ABSTRACT

In the British Isles, national policies for the arts are primarily viewed as the responsibility of arts councils with statutory duties to distribute state funding that meet the requirements of both “arms-length” principles and national strategic frameworks. This paper explores the tensions between policy making for the nation-state and for “the local” through comparative research on the arts councils (and equivalent bodies) in Scotland, England and Northern Ireland. Drawing on in-depth qualitative interviews with senior representatives from these organisations, it explores their notions of, responsibilities to and affiliations with “the local”. Findings suggest that despite their different models and relationships to the nation-state, and the disparities in the scale of investment, these national policy bodies commonly rely on networked governance to facilitate their relationship to “the local” which risks reproducing national interests, limiting the localised agency of place-based approaches and contributing to a culture of competition within cultural policy.  相似文献

This paper analyzes the role of the media in China during the cultural revolution 1966–1976. In particular, the authors examine the two elements that contributed to the ease with which the “Gang of Four” subverted the media to their own political ends. They contend that the media's history and culture were the two principal elements which allowed the “Gang of Four” to usurp both media and state power. Criticism represented a special cultural genre that established the legitimacy of one group to remove another from power. The authors demonstrate the inherent possibility of usurpation of the media when truth is dominated by personality.  相似文献

This study focuses on what high school exchange students do when they return to the United States rather than on attitude charge. Returnees who had spent 2 months in Japan were asked how, with whom, and how often they shared their Japanese experience, how they dealt with stereotype questions, and in what ways they were currently involved with persons from other cultures. Results show that returnees have limited opportunities to talk about the exchange experience in school, usually deal with stereotype questions by “telling the facts” and “speaking positively,” and often communicate with and help persons of other cultures. The author concludes that returned high school exchange students are becoming mediating persons who act as bridges between cultures and offers suggestions for encouraging returnees in their mediating role.  相似文献

This essay explores the political implications of the flash mob dance in Dhaka, Bangladesh performed in response to the 2012 global viral sensation of South Korean rapper PSY’s “Gangnam Style” music video. The global fame of “Gangnam Style” has much to do with its success online and in the U.S. popular music industry. It, however, also solicited suspicion from popular culture critics that the images of comical PSY worked successfully thanks to unchecked consumption of the racial stereotypes of Asian men. While recognizing these problems as more than valid, this essay simultaneously calls for a more transnational and inter-Asian understanding of the material to argue for a productive quality of PSY’s performance. Using “refraction” as a mode of thinking about inter-Asian circulation of pop culture, this essay considers the flash mob performed in Dhaka, Bangladesh as an important yet underexplored case study that shows different performative practices associated with “Gangnam Style” deeply rooted in historicity of colonialism and nationalism. The case study shows that the circulation of “Gangnam Style” materialized through a performance in Dhaka enlarged contemporary discourse among young urban Bangladeshi spectators around Bangladeshiness and its cultural identity. This complicated an easy assumption about “Gangnam Style” and its success in the U.S. mainstream pop culture, while simultaneously displacing the Bangladeshi cultural subjects from the immobile position of “the Other.”  相似文献

The social category of “teen” has become ubiquitous in Western English-speaking popular culture. Also, with the global success of cultural products from the United States of America, such as music, movies and television programs featuring teens, the word “teen” is being employed in other cultures and languages. However, a comparison of the girl teen—often portrayed as a vulnerable stage of human development—with other cultural representations of developing womanhood (the Japanese shoujo and the French jeune fille en fleur) shows the representation of the “teen” to be a construction of its cultural context and questions its universal applicability.  相似文献

Some 100 variables were studied on adaptation and effectiveness of technical assistance personnel working in six developing countries. Variables related to job effectiveness, personal and cultural adaptation, transfer of skills, receptivity of nationals, and personal characteristics of the effective Canadian working and living in another culture. Data analyzed included options and standardized ratings by self, colleagues, and national counterparts. Results detailed the components of “Overseas Effectiveness” of technical assistance personnel and spouses. There was evidence of at least two categories of adaptation and two categories of effectiveness. It was found that the best predictor of overseas effectiveness was “Interpersonal Skills,” followed by “Idenity” and “realistic predeparture expectations.” Regarding transfer of skills to nationals, it was found that technical assistance personnel were likely ineffective because of their inability to engage in intercultural interaction.  相似文献

