCLB) choice provision. Specifically, NCLB permits parents to transfer their children to another school if their present school is deemed in need of improvement. Such NCLB regulations may permit school districts to bypass the desegregation decree. In so doing, there is a conflict between a federal regulation and federal court order.

Employing legal research techniques (e.g., case and statutory analysis), this paper explores the Supreme Court's jurisprudence for declaring a school district unitary, analyzes the conflict between court-ordered desegregation decrees and NCLB's choice provision, and discusses the potential litigation that could result from the conflict between NCLB and desegregation decrees. doi:10.1300/J467v01n03_08  相似文献

This paper examines the competitive effects of a unique school choice program implemented in the late 1990s, Wisconsin's open enrollment program, which allows families to send their children to schools outside their home district. In contrast to other school choice programs, districts not only face negative consequences from losing students and state funding, but they also stand to gain in the event of student emigration from other districts. The identification approach exploits differences in the number of schools in bordering districts, which affects inter-district ease-of-transfer. Estimates produce three main conclusions. First, districts that experience student out-migration produce higher standardized test scores in the subsequent year. Second, these effects are most evident among districts for which out-migration, expressed as a percentage of enrollment, falls in the upper quartile of all districts under consideration. Third, districts do not appear to respond to in-migration, indicating that districts place more emphasis on (and have more control over) preventing out-migration, as opposed to encouraging in-migration. These findings provide evidence that schools respond to competitive forces by improving quality.  相似文献

This paper is designed to specify a set of new opportunities for educators, school administrators, and scholars to realize the practical aims and strategic advantages envisioned in magnet schools. The paper is divided into three distinct sections. In Section I, we examine the extensive research literature on parents’ choice patterns and school preferences in magnet schools and other school-choice programs. In Section II, we compare the reasons parents choose particular schools with the criteria school districts use to select magnet school locations (and themes). This section highlights desegregation goals and district-level magnet school policies pegged to the following questions: What is the policy context for siting decisions in districts with magnet schools? Are siting policies strategically aligned with what is known from the research literature about parents’ school preferences? Do neighborhood characteristics play a part in magnet school siting policies and specific decision-making? In Section III, we use geographic information system (GIS) tools to add both clarity and complexity to the convergence of parent choice patterns and sociodemographic diversity in our four selected school districts. The maps depict the racial and socioeconomic characteristics of the magnet schools in each district, as well as the demographic characteristics of surrounding census tracts (extended school neighborhoods). We conclude that GIS can be a viable option for improving the citing decisions for magnet schools, and that this can allow for the merging of parent choice priorities with educational equity and diversity goals of the district.  相似文献

The question that drives this article is why some school districts decide to open up charter schools and others do not. Several answers are plausible: (a) entrepreneurial initiative, (b) structural explanations, and (c) spatial competition. We use data for the state of Wisconsin derived from extensive case studies of 19 charter schools and quantitative data on Wisconsin school district from state files and the U.S. Department of Education common core databases. We find evidence to support all three explanations for why districts “go charter.” First, in almost every school and district we visited for case studies, at the heart of either the district or the charter school, and often both, there were entrepreneurial administrators, school board members, teachers, or parents. Our evidence was anecdotal but very consistent across 19 case studies. Second, there are two general sets of structural characteristics that were shown to be quantitatively correlated with becoming a charter district. The first set comprised resource characteristics (size, federal revenue, and available seats); the second set comprised indicators of unmet students needs (the percentage of students eligible for free lunch). Finally, we argue and believe we provide significant evidence that competition is also a motivation for going charter. We posit that open enrollment and charter schools are working together to enhance the flows of students from homeschooling, private schools, dropouts, and other public school districts into charter school districts. Thus using several different indicators and models, estimating both which districts become charter districts and the flow and net gain directly from open enrollment, there is no question that charter schools are increasing competition for students in Wisconsin.  相似文献

This paper analyses the effects of the size of school districts on educational attainment of students after compulsory school in Denmark. Using administrative microdata for individual students and their parents, logit models for the probability of obtaining different levels of education are estimated where the explanatory variables include district size, per student expenditure, and a wide range of controls for family background and district socioeconomic characteristics. It is found that attending schools in districts with a population of less than 15,000 (corresponding to less than 1800 students in public primary and lower secondary schools) has negative effects on educational attainment later in life: The probability of completing a secondary education (upper secondary school or vocational education) or a further or higher education is reduced by approximately 3 percentage points compared to having attended primary and lower secondary school in a district with more than 15,000 inhabitants.  相似文献

