Financial problems at colleges and universities have led many institutions to initiate extra efforts to obtain extramural funds. One such effort has been the establishment of formula-based research incentive plans. These plans generally utilize the recovery of indirect costs as the basis for allocating additional incentive funds to various areas as an encouragement to obtain additional extramural funds. Data from surveys conducted by the University of Missouri-Kansas City and Ohio University were combined with National Science Foundation reports to provide information about this relatively recent phenomena. The increasing popularity of these plans was shown in that a majority of institutions had such plans in effect during FY 1979. Analyses of the effectiveness of these plans showed no statistically significant differences between institutions with incentive plans and those without such plans, although mean federal research expenditures were approximately 20% greater at those institutions without these incentive plans. The evidence presented indicates that the receipt of federal research funds is not associated with the use of a formula-based research incentive plan.  相似文献

The relationships between federal research funding and institutional commitments and characteristics are assumed to be at certain levels, but such assumptions appear to be founded mainly upon subjective observations. This study examined the relationships between federal research funding and the following institutional characteristics: institutional research funds; doctors, masters, first professional, and bachelor's degrees awarded; and graduate, first professional, and undergraduate student headcount. Data was gathered from 60 research performing universities for fiscal year 1975. Multiple regression, simple correlation and partial correlation analyses were used to ascertain the strength of the relationships. Results showed that doctor's degrees awarded and institutional research funds possessed the strongest correlations to federal research funding, with doctorates being the strongest relationship at private institutions and institutional research funds the strongest relationship at public institutions.  相似文献

With the decline in state and federal support for higher education continuing to plague colleges and universities across the U.S., many institutions are looking to increase the levels of support annually received from alumni and other constituencies. Research on alumni relations in American colleges and universities has historically focused on different factors related to charitable giving. Although this study has resulted in some valuable information for institutions to use for alumni involvement purposes, most of the research has not been able to produce a meaningful look into how alumni identify with their college or university after graduation. The purpose of this study is to assess how college and university alumni view their role with these institutions after graduation and how that perception relates to behaviors of support. An online survey was constructed to assess three dimensions of alumni role identity based upon previous research on the identification process of blood donation. This study took place through the alumni association at a large, public research university in the Midwest and found that those who displayed increased alumni role identity were more likely to support the university through joining the alumni association, attending university sponsored events and charitable giving. This study breaks ground for a new method of measuring the role of alumni within colleges and universities in efforts to increase support and ease the financial pressures of today’s institutions.  相似文献

The policies of the Australian federal government are clearly intended to bring about a fundamental transformation of the country's higher education system. The Australian case, however, presents several paradoxes. Policy changes are being initiated by a federal government that has no legislative control over state chartered higher education institutions. While the federal government wishes to see a more diversified and adaptive higher education system, it seems to be implementing a reward structure for individual institutions and academics which encourages imitation of the elite universities. Although government claims that its new policy initiatives are designed to debureaucratize the system, a significant proportion of the Australian academic community claims that government is centralizing control. This article explores these and other issues facing Australian higher education, not for the purpose of resolving the seeming paradoxes, but to suggest a particular research agenda for investigating change in higher education.  相似文献

Small specialist higher education institutions often face challenges when negotiating with larger partners. In 1988, John Dawkins, Australia’s federal Minister for Education, introduced sweeping reforms to create a Unified National System of higher education. Dawkins’ criteria for funding necessitated mergers for many smaller providers. The Victorian College of Pharmacy in Melbourne, Victoria, presents a case study of how one institution negotiated this policy and asserted its interests to achieve an optimal outcome. It rejected amalgamation with the University of Melbourne, reaching a superior arrangement with Monash University despite state and federal opposition. This article combines archival research from Melbourne and Monash Universities and the state government with interviews of key players. It examines the importance of institutional identity and how small institutions can navigate government policies of consolidation. It also focuses on the deleterious effects of inflexible government policy and how the College successfully overcame these challenges to complete its desired merger.  相似文献

Teaching and research are the primary functions of academics in all academic disciplines in all Australian universities. Scholarship is expected of all academics whether in the university or college sector. Under a new policy Australian higher education institutions have to develop educational profiles that will describe their strengths in teaching and research. The federal government, and indeed, institutions, are developing and using performance indicators to distribute resources. Some of these, e.g. number of publications, number of research grants, and number of Ph.D. graduates are disadvantaging the Humanities. This paper addresses differences in four disciplines, Chemistry, Engineering, English and Law as they are described by other researchers and emerge from a questionnaire study at an Australian university.  相似文献

