Neo-liberal reforms in higher education have resulted in corporate managerial practices in universities and a drive for efficiency and productivity in teaching and research. As a result, there has been an intensification of academic work, increased stress for academics and an emphasis on accountability and performativity in universities. The paper proposes that while managerialism in modern universities is now the norm, corporate approaches have disempowered academics in their institutions and reduced productivity because they ignore the nature of academic work. Using Foucault’s conception of power relations in institutions, policies that directly affect academic work such as workload allocation and performance management are identified as key ways in which power is exercised in universities. The paper reports on a case study in one university which explored the relationship between the academic workload allocation and performance management policies and concludes that a more balanced power relationship is needed in which academics can have more influence over these key processes which control their work so they preserve the self-managed aspects of academic work and the intrinsic motivations driving their careers.  相似文献

While official reviews have concluded that Commonwealth Government programs to encourage university - industry research links have been largely successful, studies are needed to explore the extent and nature of such partnerships, and their effects within universities. Further, sections of the academic community and major media warn that industry links and university commercialisation efforts threaten traditional research and scientific values, and accepted norms of academic life including academic freedom. Survey data reported in the paper show that, on balance, industry - research links are working reasonably well for Australian science and technology academics. Some 36.7% of respondents in our sample drawn from three major Australian universities received industry research support and this group tended to be better qualified, more senior and more productive in research than academics without such partnerships. Respondents generally were well aware of both the benefits and risks of industry funding. On the positive side, respondents identified the main benefits as the provision of additional resources, support and enhanced career opportunities for students, opportunities to apply basic research results to industrial problems, less red tape than with government funding, and enhanced university prestige. On the negative side, respondents were concerned about threats to research autonomy, undesirable consequences associated with the commercialisation of knowledge, the low intellectual level of some contract work, reduced time of talented researchers available for teaching, and pressures on researchers to spend increased time on commercial activities.  相似文献

The release in early 2001 of a study of Australian social science academics perceptions of the impact of commercialisation on academic freedom (Kayrooz, Kinnear & Preston, 2001) led to sustained public debate over the issue of academic standards and the internationalisation of higher education in Australia. This debate gave expression to growing disaffection amongst Australian academics with the pressures for increased com mercialisation and entrepreneurialism in their work. In this paper I use the tools provided through the work of Michel Foucault to critically examine the terms of the debate as it was conducted in the public arena. The purpose of this analysis is to explore the ways in which international students were represented in the discourses of academic standards, and the conflation of the alleged decline in academic standards with the internationalisation of higher education, and in particular, with the presence of international students on Australian campuses.  相似文献

Conclusion I have argued that there are two ways of looking at academic freedom: as personal or individual and as institutional. The idea of personal freedom was seen to be difficult to justify as a special prerogative of academics, and in the Australian situation where it is appealed to, it is as much used to justify ill-treatment of the academic by his or her colleagues as it is to defend a precious right. The situation in respect of institutional academic freedom was seen to be different. It was claimed that the unique structure of the Australian university system together with the conflict with a centralized government over governance and power resulted in serious challenges to this less definable sense of freedom. Institutional academic freedom is seen to be threatened in a way that will possibly both change universities permanently and significantly undermine traditional educational ideals, especially those that have to do with intrinsic values.  相似文献

Attacks on academic freedom in Turkey have become increasingly systematic in recent years and thousands of academics have been dismissed. This study reflects on the effects of this worsening repression through interviews with academics in the social sciences, both those dismissed and those still active in their profession. Although the dismissed academics are socially in a very precarious position, they are continuing their scholarly activities in alternative, underground forms. This resistance stands in contrast to the accommodation and self-censorship that seem, according to the interviewees, to prevail in university departments.  相似文献

Performance Indicators (PIs) are playing an increasingly important role in many western governments' approach to the management of higher education (HE) institutions, and this includes Australia. However, the introduction of PIs by these governments in the HE sector has been far from smooth. The literature on the limitations of PIs, particularly in research and teaching, are plentiful. This paper argues that an effective way to improve the application of PIs is to obtain input from university academics. It starts with a survey of the attitudes of Australian academics from four representative universities towards the application of PIs in their institutions. Although this was found to be generally negative, the academics did point out some strengths in the current PI system. Reasons for their dissatisfaction with the indicators were also covered, such as the inability of the current indicators to capture the dimensions of academic work, and privileging research over teaching. Furthermore, the academics provided numerous suggestions for improving the application of PIs in HE.  相似文献

