Abstract

The aim of this study was to understand the role that agricultural consultants in New Zealand were undertaking in the Research, Development and Extension (RD&E) system—and in particular in relation to environmental extension. New Zealand does not have a public extension service and hence there is a strong reliance on consultants and regional councils for environmental management information and advice. As they are independent of the formal RD&E system there is no guarantee that RD&E outcomes are reaching farmers, nor that effective environmental extension is occurring. The study used a combination of case studies, phone interviews with informed persons and a national web survey to explore the role of the consultant. The study found that agricultural consultants are playing an important role in working with farmers to improve agricultural production. There are, however, indications that gaps have developed over time between agricultural consultants and the agricultural research sector which limit the effectiveness of the RD&E system. Agricultural consultants are playing a minimal role in proactive environmental extension because insufficient market forces are driving this role. The paper suggests that a national database of agricultural consultants could improve the flow of tailored information between research and agricultural consultants and also suggests mechanisms where consultants could be better integrated into the RD&E system and provide feedback to research programs. Market failure in the area of environmental extension could be addressed by publicly funded incentive programs.  相似文献

Purpose: To explore why substantial agricultural information gaps persist in African smallholder farming communities and how to reduce them.

Design/methodology/approach: Using conservation agriculture (CA) as a case study, we deeply explore with 29 smallholder farmers why they are yet to obtain sufficient information to enable practice evaluation.

Findings: Respondents asserted that their lack of information on CA was not reflective of a lack of interest in obtaining it, but of the unavailability and inaccessibility of learning opportunities. A deeper analysis revealed an underlying passive approach to seeking information and culture of financial expectancy.

Practical implications: If extension systems are to catalyse broader sustainable intensification, we find the need for emphasis on (1) more inclusive extension mechanisms; (2) education of farmers about demand-driven extension; and (3) revision of direct input provision to lead farmers.

Theoretical implications: While not contesting the value of farmer-to-farmer (F2F) extension systems for those socially connected to lead farmers, we find four research questions for further exploration regarding the practical application of F2F mechanisms that may impede their broader effectiveness, namely (1) Is extension coverage sufficient? (2) Do farmers understand demand-driven extension systems? (3) Do current incentive structures complicate farmer information seeking behaviour? and (4) Do current mechanisms encourage social stratification?

Originality/Value: To date, adoption studies have largely utilised quantitative, econometric lenses that generally assume farmers are sufficiently aware of the technologies in question. Due to our in-depth qualitative analysis, we provide novel insights into how to close informational gaps that hamper efforts to increase the food and livelihood security of African smallholder farmers.  相似文献

Abstract

A study was conducted to determine the effectiveness of male and female extension agents in reaching farmers, especially women, with extension services in Nigeria. Specially the study determined the levels of awareness of and participation in extension activities, adoption of and technical knowledge of recommended agricultural technologies/practices, satisfaction with the quality of extension services provided and agents' credibility of men and women farmers under male and female extension agents supervision. Data gathered from 141 men and 72 women farmers supervised by male agents and 22 men and 93 women farmers supervised by female agents in Oyo, Kaduna and Rivers State Agricultural Development Projects in Nigeria form the empirical basis for the study. Even though men farmers are more aware of and participated more in the extension activities organised by agents than women farmers, the study shows that women farmers, who are supervised by female agents have more access to extension services than women farmers who work with male agents. Specifically, women farmers, who had females for extension agents had relatively higher levels of awareness and participation of the extension activities organised, adoption of and technical knowledge of recommended technologies/practices and satisfaction with the quality of agents' services and credibility. These differential effects of female and male agents on women's access to extension are significant for the delivery of extension services to women farmers, especially. Extension organisations must encourage and recruit more females for extension work done at the same time evolve strategies that will help male agents to work better with women farmers.  相似文献