Taking the Chelyabinsk region of Russia as an example, the author examines how economic decline, the result of transition, can be countered by the organization of local regional scientific and educational complexes. These bring together the government departments responsible for science and higher education, both at the federal and at the local levels, the local research institutions, and the local higher education institutions so that they can pool their efforts in achieving common educational, economic, scientific, and developmental objectives. Several of these regional complexes have been founded, or are in the process of being founded, in the Urals area of Russia. The author concentrates on the Regional Scientific and Educational Complex that is being created in Chelyabinsk, briefly describing the tasks that it has set for itself.  相似文献

This article examines federal student financial aid, with an emphasis on direct grant aid programs to serve needy students attending community colleges. It describes the economic, historical, and political assumptions and incentives to show how public community colleges and their students have been impacted by federal and state direct student aid policies. The article then presents recent data regarding how economic incentives inherent in federal and state direct student aid policies impact public community colleges and their students when compared to other types of institutions of postsecondary education. Data presented show that lower-income students attending public community colleges were likely to receive less direct grant aid from federal and state sources than those attending for-profit proprietary two-year institutions.  相似文献

The intent of the authors in preparing this paper is to compare and contrast the roles of Institutional Research in informing decision making and governance in higher education. Using a case study format the authors will provide an example of a research project conducted within each of the following sectors of United States higher education system: private 4-year not for profit, public major research institutions/private specialized institutions, and a pubic state university system. The first case study from the private sector will feature a mixed methodology study that used data from the National Survey of Student Engagement (NSSE) and student focus groups to explore student engagement at this institution and inform faculty development. The second case study will compare the use of data for decision making from the standpoint of large public research institutions and private specialized institutions. The third case study from a state university system focuses on recent initiatives in the public sector to inform the public, the institutions, the State, and the federal government using data from institutional research offices, student engagement surveys, and student learning assessments shared through consortia and national associations. These examples will be discussed within the structure of decision making and governance in higher education.  相似文献

Abstract

The purpose of this study was to determine the status of preparation programs leading to licensure in broad‐field social studies, grades 7–12, at state regional colleges and universities and the relationship of these programs of study to National Council of Social Studies (NCSS) Standards, state licensure requirements, degree programs of study at state supported major research institutions, and major reports on educational reform. The research found that of the 30 institutions studied only 21 offered degree programs leading to licensure in broad‐field social studies. All 21 institutions exceeded state minimum requirements and although the mean semester hour requirements in general education, professional education, and specialty studies components minimally exceeded the NCSS recommended standards and were similar to those at major research institutions, there was an absence of assurance by institutions that students possessed a depth of understanding in the disciplines within the major. Likewise, degree programs have been minimally affected by the recommendations of the major educational reform reports.  相似文献

Higher education institutions produce a broad array of public outcomes. However, little is known about the varying levels of their contribution to the public good and what explains the variation among institutions. This study uses the theory of organisational publicness and examines how these institutions’ ownership status and resource publicness explain their outcome publicness, focusing on the expenditure for teaching, research and public service activities. The analysis of four‐year public and private universities in the 2012 Integrated Postsecondary Education Data System shows that universities’ reliance on federal funding is positively associated with the percentages of the expenditure on all three activities and their reliance on state funding is positively associated with the percentages of teaching and public service expenses. The findings reveal that the proportion of tuition and fees revenue is negatively associated with the percentage of public service expenditure. The results suggest that declining state funding and increasing reliance on tuition and fees weaken these institutions’ public service function, especially in the area of community engagement.  相似文献

The United Arab Emirates (UAE) is a federation of seven autonomous emirates that follow different economic models. There is a process for quality assurance at the federal level, however, each emirate takes its own approach to assure the quality of its institutions. This has resulted in different procedures and varying levels of oversight and scrutiny of quality. Since the majority of higher education providers in the UAE are market-driven, this poses the challenge of maintaining the quality of education in those institutions. This study explores how well quality assurance systems support the quality of commercial higher education institutions using two research methods: semi-structured interviews with 38 stakeholders to investigate their perceptions of the quality assurance processes in the UAE; and focus group discussions with 161 students to collect their views of the quality of education in the commercialised institutions. The research confirms earlier findings that quality of education is a function of quality assurance processes.  相似文献

An analysis of large and influential published reviews of research pertaining to the reading acquisition of young struggling readers in the early years of schooling was undertaken. The reviews were selected on the basis that they either had been commissioned by federal governments or had been conducted by reputable research institutions and had been released in the past 10 years. A search of published literature pertaining to the topic found three federal reviews (from the United States, the United Kingdom and Australia), a What Works Clearinghouse Report into beginning reading programmes, a review of reading interventions by Slavin et al. and a synthesis of meta-analyses by Hattie. Analysis of these reviews indicated that there are key commonalities in findings about how to teach reading to young students. Reviews of interventions revealed some flaws and therefore provide limited information useful to programme implementation and development for young struggling readers.  相似文献