Academic development has had an approximately forty‐year history within Australian higher education, paralleling the major expansions and changes in the sector, both nationally and internationally. Its principal concerns have been the improvement of teaching and the professional development of the academics who teach. The history of academic development has gone largely undocumented and unexamined at a national level, in Australia and elsewhere. However, as university teaching has increasingly become important in relation to quality in higher education, academic development has become a central player in the work of universities. It becomes of particular importance at this time to garner a more thorough understanding of the continuities as well as the discontinuities in the meanings and practices of university teaching and in the work of those whose role has been to support its development. This article presents a discussion of two key themes identified from a set of oral history interviews conducted with early leaders in academic development in Australia. These themes offer different insights into issues and understandings of academic development in today’s university. The first concerns a perennial issue in academic development – the struggle to define academic development’s emerging ethos in relation to research and service to the broader university’s endeavour. The second theme represents an issue that has been forgotten or marginalised in the official accounts of academic development but which lives on in the ‘lore’ of the field – the role of activism in the shaping of university teaching and academic development.  相似文献

Place is a concept used to explore how people ascribe meaning to their physical and social surrounds, and their emotional affects. Exploring the university as a place can highlight social relations affecting Australian Indigenous students’ sense of belonging and identity. We asked what university factors contribute to the development of a positive sense of place for these students. Findings are presented from two Australian universities, based on focus groups with Indigenous students, and interviews with Indigenous and non-Indigenous staff. Students prioritized relationships with academics as a key theme, stressing academic’s flexibility and understanding enabled their persistence at university. Students situationally manage self-identification, requiring academics to engage effectively with diverse students, but staff felt they required further professional development. We argue that academics can ‘make’ university places in their pedagogies and mentoring roles, but require universities to recognize this pedagogical caring as a legitimate and valued element of their work.  相似文献

A manifestation of globalisation as an economic imperative has occurred at the national level in Australia.This manifestation is in the form of political policies, administrative practices and funding distribution ostensibly aimed at creating a more competitive national economy.Philosophy of Education, as a practice and product of some employees in the higher education industry in Australia, is being influenced by this manifestation of globalisation.Reflection on ways in which established concepts are being reshaped to suit the agenda of globalising political policies may assist those engaged in philosophising about education to enhance their practice in ways they desire.It is argued here that such reflection should lead many academics in Australian universities to the conclusion that they should not undertake research and that research should not be part of the job specification for most academics employed in Australian universities.

Enquiries into the governance, structure and management of higher education institutions across the globe have stimulated changes to the legislative and policy frameworks within which universities operate and to their organizational structures and processes. These changes have subsequently brought into question the proper role of academics in relation to the leadership and management of their departments/institutions. While mainstream academic staff conceive of academic leadership as being strictly associated with teaching, research and community outreach, university administrators and policy makers conceptualize it more broadly. Their definitions often include the management of change, quality, information, finance, and physical and human resources - functions that many mainstream academics perceive as being the responsibility of departmental/institutional administrative or support staff. Such differences create major challenges for academic development units. What type of training should they provide? Should they embrace activities that support these new conceptions of leadership and management? These are among the central issues explored in this paper.  相似文献

The purpose of this study is to explore the relationship between learning climate congruence and the affective commitment of university academics. The strategy of inquiry for this research is quantitative, involving a non-experimental design for the survey research. A non-probability sample of 900 academics from a large Australian university was selected, with a response rate of 30.33%. The major conclusion drawn from this study was that the congruence between current and preferred learning climate was related to the affective commitment of university academics. More specifically, academics’ level of affective commitment was enhanced in a learning climate where they were encouraged to take risks, had plenty of time to learn new tasks and were encouraged to openly express their ideas and opinions. This study is important in a practical sense for academic managers and universities to build relationships and develop better connections with their academics.  相似文献

A national sample of 1662 academic and academic related university staff, who had retired 3-5 years earlier, completed a postal survey about their current employment, research, other academic activities, and the academic resources available to them, and about their attitudes to retirement, and the extent of their leisure, voluntary, and other caring activities. Over two-thirds of academics and four-fifths of academic related staff had retired early. Younger staff were more often currently employed, but the employment rate amongst academics aged 66-73 was very much greater than in the general population. The extent of research and other academic activities was related to university rank rather than age, with professors and readers more committed, and less involved in leisure activities. The most frequent reasons for early retirement were dissatisfaction with changes in the universities and financial inducements. The majority said they were more contented because of retiring, and most would not have wanted to retire later than they did, but concerns were expressed about the failure of universities to give adequate status and resources to retired academics. There was some evidence that women were discriminated against in retirement.  相似文献