This research uses transformative learning theory to explore how Farmers Field Schools (FFS) of the Taita Hills, Kenya have contributed to environmental sustainability, with a particular focus on gendered learning. Both genders experienced transformations in their meaning schemes related to farming (e.g., men and women switched their traditional roles in tillage and planting). A significant change in meaning perspective occurred among men who overcame personal biases and a cultural practice of land inheritance for males to now include their daughters. More research is needed to explore how all participants (farmers, extension agents, scientists) could enhance sustainability efforts and gender equality through agricultural participatory education projects such as FFS.  相似文献

Purpose: This article examined how institutional factors influencing the promotion of two elephant crop-raiding deterrent innovations (ECDIs) introduced to farmers through a ministry-based extension system in the Okavango Delta, Botswana, have impacted farmers’ adoption behaviour. Methodology: A standardised interview schedule was used to elicit responses from 388 randomly sampled subsistence arable farmers on how institutions influenced the adoption of ECDIs in five communities in the study area. This was complemented by focus group discussions to obtain in-depth information on the subject-matter. Key informants interviews were also conducted with purposively selected extension agents, village project committee chairpersons and village dikgosi. Findings: Four institutional factors were found to be critical for the adoption of ECDIs. These include institutional relations, availability and/or supply of deterrent innovation inputs, farmers’ contact with extension agents and government support for extension services. Theoretical Implications: Immediate and widespread adoption of ECDIs in the ever-changing socio-economic and political environment can be enhanced by context-specific institutional arrangements in addressing social and organisational constraints to innovation adoption. Originality: This paper invoked organisational theory to contribute to the scholarly debate on how agricultural extension systems influence farming clientele’s behaviour and social change. It offers the first attempt in the investigation of the role of extension and associated institutions/organisations in promoting adoption of ECDIs among subsistence farmers in the Okavango Delta, Botswana. Findings indicate that local farmers do not perceive extension agencies to hold monopoly of ideas and solutions to their unique problems.  相似文献

Abstract

Promoting rural development in Africa involves learning to clap with two hands, that is to say, creating effective interaction between local knowledge and development initiatives, on the one hand, and the knowledge and initiatives of formal agricultural research and extension, on the other. Farmer innovators ‐men and women farmers who take their own initiative to change local agriculture ‐ are key allies in rural development, as shown by the experience of the ISWC programme in Africa. Focusing on Ethiopia and Tanzania, the authors describe how formal research and extension services are made aware of farmers’ innovative work and are encouraged to document the results, promote their spread, and support further development efforts by farmer innovators. A modified Participatory Technology Development (PTD) approach is thus emerging, which starts not with problem analysis but rather by linking up with local problem‐solving initiatives. While the learning process on this approach continues, dialogue has been initiated with policy‐makers with a view to incorporating the approach into regular government extension, research and training activities.  相似文献

Abstract

Purpose: Groundnut farmers in East Africa have experienced declines in production despite research and extension efforts to increase productivity. This study examined how social network structures related to acquisition of information about new seed varieties and productivity among groundnut farmers in Uganda and Kenya.

Design/methodology/approach: Data came from face-to-face interviews with a sample of 491 farmers randomly selected from a larger frame purposefully selected to represent farmers who had worked with researchers and farmers who had not, and to represent both male and female farmers. We used social network analysis to visualize and interpret patterns of farmers' networks with regard to information sources, productivity supports and local group affiliations.

Findings: Ugandan farmers primarily used weak ties with researchers and extension agents as sources of information. In contrast, Kenyan farmers used strong ties with close associates. For farmers in both countries weak ties were least associated with productivity. Strong ties, natural factors and farmers' own experience with new varieties were most associated with productivity. The majority of farmers had ties to local groups to strategically pool risks and access available resources.

Practical implications: Visualizing farmers' social networks enables policy-makers and change agents to identify relevant social relationships that could be utilized strategically to increase the capacities of poor farming communities.

