Our work pursues a twin aim. Firstly, we explore the influence of organizational size on innovations in museums as well as its impact on museums’ economic, market and social performance. Secondly, we analyse how the (public–private) funding of such organizations impacts innovation and performance. The empirical work is based on information from a survey of 491 museums (British, French, Italian and Spanish). We find that museum size does prove relevant in the commitment to engage in innovation but that public funding of museums does not encourage innovation. We also highlight the importance of the explanatory power of the type of funding on the performance of these cultural organizations. This research also reveals how organizational and technological innovations as well as innovation in value creation in museums enhance economic, market and social performance.  相似文献

This paper takes a preliminary look at the hybridization of museums – the creation of a variety of mixed forms of governance incorporating both public and private governing authorities. Using data from three national surveys of American museums, the analysis documents the mix of types of governing authority and demonstrates how this mix varies across location, over time, and by museum type. The paper then estimates the extent of hybridization using several different indicators and speculates about its implications. The United States offers a particularly informative case because the general view is that American museums are (1) either public or private and (2) predominately private. While the second part of this view may still be a useful characterization of American museums, the first is no longer a particularly helpful way of understanding American museums, or, by extension, other cultural institutions, American or not. It is increasingly necessary to view cultural institutions through the lens of hybridization rather than privatization in order to improve our ability to document and predict their institutional behavior.  相似文献

Severe budget cuts in the cultural sectors of many countries have spurred disparate suggestions for alternative sources available to public institutions. Deaccessioning may be an option, although controversial, to guarantee the survival of cultural institutions. This paper addresses the consequences that deaccessioning may have on donations of artworks to museums, by developing a sequential game with incomplete information. We investigate the interactions between donors and museums, when the former is uncertain about the commitment of a museum not to deaccess part of its endowment in the future. Our analysis shows that deaccessioning may reduce art donations to museums. Interestingly, public grants to museums cause a negative externality to a committed museum, which experiences a reduction in donations. Results provide intuitions for the widespread resistance to deaccessioning of museum associations, for their efforts to enforce common regulation restricting the use of proceeds to the acquisition of art, and also for the proliferation of private art museums.  相似文献

Data Envelopment Analysis (DEA) is a widely applied tool in efficiency evaluation for public administration, yet has scarcely been put to use in the case of heritage institutions. The goal of the current paper is to evaluate the technical efficiency of a regional system of museums, the hypothesis being that these bodies represent one organization of productive resources (employment, equipment, art collections, and so on), aimed at providing various goods and services linked to their basic functions: conservation, exhibiting, research and dissemination of cultural heritage. Yet, given the diverse nature of this kind of institution, previous sorting and classification is required in order to obtain homogeneous clusters for the various elements. This research therefore merges multivariate statistical techniques to synthesise the initial information and DEA for efficiency evaluation. These findings may prove useful for management of these institutions, as well as for those responsible for public resource allocation policies in the area of cultural heritage. We apply this to a regional system of museums in Spain, which includes both rural and urban museums.  相似文献

Although museums are major recipients of public money, very little is known regarding what factors cause changes in the level of funding given to particular institutions. It is nevertheless regularly asserted by those affected that governments will reduce the level of subsidy going to those museums that raise revenues for themselves, especially if these revenues were raised through charging for admission. This paper explores the causal influences underlying changes in the level of government grants to museums. Statistically analysing data drawn from a panel of UK museums funded by central government, evidence is found that increases in non-grant income do indeed result in a statistically significant reduction in future government subsidies. It is however unclear whether these reductions are sufficient to offset entirely the financial benefits from charging or the pursuit of private benefactors. Despite the government's avowed intention to widen access to museums, changes in visitor numbers do not appear to cause changes in government grants.  相似文献

This article examines the extent to which demographic and socioeconomic characteristics influence the decision to visit and the number of visits to museums, art galleries, historical monuments, and archaeological sites. Using ordered probit models based on data for 350,000 adults in 24 EU countries, we find that the likelihood and number of such visits depend mainly on per capita household income, education, labor market status, and country of birth. Attained characteristics such as education and income have remarkably similar positive effects on cultural participation across the countries in our sample, while the effects of age and gender are both weaker and less consistent across countries. We conclude that cultural distinctions along the lines of socioeconomic attainment are stable even in very different country contexts with varying cultural policies and economic conditions. We discuss the way these results inform three research topics: identification of the characteristics of visitors to museums and historical sites in order to attract new audiences; the effect of public spending on culture on accessibility to cultural sites; and cross-national variation in cultural stratification.  相似文献