Changes within the higher education sector have had significant effects on the identity of the individual academic. As institutions transform in response to government‐driven policy and funding directives, there is a subsequent impact upon the roles and responsibilities of those employed as educational professionals. Academic practices are changing as multiple roles emerge from the reshaping of academic work. Institutional pressures to produce specific research outputs at the same time as teaching and undertaking managerial/administrative responsibilities are creating tension between what academics perceive as their professional identity and that prescribed by their employing organisation. Reconciling this disconnect is part of the challenge for academics, who are now seeking to understand and manage their changing identity. Narratives obtained from research in a university with a polytechnic background and an institute of technology (aspiring to be a university), provide some subjective reflections for examining this issue.  相似文献

Almost half of current academic staff will need to be replaced within three years in the Australian academic workforce. Literature suggests that casual academics are a potential solution, yet they are frequently excluded from the career development opportunities that would allow them to fulfil an ongoing academic role. Most academic development programmes designed for and delivered to casual academics are constructed by academic developers with little or no input from casual academics themselves. Research studies conducted in the USA, Britain, Australia and New Zealand which examine academic staff's attitude to the promotion procedures in their institutions have all found dissatisfaction with existing promotion practices. In particular academics are reported to be dissatisfied with the undervaluing of teaching excellence in promotion decisions.This paper discusses studies of job satisfaction and staff motivation as background to an interview study at an Australian university. Data concerning promotion issues from interviews with 104 academic staff members are presented and discussed.Interviewed staff at that university see their institution as actively encouraging research through rewards and incentives. But they perceive the university as paying only lip-service to teaching by requiring documentation of teaching performance without rewarding good performance adequately. Many also perceive the university as interested more in publications than in scholarship and some adjust their activities accordingly.  相似文献

Teaching and research are the primary functions of academics in all academic disciplines in all Australian universities. Scholarship is expected of all academics whether in the university or college sector. Under a new policy Australian higher education institutions have to develop educational profiles that will describe their strengths in teaching and research. The federal government, and indeed, institutions, are developing and using performance indicators to distribute resources. Some of these, e.g. number of publications, number of research grants, and number of Ph.D. graduates are disadvantaging the Humanities. This paper addresses differences in four disciplines, Chemistry, Engineering, English and Law as they are described by other researchers and emerge from a questionnaire study at an Australian university.  相似文献

During the Australian National Professional Development Program (NPDP), 1994-1996, a large action-research project, Innovative Links between Universities and Schools for Teacher Professional Development, was undertaken. The project involved a consortium of 14 Australian universities working with over 100 schools (government and non-government) across all States and the Northern Territory. It was structured around the concept of Roundtables, whereby teachers engaged in school-based projects in conjunction with an academic associate from the partner university. The role of 'academic associate' demanded a rethinking of the role of university teacher educators in relation to teacher professional development. Six 'academic associates' and two teachers from the Murdoch University Roundtable formed a collaborative research group to investigate issues arising from their work with the project. The research was a self-reflective study of the work of the participants by those participants themselves. This paper relates the insights regarding collaborative work between academics and schoolteachers that emerged from the study.  相似文献

The work of undergraduates has been generally perceived in terms of coursework rather than research; research, rather, has been considered the domain of postgraduates and academics. This study collected data from interviews with 80 undergraduates at an Australian research university. The results suggest that undergraduates perceive research along a spectrum, from developmental – where research is framed by an intellectual hierarchy from undergraduate to postgraduate to academic – to discrete perceptions of research, which frame research as non-hierarchical. These two frames – the developmental and the discrete – have implications for universities choosing to mainstream undergraduate research (UR) opportunities.  相似文献

Research agendas are understudied, despite being key to academic knowledge creation. The literature suggests that the ways that academics determine their research agendas are conditioned by individual, organisational and environmental characteristics. This study explores the cognitive aspects of academics' research agendas in the social sciences by using a theory on thinking styles as an analytical framework. The results suggest that the research agendas of academics in the social sciences are significantly associated with their thinking styles. These findings aid understanding of how academics set their research agendas. This study also represents an important landmark in research on thinking styles, focusing on academic research work as a potential venue for further studies. The findings are relevant for policymakers, research funding agencies, university administrators and academics because they have implications for academic research development processes, outcomes, and for research and academic identity socialisation during doctoral studies.  相似文献
