ABSTRACT

Purpose: We investigate how the structural conditions of eight different European agricultural innovation systems can facilitate or hinder collaboration and social learning in multidisciplinary innovation networks.

Methodology: We have adapted the Innovation System Failure Matrix to investigate the main barriers and enablers eight countries (England, France, Germany, Hungary, Italy, Latvia, The Netherlands and Switzerland).

Findings: Results show some of the recent trends the AKS actors in these countries have experienced and how these have affected their potential to act as collaborators in multidisciplinary innovation networks. Lack of funds, combined with horizontal and vertical fragmentation and the lack of proper evaluation criteria for collaborative innovation networks are among the most important threats we found.

Practical Implications: This study shows that each national AIS has some unique features. This means that the implementation of policies promoting collaboration and social learning (e.g. the European Innovation Partnerships and Operational Groups) should depend on a critical reflection of the existing structural elements of the AIS in each country and whether there is a need for inclusion of new actors, or whether certain innovations for collective goods should be promoted.

Originality: The paper contributes to the ongoing discussion in the scientific literature on the advantages and disadvantages of privatization of extension and advisory services and the shift from thinking in terms of the traditional Agricultural Knowledge System towards a broader Agricultural Innovation System.  相似文献

ABSTRACT

Purpose: Little is known about effective ways to operationalize agricultural innovation processes. We use the MasAgro program in Mexico (which aims to increase maize and wheat productivity, profitability and sustainability), and the experiences of middle level ‘hub managers’, to understand how innovation processes occur in heterogeneous and changing contexts. Design/methodology/approach: We use a comparative case study analysis involving research tools such as documentary review, key informant interviews, focus group discussions, and reflection workshops with key actors. Findings: Our research shows how a program, that initially had a relatively narrow technology focus, evolved towards an innovation system approach. The adaptive management of such a process was in response to context-specific challenges and opportunities. In the heterogeneous context of Mexico this results in diverse ways of operationalization at the hub level, leading to different collaborating partners and technology portfolios. Practical implications: MasAgro experiences merit analysis in the light of national public efforts to transform agricultural advisory services and accommodate pluralistic agricultural extension approaches in Latin America. Such efforts need long-term coherent macro level visions, frameworks and support, while the serendipitous nature of the process requires meso-level implementers to respond and adapt to and move the innovation process forward. Originality/value: This paper contributes to the debate on how to operationalize large programs by showing that the innovation support arrangements enacted in the field should allow for diversity and have a degree of flexibility to accommodate heterogeneous demands from farmers in different contexts as well as continuous changes in the politico- institutional environment.  相似文献

Purpose: The purpose of this paper is to analyse knowledge systems and channels of innovation diffusion in Tajikistan. In particular, I look at the formation of agricultural advisory services (AASs) and how these provide a vital source of knowledge and innovation for farmers during the transition process.

Methodology: Empirically, this paper draws on qualitative, ethnographic research in the agricultural sector of Tajikistan, that is, semi-structured and in-depth interviews with agricultural experts, and a ‘farm diary’ that provided data on farmers’ perspectives regarding access to knowledge and expertise.

Findings: Following the dissolution of the Soviet Union and the civil war in Tajikistan, knowledge available to farmers can be described as a mix of traces and fragments originating from the Soviet agricultural and educational system represented by universities, research institutes and academies of science, on the one hand, and Western-style knowledge, mainly introduced by development agencies, on the other. Donors are relatively new actors in the field of knowledge dissemination, but they are nevertheless very important ones. Under the ‘development’ framework, that is, rhetorical, organisational and infrastructural development, different donors play their own parts, some of them geo-political. At the same time they provide support for the functioning of local non-governmental organisations and help to maintain them accordingly, and they are also used by Tajik political actors for their own purposes.

