When the journal Minerva was founded in 1962, science and higher educational issues were high on the agenda, lending impetus to the interdisciplinary field of “Science Studies” qua “Science Policy Studies.” As government expenditures for promoting various branches of science increased dramatically on both sides of the East-West Cold War divide, some common issues regarding research management also emerged and with it an interest in closer academic interaction in the areas of history and policy of science. Through a close reading of many early issues of Minerva but also of its later competitor journal Science Studies (now called Social Studies of Science) the paper traces the initial optimism of an academically based Science Studies dialogue across the Cold War divide and the creation in 1971 of the International Commission for Science Policy Studies as a bridging forum, one that Minerva strangely chose to ignore. In this light, attention is drawn to aspects of the often forgotten history of Science Studies in the former Soviet Union and the Eastern European block. Reviewed also are several early discussions that are still relevant today: e.g., regarding differing concepts of Big Science, science and democracy, autonomy in higher education and what conditions are necessary to sustain academic freedom and scientific integrity (some of Edward Shils’ primary concerns). Finally, it is noted how the question of quantitative methods to measure scientific productivity lay at the heart of a “Science of Science” movement of the 1960s has re-emerged in a new form integral to the notion of a “Science of Science Policy.”  相似文献

Neoliberal precepts of the governance of academic science-deregulation; reification of markets; emphasis on competitive allocation processes have been conflated with those of performance management—if you cannot measure it, you cannot manage it—into a single analytical and consequent single programmatic worldview. As applied to the United States’ system of research universities, this conflation leads to two major divergences from relationships hypothesized in the governance of science literature. (1) The governance and financial structures supporting academic science in the United States’ system of higher education are sufficiently different from those found in many other OECD countries where these policies have been adopted to produce political pressures for an increase rather than a decrease in governmental control over university affairs. (2) The major impact upon academic science of performance measurement systems has come not externally from new government requirements but internally from the independent adoption of these techniques by universities, initially in the name of rational management and increasingly as devices to foster reputational enhancement. The overall thrust of the two trends in the U.S. has been less a shift as experienced elsewhere from bureaucratic to market modes of governance than the displacement of professional-collegial control by internal bureaucratic control.  相似文献

This work explores the attitudes of American scientists towardsinternational scientific activity, with particular respect to theoceanic sciences, during the three decades after the First WorldWar. In the mid-1950s, the Eisenhower Administration favouredthe thesis that increased international collaboration wouldstrengthen the Free World, ease Cold War tensions, and promotethe growth of science. This essay analyses elements in thatthesis, namely, scientific chauvinism, humanitarianism, andscientific interdependence. The World Federation of Scientific Workers (WFScW) and UNESCO share roots in the Social Relations of Science (SRS) movements and in the Franco-British scientific relations which developed in the 1930s. In this historical context (the Great Depression, the rise of Fascism and the Nazi use of science, the social and intellectual fascination for the USSR), a new model of scientific internationalism emerged, where science and politics mixed. Many progressive scientists were involved in the war efforts against Nazism, and tried to prolong their international commitments into peacetime. They contributed to the establishment of the WFScW and of UNESCO in 1945–1946. Neither the WFScW nor UNESCO succeeded in achieving their initial aims. Another world emerged from the immediate post-war years, but it was not the world fancied by the progressive scientists from the mould of scientific internationalism. The aim of this article is to follow the path from the Franco-British networks towards the establishment of the WFScW and UNESCO; from an ideological scientific internationalism towards practical projects. It is to understand how these two bodies came to embody two different scientific internationalisms during the Cold War.

He is an historian of science and belongs to the laboratory REHSEIS (Recherches Epistémologiques et Historiques sur les Sciences Exactes et les Institutions Scientifiques). He has co-edited Science and EmpiresHistorical Studies about Scientific Development and European Expansion (Dordrecht: Kluwer Academic Publishers, 1992); and Les Sciences colonialsfigures et institutions (Paris: Orstom éditions, 1996). He has recently published some contributions on Unesco’s first years: Petitjean, P., Zharov, V., Glaser, G., Richardson, J., de Padirac, B. and Archibald, G. (eds), Sixty Years of Sciences at UNESCO, 1945–2005 (UNESCO, Paris, 2006). It is widely argued that, in the United States, the Department of Defense dictated the intellectual contours of academic science and engineering during the Cold War. However, in important ways, American science was also deeply influenced by industry. Between 1955 and 1985, Stanford University embraced three waves of industrial innovation in solid state technology (transistors, integrated circuits, and VLSI systems). As this essay shows, it was these transfers that enabled Stanford engineers to make significant contributions to the expanding fields of microelectronics and computing.  相似文献

