Abstract

The aim of this study was to understand the role that agricultural consultants in New Zealand were undertaking in the Research, Development and Extension (RD&E) system—and in particular in relation to environmental extension. New Zealand does not have a public extension service and hence there is a strong reliance on consultants and regional councils for environmental management information and advice. As they are independent of the formal RD&E system there is no guarantee that RD&E outcomes are reaching farmers, nor that effective environmental extension is occurring. The study used a combination of case studies, phone interviews with informed persons and a national web survey to explore the role of the consultant. The study found that agricultural consultants are playing an important role in working with farmers to improve agricultural production. There are, however, indications that gaps have developed over time between agricultural consultants and the agricultural research sector which limit the effectiveness of the RD&E system. Agricultural consultants are playing a minimal role in proactive environmental extension because insufficient market forces are driving this role. The paper suggests that a national database of agricultural consultants could improve the flow of tailored information between research and agricultural consultants and also suggests mechanisms where consultants could be better integrated into the RD&E system and provide feedback to research programs. Market failure in the area of environmental extension could be addressed by publicly funded incentive programs.  相似文献

Abstract

Two imperatives form the basis of the present paper. The first is the market-driven imperative, vital to production and value-chain development. The second is the knowledge imperative, central to the advancement of human capacity and institutional development. In view of these two imperatives, this paper argues for overhaul in extension toward a market orientation and for greater public investment in human resource development for modernizing the agricultural extension workforce. Part one of the paper reviews the rationale for market-driven extension and compares two key market-driven strategies. Part two proposes changes and new investment in post-secondary agricultural education and training, and calls for the establishment of a network of post-secondary agricultural education and training institutions. A post-secondary educational network is seen as essential to better prepare the agricultural extension workforce to face challenges in production and marketing and beyond with respect to alternative programs such as agriculturally related urban, environmental, energy, and rural development priorities.  相似文献

Abstract

Agricultural extension is moving away from externally imposed change programmes towards bottom-up planning, farmer participation and empowerment and catalysis of sustainable change, based on local needs and problems. However, many of these changes have been on a relatively small scale, in policy or institutional environments generally favouring a more traditional approach to agricultural development. For a broader process of sustainable agricultural development to occur, changes in the policy and institutional environment are required. This paper explores the process of developing an agricultural extension policy in Bangladesh and describes the content of the final policy statement, as an example of the approach taken in one country to developing a facilitative environment for sustainable agricultural development.

To date, the policy statement has been approved by the Ministry of Agriculture, and an implementation strategy is being developed. The policy is only a stage in the process of change, and it is hoped that other countries which are developing mechanisms to facilitate sustainable agricultural development will find the experiences in Bangladesh both encouraging and potentially useful.  相似文献

Abstract

Purpose: Formal agricultural research has generated vast amount of knowledge and fundamental insights on land management, but their low adoption has been attributed to the use of public extension approach. This research aims to address whether and how full participation of farmers through the concept of Rural Resource Centre (RRC) provides new insights for the development of alternative and farmers-based extension methods.

Design/Methodology/Approach: Using the Concept of RRC, this research assesses the role of farmers in on-farm demonstrations and scaling-up of land management practices, and investigates effective ways to enhance beneficial interactions between researchers, extension workers and farmers in view of improving adoption.

Findings: The findings suggest that farmers can effectively participate in demonstrations and scaling-up of agricultural practices. This participation is enhanced by judicious incentives such as higher crop yields that motivate farmers and influence adoption. The current success of the approach stems from the fact that farmers, extension workers and researchers jointly implement the activities and their different aims were achieved simultaneously: scientific results for researchers, better agricultural practices for extension workers, and economic success and free choice for farmers.

Practical implications: This research concludes that farmers have the capacities to play an innermost role in demonstrations and scaling-up of agricultural practices. However, there is a need to build and strengthen their capacities to facilitate their participation and contribution.