Practical implications: From this discussion, practical suggestions are made on how AASs could be organised in Tajikistan, namely on existing assets, traditions and networks, thus reflecting the interplay between the main actors and local needs.  相似文献

ABSTRACT

Purpose: This article explores how voluntary certifications influence the way cooperatives provide advisory services to their members and the influence of these services on agricultural practices. Design/Methodology/Approach: Case studies were conducted in four representative Costa Rican cooperatives interviewing twenty interviewed cooperative administrators and members to determine changes in advisory services and farming practices over the past twenty years and factors which influenced those changes. Findings: Certifications induce cooperatives to offer new services to support farmers. Cooperatives form collaborations with new stakeholders or reconfigure existing collaborations to provide advisory services to their members. These services have helped to shape farmers’ attitudes about sustainable farming practices, though farm-level changes may be small. The main change at the cooperative level is adding new topics for group training, and certification issues are directly linked with practices such as maintaining a farm record book or wearing a mask when applying pesticides. Practices which compete with productivity are unlikely to change. Practical Implications: The results are useful to improve the advisory services provided by cooperatives by better identifying the key issues to be addressed to fulfill the certifications’ requirements. Theoretical implications: Cooperatives are a relevant player to induce more sustainable practices, by providing or coordinating advisory services, but their efforts cannot be seen disconnected from a broader institutional environment. Originality/Value: We demonstrate that certifications change the intensity and scope of advisory services and induce cooperatives to engage with a more diverse network of stakeholders.  相似文献

Abstract

Purpose: This article analyses the role, approach, issues and opportunities faced by non-governmental organisations (NGOs) in the promotion of agriculture in Timor Leste from independence through to the countrywide roll out of a public extension service in 2009.

Design/methodology/approach: The research draws on semi-structured interviews with NGO personnel, local, national and international, actively involved in agricultural development to ascertain how organisations engage with communities, their objectives, inputs, coverage and impacts. The analysis is based on the framework developed by Birner et al. (2009) for pluralistic advisory services, and the discussion is framed by contemporary NGO discourse.

Findings:This article argues that NGOs have a central role in agricultural development, with particular advantages that can be built upon, however there must be explicit acknowledgement of the complex nature of the NGO and civil society, and a critical awareness of the need for strategic thinking, communication and coordination for effective aid.

Practical implication: NGOs play a central role in agricultural development. There is a need for a more nuanced understanding of the opportunities and limitations of the NGO sector, both as service providers but also more broadly as part of civil society.

Originality/value: Funding directed to the NGO sector for implementation of development projects is prolific. There is substantial discourse on partnerships between NGOs and other actors. However, little of the debate appears within discussions on agricultural service provision.  相似文献

Abstract

Purpose: This case study deals with the implementation methodology, innovations and lessons of the ICT initiative in providing agricultural extension services to the rural tribal farming community of North-East India.

Methodology: This study documents the ICT project implementation challenges, impact among farmers and briefly indicates lessons of the e-agriculture project.

Findings: The e-agriculture prototype demonstrated that the Rs. 2,400 (USD 53) cost of the extension services to provide farm advisory services was saved per farmer per year, expenditure was reduced 3.6 times in comparison with the conventional extension system. Sixteenfold less time was required by the farmers for availing the services and threefold less time was required to deliver the services to the farmers compared with the conventional extension system. However, this article argues that in less developed areas, information through ICTs alone may not create expected development. Along with appropriate agricultural information and knowledge, field demonstrations and forward (farm machinery, manure, seeds) and backward linkages (post-harvest technology and market) need to be facilitated with appropriate public–private partnership between knowledge and other rural advisory service providers for agricultural development.

Practical implications: This article lists a number of practical lessons which will be useful for the successful planning and implementation of e-agriculture projects in developing countries.

Original value: This article is a first case study on ICTs for agricultural extension initiatives among the tribal farmers who dominate the less developed North-East India.  相似文献

Purpose: The aim of the paper is to analyse the use of Communities of Practice and Information and Communication Technology (ICT) to enhance knowledge sharing between researchers and advisors. The associated research question is to what extent ICT supported a virtual Community of Practice and has been effective in counteracting fragmentation between research and advisory systems in terms of knowledge sharing between these two pillars of the Italian Agricultural Knowledge System (AKS).

Design/Methodology/approach: The paper uses a mixed methods approach: a questionnaire submitted to the Community of Practice participants on their experiences, observation of interaction between Community of Practice participants and data on the use of the ICT platform.