This study focuses on the communication approaches used by experts in development. In line with recent “paradigm shift” issues, this study asks whether foreign and U.S. graduate students have inculcated alternative communication approaches instead of, or in addition to, the predominant “top to bottom” communication approach in their occupational communication roles. A total of 24 foreign and 23 U.S. graduate students from various departments at the University of Washington were asked to describe their expected communication with contact groups above, at the same and at lower status levels. All graduate students showed a marked tendency to exhibit “top to bottom” approaches with contacts of lower status and alternative communication approaches (i.e., bottom to top or interactive) only with peers. Few differences were found between U.S. and foreign, but those that were found were attributed to differing societal and occupational structures. Discussion focused on the lack of a coherent communication approach showing inculcation of more user oriented approaches suggested by the “paradigm shift.”  相似文献

The literature argues that in global business communication the concept of “national culture(s)” is becoming obsolete because globalization leads to cultural convergence. This article argues that “national cultures” are not obsolete in global organizations. Two focus group interviews were conducted in a global corporation using folk perceptions as a framework. Employees were asked to discuss their work practices and agreed that uniform standards could not be used across cultures. The article concludes that, despite globalization, we do not see evidence of cultural assimilation in global employees’ work practices, but rather that stereotypes of national cultures are used to provide orientation.  相似文献

The 60th anniversary of the Bandung Conference adopted the Bandung Message 2015, suggesting Asia and Africa be committed to eradicating poverty, narrowing the gap in living standards, and fostering closer cooperation across the regions. Whilst the historic 1955 Bandung Conference can be understood as a reaction to the Cold War system in the form of an alternative framework for cooperation among nations that resisted the hegemony of economic and military alliances dominated by specific countries, present day Asia witnesses significant attempts to reshuffle the world order; such as the Asia-Pacific system and China's “One Belt One Road” project. Equally, there are also signs of a determination towards openness and to cross boundaries in a spatial sense that may lead to the reshuffling of both institutions and everyday lives. These attempts are aimed at realizing a different Asia and a different world, rather than becoming part of a world order led by a specific country. The “people” of Asia have experienced colonization and forced emigration, drifting around the region while, at the same time, fleeing from one place to another, resulting in numerous interactions with diverse social systems and cultures. In this process they have shaped new spaces, places and social relations within the shifting landscapes of imperialism, the Cold War and globalization. These could be defined as a “historicized Asia” in which various movements, ruptures and hostilities generated by imperialism and the Cold War overlap, but at the same time crystallize the reality of Asia in the era of globalized capitalism. In this context, it is important to explore the way Asia is being constructed within the everyday lives of people as well as from the top; to focus on a different Asia that sits outside modern constructions of ethnicity and nation state, and to locate Asia in the context of its relationship with Africa and Latin America in this historic moment of the 60th anniversary of the Bandung Conference. Therefore, this is the time we may need to question whether or not “Asians in Asia are still alive and well.”  相似文献

This study attempted to further our understanding of the construct of “intercultural effectiveness.” Specifically, the study compared the dimensions of intercultural effectiveness found in Hammer, Gudykunst, and Wiseman (1978) using American sojourners with the dimensions found using Japanese sojourners. The results revealed five dimensions for the Japanese sample: (1) the ability to communicate interpersonally, (2) the ability to adjust to different cultures, (3) the ability to deal with different societal systems, (4) the ability to establish interpersonal relationships, and (5) the ability to understand another. Both similarities and differences were found between the American perceptions and the Japanese perceptions of intercultural effectiveness. The implications of these results were then discussed.  相似文献

In 2007 the Scottish Government introduced an outcomes based approach to culture set within a National Performance Framework. One of the main data sources to measure “culture” in Scotland is the Scottish Household Survey (SHS). In this article, the SHS and its “Culture and Sport” Module are explored to show how useful the data is within the Scottish Government's economic agenda. This way, the paper reflects on the usefulness of the main data source used to understand cultural activity within Scotland. There are general difficulties measuring “culture”, but overall the SHS provides adequate national data for Scotland on cultural participation and attendance. However, the SHS cannot provide in-depth local level information and provides limited data on non-participants. Other surveys in Scotland and England give some example practices that could be incorporated to improve survey outcomes. Overall, the SHS is a useful policy tool but more could be done to utilise the data it can provide on the Scottish cultural sector.  相似文献