Public school choice has become a common feature in American school districts. Any potential benefits that could be derived from these policies depend heavily on the ability of parents and students to make informed and educated decisions about their school options. We examined the readability and complexity of school-choice guides across a sample of large urban districts. These guides are intended to assist parents in learning about their child's options and to help them make informed decisions about schools. We found that none of the guides examined were written within the range considered appropriate for all adults to comprehend. In large urban districts where there are a large proportion of parents that have low levels of literacy, it is likely that many parents will have difficulty comprehending the information presented in the choice guides. We provide some simple steps that could be taken to improve readability of these guides.  相似文献

This study explores an aspect of information delivery to parents by focusing on those who have chosen residential school placements for their children. Although most parents choose to send their deaf children to special programs in regular public schools, some do opt for residential school placements. Little is known about the foundations on which such decisions are made, and this study is a preliminary attempt to better understand parents' motives and expectations and to assess the adequacy of information provided to them. In 128 surveys from a sample of parents nationwide, a surprising number reported that they were not given information about placement options. Of those who were, many said they were dissatisfied with the information. A large proportion of the parents were satisfied with the residential school. The relationships among their reasons for this placement, their views of the advantages and disadvantages, and the information provided to them are discussed.  相似文献

A substantial body of research has shown how white, middle-class parents in urban school districts use school choice as a tool to pursue educational advantages for their children. The purpose of this qualitative research was to examine the debate over neighborhood schools and school choice among a diverse group of parents in a gentrifying, yet highly diverse New York City neighborhood that I call “Prospect Point.” My central focus was studying a parent advocacy group that supports neighborhood schools. Findings show that about one third of families living in Prospect Point choose to send their children to charter or gifted and talented (G&T) schools located outside of the neighborhood. Given this outflow of parents and resources via school choice, most of the gentrifier parents in the sample who opted in to the local schools viewed their choice as a politically charged decision, and they credited the parent advocacy group as having influenced it. As a group, they rejected the consumer model of school choice, which they believed put the local schools at a disadvantage and was the norm for their racial/ethnic and socioeconomic demographic. Opt-in parents in this context recognized their privilege, and their children’s privilege, in the school-choice process and actively sought to diminish it through their choice to opt in. This research has important implications for the transformative role that parent mobilization can play in the future of diverse, high-quality public education and our democratic society.  相似文献

This paper provides evidence on strategic interaction among public school districts in Massachusetts. The open enrollment program in Massachusetts is unique in testing the strategic competition thesis because it allows students to attend public schools located outside their home district. For each student who transfers out, funds are deducted from the sending district's local aid distribution and added to the receiving district's local aid. Thus, school districts no longer have the assurance of a ready supply of students and funding, instead they have to compete with neighboring districts, and enact strategies that will help retain as well as attract more students. A spatial econometric framework is applied to disentangle the correlation due to strategic interaction from the one that is simply due to spatially correlated error shocks. The results show that public school districts respond positively to the expenditure decisions of neighboring districts, thereby acting strategically when setting their own spending levels.  相似文献

This paper analyzes the parent decision-making processes underlying school selection in Nepal. The analysis is based on primary survey and focus group data collected from parent meetings in diverse local education markets in two districts of Nepal in 2011. It highlights three main arguments that are less frequently discussed in the context of school choice, including in developing countries. First, children who go to public schools play a significant role in their own decision-making on schooling; this complicates the currently predominant conceptualization that schooling decisions are primarily made by parents and school officials. Second, the gradual growth in private schools has led to significant sorting of students and created a stigma around public education. Finally, in contexts such as Nepal, that suffer from political conflict, and poor conditions for law and order, a school’s proximity to their home becomes a greater priority for students and families.  相似文献