Originality/value: The study demonstrates that important differences in social network structures can exist among farmers in similar geographic regions producing similar crops.  相似文献

Abstract

This study was designed to investigate changes in farming and to look at how farmers adapt to diverse changes in and around their farms in the province of Esfahan, Iran. It is part of a larger project aimed at developing a job competency profile for agricultural extension instructors (AEIs). One hundred and two farmers who had previously followed extension courses in the province of Esfahan were interviewed. The findings demonstrate that a large number of farmers in the target group who are older, married, have low education levels, are smallholders and lack adequate job diversity on their farms. The study revealed that these farmers have experienced sluggish internal and external agricultural change, and they are generally more positive about internal changes than external ones. Respondents designated ‘extension courses’, ‘individual farm visits by official extension agents’ and ‘trial and error’, respectively as their three main learning strategies (LS) to help them adapt to the various changes. The results also indicate that older and more poorly educated farmers have more problems in adopting different LS.  相似文献

Purpose: To examine the factors that support and hinder farmers’ learning and to investigate the impact of an innovative learning program on farmers’ practice change.

Design/methodology/approach: Individual interviews and focus group discussions were held with 24 farmers over 20 months. Observations were made of these farmers as they participated with eight agricultural and social scientists in a range of innovative experiences to learn about chicory and plantain establishment and management. These learning experiences were designed around evidence-informed educational pedagogies. Data sets were analyzed using NVivo to determine common themes of affordances and barriers to learning and actual practice changes.

Findings: The affordances for learning and practice change include belonging to a learning community, enhancing self-efficacy, engaging with scientists, seeing relative advantage, reinforcing and validating learning, supporting system’s integration and developing an identity as learners. Barriers to learning and practice change include issues of: trialability, complexity, compatibility and risk.

Practical implications: The importance of basing new models of extension around evidence-informed pedagogies known through educational research to promote learning and practice change.

Theoretical implications: Sociocultural theory and self-efficacy theories of learning are critical to the success of effective agricultural extension programs.

Originality: To date, little empirical research about the affordances and barriers for pastoral farmers’ learning has been based on contemporary educational research.  相似文献

Abstract

Changes in education and agriculture in South Africa indicate that agricultural extension practitioners should facilitate continuous learning among farmers. This requires that extension practitioners acquire new skills. To provide these skills requires a critical examination of agricultural extension curricula in the light of South Africa's educational, agricultural and rural development policies with a view to rewriting extension curricula. An initial theoretical examination of extension education in the light of South African education policy yields seven learning outcome indicators encapsulating theory and practice in: 1) theory and practice in problem solving; 2) collect, analyse, organize and critically evaluate information relevant to his extension responsibilities; 3) theory and practice in Participatory Technology Development and innovation; 4) theory and practice in systems (systems thinking), including beyond farm systems; 5) theory and practice in learning facilitation; 6) theory and practice in participatory ‘curriculum’ (extension outcomes, content and process) development; and 7) theory and practice in learning and learning styles. Tertiary institutions and other stakeholders can use these indicators to examine and continuously adjust curricula to ensure extension practitioners are equipped to deliver relevant support to farmers as the agricultural landscape changes.  相似文献

Abstract

Purpose: The study evaluated how farmer acquisition, sharing and use patterns of information and knowledge interact with different socioeconomic factors to influence integrated soil fertility management (ISFM) technology uptake.

Design/methodology/approach: The study was conducted as part of an evaluation of field-based farmer learning approaches introduced by SOFECSA in Zimbabwe. Building on emerging farmer interactive platforms, data were collected using farmer participatory research approaches.

Findings: Over 90% of the farmers identified the national extension agents as the farmers' most preferred and reliable sources of information on ISFM, with farmer-to-farmer interactions ranking second. Non-governmental organisations and the print media emerged as the least trusted sources of agricultural technical information. Field-based learning centres, which enabled interactive evaluation of different ISFM options, constituted ~50%, indicating that they were major platforms for information and knowledge sharing. Uptake of ISFM was influenced by farmer resource group and farmers' visits to learning centres. Farmer experience and access to extension services were, in turn, the major factors influencing farmers' use of ISFM information. Approaches that support farmer-to-farmer interactions are required and learning centres are a suitable platform for such interactions to occur.

