Science and technology (S&T) policy studies has explored the relationship between the structure of scientific research and the attainment of desired outcomes. Due to the difficulty of measuring them directly, S&T policy scholars have traditionally equated “outcomes” with several proxies for evaluation, including economic impact, and academic output such as papers published and citations received. More recently, scholars have evaluated science policies through the lens of Public Value Mapping, which assesses scientific programs against societal values. Missing from these approaches is an examination of the social activities within the scientific enterprise that affect research outputs and outcomes. We contend that activities that significantly affect research trajectories take place at the levels of individual researchers and their communities, and that S&T policy scholars must take heed of this activity in their work in order to better inform policy. Based on primary research of two scientific communities—ecologists and sustainability scientists—we demonstrate that research agendas are actively shaped by parochial epistemic and normative concerns of the scientists and their disciplines. S&T policy scholarship that explores how scientists balance these concerns, alongside more formal science policies and incentive structures, will enhance understanding of why certain science policies fail or succeed and how to more effectively link science to beneficial social outcomes.  相似文献

In this paper, I offer a personal account of a journey through a world of science governance that is in flux. I reflect on three levels of experimentation: first, the intermingling of social scientists with scientists and policymakers; second, the creation of new forms of public dialogue; and third, the blurring of technical and social experiment with geoengineering as a case in point. My conclusion is that social scientists can both gain and contribute a great deal through engaging with, questioning and trying to open up such experiments.  相似文献

There is growing attention to science diplomacy among scholars, policymakers, and scientific associations around the world. However, there continues to be contestation around the concept of science diplomacy, currently framed alternately as a new understanding of diplomacy, part of the global challenges discourse, central to the internationalization of science, and typifying competitive innovation. This contestation is furthered by the involvement of a broad array of policy instruments and actors in science diplomacy. In response, this paper focuses on a single policy instrument, examining eight bilateral and multilateral scientific cooperation agreements led by Canada, India, Norway, and the United Kingdom. Kingdon’s multiple streams framework is employed to explain how the interplay between policy actors, the policy agenda, policy problems, and policy alternatives leads to the creation of science diplomacy policies. Across the cases, all of the current science diplomacy discourses were applicable, holding stronger explanatory power in the problem and policy streams of the policy process while not obviously matching processes seen in the political stream. The findings also identified a gap in the current framing in understanding how geopolitical dynamics impact the creation of science diplomacy policies and how different policy actors negotiate, exploit, or are subject to these forces. By stabilizing one element of the ongoing debates around science diplomacy, the paper contributes a deeper examination of the array of policy actors and their involvement in different stages of the policy process leading to the formation of scientific cooperation agreements as tools of science diplomacy.

Imagine putting together a jigsaw puzzle that works like the board game in the movie “Jumanji”: When you finish, whatever the puzzle portrays becomes real. The children playing “Jumanji” learn to prepare for the reality that emerges from the next throw of the dice. But how would this work for the puzzle of scientific research? How do you prepare for unlocking the secrets of the atom, or assembling from the bottom-up nanotechnologies with unforeseen properties – especially when completion of such puzzles lies decades after the first scattered pieces are tentatively assembled? In the inaugural issue of this journal, Michael Polanyi argued that because the progress of science is unpredictable, society must only move forward with solving the puzzle until the picture completes itself. Decades earlier, Frederick Soddy argued that once the potential for danger reveals itself, one must reorient the whole of one’s work to avoid it. While both scientists stake out extreme positions, Soddy’s approach – together with the action taken by the like-minded Leo Szilard – provides a foundation for the anticipatory governance of emerging technologies. This paper narrates the intertwining stories of Polanyi, Soddy and Szilard, revealing how anticipation influenced governance in the case of atomic weapons and how Polanyi’s claim in “The Republic of Science” of an unpredictable and hence ungovernable science is faulty on multiple levels.  相似文献

