针对新型研发机构及相关用户,设计和开发一种能够支持“按需申请监测服务、监测源集中采集、监测信息分散化管理、准确评估信息价值、信息内容可定制”的动态监测服务系统。建立基于Hadoop分布式系统的基础架构网络,采用MapReduce分布式运算方法,构建以动态监测模块、深度分析模块和功能响应模块为内核的模型框架,实现数据的“搜寻—计算—反馈”。在系统管理运营上,提出系统的运营机制、资源配置机制和安全管理机制。基于以上理论,开发并运营…“广东省新型研发机构创新监测平台”,实践表明监测成效显著。 相似文献

新型研发机构能有效发挥自身技术优势，组建创投基金实现金融资本的持续性增值。本文从股权分配、控制度和开放性角度，将创投基金发展模式分为独立控制、控股组建和合资管理三种类型，新型研发机构应根据发展阶段、资本规模、技术成熟度选择合适的发展模式。基于双方存在的委托代理关系，提出创投基金在运营上采用了二元决策机制、增值服务管理机制、利益分配机制、投资监管机制、信息传递机制，有效实现了新型研发机构对创投基金决策行为的激励和约束。最后，提出政府应深化管理机制创新，强化培育和监管，积极引进社会资本，提高创投基金的管理能力和运作效率。 相似文献

相比企业性质、民办非企业性质的新型研发机构，事业单位性质新型研发机构面临更多的风险点，但尚缺乏运用企业风险管理理论与相关实践成果对其建设运营风险进行深入研究。基于企业风险管理理论，通过调研总结广东省事业单位性质新型研发机构的运营特点发现，在企业化管理运作机制下，事业单位性质新型研发机构在顶层设计、理事会架构、事业单位企业化运营、内控管理等方面存在风险点，并有针对性地提出风险防范建议，包括明确功能定位、细化共建期任务目标，完善内部监管制度，加强对共建期机构做好指导、引导、考核工作，引导其规范管理资产，提高风控意识，营造良好的外部发展环境等，以期为提升事业单位性质新型研发机构的创新效能、可持续健康发展提供参考。 相似文献

构建知识管理-机制创新的二维分析框架,对传统企业、科技型中小企业、技术先进型服务企业、企业类新型研发机构4种企业组织形态进行对比分析,研究影响企业长期成长的因素及原因,得出推动企业可持续发展的经验。研究发现:(1)传统企业以获取短期盈利为目标,依靠规模化生产、降低运营成本来获取市场份额,内生创新动力不强,在成长性上不如研发型企业;(2)企业类新型研发机构是研发型企业最优组织形态,既能发挥科技型中小企业的知识管理优势,也能融合技术先进型服务企业的体制优势;(3)构建开放型嵌入式知识网络管理系统,采用低成本、开放式、共享化的资源配置机制,实施柔性化的人才引培机制是企业类新型研发机构实现可持续发展的关键。 相似文献

作为创新驱动发展战略的关键举措之一，新型研发机构在推动地区创新要素的集聚、开放与互融，打开从“科学”到“技术”再到“产品”的通道，促进创新链、产业链和服务链协同发展，支撑引领战略性新兴产业发展等方面被寄予厚望。目前，政府科技经费投入与相关政策支持是新型研发机构建设发展的重要科技资源来源。在当今社会各界日趋关注公共财政配置绩效的情境下，为保障新型研发机构建设目标实现，最大化财政资金的投资绩效，有关省市相继出台了新型研发机构建设与评估管理相关文件。然而，作为“四不像”的科研机构，新型研发机构“如何评”依旧面临诸多困境与挑战,主要表现为价值困境、多元主体困境、个性与共性兼具困境以及体制机制困境。本文基于新型研发机构组织特点，从资源依赖和社会影响力双重视角，建构了新型研发机构从资源投入到社会影响力产生全过程的绩效分析框架，并以上海微工院为例，针对其不同阶段关键绩效特征建构关键绩效指标与评估重点。其中，建设期重点考核政府资源投入、制度建设与资源集聚能力；运营成长期，关注资源集聚能力、技术研发能力、服务能力和产业化能力，并对新型研发机构近期社会影响力进行评估；运营成熟期，重点评估新型研发机构的社会影响力。 相似文献