The “free access” policy designed by the British Government has encouraged interest in museum financial issues. We define a principal-agent model for museum administration where there are two income sources: public grants and ticket revenues. This model allows us to define the optimal contract determining public grants, ticket prices, budget and managerial effort. We find a theoretical explanation for the inelastic pricing strategy commonly adopted in cultural economics. We further find that museum manager should never have any control over the price of tickets. The model can also be applied to other institutions, such as schools or NGOs, which are able to raise funds directly from private (e.g., ticket revenues or membership fees) or public sources. The paper deals with financing the culture in Italy. The public expenses for the culture are shared as expenses of the government, of the regions, of the provinces and of the municipalities. The relationships of the cultural organisations with the public sector are very strong because they belong to the public sector, or they broadly depend on public funds.A specific attention is devoted to other forms of financing, about the role of the entrance fees and the entrances of the game “Lotto”, which subsidy the cultural goods and the Interministerial Committee for the Economic Planning (CIPE) allocations to the depressed areas. We will also be faced up to the examination of other sources of private financing as the sponsorships, the entrances of collateral services about museum visits (coffee and bookstore) and the supply of banking foundations. The fiscal incentives refer directly to the cultural institution or to the external financing of the nonprofit institutions by donations or sponsorships. Finally, the cultural institutions will have always to operate more and more by a strategic vision of financial and managerial field, on the basis of high qualitative standards. The activities and cultural projects will have to be able to attract additional sources of income in addition to the public one; the search of private financial resources is developed in a situation of increasing competition among the institutions, while tools of innovative finance have to be used to satisfy the increasing demand of culture. It is difficult nevertheless to define the possible best method of public–private financing, if you take consideration of the distinctive features of the different institutions and interests of the operators who are involved: artists, cultural institutions, public bureaucracy, besides the economic effects which follow alternative choices. The recent evolution of the institutional, financial and managerial models of the culture in Italy plans a larger integration between public and private sectors for a great involvement of individuals, enterprises and foundations about the financing of the cultural services offer.  相似文献

This study examines how art museumspurchasing policy influences the auction prices ofpaintings. Using a cross section of non-speculativetransactions during the period 1820–1970, we findconsiderable empirical support for the hypothesisthat public museums outside the U.S. pay above averageprices in auction markets providing higher thanaverage yields to private sellers. The typical U.S.private museums appear to be more restricted byfinancial constraints and the development of thegeneral economic conditions than their publiccounterparts.  相似文献

I study “donor governance,” which occurs when contributors to nonprofit firms place restrictions on their gifts to limit the discretion of managers. In a study of US art museums, I find that this practice has grown significantly in recent years, and it represents the largest source of permanent capital in the industry. When donor restrictions are strong, museums shift their cost structures away from administration and toward program services, and they exhibit very high savings rates, retaining in their endowments 45 cents of each incremental dollar donated. Retention rates are near zero for cash generated from other activities. Restricted donations appear to stabilize nonprofits and significantly influence their activities, but they reduce management flexibility and may contribute to lower profit margins. Rising donor governance in US art museums may represent a reaction by contributors to the industry’s high rates of financial distress, weak boards of trustees, and large private benefits of control enjoyed by managers.  相似文献

The recent narrative on museums as catalysts of innovation and growth considers their relations with other cultural and creative industries (CCIs) to be very important. We argue that most relations museums establish with CCI firms and institutions are unlikely to produce strong positive externalities that make the latter more innovative. To prove this claim, we propose a conceptual framework qualifying project-based and supply chain relations between museums and CCIs as either strong, moderate, or weak links, according to their potential in terms of knowledge spillovers from museums to CCIs. We apply this taxonomy to data collected from 261 Polish museums. Our findings indicate that strong links are outnumbered by moderate and weak ones. We then suggest that the traditional missions of museums, in particular education and conservation, need to be more thoroughly assessed in terms of their direct and indirect contributions in order to fully capture the impact of museums on innovation in the wider economy.

Research on cultural economics is very interested in the economic valuation of non-market goods, particularly in the field ofcultural heritage where contingent valuation techniques are currently being used with both parametric and non-parametric statistical methods to estimate the willingness to pay for cultural goods. In the literature analysed, the number of studies using semiparametric methods, however, is very limited. Our analysis is intended to help fill this gap by offering a parametric, non-parametric and semiparametric economic valuation of the National Museum of Sculpture (Museo Nacional de Escultura), located in Valladolid,Spain. In addition, we also gain insight on a controversial issue affecting most European museums, particularly those located in Latin countries: the role voluntary donations might play in the funding of public museums.  相似文献

Budget constraints at the local government level towards the provision of public goods have fuelled interest in the voluntary contribution and provision point mechanisms. However, due to their public nature, these mechanisms are not without problems. The literature shows the presence of free riding and socially inefficient contribution levels. This paper experimentally tests the effect of cultural and historical information pertaining to heritage houses in Penang, Malaysia, on public contributions for their conservation. This paper considers a standard linear one-shot four-person public good game and the decision of the subjects being to contribute either to a private or to a public account. We devise 4 treatments: a Control treatment, a treatment where subjects are provided with cultural and historical information pertaining to the heritage houses, a treatment that includes a contribution threshold, and finally a treatment that combines the use of cultural and historical information with the contribution threshold. The main finding shows that 60–75 % of the subjects contributed more than what they believed others in the same group would contribute when they were provided with the pertinent cultural and historical information. Most of the subjects contributed less than their belief, while 75–77 % cooperated ‘selfishly’ in treatments without the information. These findings are in agreement with the literature, namely that contributions are higher in treatments with a contribution threshold. Moreover, the combination of a contribution threshold and cultural information could encourage more pro-social behaviours.  相似文献