Findings: The ICT supported Community of Practice approach appears to improve knowledge sharing between researchers and advisors, and also draws in other actors of the broader Agricultural Knowledge and Innovation System in which the AKS is embedded. However, ICT based tools alone are not sufficient and need to be complemented with face-to-face (non-virtual) interactions. A clear theoretical implication of this study is that this is an iterative process in which virtual and non-virtual interaction mutually reinforce each other: ICT interaction spurs real life and face-to-face interaction, and ICT supports follow-up on real life face-to-face interaction.

Practical Implications: Communities of Practice can be a useful tool for knowledge sharing between research and advisory systems, but should have a degree of flexibility in terms of the topics they address and should accommodate new members when appropriate. ICT is supportive, but should be complemented by real life meetings.

Originality/Value: The paper connects recent frameworks of the use of Communities of Practice with literature on ICT in agriculture and adds insights on the contribution of combining virtual and non-virtual interaction in Communities of Practice aimed at knowledge sharing.  相似文献

Abstract

Purpose: This article outlines the development of extension as a discipline in Australia, its organization, and the ideological changes that have occurred from the second half of the nineteenth century through to the present.

Design/Methodology/Approach: It considers the evolution of extension across the different states of Australia from a national perspective and describes how the research development and extension (RD&E) complex has rotated through cycles of crises, highs, awakenings in thought and practice, and periods where achievements and institutions unravel.

Findings: Discussed is the tension between public and private sector extension, as well as the successes and failures of various paradigms. It considers the impacts of different agricultural policy on Australian agricultural RD&E across the decades. In particular it deals with the current ‘unravelling’ of the agricultural RD&E system in Australia, and tries to anticipate future demands on agricultural extension and how these services might be delivered into the future.

Practical Implications: The article challenges the reader to consider the discipline of extension as a subset of the greater society in which it exists. It provides an insight into how the agricultural research, development and extension capacity of a nation can be observed to ebb and flow over generations in accord with the rhythm of society.

Originality/Value: The article presents a perspective that has not been fully captured or understood until now.  相似文献

Abstract

Purpose: The aim of the paper is to analyse the attitude of Italian farms in gaining access to agricultural extension services (AES).

Design/methodology/approach: The ways Italian farms use AES are described through the AKAP (Awareness, Knowledge, Adoption, Product) sequence. This article investigated the AKAP sequence by submitting a questionnaire to a sample of Italian farms, providing questions on each step of the sequence.

Findings: The results confirm the validity of the model and the necessity to evaluate AES in each phase of the sequence, through an in-depth analysis of the possible motivation for not adopting them.

Practical implications: The functional repositioning of agriculture redefines the role of the farm, by introducing new possibilities of production and by fostering multifunctional activities. In this context, new tasks for AES emerge, aiming at sustaining farm development along either sectorial or territorial paths. Difficulties in adopting AES call for both fostering higher levels of access to services on behalf of farms and the adequate supply of services to farms' new needs.

Originality/value: AKAP models have been prevailingly used in developing countries to evaluate the efficacy of extension in increasing agricultural productivity. This article demonstrates how this model could be of help in developed agriculture too in performing new lines of development rooted in the new models of multifunctional agriculture.  相似文献

Abstract

The trend towards demand-driven agricultural research has focused attention on the inclusion of farmers in research planning. Theoretically, this should enhance ownership and increase the applicability of research. However, in practice, several tensions emerge with regard to the operationalization of such ‘user-driven research planning systems’, and this paper aims to address these.

The paper analyzes a public and private research planning system by means of a comparative qualitative case study approach focusing on institutional aspects of research planning systems. While the systems have different approaches, the tensions are quite similar, dealing with the different and often limited perspectives on innovation of the actors involved, different progress monitoring and output evaluation criteria, and information asymmetries between the actor groups which influence there capacity to successfully act in the research planning system. The analysis prompts the importance of synchronizing perspectives on innovation and capacity building among all actors to enable them to successfully operate demand-driven research planning platforms.  相似文献

Abstract

Purpose: Formal agricultural research has generated vast amount of knowledge and fundamental insights on land management, but their low adoption has been attributed to the use of public extension approach. This research aims to address whether and how full participation of farmers through the concept of Rural Resource Centre (RRC) provides new insights for the development of alternative and farmers-based extension methods.

Design/Methodology/Approach: Using the Concept of RRC, this research assesses the role of farmers in on-farm demonstrations and scaling-up of land management practices, and investigates effective ways to enhance beneficial interactions between researchers, extension workers and farmers in view of improving adoption.