One of the most serious crises currently facing institutions of higher education is federal intervention. The level which this crisis has reached is attested to by the fact that the presidents of three leading universities (Yale, Harvard, and Cornell) have in the past two years presented major reports addressed exclusively to this concern.The purpose of this article is to assess the impact of recent federal legislation and regulations on higher education. The author articulates the precepts posited in defense of such federal intervention, some of which are: financial contributions, social injustice, moral responsibility, student unrest, etc. The general costs of complying with federal laws and regulations are enumerated. In addition, the article considers the impact of a number of recent federal laws and regulations, including: Health Professions Educational Assistance Act of 1976; Copyright Law of 1976; Affirmative Action and Equal Opportunity; and Section 504 of the Rehabilitation Act of 1973. The author explores the steps that have recently been undertaken to reduce costs of complying with federal regulations and suggests additional solutions to this problem. Scientific workforce diversity is critical to ensuring the realization of our national research goals and minority-serving institutions play a vital role in preparing undergraduate students for science careers. This paper summarizes the outcomes of supporting career training and research practices by faculty from teaching-intensive, minority-serving institutions. Support of these faculty members is predicted to lead to: 1) increases in the numbers of refereed publications, 2) increases in federal grant funding, and 3) a positive impact on professional activities and curricular practices at their home institutions that support student training. The results presented show increased productivity is evident as early as 1 yr following completion of the program, with participants being more independently productive than their matched peers in key areas that serve as measures of academic success. These outcomes are consistent with the goals of the Visiting Professorship Program to enhance scientific practices impacting undergraduate student training. Furthermore, the outcomes demonstrate the benefits of training support for research activities at minority-serving institutions that can lead to increased engagement of students from diverse backgrounds. The practices and results presented demonstrate a successful generalizable approach for stimulating junior faculty development and can serve as a basis for long-term faculty career development strategies that support scientific workforce diversity.  相似文献

Presidents of leading American universities were surveyed to determine the priority they place upon university programs of research, instruction, and service. The study examines the priorities they place upon methods of delivering university service programs to various constituent groups and the varying priority that the presidents place upon business and professional groups; general public groups; state or local government officials; federal government officials; labor groups; and agriculture groups. The study also compares the priorities of private, public non-land-grant, and public land grant university presidents on these items. Highest priority was given to research, followed by instruction and service. The rating for research was six times higher than for service. The service priority was further analyzed to reveal a client orientation by presidents linked to the basis of university support.  相似文献

Historically Black Colleges and Universities (HBCUs), a set of US higher education institutions historically tasked with educating African–American students, receive both state and federal funding. However, state governments often assert operational control through the political process, potentially influencing how key resources are used. Do these different sources of publicness have competing effects on efficiency? Using a 5-year panel of financial and organisational data of HBCUs, this study explores the relative effect of each of these revenue sources on efficiency. The study finds that the efficiency of HBCUs is negatively impacted by higher proportions of state revenue, and that higher proportions of federal revenue have a positive effect on efficiency. This suggests that state governments should consider their political roles in assessing the performance of HBCUs, and that HBCUs might look to lessons from other organisations for methods to reduce the impact of state external control.  相似文献

We present, in this article, an investigation about the potential of the relationship between formal and non-formal educational environments. Therefore it is not an empirical research, but an essay on the topic. This paper demonstrates the concept that science education and science outreach can be privileged by actions that are developed by closer relations between formal and non-formal places. Currently, non-formal environments such as museums and science and technology centres are considered potential educational resources within the reach of schools. Educators from museums have conducted studies which demonstrate a predominant model of the utilization of these institutions by teachers, which consists of illustrative visits during the exhibitions, but does not feature a collaborative relationship or partnership between schools and these institutions. In Brazil, the main examples of approaches to collaboration between these places and schools have been taking place through the initiatives of teachers or through projects developed by the educational sector, aiming to broaden the dialogue between their institutions and the school community. Another approach mechanism relates to research and extension projects developed by university researchers, sponsored by state and federal funding agencies. In this case, the universities and university museums appear as new social actors that stand in the way of the schools and the cultural environments, complicating the relationship and, at the same time, bringing new questions to the field of educational research. We believe that the discourse in this paper should bring about further discussions in the initial teacher training courses to contribute to the understanding of practices related to the extension of the field of activity of the school.  相似文献
