Foreign study is a multifaceted phenomenon - its impact is felt on academic institutions in both the host and sending countries, on the economies of nations, and of course on the individuals involved. With more than one million students studying abroad, foreign study has assumed considerable importance in higher education planning. This article considers the many aspects of foreign study and discusses the interrelationships of these elements. The policies of the host nations, for example, have an impact on higher education planning in the sending countries. The non-return of foreign students, traditionally referred to as the brain drain, is considerably more complex than was once thought since Third World graduates settled in the industrialized nations often retain contacts with their home countries and increasingly return after a period abroad. This article also considers the various push and pull factors which determine the constantly changing flow of foreign students.This study was supported by the Organisation for Economic Co-operation and Development, Centre for Educational Research and Innovation. It was presented at the International Seminar on Higher Education and the Flow of Foreign Students, convened by the Hochschul-Informations-System, with support from the Federal Ministry of Education and Science and the Lower Saxony Ministry of Science and Arts in Hannover, Germany on 26th–28th April 1990.  相似文献

Scientific thought is regarded here as both a type of goal-directed behaviour (practice) and its product, and the question of its nature posed in terms of that goal and of means appropriate for achieving it, preferably with regard to an existing paradigm (exemplar) such as the Galilean-Newtonian. Empiricism, a widely received view of the nature of science, is examined and rejected, as is the general idea that scientific thought has philosophical foundations. The question of the actual or possible scientific status of the human sciences is raised and some methodological guidelines for an answer to it suggested.This paper is a version of one commissioned for the forthcoming International Handbook of Science Education edited by Ken Tobin and Barry Fraser (Kluwer Academic Publications). Research and scholarship: Perceptions of senior academic administrators   总被引:2,自引:0,他引:2  
This paper reports selected findings from the first stage of a study on the research role within academic work in Australian universities. These findings come from the interview component of the study and discuss the perceptions that senior academic administrators hold on research and scholarship. The analysis of the interviews indicates that research covers a wide and varied range of activities across the disciplines found in a university and therefore needs to be defined broadly. However, research has three major attributes: new knowledge, enquiry and publication of results and views. Scholarship was perceived to be part of the research process, providing the context for good research by adding the element of breadth to the depth of research. In addition, scholarship describes the manner of pursuing a serious, sustained line of enquiry as well as the dissemination process.  相似文献

Despite significant expansion in participation over the last three decades, Austrian higher education has been slow to change either its elitist self-concept or structure. But, as is the case elsewhere, the Austrian academic community is beginning to be confronted with such concepts as efficiency, strategic planning, deregulation, and performance evaluation. Inadequate admission policies, extreme overcrowding, and high dropout rates are but three factors placing pressure on Austrian higher education to reform. The system is not only in need of increased budget allocations, but also requires new policies to guide it into the 21st Century.  相似文献

The paper investigates conceptual relationships between the Continuous and the Discrete. Differentiation, integration and the fundamental theorem of calculus are based on corresponding operators and a corresponding theorem with functions on finite domains (discrete functions). The final section discusses the possibilities for introducing elements of a discrete analysis into the mathematics curriculum.  相似文献

Interest in performance budgeting is growing despite a lack of research on its effectiveness. U.S. states have largely used incremental and formula budgeting processes to fund higher education. However, more than half of them are experimenting with some form of performance budgeting. There have been similar attempts to reform budget practices in the U.S. in the past, but most of these processes have been largely abandoned. Governmental performance budgeting for higher education assumes policy objectives are stable, complex decisions on budget trade-offs can be made at governmental levels on the basis of data, institutions operate as bureaucracies, resources can be linked to outcomes, outcomes are identifiable and can be agreed upon, accountability can be achieved through budget policies, and current practices create incentives to enrol unqualified students. These assumptions are not realistic. Consequently, performance budgeting will not meet proponents expectations and will suffer the fate of past budget fads.  相似文献

