来华留学生教育是构建高水平教育对外开放格局的关键组成部分,但相关奖学金政策亟须转型。基于对来华留学生奖学金政策结构、类型和功能的研判,并结合对国内外多个城市的实地调查和经验研究,分析提出奖学金政策转型面临的挑战集中在发展理念、政策实施形式、政策结构、政策效益等方面。来华留学生奖学金政策转型的逻辑在于提升政策的核心议程地位、构建多元的政策主体结构、开发多样的政策工具类型、设置多元关联的政策目标。奖学金政策转型的进路如下：转变指导理念,增强服务中国式现代化的能力;开发政策新类型,拓展留学生教育新功能;搭建政策新组合,扩展政策实施单元;切实下放政策实施权,提升多元主体参与度。 相似文献

加快发展来华留学研究生教育是进一步提升留学中国魅力,优化来华留学生教育结构和抢占国际人才红利的战略之需。与美国相比,当前我国的外来留学研究生教育规模仍存在较大差距;在留学生的学科领域分布方面,美国以自然科学为主,我国则集中于人文学科,并存在结构失衡问题。总体上,中美两国对亚洲生源的依赖性都比较显著,而我国对亚洲国家高层次留学生的吸引力相对不足;在留学生经费资助上,美国则更为灵活多样。针对来华留学生教育发展所存在的相对不足,着眼未来,我们应进一步扩大高等教育对外开放水平,推进高校师资和课程的国际化;同时实施多样化的奖学金政策,赋予高校更多资助自主权,并建构更具吸引力的实践学习制度。 相似文献

本研究基于政策创新扩散理论,通过事件历史分析构建了来华留学生省级政府资助政策动因模型并进行检验.Logit回归发现,省级财政资源、进出口总额、加入"一带一路"倡议、学历留学生比例等因素对省级政府出台资助政策影响显著;上级发文量、省域内高等教育规模与质量、省域内留学生规模、全国扩散影响、区域扩散影响等因素的影响均不显著.由此可见,来华留学生省级政府资助政策由内部因素决定,且受留学生教育质量提升和省域对外开放需求的双轮驱动.来华留学生省级政府资助政策功能的进一步发挥需做好评价与宣传工作,并综合考虑各级政府资助之间的协调定位. 相似文献

目前，我国高等学校对学生实行的是奖学金、贷学金和学生困难补助相结合的资助政策，但奖学金所占的比重较大，贷学金在实施过程中难以起到真正的资助作用。在学生资助政策上应在充分发挥奖学金的作用、合理使用特殊困难补助、实施学杂费减免政策和勤工助学的同时，确立贷学金在资助学生中的主体地位，以保证高等教育收费制度改革的顺利实施，使家庭经济困难的优秀中学生接受高等教育。 相似文献

The problem on the geometrc inequalities involving an n-dimensional simplex and its inscribed simplex is studied. Aninequality is established, which reveals that the difference between the squared circumradius of the n-dimensional simplex andthe squared distance between its circumcenter and barycenter times the squared circumradius of its inscribed simplex is not lessthan the 2(n-1)th power of n times its squared inradius, and is equal to when the simplex is regular and its inscribed siplex is atangent point one. Deduction from this inequality reaches a generalization of n-dimensional Euler inequality indicating that thecircumradius of the simplex is not less than the n-fold inradius.