Publics and policymakers increasingly have to contend with the risks of complex, safety-critical technologies, such as airframes and reactors. As such, ‘technological risk’ has become an important object of modern governance, with state regulators as core agents, and ‘reliability assessment’ as the most essential metric. The Science and Technology Studies (STS) literature casts doubt on whether or not we should place our faith in these assessments because predictively calculating the ultra-high reliability required of such systems poses seemingly insurmountable epistemological problems. This paper argues that these misgivings are warranted in the nuclear sphere, despite evidence from the aviation sphere suggesting that such calculations can be accurate. It explains why regulatory calculations that predict the reliability of new airframes cannot work in principle, and then it explains why those calculations work in practice. It then builds on this explanation to argue that the means by which engineers manage reliability in aviation is highly domain-specific, and to suggest how a more nuanced understanding of jetliners could inform debates about nuclear energy.  相似文献

Drawing from contemporary social science studies on the shifting regime of research governance, this paper extends the literature by utilizing a metaphoric image—research is a game—observed in a field engagement with 82 American, British, and Danish crop and plant scientists. It theorizes respondents’ thinking and practices by placing the rules of the research “game” in dynamic and interactive tension between the scientific, social, and political-economic contingencies that generate opportunities or setbacks. Scientists who play the game exploit opportunities and surmount setbacks by adopting strategies and reinventing tactics in order to maximize their winnings and to minimize their losses. Winners become superstars who decree what is open, closed, or doable science for the majority of the scientific community.  相似文献

How does the research performed by a government mission agency contribute to useable technologies for its constituents? Is it possible to incorporate science policy mechanisms for increasing benefits to users in the decision process? The United States National Institute of Standards &; Technology (NIST) promises research directed towards industrial application. This paper considers the processes that produce science and technology at NIST. The institute’s policies for science provide robust examples for how effective science policies can contribute to the emergence of useful technologies. To progress towards technologies that can be years away, the agency uses several means for integrating the needs of eventual information users into the prioritization process. To accomplish this, NIST units, such as the Materials Science and Engineering Laboratory, incorporate mechanisms for considering user need and project impact into different stages of its scientific decision processes. This, and other specific strategies that the agency utilizes for connecting the supply of science to information demand, provide lessons for generating useable science.  相似文献

Imagine putting together a jigsaw puzzle that works like the board game in the movie “Jumanji”: When you finish, whatever the puzzle portrays becomes real. The children playing “Jumanji” learn to prepare for the reality that emerges from the next throw of the dice. But how would this work for the puzzle of scientific research? How do you prepare for unlocking the secrets of the atom, or assembling from the bottom-up nanotechnologies with unforeseen properties – especially when completion of such puzzles lies decades after the first scattered pieces are tentatively assembled? In the inaugural issue of this journal, Michael Polanyi argued that because the progress of science is unpredictable, society must only move forward with solving the puzzle until the picture completes itself. Decades earlier, Frederick Soddy argued that once the potential for danger reveals itself, one must reorient the whole of one’s work to avoid it. While both scientists stake out extreme positions, Soddy’s approach – together with the action taken by the like-minded Leo Szilard – provides a foundation for the anticipatory governance of emerging technologies. This paper narrates the intertwining stories of Polanyi, Soddy and Szilard, revealing how anticipation influenced governance in the case of atomic weapons and how Polanyi’s claim in “The Republic of Science” of an unpredictable and hence ungovernable science is faulty on multiple levels.  相似文献

That science is fundamentally universal has been proclaimed innumerable times. But the precise geographical meaning of this universality has changed historically. This article examines conceptions of scientific internationalism from the Enlightenment to the Cold War, and their varying relations to cosmopolitanism, nationalism, socialism, and ‘the West’. These views are confronted with recent tendencies to cast science as a uniquely European product.

Science indicators are increasingly used in policy-making. However, failure to relate interpretations of specific measures to the historical development of science can lead to errors in assessing past investments and in prioritizing future investments. This article outlines some of these sources of error, and argues for the more systematic use of historical evidence in the formulation of science policy. Irwin Feller, an economist, is a Senior Visiting Scientist at the American Association for the Advancement of Science. His research includes studies of the economics of academic R&D, the assessment of interdisciplinary research, and the relationship between performance measurement and science and technology policies. George Gamota, a physicist, is President of STMA, LLC. He has written extensively on technology assessment and forecasting, emerging technologies, and science policy. Recently, he led a review of New Zealand’s New Economy Research Fund (NERF), and is a foreign reviewer of the Japanese Science & Technology (JST) Corporation’s research programmes.  相似文献