ABSTRACT

The rise in LGBT-themed novels in Indonesia over the last decade demonstrates the sea-change in social attitudes and the public presence of sexual and gender minorities in Indonesia. The genre emerges from the popularity of sexually-charged novels by female authors such as Ayu Utami and Djenar Maesa Ayu. However, many novels were criticised for the supposed westernisation of Indonesian culture that threatens the national identity and moral disposition of its readers. This article explores the underlying themes of these criticisms—nationhood, cultural authenticity, and morality—and juxtaposes them with the claims of cultural authenticity and legitimacy made by gay and lesbi Indonesians. Representations of “traditional” homoeroticisms in the novel Mairil by Syarifuddin bring these lines of arguments together and synthesise a discursive space where cultural and national authenticities are “queered.” It is my contention that religious and traditional elements that foster same-sex practices offer a key to queer legitimacy for Indonesian sexual minorities.  相似文献

In contemporary accounts of cultural value, young people's perspectives are often restricted to analyses of their encounters with formal cultural institutions or schools or to debates surrounding the cultural implications of new digital spaces and technologies. Other studies have been dominated by instrumental accounts exploring the potential economic benefit and skills development facilitated by young people's cultural encounters and experiences. In this paper we examine the findings of a nine month project, which set out to explore what cultural value means to young people in Bristol. Between October 2013 and March 2014, the Arts and Humanities Research Council “Teenage Kicks” project organised 14 workshops at 7 different locations across the city, with young people aged 11–20. Working in collaboration with a network of cultural and arts organisations, the study gathered a range of empirical data investigating the complex ecologies of young people's everyday/“lived” cultures and values. Young people's own accounts of their cultural practices challenge normative definitions of culture and cultural value but also demonstrate how these definitions act to reproduce social inequalities in relation to cultural participation and social and cultural capital. The paper concludes that cultural policy-makers should listen and take young people's voices seriously in re-imaging the city's cultural offer for all young people.  相似文献

According to Allport's (1954) model of socialization of prejudice the level of prejudice of parents and their offspring should co-vary due to the offspring's adaptation to the parents’ attitudes. Available empirical studies and literature reviews support Allport's assumption. Modern models of socialization give reason to extend Allport's unidirectional influence model to a bidirectional perspective which assumes that parents influence their offspring's attitudes and are simultaneously influenced by them. In a cross-sectional study, 408 parent–offspring dyads (64% female parents, 55% female offspring, mean age of children = 16.47 years, SD 1.87, parents = 42.08 years, SD 7.08) from the ethnic majority population in Costa Rica were asked about their prejudice towards immigrants and ethnic minorities in Costa Rica. Using structural equation modelling, unidirectional and bidirectional models of prejudice determination were tested. The data clearly support the unidirectional model of prejudice transmission from parents to offspring, even if moderator effects of sex, age, and importance of contact are taken into account.  相似文献

ABSTRACT

How do ideas become policies? What route do they take from inception to implementation and what criteria are used to evaluate one set of proposals against another? This paper examines the development of the Creative Work Fellowship policy proposal in Limerick, tracing the origins of the idea, itself a contended and negotiated object, from discussions between academics and policy-makers through to scoping, pitching and scaling the policy to its eventual users. This policy idea was designed during the Intelligence Unit (IU) commissioned by Limerick2020 as part of the city’s bid to become European Capital of Culture in 2020. The IU took the form of a policy think-tank, tasked with generating insights, ideas and policy proposals into the place of culture within Limerick city and region. The IU structure created a set of actors and an epistemic community capable of both generating and using ideas effectively, chiefly through two mechanisms. The first involved a robust critique and rebuilding process that every element of the policy was exposed to; the second involved feedback from interested parties at specific stages in the process. This created a series of “policy entrepreneurs” capable of taking a fully costed and modelled policy suggestion to government. The findings presented in the paper include an analysis of the collaborative nature of this policy development process, Based on this framework, we also consider the role of the European City of Culture bid process as catalyst for policy development in a regional context, and present findings on this subject.  相似文献