This article explores the crucial moments of scientists’ research activities when they decide to shift to a radical new domain or to perpetuate a project. We introduce what we have called the “respiration model” which describes and analyses key cognitive components which occur in this complex process. Respiration either privileges epistemic expectations which are rooted in socio-cognitive metrics of “concentration” or in a functionality-multiple horizon context which we refer to as “extension”. This paper is based on a study that explored the responses of bioscientists to changes in national science policy and research funding in Canada. In the late 1990s, a range of new science policies and funding initiatives were implemented, linking research funding to Canada’s competitiveness in the ‘global knowledge economy’. Bourdieu’s theory of practice is used to explore the multi-scalar, cross-field effects of global economic policy and national science policy on scientific practice. While most science and educational policy studies use Bourdieu’s concepts ontologically, as “thinking tools” to theorize power, this study adopted Bourdieu’s relational epistemology, empirically linking objective positions of power (capital) with position-takings (rooted in habitus) towards market-oriented science. A relational epistemology made it possible to explore what forms and weight of capital scientists brought to bear on symbolic struggles over the legitimacy of a market and scientific logic. By empirically investigating how power shaped bioscientists’ responses to market-oriented science policy, this study was able to identify key mechanisms of change within the scientific field and between science, politics and the market. First, it identified the rise of a new form of entrepreneurial capital and a market-oriented logic that coexists alongside a traditional scientific logic within the scientific field in a bipolar system of stratification. Second, it illustrated changes in scientific practice, which contribute to change in the structure of the distribution of capital within the scientific field. This study challenges Bourdieu’s emphasis on a single dominant logic or symbolic order and challenges science and technology scholars to both use and extend his theoretical contributions.  相似文献

This paper explores the ways in which postdoctoral life scientists engage in supervision work in academic institutions in Austria. Reward systems and career conditions in academic institutions in most European and other OECD countries have changed significantly during the last two decades. While an increasing focus is put on evaluating research performances, little reward is attached to excellent performances in mentoring and advising students. Postdoctoral scientists mostly inhabit fragile institutional positions and experience harsh competition, as the number of available senior positions is small compared to that of young scientists striving for an academic career. To prevail in this competition, publications and mobility are key. Educational work is rarely rewarded. Nevertheless, postdocs play a key role in educating PhD students, as overburdened senior scientists often pass on practical supervision duties to their postdoctoral fellows. This paper shows how under these conditions, postdocs reframe the students they supervise as potential resources for co-authored publications. What might look like a mutually beneficial solution at a first glance, in practice implies the subordination of the values of education to the logic of production, which marginalizes spaces primarily devoted to education. The author argues that conflicts like this are indicative of broader changes in the cultural norms of science and academic citizenship, rendering community-oriented tasks such as education work less attractive to academic scientists. Since education and supervision work are central cornerstones of any functioning higher education and research system, this could have negative repercussions for the long-term development of academic institutions.  相似文献

Two of Bourdieu’s fundamental contributions to science studies—the reflexive analysis of the social and human sciences and the concept of an intellectual field—are used to frame a reflexive study of the history and social studies of science and technology as an intellectual field in the United States. The universe of large, Ph.D.-granting graduate programs is studied in two parts. In the first analysis, relations between institutional position and disciplinary type are explored by department. A positive correlation exists between historians of science and institutional position (as higher prestige or capital). In the second analysis, attention to intellectual tastes for research topics is explored at an individual level with respect to departmental position and the individual’s discipline and gender. Scholars in nonelite history of science departments have low field interest in democracy, social movements, or public participation; environment or sustainability; and gender, race, or sexuality; whereas those in history of technology programs and nonelite STS programs have a higher field interest in those areas, and historians of technology have a higher interest in class or labor issues. Among social scientists, there is a higher interest among scholars in nonelite programs in environment or sustainability and in democracy, social movements, or public participation.  相似文献

Regardless of the increased interest in technological innovation in universities, relatively little is known about the technology developed by academic scientists. Long-term analyses of researchers’ technological contribution are notably missing. This paper examines university-based technology in Finland during the period 1900–85. The focus is on the quantity and technological specialization of applications created inside the universities and in the changes that occurred in scientists’ technological output over nine decades. In the long-term analysis several aspects in universities’ technological contribution, which are typically considered a recent phenomenon, turn out to have long historical roots. Thus the empirical evidence provided in the article challenges views emphasising that the world of science has faced a drastic change in recent decades.  相似文献

Abstract

This paper attempts to draw implications of neoliberalism for intercultural communication by critically analyzing a Japanese neoliberal nationalism discourse. In January 2000, a governmental report proposed adopting English as an official language of Japan. Utilizing the notion of representation as a methodological lens for the analysis, this essay first examines how Japanese culture and communication, which have played key roles in asserting Japanese “uniqueness” along with the Japanese language, are redefined in the report. This essay then investigates how Japan's relations with Asia and the West—two significant discursive “Others” for constructing Japan's identity—are depicted in the text and situate the representation of Japanese culture and communication in the discursive triad for further contextualizing the analysis.  相似文献