Originality/Value: The article demonstrates the value of the preponderant role of farmers in on-farm demonstrations and scaling-up practices by exhibiting the beneficial interactions between researchers, extension workers and farmers.  相似文献

ABSTRACT

This article analyses five public consultation meetings about revisions to an LGBTQ-related school board policy on unceded Coast Salish territory in Vancouver, British Columbia, Canada. These meetings focused largely on the new provision that students in publicly funded schools be allowed to use the washroom that corresponds with their gender identity. Almost all of the objections to the policy revisions were articulated by parents of non-queer, or not openly queer students. We found that these parental concerns centred around two perennial issues in Canadian educational studies; namely, how schools regulate students’ gender identities and expressions, and the role of the state in publicly funded schooling. We conclude by drawing upon emerging literature on best practices for trans youth in schools to offer alternative visions for how these issues can be better addressed with the public, and parents in particular.  相似文献

Abstract

The rural countryside is changing pushed by the impacts of the EU and World policies. The big wheel of agricultural competitiveness grinds on, concentrating resources in the hands of fewer and fewer people, crushing small farmers and small businesses, threatening the environment and changing the countryside and a food production system that has made a useful contribution to society over decades. There is almost universal acceptance of this model of development and it has strong supporters among farming organisations, agribusinesses and the multinational firms creating technology and supplies for the agricultural industry. Extension services have made a significant contribution in supporting this model. Current moves towards extensification and concerns about the environment, animal welfare and food safety, are beginning to raise issues which challenge the above model.

This paper outlines trends in farming and in farm household incomes in Ireland and examines those changes in the context of future competitiveness. It also highlights the dilemma for extension services in trying on the one hand to deliver a commercial service for which it gets paid and on the other a development service relying on public good moneys.  相似文献

Abstract

This paper examines new organizational arrangements that have emerged in the context of a privatized extension system. It investigates the positioning and embedding of a network broker aimed at enhancing interaction in the privatized agricultural knowledge and information system (AKIS), to assess whether tensions reported in other sectors also manifest in agriculture and inform theory and policy on collective functions in pluralistic extension systems. It employs a case study approach using semi-structured interviews, observations, a closed questionnaire and secondary data analysis. Results show that a demand-driven way of working may prevent network brokers losing their neutrality in farmers’ eyes, but that a network broker nevertheless can be perceived as disruptive by extension service providers. Furthermore, it appears hard to make the network brokerage function self-sufficient. The paper shows that a social dilemma manifests, that is, the collective benefits are recognized, but private interests do not support the brokers’ continued existence. This prompts consideration of the need for continued public support. Public support for network broker appears to be needed, but possible (market-disturbing) interference with the activities of private extension service providers prompts critical examination of the mandates of publicly funded network brokers.  相似文献

Abstract

The main objective of this study was to determine the attitude of farmers towards erosion and the adoption of appropriate soil conservation technologies (SCTs). For the survey, farmers were selected from the communities Esa Oke, Elwure and Owode-Ede and Akoda in Osun State in Nigeria. In the first three communities farmers did receive training on soil conservation, in the fourth not. About 60 farmers were interviewed to obtain information on personal and socio-economic characteristics, awareness of environmental problems, attitude towards erosion control and experiences with SCTs. Statistical data analyses (analyses of frequencies, correlation, t-test, χ2-test) were made to examine possible relationships among parameters and the influence of factors on adoption.

Most respondents were advanced in years, responsible for large households and characterized by low levels of income and literacy. Soil erosion was seen as a problem confronting agricultural production only to a small extent. The adoption rate of SCTs was low, as only mulching, cover cropping, contour tillage and cut-off drainage were practised and often rejected. Low labour-demand, the availability of common equipment, low costs of application, ease of practice and compatibility with the existing farming system influenced adoption.

The observed positive correlation between level of education, knowledge of appropriate technologies, farming experience and the number of SCTs adopted emphasizes the importance for farmers of education and training. Strengthening agricultural extension agencies for capacity building is an important tool for improving soil conservation in Nigeria.

