This article compares four European information and communication technologies (ICT) development projects spawned by national and EU initiatives to create the “European information society.” These projects, which sought to support learning and better use of ICT, were all the result of opportunities opened up by political initiatives. The analysis indicates that the main problems that afflict these projects stem from varied expectations and interests of the major actors. These problems can be mitigated considerably if a feeling of ownership is generated among the participants. This sense of belonging, however, is difficult to foster in a “top-down” project. Hence there is a need for a better balance between the “top-down” and “bottom-up” influences in the development of such projects.  相似文献

Information and communication technology (ICT) development initiatives have begun to acknowledge the power and importance of cultural and community-focused belief systems. Yet the vast majority of such initiatives tend to preidentify developmental goals that communities hold. Paulo Freire's writings have influenced development initiatives by introducing the possibility of working with communities to orient projects. While these “participatory” initiatives have involved soliciting community feedback relative to a research project whose goals were formulated in the university or development institution, they do not go far enough to harness actual visions held by communities. It is important to conceptualize a model and methodology of engaging communities to develop and articulate their own goals of information access and ultimately, an indigenous approach toward cultural, political, and economic aspects of development. This approach holds promise to sustain communities within a return on the investment and efforts of the researcher or institution. This article closes by describing a current initiative in Southern India that reflects the described methodology.  相似文献

Economics-related ICT research has moved from the fringes of the discipline to penetrate all of its branches. It is, therefore, not a separate economics subdiscipline. It is also unlikely to become part of an “ICT or Internet research” proto-discipline. Instead, it should be seen as only one part of a bigger agenda toward a proper “information and knowledge economics” and possibly a future proto-discipline of a “unified theory of information and knowledge” or a meta-discipline of information sciences.  相似文献

In the era of “alliance capitalism”, the increasing number of strategic technological partnerships (STPs) has been mainly recorded in the science-based fields, of which information and communications technology (ICT) is a leading sector. The establishment of STPs has also characterised the European ICT industry. The growing technological interrelatedness and the need to acquire capabilities in related fields have been identified in the literature as major explanations for the increase in corporate technological co-operation. This paper investigates the role of corporate technological specialisation factors in the conclusion of STPs in the European ICT industry by carrying out a dynamic analysis. Accordingly, the patterns followed by corporate technological partnerships in the industry in question are investigated since the late 1970s. Based on US patent data granted to the world's largest firms as well as STPs data, the results of the econometric analysis are consistent with the view that the more similar partners' technological portfolios are with one another, the easier it is to absorb each other's capabilities.  相似文献

This article challenges conventional policy development and evaluation approaches that emphasize the instrumental side of technology. There is a growing gap between conventional planning and evaluation approaches for rural broadband ICTs that seek to demonstrate a direct link between investments and results on the one hand, and on the other, with evidence that the contribution of ICTs to rural economic, social and cultural wellbeing is increasingly difficult to demonstrate beyond short-term measurable indicators. The article proposes an alternative paradigm based on sociotechnical systems, stakeholder engagement, an acknowledgment of the multiple dimensions at play, and the growing evidence of unpredictability of ICTs. The article emphasizes a perspective based on “contribution,” not attribution; policymaking that is both adaptive and inclusive of multiple perspectives; methodological testing of emerging evaluation methodologies; and projects as learning experiments. This alternative theoretical and policymaking paradigm is encapsulated in a metaphor based on the management of natural resources where stakeholders track their own indicators of impact by reading how the system responds to a project intervention.  相似文献

The World Bank has been the largest multilateral source of rural telecommunications financing in developing countries since the mid-1960s. This article analyzes World Bank-sponsored studies of rural telecommunications initiatives in Chile, Peru, Indonesia, Bangladesh, and Malaysia to identify which lessons the bank draws from them and recommends for other countries. The World Bank's preference for a “best practice” approach in its research leads it to attribute successes and failures to a narrow scope of factors that tend to agree with its economic policy priorities. Instead, rural telecommunications practices should be analyzed within their broader socio-institutional and cultural contexts in order to enable cross-situational applications, and a broad array of stakeholders should be involved in shaping the lessons learned.  相似文献