Findings: The findings suggest that farmers can effectively participate in demonstrations and scaling-up of agricultural practices. This participation is enhanced by judicious incentives such as higher crop yields that motivate farmers and influence adoption. The current success of the approach stems from the fact that farmers, extension workers and researchers jointly implement the activities and their different aims were achieved simultaneously: scientific results for researchers, better agricultural practices for extension workers, and economic success and free choice for farmers.

Practical implications: This research concludes that farmers have the capacities to play an innermost role in demonstrations and scaling-up of agricultural practices. However, there is a need to build and strengthen their capacities to facilitate their participation and contribution.

Originality/Value: The article demonstrates the value of the preponderant role of farmers in on-farm demonstrations and scaling-up practices by exhibiting the beneficial interactions between researchers, extension workers and farmers.  相似文献

Abstract

To explore the movement toward increased complex systems (CS) research in education, this special issue of the Journal of Experimental Education was developed to identify some under-examined places where CS approaches have advanced research. The articles provide empirical examples of research leveraging methods and analyses from complexity science. In this introduction article to the special issue, we discuss the authors’ contributions to defining and explicating concepts and methods that fall under the umbrella of CS perspectives and how these methods were used to investigate complex processes in their topics of study. The articles capture the goal of the special issue to demonstrate how the research questions framed by CS assumptions can change our expectations about the very nature of the processes under study in education. We then take a more global perspective and acknowledge the commonalities amongst the papers, including (a) the reliance on intensive data to answer research questions, and (b) the use of dynamic approaches that yield findings about the stability and change of these systems and phenomena.  相似文献

Purpose: The purpose of this research is to explore the views of young farmers regarding the agricultural training, the training needs and content, as well as the implementation of information technology (IT) and the Internet in agricultural training. The research was conducted in the Greek islands of Cyclades.

Methodology: A quantitative approach was implemented in the research and questionnaires were used for the data collection. There were 129 young farmers (under the age of 40), who participated. These farmers were situated in 23 islands of the Cycladic complex in Greece.

Findings: The research concluded that young farmers in Cyclades were, in general, positively situated towards agricultural training. They also stressed the importance of training content, which focuses on local agricultural needs, instead of tackling general agricultural policies and practices. Consequently, all future training programs should be tailor-made to the needs of local agricultural economies (e.g. different programs for different parts of the country). Although most farmers agreed on the importance of IT technology in the agricultural profession and training, they do not make extensive use of it.

Research Implications: The research shed some light on the basic parameters of the agricultural training parameters. These parameters need to be clearly defined in order to organize future efforts for the modernization of the agricultural profession in Greece. It is believed that the results will help official authorities (e.g. the Ministry of Agricultural Development and Food) to organize future training programs according to the needs of the agricultural population and considering the regional peculiarities in cultivation and stockbreeding.

Originality/Value: A multi-dimensional approach has been followed, by exploring a variety of agricultural training issues: trainees' views, training needs and content and IT use in the agricultural sector and training. The researchers wanted to explore whether their results were similar to those of research that was conducted in the past nationwide, as the Cyclades islands are quite different from the mainland due to geographical reasons.  相似文献

Purpose: This study explores the use of advisory services by farm managers and its linkages with the economic, environmental and social performance of farms.

Design/methodology/approach: Using cluster analysis we determined groups of farms according to their sustainability performance and explored the correlations between contacts with advisory services and a set of farm-level sustainability indicators.

Findings: There exist significant differences in the number of farmers’ contacts with advisory services across countries, type of farms, farmers’ degree of agricultural education, utilized agricultural area, legal type of farm ownership and economic size of the farms. We identified three groups of farms that have different sustainability performance, are different in farm characteristics and relate differently to advisory services. The number of contacts with advisory services is positively related to the adoption of innovations, the number of information sources utilized and the adoption of farm risk management measures. We find no clear linear relationship between advisory services and environmental sustainability.

Theoretical implications: This study derives hypotheses to analyze causalities between indicators of farm-level sustainability and advisory services.

Practical implications: Results suggest the importance of taking into account the heterogeneity of farming systems for the design, targeting and evaluation of advisory services. In addition, results confirm the importance of selection of indicators that can be used in multiple sites.