The paper clarifies with specific examples the causes of the low rates of adoption of available technologies, with a reduced impact of research and of efforts to achieve food security and sustainable production at village level.  相似文献

Abstract

The origin of agricultural knowledge innovation systems in the Netherlands goes back to the crisis situation in European agriculture of the late nineteenth century, which was met by putting a concerted effort in strengthening of competitive ability. The resulting close-knit evolution of the triad research/extension/training has largely determined the orientation of the present agricultural education and research system. Strengths and weaknesses of this system are listed and briefly discussed.

Post-graduate agricultural education in the Netherlands, concentrated at Wageningen Agricultural University, is in state of transition in the two following, inter-related aspects:
  • 1.Internationalization. After many generations of Wageningen graduates have experienced the benefit of an international element in their training through a practical period abroad, organizational adjustments to a more comprehensive, ‘two-way’ internationalization (i.e., also providing access to foreign students) are now underway.

  • 2.Structuring a post-graduate curriculum. Important in this context are the recent institutionalization of research activities in areas of acknowledged strength into a number of ‘Centres of Excellence’ (onderzoekscholen) and initial moves towards establishment of graduate schools.

Abstract

This paper reports on research into the learning aspects of adopting integrated parasite management practices for sheep (IPM-s) applying a workplace learning framework. An analysis of four primary data sources was conducted; a postal survey of Australian wool producers, a Delphi process with IPM-s researchers, focus groups and interviews with wool producers.

Researchers had a high expectation of conceptual and high level procedural knowledge for IPM-s, while wool producers had a tendency to rely on low- and high-level procedural knowledge for parasite management. Researchers also showed concern for disposition as it related to parasite management. Practices identified as potentially problematic for extension, included worm egg count testing (according to best practice), supplementary feed (specifically for worm management), selecting estimated breeding value-tested rams, weighing and monitoring body condition scores, and keeping written paddock histories.

This research provides significant empirical insights into the knowledge differences between researchers and producers that can affect how research is developed and communicated for the IPM-s project to facilitate behaviour change. The identification of some IPM practices as problematic for producers will also allow targeted extension for these practices.  相似文献

Abstract

Purpose: This article outlines the development of extension as a discipline in Australia, its organization, and the ideological changes that have occurred from the second half of the nineteenth century through to the present.

Design/Methodology/Approach: It considers the evolution of extension across the different states of Australia from a national perspective and describes how the research development and extension (RD&E) complex has rotated through cycles of crises, highs, awakenings in thought and practice, and periods where achievements and institutions unravel.

Findings: Discussed is the tension between public and private sector extension, as well as the successes and failures of various paradigms. It considers the impacts of different agricultural policy on Australian agricultural RD&E across the decades. In particular it deals with the current ‘unravelling’ of the agricultural RD&E system in Australia, and tries to anticipate future demands on agricultural extension and how these services might be delivered into the future.

Practical Implications: The article challenges the reader to consider the discipline of extension as a subset of the greater society in which it exists. It provides an insight into how the agricultural research, development and extension capacity of a nation can be observed to ebb and flow over generations in accord with the rhythm of society.

Originality/Value: The article presents a perspective that has not been fully captured or understood until now.  相似文献

Abstract

In many countries agriculture is in a process of rapid change,
  • - it has to meet a growing demand for food in a sustainable way,

  • - the international competition is increasing,

  • - the increase in labour productivity is decreasing the employment opportunities in agriculture,

  • - agricultural research is offering many new opportunities to increase productivity,

  • - government price support for agricultural products in industrial countries is decreasing.