Abstract

In this study, the authors examined the transfer of environmental information and ideologies from Costa Rican children to their parents. Ethnographic data were collected in two school districts in Costa Rica's Central Valley through (1) interviews with teachers, sixth grade children, and parents; (2) a field pretest-post-test of parents for specific environmental knowledge, which their children were taught in school; and (3) participant observation of families, schools, and communities. The data revealed that although environmental information may be transferred in some families and conditions, this transfer is generally rare and situation-specific, and environmental educators should not assume that adults are routinely reached by information presented to children. The authors recommend that more emphasis be placed on nonformal environmental education programs that target adults. They also suggest ways to increase the likelihood that adults are exposed to environmental information presented to children.  相似文献

Three hundred fifty-nine school districts in New York State were surveyed to determine whether they offered pre-first/transition classes for children identified as unready for first grade and, if they did, what information was used to make this placement decision. Fifty-seven percent of the 260 respondents (a 72% return) indicated that they had pre-first classes in their districts. Although great variability existed in the information reported to be used to make placement decisions for the pre-first programs, all districts reported using teacher recommendations. While no district used only standardized tests to determine the placement, those tests that were used were generally not designed for placement decisions and were more typically designed for screening. Cautions about the use of pre–first classes and the ways placement decisions are made for them are discussed.  相似文献

The purpose of this study was to determine parents’ and teachers’ perceptions of standards-based and traditional report cards. Participants included 115 parents/guardians of students from a single, midsize school district that had implemented a standards-based report card. During the first two marking periods, all parents/guardians received both a traditional report card in which teachers assigned a single overall grade for each subject and a standards-based report card that included marks for individual standards within subjects. After midyear, parents were asked to complete a survey that asked which form they preferred and the reasons for their preference. Three hundred and eighty three teachers from two nearby midsize school districts considering the adoption of the same standards-based report card completed a similar survey. Parents overwhelmingly preferred the standards-based form. The teachers considering the adoption of a standards based report card were positive overall, but significantly less than the parents who had received them.  相似文献

Involving parents in the college-planning process is essential to increasing access for students from low-income communities of color. Using the action inquiry model, we explore how collaboration between a school district and a university can empower parents to engage in meaningful conversations and planning related to college access. This qualitative case study draws from 3 years of data gathered from the development and implementation of a college-access program designed for underperforming middle and high school students who would be first-generation college students. Our findings suggest that parents want access to specific information, desire a deeper connection with other parents going through the process, and lack proper knowledge to feel empowered to lead discussions with their children.  相似文献

Suicidal behavior in children and youth continues to be a major public health problem in the United States. School personnel have a legal and ethical obligation to recognize and respond to the mental health needs of their students and to take steps to ensure their safety. In this exploratory study, suicide risk assessment practices of three large school districts were examined. More than 3,400 suicide risk assessments were conducted in these districts during the 3 years considered. The results indicate that all three districts have implemented suicide prevention programs that include risk‐assessment practices in an effort to reduce suicidality. Suicides risk assessments were conducted with at least one child in each grade from kindergarten through 12th in each district, occurring most frequently at the middle school level. Differences by gender were noted in terms of level of risk and hospitalizations, but no significant differences were observed based on race/ethnicity. These risk assessment efforts of these three districts appear to be promising in preventing suicides: none of the students who were assessed went on to commit suicide. Implications for school‐based practices and training are discussed.  相似文献

采用修订的《家庭教养方式调查表》测查了470名普通中学生的家庭教养方式,并探讨了其中247名普通高中生家庭教养方式与321名职高生家庭教养方式的异同。结果显示,由24道题组成的调查表具有较好的一致性和效度;普通高中生父母对子女的要求程度和关心程度都显著低于初中生,父母对子女的要求程度显著高于其关心程度;尽管母亲对中学男女生的教养方式没有明显差异,父亲对男生尤其是高中男生的要求程度、对女生尤其是初中女生的关心程度都明显高一些;结合两个维度对中学生家庭教养方式进行诊断之后发现,采取放任型教养方式的父母的文化程度偏低,而权威型和溺爱型的父母文化程度则较高。应用该调查表对职业高中生的测查发现了类似的规律,但职高生父母对子女的关心程度明显高于其要求程度,这与普高生父母的做法刚好相反;尽管他们采用权威型教养方式的比例差别不大,但有更多的职高生父母采取了放任型和溺爱型的教养方式,采取专制型教养方式的职高生父母相对更少。  相似文献