Originality/value: We used a harmonized indicator of advisory services and a harmonized set of farm-level sustainability indicators in nine different EU countries that could be used to evaluate the role of advisory services in the achievement of multiple objectives in different groups of farms in multiple sites.  相似文献

Abstract

This paper analyses the organizational, financial and technological incentives that service organizations used to motivate farmers to finance agricultural research and extension in Benin. Understanding the foundations and implications of these motivation systems is important for improving farmer financial participation in agricultural research and extension.

We studied three cases of farmer financial participation in the field of agricultural research and extension in Benin. We conducted semi-structured interviews with leaders of service organizations and farmers’ associations, local authorities and individual farmers. Our interviews focused on service delivery systems, mechanisms of farmers’ financial contribution, the functioning of farmers’ associations, and the appropriateness of services provided. We performed thematic and comparative analyses at the interfaces between (1) service providers and partner–farmer associations, (2) service providers and delivered services, and (3) farmers/farmers’ associations and services.

Incentives for farmer financial participation are the increasing participation strategy, the fulfillment of farmers’ needs and the local leadership valorization. The selection and combination of their variants determine the motivating capacity and orientation of service organizations. Conversely to the increasing participation strategy, an effective fulfillment of farmers’ needs and local leadership valorization can lead to sustainable motivation. As the fulfillment of farmers’ needs determines importantly the effectiveness and sustainability of farmers’ motivation, the strategies of farmer financial participation are likely to fail if there are no successful agricultural technological incentives.

In the current context of privatization of agricultural services in developing countries, this analytical framework is of interest for policy makers and development workers for identifying conditions of farmer financial participation and designing effective motivation strategies.  相似文献

Purpose: The sector-wide approach currently dominates as the strategy for developing the agricultural sector of many African countries. Although recognised that collaborative agricultural research is vital in ensuring success of sector-wide agricultural development strategies; there have been few efforts to understand the dynamics of national agricultural research/development networks in Africa. This study fills this gap by analysing the dynamics of networking and interactions between institutions in the National Agricultural Research System in Malawi. Design/Methodology/Approach: The study sampled actors in the National Agricultural Research System in Malawi, which included the main public agricultural research department, academic institutions, semi-autonomous research institutions, private companies and international agricultural research institutions. Data was analysed using Social Network Analysis. Findings: Results demonstrate that public agricultural research departments play a central coordinating role in facilitating information sharing; with other actors remaining on the periphery. However, it also shows the important role other actors play to relay information to a wider network of stakeholders. These secondary information pathways can play a very crucial role in ensuring successful implementation of the national agricultural research agenda. Practical implication: Policy-makers are called upon to integrate other research actors into the mainstream national agricultural research information network. This is vital as other research actors are, at the global level, increasingly taking up a greater role in financing and disseminating research and research results. Originality/Value: The study contributes greatly towards knowledge needed for continuing the transformation of African agricultural research; and aligning the African agricultural research vision and practice with the emerging global agricultural research paradigm.  相似文献

Purpose: To examine the role of agricultural education and extension in influencing the adoption of best practice with regard to herd-level mastitis management.Design/Methodology/Approach: Somatic cell count (SCC) is an indicator of herd health with regard to mastitis and is negatively related to productivity and profitability. Panel data regression methods are utilised here to quantify the role of agricultural education and extension in reducing cell count and in influencing farmer best practice with regard to herd health. The impact of education and extension on farmer uptake of milk recording is of particular interest. Data utilised is farm-level Farm Accountancy Data Network (FADN) data for Ireland over a five-year period (2008–2012).Findings: Farmer uptake of formal agricultural training and liaison with agricultural extension services are shown to significantly improve mastitis herd health. Collectively, education, extension and milk recording results in an overall SCC reduction of 25% for the average herd. Farmers who undertook agricultural training were ten times more likely to monitor milk quality through milk recording compared to those who had not. Additionally, those farmers in contact with an extension service and also participated in a dairy discussion group were seven times more likely to practice milk recording.Practical Implications: The importance of farmer behaviour in the optimum management of herd health has been validated, as has the role of agricultural education and extension in influencing the uptake of best practice by farmers.Originality/Value: To date little research has been conducted using nationally representative herd-level data on the role of agricultural education and extension in improving animal health best practice.  相似文献

Abstract

Purpose: The study evaluated how farmer acquisition, sharing and use patterns of information and knowledge interact with different socioeconomic factors to influence integrated soil fertility management (ISFM) technology uptake.