These changes have many implications for agricultural extension, such as:
  • - the knowledge and capabilities of farmers has become a major factor in their ability to compete in national and international markets,

  • - advice is not only needed on the adoption of new technologies, but also on many other decisions farmers have to make, such as the choice of their farming system and the decision whether or not to earn an income from outside agriculture,

  • - this requires a change in extension methods and in the information sources extension agents use,

  • - agricultural development demands painful changes in the way of farming and of living for many farm families. It is a challenge for extension agencies to help farm families to realise this,

  • - a major task for leaders of extension organisations is to manage a process of change in agricultural extension. Often the role extension has to play in agricultural development can not be performed by one extension organisation, but only by a pluralistic extension system.

Agricultural extension is often expected to contribute to a reduction of poverty among farmers and farm labourers. One has to think seriously how one can realise this objective.  相似文献

Abstract

Purpose: In this article we illustrate the importance of understanding the risk profiles of new technologies, in addition to the changes in productivity, to be able to determine strategies for agricultural development.

Design/methodology/approach: The analysis is based on data obtained from a 2002 survey of subsistence farmers in the Kilimanjaro region of Tanzania, and a Just and Pope (1978) framework is used for modeling risk.

Findings: We find that even if extension services do not increase the mean production, it may reduce production risk.

Practical implication and originality/value: During the past decades, agricultural extension and subsidized conventional inputs such as high-yielding seed varieties, fertilizer and pesticides, have become important components of agricultural aid programs in developing countries. However, outcomes of this type of aid are somewhat ambiguous, and many donor countries have reduced their support in response. For the most part, evaluation of these programs employs total factor productivity analysis to estimate the changes in productivity resulting from investment in aid programs. However, risk-averse, small-scale farmers will consider both the variance in output and the expected mean. They may therefore choose input levels that differ from the optimal input levels of risk-neutral producers, who consider only the expected mean. Programs can therefore have a positive effect because they reduce risk, even if the direct impact on production is limited.  相似文献

Abstract

Private extension system has been at the centre of a debate triggered by inefficient public agricultural extension. The debate is anchored on the premise that the private sector is more efficient in extension service delivery. This study evaluates the private extension system in Kenya. It employs qualitative and quantitative methods. The results indicate that the private extension is skewed towards high potential regions because it is either driven by profits or quick results. The private system benefits from the public extension staff, thus some form of commercial contracting of public staff to serve the private systems is appropriate. Public extension should not overlap in the areas efficiently served by the private system. The government should consider contracting the private sector to deliver extension to neglected areas. The government has a role in extension services funding, quality control, arbitration, monitoring and in provision of quality infrastructure to lower private sector players’ costs.  相似文献

Abstract

Integrated curriculum is currently being advocated in the United States to ‘solve’ many of the curriculum problems confronting education. Models of curriculum integration permeate the professional literature, yet there is little consensus as to exactly what is meant by integrated curriculum and how to establish such curricula in the publicly funded schools. The language of curriculum integration is confusing and leads to uncertainty and concern about the potential of integrated curriculum to impact positively on schools. Placing the models on a curriculum continuum will reveal that they range from traditional discipline‐based, objective‐driven, teacher‐controlled models to interest‐based, student exploration. Although historically research supports integrative curriculum, there is a paucity of current research which would support arguments for restructuring the American curriculum in this fashion. Additionally, there is a great deal of resistance to change both from within and outside the educational community to massive curriculum restructuring.  相似文献

Abstract

The availability of adequate knowledge is an important prerequisite for the achievement of sustainable forms of agriculture. It will be shown that the nature of the knowledge necessary for this differs from that which forms the basis for conventional agricultural practices. The generation of such knowledge requires other forms of research and extension than those that are currently widespread. It is now necessary, more than ever before, to direct efforts towards the organisation and support of joint learning processes aimed at the development of new technologies (and accompanying social‐organisational arrangements) at local level. While the first part of this article outlines some basic methodological elements that may be relevant in this respect, the second part addresses the question of whether changes occurring in the Dutch agricultural knowledge network are helpful in bringing about the required forms of experiential learning and interactive technology development at local level. It is argued that market‐oriented knowledge policies in agriculture (e.g. in the form of privatisation of research and extension institutions and ‘output‐financing') pose a number of threats to this. It is suggested that the idea of a ‘knowledge market’ is logically connected to outdated forms of linear thinking with regard to the source of innovation processes. In relation to this, a number of aspects causing friction are identified in the co‐operation between fanners, extensionists and researchers. With reference to insights from (institutional) economics, it is concluded that other institutional arrangements than markets are probably more suitable when the aim is to support experiential learning and interactive design towards sustainable agriculture. In such processes, applied knowledge and information cannot be treated as marketable ‘end‐products’, but are better regarded as ‘building‐blocks’ that need to be re‐arranged and re‐shaped through numerous creative ‘transactions’ and exchanges. If all of these transactions have to be paid for, innovation is unlikely to emerge.  相似文献