Practical implications: The article brings to attention the role of learning centres in fostering adoption of ISFM technologies. Insights on the need to support and strengthen agricultural extension in rural smallholder communities are provided.

Originality/value: This is a unique study exploring the role of farmer-oriented information and knowledge management in promoting complex technologies such as ISFM. A new dimension on the demands of new approaches for information dissemination to enhance knowledge sharing is presented.  相似文献

Abstract

Based on a case study of Ghanaian cocoa farmers who attended farmer field schools (FFS), this paper explores the impact of the FFS methodology on farmers’ technical knowledge, experimentation, knowledge diffusion, group formation and social skills as a way of assessing whether the relatively high costs associated with the method is justified. We carried out focus group discussions for exploratory purposes and a formal survey of 70 FFS graduates and 70 non-FFS farmers. The superior knowledge test scores of FFS graduates relative to non-FFS farmers demonstrates the effectiveness of the method for communicating complex knowledge and information to farmers in a way that allows them to understand it and retain it. An assessment of changes in farmers’ experimental capacity showed variable results. On the one hand, a significant proportion of FFS graduates applied some of the principles and practices learned to solve productivity problems with other crops, while others did not perceive any change in their experimentation behaviour. Significantly, an important skill farmers learned in the FFS was making observations on cocoa trees and the wider ecosystem as the basis for decision-making. The case study confirmed that FFS strengthened social cohesion among cocoa farmers and enhanced individual social skills by creating new networks for knowledge exchange and support, promoting group formation and improving farmers’ confidence and ability to work more effectively in groups. The paper concludes by recommending areas for improving FFS and highlights how strengthening human and social capital in cocoa growing communities can serve as a springboard for broader development activities.  相似文献

Abstract

Purpose: This case study deals with the implementation methodology, innovations and lessons of the ICT initiative in providing agricultural extension services to the rural tribal farming community of North-East India.

Methodology: This study documents the ICT project implementation challenges, impact among farmers and briefly indicates lessons of the e-agriculture project.

Findings: The e-agriculture prototype demonstrated that the Rs. 2,400 (USD 53) cost of the extension services to provide farm advisory services was saved per farmer per year, expenditure was reduced 3.6 times in comparison with the conventional extension system. Sixteenfold less time was required by the farmers for availing the services and threefold less time was required to deliver the services to the farmers compared with the conventional extension system. However, this article argues that in less developed areas, information through ICTs alone may not create expected development. Along with appropriate agricultural information and knowledge, field demonstrations and forward (farm machinery, manure, seeds) and backward linkages (post-harvest technology and market) need to be facilitated with appropriate public–private partnership between knowledge and other rural advisory service providers for agricultural development.

Practical implications: This article lists a number of practical lessons which will be useful for the successful planning and implementation of e-agriculture projects in developing countries.

Original value: This article is a first case study on ICTs for agricultural extension initiatives among the tribal farmers who dominate the less developed North-East India.  相似文献

ABSTRACT

This archival study explored patterns of client preferences from a randomized sample of 881 clients at a Midwestern university counseling center. Information from client intake forms was collected for a four year time frame. Results showed that 61% of the clients did not express preferences for particular types of counselors when asked on intake forms. Thirty-nine percent of the clients did express a preference for a particular type of counselor. Chi-square analyses found that clients with preferences tended to have prior therapy experience and tended to prefer counselor gender over other traits. Women and people of color tended to be the most likely to express counselor preferences. It is suggested that future research clarify the meaning behind preferences, the lack of preferences, and clients' expectations for counseling.  相似文献

Abstract

This paper reports on research into the learning aspects of adopting integrated parasite management practices for sheep (IPM-s) applying a workplace learning framework. An analysis of four primary data sources was conducted; a postal survey of Australian wool producers, a Delphi process with IPM-s researchers, focus groups and interviews with wool producers.