This article investigates to what extent computer-supported argument visualization can be designed to encourage debate and deliberation by citizens on public issues. Such argument maps use icons and arrows to represent the structure of a series of related viewpoints, reducing the amount of text necessary to convey the ideas, thereby clarifying the issue under consideration. Argument maps have the potential to provide a readily accessible medium by which citizens can follow and join in public debates on policy issues. In this article we describe our approach and the type of maps we have chosen to use and then demonstrate the potential of a collection of maps to form a “policy memory” to support policy development. Our case study is the development of the “smoking in public places” policy in the Scottish Parliament. Our overall aim is to engage citizens in democratic decision making, leading to better policymaking and a more engaged citizenry.  相似文献

While much has been written about marginalization as a structural phenomenon, there is little understanding of how the dynamics of marginalization unfold at the micro level in urban contexts. We seek to understand these micro-level marginalization processes via a comparative study of Bangalore, India, and Ronneby, Sweden. Our analysis highlights the important role that “mediators” such as governmental agencies, nongovernmental organizations (NGOs), and international agencies play in ensuring the success of initiatives launched by national governments and international agencies for drawing disadvantaged groups into the information society.  相似文献

Even though there has been a proliferation of e-society measures in recent years, analyses of the metrics of the “information society” are still far from responsive to the needs of many stakeholders and continue to suffer from a number of serious limitations. Issues in eight critical areas are briefly presented. They include: definition of the universe to be measured; definition of the objects and phenomena to include in the universe; need to establish measurements based upon solid theories; units of measurements; data sources and collection; methods of analysis and construction of indicators; target audiences; and purpose and utilization of measurements. An organized collective effort, which could provide the impetus for the development of a coherent academic field of study, is called for to address this “grand challenge.”  相似文献

The researchers working on information society measures have recently started to consider how people use the Internet not only as a tool but also as a platform for social relations. As the ultimate objective of information society measures is to provide reliable guidelines for social policy, finding criteria for separating “positive” uses of Internet from “negative” ones is an important task. This article employs the concepts of communicative and strategic action as defined by Habermas for that purpose. A general conceptual typology of three communicative and three strategic social uses of Internet is offered, which can be applied to measure uses of any of the Internet's interactive services. A specific empirical application to social uses of personal web sites demonstrates that the deduced measurement instruments achieve satisfying levels of validity and reliability.  相似文献

This paper describes the experience gained in the Center for Technological Innovation since its creation three years ago within the National Autonomous University of Mexico. By offering the services of locating clients, drafting and negotiating contracts, providing specialized information services, and project follow-up, the Center pursues the establishment of effective ties between University projects and industrial production. In so doing, its staff informally assumes the critical “dgate-keeper” and “entrepreneur” roles, not easily accepted in other areas of the University.The main difficulties encountered so far have been in developing interdisciplinary projects, providing due academic recognition for technological activities and extending knowledge about innovation throughout the University. On the other hand, a great advantage is the interest shown by the academic community; likewise is UNAM's stability and autonomy, structural characteristics which have stimulated the development of technically sound teams over several decades. To date, the Center has provided support services for 125 projects and has participated in establishing 44 contracts between the University and industry.  相似文献

The centrality of firms vis-à-vis regions underlines a general contrast between two models of producing innovations. This paper uses a new database composed of 4262 European chemical patents applied by 693 firms during 1987–1996 to compare the relative effect of firm and regional characteristics on the production of technological “hits” (highly cited patents). By using extensive controls, the main finding of the paper is that technological hits in the “traditional” chemical sectors are explained only by R&D intensity at the firm level and the scale of the research projects. Firm competencies, particularly technological specialisation, are still important in biotechnology. However, the distinct feature of the biotechnology model is that localised knowledge spillovers also matter.  相似文献

Through this article we theorize on the nature and effects of articulation work relative to the take-up and use of information and communications technologies (ICT). Articulation work is “work that enables other work”: that which links people, processes, and technologies within organizations. Articulation work in organizations is both common and too often invisible from a managerial or budgetary perspective. Drawing on data from a study of the introduction and implementation of mobile computing technologies into criminal justice organizations, we highlight two findings: (1) There exist ongoing but unmet articulation needs present in any organization or work system. (2) Articulation is cumulative. We find, that as work becomes more complex (such as adding new work tasks and using new technologies), there is more articulation needed. These findings raise issues with assessing the costs of articulation on individuals, and making arrangements to accommodate explicit and implicit articulation in organizational work, particularly around the take-up and ongoing use of ICT-based systems.  相似文献