Immersive technologies such as virtual environments and augmented reality have a clear potential to support the experiencing of cultural heritage by the large public, complementing the current tools and practices based on tangible goods such as museums, exhibitions, books and visual content. Serious games – videogames designed for educational objectives – appear as a new tool to learn cultural content in an engaging way. In this paper, we will provide an extensive portrait of the current proposition of serious games in the cultural sector, highlighting the educational objectives of games in this domain and analysing the complex relations between genre, context of use, technological solutions and learning effectiveness. We finally identify and discuss the most significant challenges in the design and adoption of educational games in cultural heritage.  相似文献

This study examines the expenditure patterns of urban tourists with different trip purposes including visiting cultural heritage. Expenditure categories include museums and theatres. We use a two-step approach, in which we first analyse the total daily amount of expenditure and then the budget shares of various categories. We make use of survey data collected for the Amsterdam Metropolitan Area, a large Western European city known for its rich cultural heritage and the semi-legalized use of cannabis. The econometric analysis shows that trip purposes are associated with substantial differences in total daily expenditure as well as on budget shares. However, the results also show that the activities undertaken by tourists are not limited to their (initial) trip purposes.  相似文献

Contemporary museums are much more than places devoted to the placement and the exhibition of collections and artworks; indeed, they are nowadays considered as a privileged means for communication and play a central role in making culture accessible to the mass audience. One of the keys to approach the general public is the use of new technologies and novel interaction paradigms. These means, which bring with them an undeniable appeal, allow curators to modulate the cultural proposal by structuring different courses for different user profiles. Immersive Virtual reality (VR) is probably one of the most appealing and potentially effective technologies to serve this purpose; nevertheless, it is still quite uncommon to find immersive installations in museums. Starting from our 10 years’ experience in this topic, and following an in-depth survey about these technologies and their use in cultural contexts, we propose a classification of VR installations, specifically oriented to cultural heritage applications, based on their features in terms of interaction and immersion. On the basis of this classification, aiming to provide a tool for framing VR systems which would hopefully suggest indications related to costs, usability and quality of the sensorial experience, we analyze a series of live examples of which we point out strengths and weak points. We then summarize the current state and the very next future, identifying the major issues that prevent these technologies from being actually widespread, and outline proposals for a more pervasive and effective use of Immersive VR for cultural purposes.  相似文献

This paper introduces the double public good model as a representation of the simultaneous externalities that complicate decision making in the cultural heritage sphere. Social welfare is modeled as depending on both public and private benefits of households' production of individual heritage experience, which in turn depends on the stock of historic assets (a public good) and access effort (a private good). The public benefit of private experience arises from ``shared experience' that fosters cultural identity and social understandings. The model generates marginal efficiency conditions for the amount of physical preservation, amount of access, and intensity of access. The model highlights the need for dual-level policy making in order to avoid unbalanced heritage preservation efforts that have been of some concern in the literature.  相似文献

In the present paper, we analyse the allocation process for cultural services in Norwegian municipalities. The cultural sector at this administrative level is decomposed into the following eight subcategories: children’s and youth activities, libraries, cinemas, museums, arts dissemination, cultural heritage, cultural schools, and other cultural services. By means of budget shares for these eight cultural services and a residual sector consisting of all other municipal services, we estimate a system of demand relations which are interdependently linked to each other by a budget restriction. Our analyses are based on data from 409 out of 429 Norwegian municipalities during the period 2002–2010. In the empirical analyses, we mainly focus on the effects of income variation for the cultural services. We estimate effects of free income, matching grants to each sector, and user fees and other sector-specific income for each sector. We also estimate crowding-out effects for the cultural sectors of demographic variables indicating higher demand for services such as education, childcare, and health services. Our results confirm previous results. There are interesting differences within the group of cultural services, and these are partly related to different levels of national standardisation and regulation among the cultural services.  相似文献

Data Envelopment Analysis is used for evaluating the technical efficiency of museum institutions. This approach enables us to create for each museum a relative efficiency measure, which takes into account both the resources used by museums and the results of their activities. Moreover this technique is able to overcome some of the difficulties found when applying more traditional indicators of productivity in evaluating the technical efficiency of cultural institutions. An empirical analysis carried out on data from Italian municipal museums illustrates this application of the operational research model.  相似文献

A number of studies have applied non-market valuation techniques to measure the value of cultural goods. Virtually all of these studies are single case applications and rely mostly on stated preferences, such as contingent valuation techniques. We compare the relative value of multiple, competing goods and show how revealed preferences, in particular travel time, may be used for this. In addition, we account for heterogeneity. Using a unique transaction database with the visiting behavior of 80,821 Museum Cardholders to 108 Dutch museums, we propose a latent class application of a logit model to account for the different distances of museums to the population and for differences in willingness-to-travel.  相似文献