First an impression will be given of the way Freudenthal worked on mathematics education during the period after WW II, until the early seventies. The sequence of events of that time form the leading principle of that period when important didactic concepts were being developed. In the following section the chronological order is set aside in an attempt to show how Freudenthal approached research, both in education and into mathematics education. In the next two sections two core themes are dealt with in detail: learning mathematics and developing mathematics education. Earlier didactic concepts are completed and further developed into key notions of a science of mathematics instruction.  相似文献

This paper analyzes the interpretations of equality and the equal symbol of the third-grade children who participated in a year long whole-class socio constructivist teaching experiment. These children initially interpreted the equal symbol as a command to perform an arithmetical operation; it was less natural to them to interpret it as a relational symbol to compare two quantities. By the end of the school year, children were able to conceptualize the quantitative sameness of two numerical expressions and describe it by using the phrase is the same as, the words equal or equals, or the symbols = or =s. These children expanded their conceptualizations of equality due to their active role in class discussions, the arithmetical tasks that took into account children's difficulties, and the teacher's intellectual sensitivity to strike a delicate balance between the force of teaching and the freedom of learning (Freudenthal, 1991, p. 55).  相似文献

Based on an analysis of a fundamental distinction between metaphors of finding versus making for the obtaining of new knowledge, a number of constructivist positions in education are discussed and criticised, taking account of earlier criticism particularly by Suchting and by Matthews. Constructivist claims which are denied include the claim that we have no direct access to the world, and the claim that communication is inherently meaningless. What is valuable in constructivism, namely the insistence on active learning, on respect for the pupils own thinking, and on the high priority needed for ideas taught to make sense to pupils, together with the reminder that science is a human product, is important to retain without its additional and ill-founded philosophical baggage.  相似文献

Mahner and Bunge argue that (1) science and religion are incompatible, in order to develop their thesis, that (2) a religious education ... is an obstacle to the development of a scientific mentality, and that therefore we should only teach our children (3) how science explains the existence of religion in historical, biological, psychological and sociological terms, and that (4) religious education should be kept away from public schools ... I offer brief comments on each of these strands of their argument. Religionists, to use Mahner and Bunge's term, generally come from a specific stance so I shall make it clear, from the outset, that these remarks come from a Christian standpoint, even though many of them are much more widely applicable. Although I agree with some of the observations which Mahner and Bunge make, my conclusions are generally opposite to theirs on each of the four points.  相似文献

Using structural linguistics, the present article offers an impartial frame of reference to analyze science education in the non-Western world. In Japan, science education has been free from epistemological reflection because Japan regards science only as effective technology for modernization. By not taking account of the world-view aspect of science, Japan can treat science as not self-referential. Issues of science education are then rather simple; they are only concerned with the question of how to, and answers to this question are judged according to the efficiency achieved for modernization.Science, however, is a way of seeing nature. This word is generally translated into Japanese as shizen which has a totally different connotation and therefore does not lead to an understanding of the Western scientific spirit. Saussure's approach to language is used to expose the consequences of the misinterpretations that spring from this situation. In order to minimize or prevent these misinterpretations, it is emphasized that science education should be identified with foreign language education in the non-Western world.  相似文献