Researchers had a high expectation of conceptual and high level procedural knowledge for IPM-s, while wool producers had a tendency to rely on low- and high-level procedural knowledge for parasite management. Researchers also showed concern for disposition as it related to parasite management. Practices identified as potentially problematic for extension, included worm egg count testing (according to best practice), supplementary feed (specifically for worm management), selecting estimated breeding value-tested rams, weighing and monitoring body condition scores, and keeping written paddock histories.

This research provides significant empirical insights into the knowledge differences between researchers and producers that can affect how research is developed and communicated for the IPM-s project to facilitate behaviour change. The identification of some IPM practices as problematic for producers will also allow targeted extension for these practices.  相似文献

Abstract

The purpose of this paper is to document smallholder experiences during a participatory experimental initiative and draw useful lessons for field practitioners. The main methods used to collect data were participant observation, in-depth interviews among 40 farmers, and analyses of notes taken during participatory monitoring and evaluation. These farmers were regular participants in four collective trials—designed by scientists, managed by smallholders—that were run for over five years in western Kenya. This paper shows that scientific trial designs enhanced ‘conviction’ among smallholders in new technologies that were being experimented. The study further reveals that (1) collective trials must last long enough for interactive learning to effectively occur, (2) farmers’ selected aspects of experiments and did not generally treat the whole trial as one concept, (3) field trials were forms of evidence of research or project activity, and (4) trials were seen as like ‘churches’ and multipurpose congregating sites, especially because these collective experiments had roots in local traditions.

The practical implication is that because interactive trials are social events, like other learning platforms, they must be appropriately situated within local contexts to enhance their relevance. This paper also shows that experiments are only a first step in learning, which needs to be supported by in-depth research and support for smallholder experiments. Collaborative experimentation is an effective tool for improving smallholder knowledge. Experimentation is a hands-on tool; it strengthens interactive learning, enhances understanding of a concept and improves ownership of the process or research among farmers. However, longer-term collective experiments develop a strong underlying human dimension. Understanding the social dynamics that influence the value of collective experimentation is critical for the process of scaling out.  相似文献

This study seeks to improve the contributions of performance consultants, instructional design consultants, and training consultants by explaining the effect that several variables have on trust as a mediator to relationship commitment within the context of the client–consultant relationship. The participants were 228 college students from two 4‐year universities. Participants were randomly assigned to one of eight scenario‐based questionnaires that measured the effect of three manipulated variables—perceived level of expertise, shared values, and sharing of meaningful information—on trust as a mediator to relationship commitment. The findings suggest that consultants can proactively manage the relationships with their clients by focusing on the key factors that influence trust and thus ultimately affect overall relationship commitment.  相似文献

Abstract

The network society has a major impact on knowledge systems, and in agricultural and rural development. It has changed relationships between actors such as farmers, extension workers, researchers, policy-makers, businessmen and consumers. These changes require different language, concepts and tools compared to the time that it was thought that science led the way and new findings had to be disseminated to target groups. Also the language of the market, talking about clients and knowledge producers, demand-driven systems and calculable results, is insufficient to describe what actually happens in innovative farmers’ networks or to guide knowledge workers in what to do for speeding up such processes. This article describes experiences from a large scale experiment in the Netherlands: the ‘Networks in Animal Husbandry’ programme (2004–2007). The basic idea was to ask farmers to come up with innovative ideas that could help the sector farther along the track of sustainable development, and then to assist them with scientific expertise. The facilitators were embedded in a learning community and provided with language, tools and methods that grew along the way. After a total of 120 networks and many peer consultation meetings with the facilitators, a huge number of experiences have been registered. Their work required a new generation of tools: as ‘free actors’ they had to learn how to navigate in unknown areas, recognise at any moment what was at stake and intervene appropriately.