Abstract

The aim of this article is to explain the transformation of social forces in Taiwan during the 1990s, as well as the “ideals of society” embedded in Community Construction that aims to reconstruct the local community. Based upon the analysis of discourses of movement agents, I differentiate four ideal-types of “good society” configured in the Community Construction. First, by the ideal-type of “indigenous (bentu) society,” people hope to reconstruct local history and local culture. Secondly, by “civilized society,” people want to build a society in which its residents live in solidarity and civility. Thirdly, by “civil society” people emphasize the importance of grassroots democracy and the subject position based on locality in order to respond to forces of the state and the market. Lastly, by “civic society” people aims to construct communities encompassing different geographical ranges, in which people from different backgrounds can live together and integrate into a civic nation. Among these ideal-types, “civic society” is the articulating link between “indigenous society” and “civil society,” while locality has become the fundamental element in defining “culture” and “community” in Taiwan. As a result, the cultural resistance based on locality has transformed into the cultural governance focusing on locality.  相似文献

The present article compares the strategies of the legitimation of piracy developed by Western authors such as Richard Stallman and Larry Lessig with those developed by everyday Bulgarian pirates. It attempts to escape from the usual debate between the entertainment industries and the supporters of free culture, and to open the field for new perspectives. In Bulgaria it is precisely “free” as in “free beer” that matters, since the prices of cultural products tend to be too high for the Bulgarian market. In many cases, there is no possible legal access to the cultural products desired. The digital library “Chitanka” illustrates how piracy as bottom-up initiative compensates for the lack of successful public policies oriented towards visually impaired people and Bulgarian emigrants abroad. Although mobility and de-territorialisation have made piracy possible, it is perceived as a deeply national cause. The article emphasises that a difference should be made between open non-commercial projects as “Chitanka” and commercial torrent trackers, which thrive in the grey economy and abuse the symbolic capital of free culture. Piracy should be analysed at the intersections of global economic shifts and their local repercussions, of transnational culture flows and local culture infrastructure. Only this kind of an approach is likely to help us trace the unstable border between the cases in which digital piracy is a problem of the grey economy, and those in which it offers original non-market solutions to deeper structural problems.  相似文献

This study addresses the representation of the linguistic and cultural type “immigrant” in French and Russian media discourse. Linguistic analysis of selected sources shows, on the one hand, signs of tolerance towards immigrants and, on the other hand, evidence of rejecting immigrants, which demonstrates the ambiguity of the matter and indirectly provokes conflicts. Visual composition analysis complements these results by revealing the following: the purpose of immigration – employment – is often socially rejected; immigrants’ sense of community is a specific cultural code in a host culture; and the cultural transfer of an “immigrant” into a different space creates uncertainty or ambiguity.  相似文献

This article draws on interviews with anti-trafficking NGO employees in Thailand to illustrate the use of narratives as a tool for communicating cultural values. Drawing on theories of modernization, culture, and liberation psychology, I assess the way anti-trafficking NGO employees construct narratives, or “stories,” about human trafficking. These narratives rely on Western values associated with modernization, the role of NGOs in development, gendered constructions of victimhood, “Othering,” and Orientalism. Analyzing these narratives, I build a theory of “culture as a space of safety:” a self-reinforcing mechanism whereby employees ritualistically retreat from the overwhelming circumstances they confront in their work.  相似文献

This article explores what appears to be a paradox in Israeli life: on what basis can modern Israel continue to promote sport, dance, play and exercise despite the evident truth that there is very little reference in Jewish tradition to the significance of these activities? After reviewing the Jewish tradition, the author discusses several macrosystemic variables (e.g., characteristics of world societies) in each case making a cross-cultural comparison between the University, Canada and Israel. Various approaches to the “good life” offered by Kateb are considered and related to the Israeli scene. The conclusion is that Israelis have been forced to adopt a behavioral science image in which they are adapting reality to their own end and adapting to reality where necessary.  相似文献