Design/methodology/approach: The study was conducted as part of an evaluation of field-based farmer learning approaches introduced by SOFECSA in Zimbabwe. Building on emerging farmer interactive platforms, data were collected using farmer participatory research approaches.

Findings: Over 90% of the farmers identified the national extension agents as the farmers' most preferred and reliable sources of information on ISFM, with farmer-to-farmer interactions ranking second. Non-governmental organisations and the print media emerged as the least trusted sources of agricultural technical information. Field-based learning centres, which enabled interactive evaluation of different ISFM options, constituted ~50%, indicating that they were major platforms for information and knowledge sharing. Uptake of ISFM was influenced by farmer resource group and farmers' visits to learning centres. Farmer experience and access to extension services were, in turn, the major factors influencing farmers' use of ISFM information. Approaches that support farmer-to-farmer interactions are required and learning centres are a suitable platform for such interactions to occur.

Practical implications: The article brings to attention the role of learning centres in fostering adoption of ISFM technologies. Insights on the need to support and strengthen agricultural extension in rural smallholder communities are provided.

Originality/value: This is a unique study exploring the role of farmer-oriented information and knowledge management in promoting complex technologies such as ISFM. A new dimension on the demands of new approaches for information dissemination to enhance knowledge sharing is presented.  相似文献

Purpose: We examine the nature of networks through which new hybrid banana varieties (HBVs) in Uganda are developed, and how different actors engage in the technology development process.

Design/methodology/approach: We collected the data through 20 key informant interviews and 5 focus group discussions with actors involved in the process. We analysed the data with NVivo and Social Network Analysis software.

Findings: The process of developing HBVs involves many actors with a diversity of roles and interests. The network density was 29.4, implying existence of only 29.4% of the possible direct linkages. Strong ties mainly existed among research-oriented actors, with other actors in the periphery.

Practical implications: The current position of smallholder farmers and other non-research actors inhibits their influence on decisions in the technology development process. We recommend that smallholder farmers should be empowered through better organization so that they can influence the process of developing HBVs. Researchers, supported with appropriate policies, should engage more with actors in the intermediary, enterprise and support service domains for a more vibrant agricultural research system.

Theoretical implications: Application of the systems approach to technology development requires a dynamic process that supports involvement of a diverse range of actors. However, close attention to context is important in dealing with issues of power asymmetries and determining to what extent various actors engage in the process.

Originality/value: This work contributes to literature on systems approaches to agricultural and rural development. The paper demonstrates that actor diversity and interactions are critical in technology development and uptake.  相似文献

Purpose: In this paper, we explore the strategic role of Multi-stakeholder processes (MSP) in agricultural innovations and how it has impacted livelihood assets’ (LAs) capital dynamics of stakeholders in platforms in West Africa.

Design/Methodology/Approach: We demonstrate how LA capitals and socio-economic dynamics induced by MSP can enhance cassava production efficiency but also create opportunities and challenges that influence platform dynamics and impacts. We use a multistage sampling procedure and sustainable livelihood model (e.g. stochastic frontier functions and Tobit regression) to analyse LA capital dynamics of the stakeholders.

Findings: We showed that the LA of the MSP participants (0.72) was found to be significantly higher (χ2?=?3.732, p?Practical implications: We recommend the institutionalization of MSP in the Agricultural Research for Development (AR4D) with more extension follow-up services so as to adequately and appropriately unleash the potentials in social capital networks that enable the development, effective dissemination and adoption of agricultural innovations.

Theoretical implications: This study suggests that soft-transfer of technologies seems to dominate at MSP inception. But at maturity, the results of the struggle between researchers and farmers would lead to co-reaction and community-based research. Consequently, the knowledge and power dynamics that take place within the MSP should be considered the centre of co-construction and platform dynamics.

Originality/Values: The study provided a practical experience on how MSP can be institutionalized in the AR4D programmes to support agricultural innovation systems and foster pro-poor growth and livelihoods.  相似文献