By integrating aspects of a philosophy of work and a sociology of work, this article draws conclusions relevant to framing a theory of vocational education. Education for work is accepted in this paper as the common central meaning of the term vocational education. The two concepts, education and work, are first examined separately: work is seen to include recreational and occupational work, while occupational work is seen to fall on a continuum ranging from constrained to unconstrained occupational work. Education and training are distinguished. After a discussion of the conceptual links which might be drawn between education and work, recommendations are made about the aims, the place, and the curriculum of vocational education within the general institution of education.
Zusammenfassung Durch die Integration von Aspekten einer Philosophie der Arbeit und einer Soziologie der Arbeit kommt der Verfasser dieses Artikels zu Schlußfolgerungen, die eine Theorie der Berufsbildung entwickeln. Bildung für die Arbeit wird in diesem Artikel als die allgemeine, zentrale Bedeutung des Begriffes Berufsbildung verstanden. Die beiden Begriffe Erziehung, und Arbeit werden zunächst einzeln untersucht: Arbeit umfaßt hier Freizeit- und Berufsarbeit; Berufsarbeit ist ein Kontinuum von mehr oder weniger vorgegebener Tätigkeit. Es wird zwischen Bildung und Ausbildung unterschieden. Im Anschluß an eine Diskussion über begriffliche Gemeinsamkeiten zwischen Erziehung und Arbeit werden Vorschläge über Ziele, Einordnung und Curriculum der Berufsbildung innerhalb des allgemeinen Systems der Erziehung unterbreitet.

Résumé En intégrant des aspects d'une philosophie et d'une sociologie du travail, cet article tire des conclusions pertinentes pour l'élaboration d'une théorie de l'éducation professionnelle. L'éducation pour le travail est prise dans cet article au sens commun central du terme éducation professionnelle. Tout d'abord, on examine séparément les deux concepts éducation et travail: on considère que le travail inclut les occupations récréatives et professionnelles alors que le travail professionnel est vu en tant qu'un continuum allant du travail professionnel contraint au travail non contraint. On distingue l'éducation de la formation. Après une discussion sur les liens conceptuels qui pourraient être établis entre l'éducation et le travail, des recommandations sont faites sur les objectifs, la place et le contenu de l'éducation professionnelle au sein de l'institution générale de l'éducation.

In the Preface to his Structure Of Scientific Revolutions, Thomas S. Kuhn let it be known that his view of scientific development was indebted to the work of pioneering developmental psychologist Jean Piaget. Piaget's model of conceptual development in childhood, on which the child passes through several discontinuous stages, served as the template for Kuhn's reading of the history of a scientific discipline, on which mutually incommensurable periods of normal science are separated by scientific revolutions. The analogy to conceptual change in childhood pervades Kuhn's corpus, serving as the central motif in his well-known essays, A Function for Thought Experiments and Second Thoughts on Paradigms. But it is deeply problematic. For as a careful student of Piaget might note, Piaget, and the developmental psychologists he inspired, relied on the same analogy, but with the order of epistemic dependencies reversed. One begins to worry that Kuhn's use of the analogy, and its subsequent re-use by developmental psychologists, sneaks a vicious circularity into our understanding of important processes. This circularity is grounds for some concern on the part of science educators accustomed to employing such Kuhnian notions as incommensurability and paradigm.  相似文献

This is a dramatization of a fictitious debate about the age of the earth that takes place in the Royal Institution, London, England, in the year 1872. The debate is among Sir William Thomson (later Kelvin), T.H. Huxley (Darwin's Bulldog), Sir Charles Lyell, and Hermann von Helmholtz. In 1862 Thomson published his celebrated and widely studied The Secular Cooling of the Earth that raised the post-Darwinian debate of the age of the earth above the level of popular controversy. He entered the debate with all the arrogance of a newly established science of the century, namely the recently drafted laws of thermodynamics. The debate is partly based on a lively exchange of comments and arguments that occurred between T.H. Huxley and William Thomson, starting in 1868, when Thomson addressed the Glasgow Geological Society. This long public discussion also involved the ideas and the work of geologist Charles Lyell and those of the celebrated German physicist Hermann von Helmholtz. The confrontation is between the unyielding physicists and the insecure biologists and geologists who required a much longer time for the age of the earth than the physicists were prepared to give them. However, the debate ends on a conciliatory note, suggesting that perhaps Sir William's storehouse of creation may contain a hereto undiscovered source of energy that is more bountiful than gravitational energy.  相似文献

