This case study of Yanbian University, a Korean minority university in China, examines the challenges faced, strategies employed, and resources mobilized by a minority university in its attempt to become a world-class university. Specifically, this case study focuses on how the University is attempting to reach its goals within the context of the 211 Project, China’s plan to create 100 world-class universities capable of meeting the challenges of the 21st century. The rise of the knowledge economy has resulted in an increased link between economic prosperity and higher education. Thus, higher education reform has explicitly tied higher education to economic development and attempted to transform economic structures by turning the labor force into a highly skilled, technologically competent, educated work force capable of competing in a global economy. The socioeconomic changes that have occurred as a result of globalization and China’s transition to a market economy have also created new imperatives and challenges for higher education institutions, particularly among minority higher education institutions endeavoring to carve out a unique place in China’s higher education landscape.  相似文献

我国现代高等教育自诞生至今便是一个逐步国际化的过程。在当今经济全球化及高等教育国际竞争日益剧烈的时代背景下,如何提高自身国际化水平,显得至关重要。在深刻理解高等教育国际化本质内涵与特征的基础上,理性面对当今我国高等教育国际化所遭遇的诸如发展水平不平衡、人才流失严重、商业化气息浓厚、学科竞争力薄弱、教育主权遭受弱化等挑战,从五个方面提出进一步加快我国高等教育国际化进程的应对策略:树立全球意识、培养国际化人才,加强制度建设、营造良好人才环境,深化国际交流与合作,加强学科建设、提高学科竞争力,完善我国高等教育国际化的管理体系。  相似文献

Citizenship and citizenship education change during periods of social transition, such as globalization. As globalists have argued, while globalization undermines the state, local institutions, values, cultures, and identities, it also facilitates liberal democracy and a common consumer culture. Citizenship education is urged to respond to globalization and its impact on both global and local communities. In reality, virtually no nation state adopts merely global citizenship; rather, they adopt frameworks of multileveled/multidimensional citizenship. With particular reference to citizenship education in the People's Republic of China (PRC), this paper challenges globalists' views for over‐exaggerating the domination of global forces over domestic ones. In particular, the paper examines the complicated struggles associated with the reconfiguration of the PRC's socialist citizenship and citizenship education that have occurred in response to social changes, including globalization. The paper explains the role of the PRC's state in such reconfiguration and offers a new framework that regards citizenship education as being based on different players' sociopolitical selections from a multileveled polity.  相似文献

Full-fledged distance teaching universities (DTUS), that have been established since the early 1970s in various parts of the world, were perceived by many of their conventional counterparts as unique institutions, assigned with special tasks outside the realm of mainstream higher education. The major thrust of this paper is to examine from a comparative perspective to what extent have the agendas of the DTUs in the last two decades moved from the margins to the center stage of higher education, in relation to: reaching out to diverse student clienteles; professional upgrading; flexible curricula and academic programs; focusing on teaching; harnessing advanced technology to the service of higher education; managing large-scale universities; designing extensive support systems; and globalization and collaboration in higher education. DTUs can be viewed from many respects as forerunners in facing and dealing with challenges that confront higher education systems all around the globe. Nowadays, the boundaries between distance and campus universities are in a continuous process of blurring and convergence, and it is likely that the future interrelations between them will be marked both by a growing competition and a growing cooperation.  相似文献

This paper explores the consequences of globalization and rapid rural restructuring for our institutions of higher agricultural learning. Japanese higher education institutions have experienced major reforms in the 1990s. These reforms were voluntarily promoted by the universities, and were aimed at transforming research-oriented faculties, or research centered organizations, to teaching and student centered universities. However, at the turn of the millennium, a new reform movement emerged, more economic centered, more market conscious and more influenced by the policy shift toward deregulation. In the 21st century, Japanese higher education institutions will face retrenchment, post-massification, and globalization.This paper examines government higher education policy and Japanese higher education reform movements in the globalization and post-massification eras. First, issues surrounding Japanese higher education in an era of post-massification will be set out. Secondly, the direction of higher education policy will be examined and compared with the higher education policies of some Western countries. Finally, the impact of the policy shift toward higher education institutions and the existing structural problems around Japanese higher education will be analyzed.  相似文献

This paper offers an overarching analyticalheuristic that takes us beyond currentresearch, anchored in conceptions of nationalstates, markets, and systems of highereducation institutions. We seek to shapecomparative higher education research withregard to globalization in much the same waythat Clark's (1983) ``triangle' heuristic hasframed comparative higher education research inthe study of national policies and highereducation systems. Our ``glonacal agencyheuristic' points to three intersecting planesof existence, emphasizing the simultaneoussignificance of global, national, and localdimensions and forces. It combines the meaningof ``agency' as an established organization withits meaning as individual or collective action. Our paper critiques the prevailing framework incross-national higher education research,addressing the liberal theory that underpinsthis framework, the ways scholars address therise of neo-liberal policies internationally,conceptual shortcomings of this work, andemergent discourse about ``academic capitalism'. We then discuss globalization and ourheuristic. Internationalisation of higher education in Malaysia is seen as a means for improving and empowering higher education so that the higher education institutions in the country can become comparable to the best in the world. While the government has spelt out the directions as well as some of the targets for internationalisation, higher education institutions in the country have been internationalising for different reasons and with different levels of priority and intensity. Public universities, especially the older ones, have been engaged in internationalisation as part of their academic growth and development. Concurrently, a variety of private institutions of higher learning has evolved since the opening up of private higher education from the 1980s. These include private universities that have been established by large corporations, smaller private colleges that have been elevated to the status of degree-conferring institutions as well as branch campuses of foreign universities. The objective of this paper is to examine the different concepts and challenges of internationalisation faced by the different types of higher education institutions in the country, using the case study approach. It was found that in each of these cases, the concept of internationalisation and the challenges faced are different, although funding is raised as a problem in three of the four cases. These different challenges imply that current policies may have to be fine-tuned in order to address the different needs of these institutions in their respective efforts to internationalise.  相似文献

With the acceleration of globalization, academic developers from institutions and countries with established educational development programs and networks are called upon increasingly to share their expertise and offer guidance to colleagues in emerging higher education contexts. Based on a higher education conference held in Beijing in 2009, this paper captures the learning as the Chinese host institutions and international exchange partners progressed toward a more developed understanding and application of elastic, post-colonial approaches to the interchange. The globalization of educational services and the increasing competition coming from the private sector have forced higher education institutions to market their programs more aggressively and to look at student loyalty as the key for future success. Student loyalty to higher education institutions represents not only a more stable financial basis for such institutions but also continuing support for them after graduation. The present research examines the relational exchange process between higher education institutions and their students. Specifically, it explores the process by which trust is first developed and then translated into students' perceived value of the higher education institutions, ultimately leading to the development of student loyalty toward those institutions. The identification of the components and the outcomes of student trust are presented on the basis of Sirdeshmukh, Singh, and Sabol's trust–value–loyalty framework.  相似文献

While globalization poses challenges, it also offers powerful opportunities for the higher education community to play a key role in shaping the future. This article explores globalization as a policy paradigm, both from international and local (Australian) perspectives. It first looks broadly at various strands of globalization - economic, political, cultural, technological - and suggests how each may relate to higher education. The specific example of Australia is then used to illustrate how one government is currently addressing globalization issues of particular concern to it: the promotion, protection, and quality assurance of education as an international enterprise. The government has used concerns about globalization as a "lever" to introduce new legislation extending control over the higher education sector. The author concludes by arguing that, like governments and other bodies, the higher education community can "leverage" globalization to judiciously move debate and shape future policy directions.  相似文献