Abstract

Purpose: This review paper presents an overview of changes in agricultural extension on a global scale and helps to characterise on-going developments in extension practice.

Design/methodology/approach: Through a critique and synthesis of literature the paper focuses on global political changes which have led to widespread changes from production- to market-oriented extension systems and goes on to discuss pressures on unsustainable public extension systems to reform.

Findings: It is estimated that there are over 800,000 official extension personnel globally, most of whom work in the public sector in developing countries. This review highlights the important consequences for developing countries of global extension reform and the high percentages of farmers reliant on agriculture, making effective agricultural extension a key strategy in tackling poverty and strengthening rural development. It outlines the manner in which governments around the globe have experimented with alternative approaches to extension reform, such as privatisation and cooperatives, and demonstrates how public sector extension has come to be viewed as problematic.

Practical implications: This paper identifies the practical realities of adopting alternative approaches to extension, especially in the context of poverty. It considers the challenges in reforming extension to act as facilitator and enabler, rather than as service provider, and the difficulties in moving towards reforms that promote pluralism and innovation.

Originality/value: This paper contributes to current global debates on reforming agricultural extension by providing learning of how extension services have changed. The paper provides new insights from which lessons can be drawn for future extension reform.  相似文献

Purpose: The limited uptake of improved agricultural practices in Africa raise questions on the functionality of current agricultural research systems. Our purpose is to explore the capacity for local innovation within the research systems of Ethiopia, Malawi and Mozambique.

Design/methodology/approach: Using Conservation Agriculture (CA) as a case study, we qualitatively explore with 26 locally based agricultural researchers the context of CA research and promotion, including their perceptions on persistent research gaps and issues in closing them.

Findings: Respondents identified that CA was not yet a finished product, with concerns regarding the benefit, feasibility and relevance of CA implementation. They asserted that while further adaptation was required, they were unable to do this due to institutional constraints within their research, extension and policy contexts.

Practical implications: We find that CA continues to be considered a donor-driven intervention in its current form and requires substantial further adaptation to local contexts before researchers will deem it ready for farmer uptake. The five research gaps identified by respondents highlight practical areas where further adaptations must occur.

Theoretical implications: Our findings suggest a lack of participatory research and extension most likely reflects limited financial, human and social capital to implement more participatory approaches. Without addressing these capacities, widespread adoption of complex farming systems change appears unlikely.

Originality/Value: Whilst many studies have identified a need for local innovation to enable CA utilisation, few have qualitatively explored directly with local researchers the capacity of such systems to do so. We address this gap in the literature.  相似文献

Abstract

The Green Ninja Film Academy (GENIE) is an interdisciplinary curriculum development project that examines the efficacy of combining climate science concepts and practices with digital storytelling for middle school youth. We present findings from iterative enactments of this design-based research project in 2017 (N?=?296) and 2018 (N?=?539). On average, youth increased scores on assessments of science content and practices while demonstrating competencies in filmmaking and science explanations. Further, an inverse correlation was seen between initial identification with the environment and change in environmental identification throughout the unit. Results suggest that integration of creative filmmaking into a climate science curriculum aligned to the Next Generation Science Standards can increase engagement and science proficiency particularly for youth who initially show less engagement in environmental science.  相似文献