It is a main contention of this paper that the history of science is not so much a story of the progressive advance in our understanding and discovery of the facts of nature, but rather, an account of different ways of seeing things; where the things thus seen are to a considerable extent themselves the result of realizational processes operating in terms of some theory or other. But further, such theories are in turn controlled by some respective methodology which has its history: with the latter itself a record of different views about those elements believed to be essential for any adequate constructionof scientific theories. The paper then distinguishes between three views, the rationalist, the empiricist, and the systemic processing of scientific facts; the last-named view operating under the guidance of certain leading maxims and principles. Finally, the paper formulates a triadic type of methodology whose three components mirror the three views just mentioned: the probative, the explicative and the systemic components; which in turn are then shown to generate three corresponding ontologies.  相似文献

This paper suggests a theoretical framework to deal with some well known phenomena in mathematical behavior. Assuming that the notions conceptual and analytical are clear enough in the domain of mathematical thinking, the notions pseudo-conceptual and pseudo-analytical are proposed and explained. Examples from mathematics classrooms, mathematics exams, and homework assignments are analyzed and discussed within the proposed theoretical framework.The notions pseudo-conceptual and pseudo-analytical proposed in this paper, actually narrow the extension of the notion cognitive by restricting it to the domain of meaningful contexts. Analysis of meaningless behaviors, it is claimed, requires a different theoretical framework. The attempt to analyze meaningless behaviors in the same way as meaningful behaviors is called here the cognitive approach fallacy.  相似文献

The following paper is intended as an exercise in friendly criticism of one of Harvey Siegel's and Mike Smith's (Knowing, Believing and Understanding, this volume). I'm in substantial sympathy with the general thrust of their paper and my remarks merely provide some criticism of their discussion's conceptual coherence and clarity and a correspondingly slightly adjusted version of what they have to say. My focus is limited to the conceptions of knowledge, belief and understanding and their inter-relationships in terms of which they offer suggestions to science educators.  相似文献

The purpose of this study was to provide an opportunity for science teachers to listen to adolescent girls discuss their ideas and feelings about the contemporary structure of middle-level science education. The reflections of these teachers were then analyzed to capture how the teachers interpreted what adolescent girls had to say and the action that they will take in the classroom as a result of those interpretations. This qualitative study investigated 11 teachers and 51 Grade 7 and 8 girls from various states across the continental USA. The girls discussed such things as their favorite science topics, comfort level in science classrooms, and curiosities about the physical world. The study revealed that adolescent girls strive to make a connection to science. They can see how science can help them to understand better themselves and their world, but they seldom find such understandings in contemporary science classrooms. In addition, adolescent girls not only need to have choices in their studies, but they understand that need. The study revealed that the teachers interpreted the girls' request from an assimilative perspective by seeking ways to help the girls fit into the existing structure of science education. The implications of the study suggest that science education will need to change in response to the voices of the others, but that change will only happen if we prepare teachers better to be prepared to listen and change practice in light of what they hear.  相似文献

Swedish universities are required to change towards more effective self-regulation as the government has recently reduced state steering and devolved further responsibilities to them. In this paper, self-regulation is related to the concept of autonomy, a concept which is analysed on the two dimensions of purpose and authority, resulting in four models of state governance and consequently in a different space of action for the institutions. However, in order to develop self-regulation, the space granted must also be used effectively to realise autonomy. Six Swedish higher education institutions are analysed concerning how they have used their new space of action and what restrictions they have met in their efforts for self-regulation.  相似文献

Drawing on John Milton's Paradise Lost and on motifs found within Gnostic mythology and the poetry of William Blake, this article explores Philip Pullman's reworking of the Judeo-Christian myth of the Fall. At the centre of this investigation is Dust: a conventional metaphor for human physicality inspired by God's judgment on humanity. This article suggests that Dust is re-presented in the trilogy in a more positive manner through the development of Milton's metaphor of the dark materials into a substance in which good and evil, and spirit and matter—conceptual opposites that form the basis of religious dualism—coexist.  相似文献
