This paper is an examination of statewide district writing achievement gain data from the Nebraska Statewide Writing Assessment system and implications for statewide assessment writing models. The writing assessment program is used to gain compliance with the United States No Child Left Behind Law (NCLB), a federal effort to influence school district assessment and accountability. While the research literature is mixed with some viewing statewide writing assessment as narrowing writing curriculum and “standardizing” writing, others point out that it facilitates sharing between teachers to improve writing and teachers are empowered by their participation in the process.Nebraska's Statewide Writing Assessment, based on the six-trait model, has strong support from teachers regarding their perception of the assessment in supporting teaching practices and student success. Examination of achievement gain data revealed gains in 4th, 8th, and 11th grades in the average number of students rated proficient from one administration of the assessment to the next.Implications for educational practice, recommendations for future research, and relevant related issues (NCLB concerns and measurement issues) are discussed.  相似文献

While there is evidence that the dual language model has the potential to raise the academic achievement of English language learners (ELLs), the policies mandated through the No Child Left Behind Act do not support maintenance of the student's heritage language which is an integral part of the model. Using symbolic interactionism as a framework, this study explored the experiences of dual language elementary teachers as they operate under the authority of current educational policy. The findings, presented as a concept model, reveal the didactic behaviors exhibited by teachers and suggest a dynamic process of negotiation is at work which informs their professional identities.  相似文献

With 3 years and counting since its inception, the scope and impact of No Child Left Behind is now being felt in classrooms across the nation. Although some successes have been identified, concerns about the implementation and expectations of the legislation are emerging. As a result of the legislation's emphasis on the development of standards and assessment systems in reading, mathematics, and science, educators of other core and elective subjects are weighing the impact of being left out of the No Child Left Behind formula of testing and accountability. In an attempt to ascertain the perceptions and sentiments of social studies teachers concerning the impact of No Child Left Behind and the concomitant issue of state-level testing and accountability policy, a tristate study was conducted. The findings of this research indicate that although elementary, middle, and high school social studies educators recognize the negative consequences of being left out of No Child Left Behind, they are not convinced that being included would be better for them, their students, or social studies education in general.  相似文献

The author outlines the major elements of the No Child Left Behind Act of 2001 and describes the law's impact on deaf education. The law's stated purpose is to close the achievement gap with accountability, flexibility, and choice, so that no child is left behind. The specific goal of the law is to ensure that all students are 100% proficient in reading, mathematics, and science by 2014. No Child Left Behind has effected sweeping reforms in general education. But with 814 requirements, it has also created great stress in educators throughout the United States. No Child Left Behind poses particular challenges to education of the deaf since policymakers gave no consideration to the needs of deaf children in formulating this law. Clearly, deaf students must be included in school and state accountability systems,but the law leaves many questions unanswered.  相似文献

2010年3月以来,奥巴马政府着手修订《不让一个孩子掉队》法,提出了一系列均衡发展美国教育的措施。这些措施既源自美国民众对教育均衡发展始终如一的追求,是美国政府因势利导的政策选择,又源自《不让一个孩子掉队》法没有完成既定目标,各州教育标准低下,教育差距在拉大,以及美国民主党的教育理念等。因此,推进教育均衡发展不仅应该有切实可行的目标,还要根据实际情况优先实施关键措施,缩减贫困地区学校班额,并为均衡发展教育提供持续的经费支持。  相似文献

This exploratory study investigated how six practicing school principals responded to the requirements of the No Child Left Behind law (United States Congress Public Law 107–110, 2002, January, No Child Left Behind Act, ) in light of the multicultural leadership demands presented by an urban setting. It examines perspectives of principals on the legal aspects of No Child Left Behind (NCLB) and what they did to manage its requirements. Multicultural leadership literature provided a framework to understand the perspectives of school leaders. The findings suggest three principals were engaged in meaningful and practical work to both fulfill the requirements of NCLB and meet the needs of their students. Three principals were focused on the requirements of the law and did not see the connection between multicultural leadership and NCLB. The study’s recommendations include a multicultural leadership approach to current NCLB school reform. This article is a call to become more critically aware of the new law commonly referred to as No Child Left Behind Act, which was put into effect in 2002 in the United States. The article is also an invitation to early childhood educators worldwide to engage in a dialogue that raises several questions: (a) How does such legislation affect early childhood educators and teacher preparation programs?; (b) How might teacher educators react and respond to the new law as they continuously practice informed decision-making about teacher preparation that is socially responsible? In view of these questions, it is a hope that we can see the initiation of nationwide dialogue regarding the issue of the No Child Left Behind Act. Primarily, how does the new law affect teacher educators and teachers? It is inevitable for us to be united and politically informed to prevent further scrutiny of questionable politically and economically driven educational practices in the United States, not to mention “test-heavy” evidence-based education reform.  相似文献

