This essay discusses the ways in which `Mode 1' and `Mode 2' interact, by reviewing the development of research funding in Sweden during the twentieth century. It argues that `Mode 2' has been the traditional mode of practice. `Mode 1' is a post-war phenomenon, but it is presently the dominant layer of Swedish publicly-funded science and science policy. This essay argues that we are seeing not an increase in uncertainty, but rather a decreasing tolerance of uncertainty.  相似文献

Agricultural science played a prominent role in Nazi research policy. During the Second World War, German science commandeered research results and materials from occupied Europe. This process advanced individual careers. It also had a decided influence on research practice and problem choice, both during and after the war. European leaders and the popular media have shown a new-found interest in happiness as a socio-political value and goal. A growing body of research attempts to identify the conditions under which humans experience the highest levels of happiness, life-satisfaction or subjective well-being. This essay examines what makes a contemporary science and politics of happiness possible by taking a critical look at such efforts to define, measure and promote happiness, while seeking out a range of diverging, often paradoxical, cultural discourses of happiness. The essay covers the following themes: happiness is attainable; happiness is lost; happiness is obligatory; happiness is impossible; and, happiness is inauthentic. It is widely argued that, in the United States, the Department of Defense dictated the intellectual contours of academic science and engineering during the Cold War. However, in important ways, American science was also deeply influenced by industry. Between 1955 and 1985, Stanford University embraced three waves of industrial innovation in solid state technology (transistors, integrated circuits, and VLSI systems). As this essay shows, it was these transfers that enabled Stanford engineers to make significant contributions to the expanding fields of microelectronics and computing.  相似文献

Government policies for science, usually incorporatingeconomic and social aims, are increasingly influencing the contentand management of university research. This essay discusses theinfluence of selected science policies on individual researchersand group leaders. Within the limitations of a case study, itargues that policies that steer the content of research have agreater influence on research behaviour, than do policies relatedto overall research management. This work explores the attitudes of American scientists towardsinternational scientific activity, with particular respect to theoceanic sciences, during the three decades after the First WorldWar. In the mid-1950s, the Eisenhower Administration favouredthe thesis that increased international collaboration wouldstrengthen the Free World, ease Cold War tensions, and promotethe growth of science. This essay analyses elements in thatthesis, namely, scientific chauvinism, humanitarianism, andscientific interdependence. There have been two Japanese Nobel laureates in chemistry, three in physics, and one in the category of medicine or physiology. This relatively small number has been attributed to shortcomings in Japanese science. The award of the Physics Prize in 1949 to Hideki Yukawa and to his colleague Sin'itirô Tomonaga in 1965 gave public evidence of how Japanese could make outstanding individual contributions to science. Paradoxically, the Prize also reinforced a belief that such men formed part of a traditional hierarchical system. This essay examines how the Nobel Prize has been represented in Japan.  相似文献

Translator’s note*: I am pleased to offer this translation of a lecture by Helmut Krauch, both because he is an old friend, whom I have known for more than forty years, and because it fills a gap in the history of science policy research. As this lecture makes clear, the Studiengruppe, led by Krauch, was the first in Europe to measure the share of nuclear and military research in total R&D expenditure and to make systematic technology assessments to guide government policy. Moreover, its Project ORAKEL opened the way to wider public debate on major policy issues in science and technology. Krauch’s book on Computer Democracy remains an outstanding contribution to the reform of Western democracy. I commend this essay warmly to all concerned with the history of science and technology policy. This is an edited translation of a lecture delivered at the Institute for Technology Assessment and Systems Analysis at the Research Centre for Technical Change and the Environment in Karlsruhe, 10 April 2000. Following the Second World War, however, the KWS represented itself as having been intrinsically anti-Nazi. ABSTRACT