For some years now, the concept of basic research has been under attack. Yet although the significance of the concept is in doubt, basic research continues to be used as an analytical category in science studies. But what exactly is basic research? What is the difference between basic and applied research? This article seeks to answer these questions by applying historical semantics. I argue that the concept of basic research did not arise out of the tradition of pure science. On the contrary, this new concept emerged in the late 19th and early 20th centuries, a time when scientists were being confronted with rising expectations regarding the societal utility of science. Scientists used the concept in order to try to bridge the gap between the promise of utility and the uncertainty of scientific endeavour. Only after 1945, when United States science policy shaped the notion of basic research, did the concept revert to the older ideals of pure science. This revival of the purity discourse was caused by the specific historical situation in the US at that time: the need to reform federal research policy after the Second World War, the new dimension of ethical dilemmas in science and technology during the atomic era, and the tense political climate during the Cold War.  相似文献

Science and technology (S&T) policy studies has explored the relationship between the structure of scientific research and the attainment of desired outcomes. Due to the difficulty of measuring them directly, S&T policy scholars have traditionally equated “outcomes” with several proxies for evaluation, including economic impact, and academic output such as papers published and citations received. More recently, scholars have evaluated science policies through the lens of Public Value Mapping, which assesses scientific programs against societal values. Missing from these approaches is an examination of the social activities within the scientific enterprise that affect research outputs and outcomes. We contend that activities that significantly affect research trajectories take place at the levels of individual researchers and their communities, and that S&T policy scholars must take heed of this activity in their work in order to better inform policy. Based on primary research of two scientific communities—ecologists and sustainability scientists—we demonstrate that research agendas are actively shaped by parochial epistemic and normative concerns of the scientists and their disciplines. S&T policy scholarship that explores how scientists balance these concerns, alongside more formal science policies and incentive structures, will enhance understanding of why certain science policies fail or succeed and how to more effectively link science to beneficial social outcomes.  相似文献

This essay focuses on the relationship between culture and governance, exploring how the practice of government has invoked conflicts and crises in the Korean culture industries. The Park Geun-Hye regime used culture as a central engine to boost Korea's national economy by adopting the new slogan, ‘Creative Korea’, to embody the country's national values within the international community. However, the regime's constant emphasis on creative economies came under attack when it was discovered that the Ministry of Culture and Tourism abused its authority by censuring 9,473 artists who were critical of the regime. Through an analysis of journalistic interviews with artists, critics and cultural practitioners, this paper examines how the relationships of governmentality, culture and creativity have been negotiated in the process of regime change. In addition, this paper explores how the Korean Wave phenomenon – the transnational expansion of Korean popular culture – during the past two decades has reshaped the society's perception of the governor–governed relationship within the cultural sphere.  相似文献

The political engagement of scientists is not necessarily left-wing, and even when it is, it can take widely varying forms. This is illustrated by the specific character of Dutch scientific activism in the 1930s and 40s, which took shape in a society where ‘pillarized’ social divisions were more important than horizontal class structure. This paper examines how, within this context, the Delft physicist Jan Burgers developed a version of scientific politics, built on a philosophy of value-laden science.

This paper investigates the impact of changing science policy doctrines on the development of an academic field, working life research. Working life research is an interdisciplinary field of study in which researchers and stakeholders collaborated to produce relevant knowledge. The development of the field, we argue, was both facilitated and justified by the, at the time dominant, science policy orthodoxy in Sweden, sector research. Sector research science policy doctrine favoured stakeholder-driven research agendas in the fields relevant to the sector. This approach to agenda setting was highly contested by Swedish universities and left scientists vulnerable to the fallout from any conflicts arising among the stakeholder groupings that were part of the governance arrangement. Our case shows that working life research was in part a victim of the struggle between science and policy over who sets the agenda for science in Sweden. In this struggle, each side chose to use ‘scientific quality’ as a proxy for furth ing its respective interests and visions for how science should be governed. The paper argues that this case is of interest to the continued elaboration of the Mode 2 thesis and the debate about ‘relevant science’. We find that the close association with stakeholders and the concomitant dependence it created left working life research unable to defend itself against its critics and that this state of affairs was particularly problematic for social science research on working life.  相似文献

This paper explores Roger Revelle's activities in oceanography and institution-building during and after the Second World War. In particular, it explores his shift from a wartime acceptance of science serving mission-oriented objectives, to a defence ofthe distinction between basic and applied science. For Revelle, the Federal government, and especially the military, became theguarantor of basic research in oceanography. This understanding led him to privilege military sponsorship over contract research,and the physical over the biological sciences. He drew upon that understanding to construct a unique institutional geography for science in southern California.  相似文献