In this commentary on Al Otaiba, Hosp, Smartt, and Dole's article (this issue), key strengths, limitations, and systemic issues in the consultation project are identified. It is posited that despite expanded opportunities for school improvement since the implementation of the No Child Left Behind Act (2001) No Child Left Behind Act of 2001, Pub. L. No. 107-110 (H. R. 1) [Google Scholar] and clear evidence that improvement is warranted, school improvement remains an extremely difficult process. Several positive elements in the Al Otaiba project are identified. The need for increased attention to systemic variables, a closer examination of existing district policies and resources, and the need for systematic professional development are identified as project elements that may have improved the outcome.  相似文献

Applying microeconomic theory to No Child Left Behind predicts that its use of significant consequences for schools that do not reach 100% proficiency on rigorous standardized tests by 2014 will likely prevent most, if not all schools, from providing a high-quality education for their students. The central problem is cost. Quality assurance models predict that costs associated with achieving the required 100% pass rate will rise well above typical school budgets. Thus, No Child Left Behind, or any reform that combines a rigid demarcation between passing and failing with a 100% proficiency requirement, will fail as prohibitively expensive.  相似文献

Schools struggle to accurately assess nonnative speakers of English using accountability systems that somehow do not capture the complexity of the issues at hand. This article discusses topics surrounding the assessment of English language learners and how these issues have been oversimplified by such processes as the No Child Left Behind legislation. The case is made that English language learning is a complex system, holistic, nonlinear, and constantly evolving; however, current assessment practices do not address this complexity.  相似文献

Educational reform policies such as the No Child Left Behind Act continue to place great demands on teachers. Additionally, educational reform policies such as this imply the need for continuous professional development activities that enhance teacher qualifications, especially for practicing teachers. This study examined the effectiveness of a nation-wide mentor-coach initiative towards enhancing teacher pedagogy and its effect on children’s literacy performance. Forty-four Head Start teachers and classrooms were examined. Results indicated that reading and writing scores benefited significantly more when teachers participated in the mentor-coach initiative. These findings suggest that professional development activities such as mentor-coach initiatives, if offered appropriately, can enhance children’s academic performance.  相似文献

ABSTRACT

This article explores the discourse practices of an Indigenous, community-based charter school and its efforts to create space for Indigenous both/and identities across rural–urban divides. The ethnographic portrait of Urban Native Middle School (UNMS) analyzes the discourse of making ‘a space for you’, which brings together rural and urban youth to braid binary constructs such as Indigenous and western knowledge, into a discourse of Indigenous persistence constraining contexts of schooling. We use the concept of ‘reterritorialization’ to discuss the significance of UNMS’s community effort to create a transformative space and place of educational opportunity with youth. The local efforts of this small community to reterritorialize schooling were ultimately weakened under the one-size-fits-all accountability metrics of No Child Left Behind policy. This ethnographic analysis ‘talks back’ to static definitions of identity, space and learning outcomes which fail to recognize the dynamic and diverse interests of Indigenous communities across rural – urban landscapes.  相似文献

Methodological rigor in intervention research is important for documenting evidence‐based practices and has been a recent focus in legislation, including the No Child Left Behind Act. The current study examined the methodological rigor of intervention research in four school psychology journals since the 1960s. Intervention research has increased in prevalence, but it does not seem to have become more rigorous since the establishment of the What Works Clearinghouse. Small methodological factors often determined whether a study met or did not meet standards in the current investigation. Implications include the necessity of reviewing research quality guidelines prior to conducting intervention research and ensuring they are met whenever possible.  相似文献

This article consists of a case study and policy analysis of a conflict between two federal mandates that arose during the initial implementation of the No Child Left Behind Act in 2002 in a southern school system, Richmond County, Georgia. The first part of the article documents the conflict, drawing on primary source documents and interviews with the school superintendent and school board attorney. A U.S. District court judge ruled that the 1972 court order that had mandated county-wide school desegregation was in conflict with No Child Left Behind's public school transfer policy and granted the county a one-year delay so that the school system could study the policy's likely effects. The U.S. Department of Education's response to the judge's ruling instigated a situation that led to a federal-local political disagreement, whose origins and resolution are described. In the article's second section, the author places these events into broader historical perspective, arguing that they reveal how federal policy in elementary and secondary education has shifted during the intervening decades since the Elementary and Secondary Education Act's enactment in 1965. The case highlights the changing federal-district relationship, the equitable implementation of the No Child Left Behind public school choice provision, and the nature of federal authority in education policy, and how it is currently being exercised by the Bush administration.  相似文献