This article considers the situation of women in science in Germany. We argue that scientific organizations play a crucial role in shaping science careers, often with different consequences for men and women. To sustain the argument, we offer a study of the careers of male and female scientists in the Max Planck Society. Following the successful cloning of genes for mostly rare genetic diseases in the early 1990s, there was a nearly universal enthusiasm that similar approaches could be employed to hunt down genes predisposing people to complex diseases. Around 1996, several well-funded international gene-hunting teams, enticed by the low cost of collecting biological samples and China’s enormous population, and ushered in by some well-connected Chinese intermediaries, came to China to hunt down disease susceptibility genes. This alarmed and, in some cases, enraged many poorly funded Chinese scientists, who perceived them as formidable competitors. Some depicted foreign gene-hunters as greedy pilferers of the vast Chinese genetic gold mine, comparing it to the plundering of national treasures from China by invaders in the past, and called upon the government and their fellow countrymen to rise up and protect China’s genetic gold mine. Media uproar ensued, proclaiming the imminent “gene war of the century.” This article chronicles the key events surrounding this “war” and its aftermath, exposes some inherent complexities in identifying susceptibility genes for complex diseases, highlights some issues obscured or completely overlooked in the passionate and patriotic rhetoric, and debunks some misconceptions embedded in this conflict. In addition, it argues that during the entire course of this “war,” the public’s interest went conspicuously unmentioned. Finally, it articulates several lessons that can be learned from this conflict, and outlines challenges facing human genetics researchers.  相似文献

This article examines the communication networks within and between science and technology studies (STS) and the history of science. In particular, journal relatedness data are used to analyze some of the structural features of their disciplinary identities and relationships. The results first show that, although the history of science is more than half a century older than STS, the size of the STS network is more than twice that of the history of science network. Further, while a majority of the journals in the STS network are connected by weak ties, about half of the history of science network consists of strong ties. The history of science network is thus more cohesive than the STS network. The relatively strong cohesion within the history of science network is associated with comparatively high degrees of intra-disciplinary communication, but comparatively weak ties to only a few related disciplines. The analysis also shows that very few members of the history of science cliques are situated on the shortest path between both specialties. Moreover, given the relatively impermeable nature of the history of science network, the latter partially depends on STS to reach some of the neighboring disciplines.  相似文献

This paper explores discursive ways Chinese American older adults with type 2 diabetes mellitus (T2DM) take ownership of their health management. Fifteen patient stakeholders with T2DM took part in four focus group interviews. We used qualitiative discourse analysis to examine how participants used the phrase, “We (Tong) Chinese,” and variants, to index models of Chinese-living-in-the-U.S. personhoods, to incorporate “Chinese” and “western” ways of doing health management, to be Chinese American, and to interact with medical practitioners. We show how terms like “Tong” distinguish transnational boundaries and position participants in claiming “Chinese-in-America-ness” in relevant ways. Findings have implications for healthcare providers, health education, and intercultural communication.  相似文献

Research in the social sciences received generous patronage in the late 1960s and early 1970s. Research was widely perceived as providing solutions to emerging social problems. That generosity came under increased contest in the late 1970s. Although these trends held true for all of the social sciences, this essay explores the various ways by which economists in particular reacted to and resisted the patronage cuts that were proposed in the first budgets of the Reagan administration. Economists?? response was three fold: to engage in joint lobbying with other social scientists, to tap into their authority as a respected policy player, and to influence the types of research financed by the patron. With interviews of the former lobbyist for the social scientists, the former director of the Economics program for the National Science Foundation, and a review of the archival records of economists and their scholarly society, we discuss how economists have claimed entitlement to patronage in the closing decades of the twentieth century. We observe a dynamic and productive relationship between politicians and researchers mediated by the National Science Foundation, where civil servants, lobbyist and public minded scientists, and self-serving grantees trade roles.  相似文献

This article aims to open up the biographical black box of three experts working in the boundary zone between science, policy and public debate. A biographical-narrative approach is used to analyse the roles played by the virologists Albert Osterhaus, Roel Coutinho and Jaap Goudsmit in policy and public debate. These figures were among the few leading virologists visibly active in the Netherlands during the revival of infectious diseases in the 1980s. Osterhaus and Coutinho in particular are still the key figures today, as demonstrated during the outbreak of novel influenza A (H1N1). This article studies the various political and communicative challenges and dilemmas encountered by these three virologists, and discusses the way in which, strategically or not, they handled those challenges and dilemmas during the various stages of the field’s recent history. Important in this respect is their pursuit of a public role that is both effective and credible. We will conclude with a reflection on the H1N1 pandemic, and the historical and biographical ties between emerging governance arrangements and the experts involved in the development of such arrangements.  相似文献