To cure Covid-19 on a medical, political, economic, and societal level, there is a need to ‘curate’ between science and politics in such a way that decision-makers and societies can address the practical requirements at hand. This commentary introduces and discusses ‘curating’ as a socio-material practice mediating between science and decision-making. It reflects on the current Covid-19 pandemic and compares ‘curatorial’ aspects here to the field of natural catastrophe risk finance. As both areas try to manage disasters, the space between scientific knowledge and economic and/or political decision-making becomes a particularly important node. By employing a focus on catastrophe simulation modelling, this essay looks at several issues of the natural catastrophe field that may yield ways to deal with epidemic crises such as the Covid-19 pandemic. This commentary suggests putting greater emphasis on (and encourages a research focus on) the ‘curation’ between science and politics to improve decision-making for socio-material disasters.  相似文献

Many countries today have policies to encourage outstanding scientists to remain, or return, ‘home’. To date, the cumulative effect of these policies remains unclear. This essay argues that we need a new approach to studying elites in science. It draws upon three studies to suggest that migration is field-specific; that migration occurs more among potential, rather than among established elites; and that policies aimed simply at attracting eminent scientists may prove inadequate to the task of sustaining national scientific communities.  相似文献

The demand for greater public accountability is changing the nature of ex ante peer review at public science agencies worldwide. Based on a four year research project, this essay examines these changes through an analysis of the process of grant proposal review at two US public science agencies, the National Institutes of Health (NIH) and the National Science Foundation (NSF). Weaving historical and conceptual narratives with analytical accounts, we describe the ways in which these two agencies struggle with the question of incorporating considerations of societal impact into the process of peer review. We use this comparative analysis to draw two main conclusions. First, evaluation of broader societal impacts is not different in kind from evaluation of intellectual merit. Second, the scientific community may actually bolster its autonomy by taking a broader range of considerations into its peer review processes.  相似文献

ART-SCIENCE     
In this paper we examine the emergent field of art-science, part of a heterogeneous space of overlapping interdisciplinary practices at the intersection of the arts, sciences and technologies. Art-science is often thought to exemplify Nowotny et al.'s (2001) ‘mode-2’ knowledge production; indeed the institutions supporting art-science invariably claim that art-science contributes to the ‘contextualization of science’ by rendering scientific and technical knowledge more accessible and accountable to its publics. Our argument, however, is that this approach fails to capture the ways in which art-science exhibits its own complex trajectories, which cannot be grasped in terms of an epochal transition in the mode of knowledge production. Drawing on ethnographic research on art-science practitioners and institutions in the USA, UK and Australia, our first aim is to indicate the heterogeneity of art-science by contrasting distinctive forms and genealogies of art-science. A second aim follows. Rather than simply multiplying the connections between science and its publics, we suggest that art-science is instructive in highlighting radically divergent conceptions and practices of publicness, and point to two such forms. We examine, first, the relations between science, art and the public in the UK from C. P. Snow's ‘two cultures’ essay to the activities of the Wellcome Trust and Arts Council England. In these developments, art that is in dialogue with science is conceived primarily as a means by which the (absent) public for science can be interpellated: science is understood as complete, and as needing only to be communicated or applied, while art provides the means through which the public can be assembled and mobilized on behalf of science. We contrast this with a novel institutional programme in art-science pedagogy at the University of California, Irvine: the Masters programme in Arts, Computation and Engineering (ACE). Through the contents of the ACE teaching programme and the case of an art-science project concerned with the measurement of air pollution by ACE faculty member Beatriz da Costa, and with reference to the work of Hannah Arendt and Barbara Cassin, we suggest that art-science can act not so much as a way of assembling a public for science, but as a public experiment.  相似文献

This essay discusses the wartime work of one of the world’s leading biochemists, the Nobel Prize winner, Adolf Butenandt. It describes the influence of the war on Butenandt’s Institute, and considers his role as a representative figure in the collusion of science, government, and the military in Nazi Germany.Achim Trunk is a biologist and historian who specializes in the history of the life sciences. He studied at the University of Cologne, and now works at the Berlin-Brandenburg Academy of Science, where he is editing the scientific and medical papers of Gottfried Wilhelm Leibniz. Between 2001 and 2004, he was a member of the Berlin team that studied the history of the Kaiser Wilhelm Society during National Socialism. As part of that work, he coordinated the working party on Adolf Butenandt.  相似文献