The network model of organization plays a central role in recent sociological accounts of the information economy. This model is also often presented in organization and information and communication technologies (ICT) literature with an air of enthusiasm that underscores its advantages—flexibility, cooperative culture, innovativeness, and knowledge and technology intensity. Such themes are usually based on a “networking logic” that assumes the trustful cooperation of large and small production firms in a rapidly changing economic environment. We believe that both the logic and the themes based upon it are too narrow to be able to explain the complex dimensions of interorganizational networking. Using Enron as a case study, our goal in this article is to enrich the logic just described and to develop an extended model of the network enterprise. We argue that this is only possible by extending the unit of analysis beyond the production firm, to include, among others, subsidiaries, banks, investors, auditors, and government agencies. The proposed extended model allows the broadening of many of the aforementioned themes, making it possible to arrive at a realistic picture of the complexities of the network enterprise. The managerial advantages of the model are also discussed.  相似文献

This research contributes to the intra-organization, inter-organization, and new product development (NPD) management literature by studying the impact of a firm's internal organizational design on the communication within and performance of NPD projects conducted with strategic alliance partners. The empirical data were collected from three in-depth case studies of network lead companies (NLCs) operating in different industries. The three NLCs have different internal organizational designs, ranging from very flexible “organic” to very rigid “mechanistic.” In each NLC, a successful new-to-firm product development project was chosen for further detailed investigation. First, we identify the role the alliance's NPD project characteristics and industry characteristics play in determining the “intensity level” and “media richness” of communication required between the alliance's NPD project partners. Then, we examine how the internal organizational design influences the actual intensity and media richness of communication of the alliance's NPD project that matches our assumptions of what is required.  相似文献

The essay examines the basic issues confronting information science education, issues that must be resolved if information science itself is to evolve in an orderly fashion. The essay is organized in three parts. In the first part definitions were considered and in a historical context the emergence, evolution and current state of information science and its education. This second part considers the problems and unresolved questions that deal with external aspects (“externalities”) of information science education: (i) academic affiliation, (ii) degree levels, (iii) admission requirements, (iv) jurisdiction and (v) financing. The third part will deal with problems and unresolved questions in respect to internal aspects (“internalities”) of education: (i) objectives, (ii) content, (iii) teachers and (iv) teaching. It is suggested that information science cannot prosper or even survive if concentrated action is not undertaken in the “externalities” and “internalities” of its education. A majority of the specific situations discussed pertain to North America, however, general aspects are valid for information science education everywhere. Research consistently indicates that Latinos and African-Americans are less likely to own and use computers than either Caucasians or Asians. While conventional wisdom holds that high computer costs and lack of access are the primary reasons for this discrepancy, my ethnographic research with 100 low-income adults reveals three non-cost-related psychosocial obstacles that significantly undermine motivation for acquiring computer skills: “relevance,” “fear,” and “self-concept.” My research thus suggests that a more complex relationship exists between ethnicity, identity, and attitudes associated with computers than previously examined; this relationship may better explain why some people are choosing not to use computers at this time. My research also indicates that while community technology centers (CTCs) play an important role in helping adults overcome their resistances and achieve computer literacy, they are presently an underutilized resource—less than 5% of San Diegans use them to meet their computing needs. Hence, my research also questions why more residents do not avail themselves of these community resources. I conclude that efforts to increase computer literacy in underserved communities must go beyond physical access and connectivity and consider the role of cultural factors.  相似文献

The spectacular growth of the Internet in Korea has propelled her to the very top of the international rankings based on technology peneration statistics. The resulting international attention and national pride have fostered the notion of “Korea—a strong Internet nation.” The ready embrace of this idea by officials and the public at large has made a critical evaluation almost an anathema. This article reviews the published critiques, which have been rare and scattered, and opens up the “what next” question for an unbounded discussion.  相似文献

In contemporary times, two primary motivations have driven academics to attempt to form new intellectual disciplines. The first motivation is intrinsic to the subject matter at issue: Either old disciplinary questions need to be examined in new ways (as in the creation of sociolinguistics out of linguistics and sociology) or the field itself is novel (for example, computer science). The second motivation is more political: Unlike “areas of inquiry,” “fields of study,” or “tools of research,” new disciplines (e.g., cognitive science) often command significant academic real estate and sizable budgets. This essay considers several case studies in which potential academic disciplines have emerged—or failed to do so. The author suggests that in their attempts to determine what formal status they wish their research to hold, Internet scholars must carefully differentiate between the nature of their intellectual enterprise and legitimate professional desire for academic turf.  相似文献
