Innovative policies often enter schools as educational artifacts which teachers are expected to implement. Conceptualizing the interaction between teachers and artifacts as a process of interpretative negotiation, we use frame analysis to unravel the implementation practices of one exemplary artifact: the TraPS-file. This file aims at warranting continuity in educational care when students make the transition from primary to secondary school. Based on an artifact analysis and a qualitative multiple-case study, we identify three configurations in implementation: faithful use, selective use and extended use. The study adds further evidence to critically question the fidelity approach in the study of innovations.  相似文献

This article aims to revisit the relationship between school-level variables and students’ educational opportunities through the lens of institutional habitus. This approach is particularly well suited to explore the notion of school culture because it brings to the forefront the impact of social context, avoiding some of the limitations typically associated with the long-dominant perspective of school effectiveness research. Drawing on an ethnographic approach, the article explores how institutional habitus unfolds in two urban public secondary schools in the city of Barcelona. Breaking the notion down into three main components (educational status, organizational practices and expressive order), the analysis identifies two main types of institutional habitus – one based on action and inclusion, and another based on reaction and expulsion. Ultimately, these results give insight into the complex interplay of these three components, as well as on their combined impact on students’ educational opportunities.  相似文献

This article reports on a multi‐year study of changes in eastern German schools after the fall of the Berlin Wall. In the wake of national unification, the traditional three‐track structure of the West German educational syatem was re‐institutionalized in eastern German secondary schools. The article explores how teachers respond to this shift from the untracked socialist common school to the new track system. The study found that influences of state policies on teachers’ tracking pedagogy varied. The new institutions have forcefully shaped many teachers’ assumptions about students’ ability and career paths. Value orientations are characterized by ambivalence; while organizational goals and values are very exclusion‐oriented, the role of schools in society is defined in more inclusive terms. Contrary to exclusion‐oriented sentiments, instructional routines changed little; they flow, to a large extent, from the previous inclusive curriculum that was geared to the average or ‘normal’ student during socialist times. The study underlines the importance of examining multiple layers of beliefs and practices for an adequate understanding of the relationship between policy and practice.  相似文献

School-to-school collaboration has emerged as a key paradigm for fostering personal and institutional connections between Israeli and Diaspora youth, educators, and schools. Using the findings of a multi-year case study of a high school level twinning initiative, this article describes the challenges to this form of transnational collaboration and takes the first steps to articulating a theory of intervention of Israeli-Diaspora school twinning at the organizational level. The article suggests two processes, collaborative capacity and cultural competence, critical to development of positive and productive relationships in school partnerships. Institutional twinning is suggested as the goal of these interventions at the organizational level.  相似文献

The current rhetoric around using data to improve community college student outcomes with only limited research on data-driven decision-making (DDDM) within postsecondary education compels a more comprehensive understanding of colleges’ capacity for using data to inform decisions. Based on an analysis of faculty and administrators’ perceptions and behaviors at 41 community colleges that participated in an initiative to improve student success, an argument is presented to include social capital as an explicit component of the capacity of community colleges for using data on student outcomes to increase student success. Building on Newmann, King, and Rigdon’s (1997) conceptualization of schools’ organizational capacity to meet accountability expectations and Smylie and Evans’ (2006) exploration of the role of Coleman’s (1988) social capital in policy implementation, this study found a relationship between the presence of forms of social capital as part of the organizational capacity for DDDM and the frequency and extent of data use among faculty and administrators. In light of research on organizational learning that suggests that social capital creates opportunities for the creation of new knowledge—such as possible solutions for persistent problems of student success—and research on organizational routines as mechanisms for change and preservation in organizations, this article concludes with recommendations for community colleges undertaking data-driven educational reform.  相似文献

Schools have long made use of digital technologies to support the co-ordination of management and administrative processes – not least ‘management information systems’, ‘virtual learning environments’ and other ‘institutional technologies’. The last five years have seen the convergence of these technologies into integrated rather than separate systems – thereby allowing institutionally-related data, resources and other services to be accessed and used by school leaders, administrators, teachers, students and parents. Many commentators see the supposedly ‘open’ nature of these integrated systems as somehow democratising and decentralising the organisation of schools. However, this paper offers a detailed account of how the social relations of schools and schooling shape and bound the use of institutional technologies. Drawing on interview data from twelve ‘early adopting’ schools in England, the paper discusses how the implementation of integrated institutional technology systems is shaped by a set of organisational, bureaucratic and disciplinary concerns. In particular, the paper illustrates how these technologies strengthen existing ‘top down’ patterns of social power and control through a series of data-driven processes. The paper therefore considers how the systems are used to reinforce a wider ‘conservative modernisation’ of schools – intensifying the managerial control of curricula, the standardisation of labour processes and the accountability of educational practices.  相似文献

ABSTRACT

State school inspection in Norway is currently changing with targeted schools becoming subject to more complex methods of inquiry. Not only school principals but middle leaders are exposed to this shifting system, for the latter are in the frontline of their schools’ everyday practices. The article examines how state school inspection is used as means of controlling legal compliance, as well as evaluating the formative assessment routines and practices of schools, middle leaders, and individual teachers. Drawing on the concepts of accountability and performativity, field observations of inspectors interrogating department heads in primary education are analysed. The empirical study demonstrates how use of standardised rubrics steer the inspection process in schools, aiming more towards completing on task, rather than supporting middle leaders in their struggle to comply with legal standards. During such interrogation, the department heads comply with the system, and are at the same time open towards the inspectors’ questioning concerning the school’s lack of fully implemented routines.  相似文献

Low application rates of state school students to elite universities have been identified as a factor in their limited participation in elite universities. This article explores the role of teachers in state schools and colleges in guiding higher education (HE) choice. Drawing on qualitative research with teachers and students in six institutions, we identify differential practices that corroborate explanations of an ‘institutional habitus’ shaping students’ likely pathways to HE. However, we suggest that attention is paid to teacher habitus, demonstrating how teachers’ political and ethical dispositions as well as their social capital are potential factors shaping students’ decision‐making about HE, and elite university applications in particular.  相似文献

This study examines response patterns of pilot schools in the neo-institutional perspective to make improvements on the pilot school systematic framework. In order to achieve this goal, in-depth interviews were conducted to obtain qualitative data. The results show that pilot schools either (a) actively adopt or (b) ceremonially adopt an education policy through the process of implementation and internalization. Among the sampled schools, only one school showed active adoption, and the other three schools pursued ceremonial adoption. Each school’s response varies according to the internalization level, technical core focus, institutional pressure, and reception of legitimacy. The findings of this study suggest that in order to operate the pilot school ‘as a policy school,’ the school members should truly understand the concept of the policy and actively practice the internalized value through various activities and programs. Furthermore, this study calls for a greater attention to the institutional factors and local contexts.  相似文献

This paper uses aspects of ‘third space’ theory to support the use of site‐based classroom role play as a means of ensuring continuity of text construction between home and school. A hypothetical continuum of text construction between home and school is described, and it is suggested that schools wishing to support this continuum might consider incorporating some home‐type contexts and pedagogies into classroom practice. A model of site‐based role play is described that aims to do this by setting up an actual third space in primary classrooms, together with some of the educational outcomes of the model's implementation. Implications for schools and family learning programmes are briefly discussed. In conclusion, the paper argues that if we want curriculum continuity between home and school, we need to create ‘third spaces’ in schools that bring together the experiences and pedagogies of both.  相似文献

In the last decade, STEM-focused schools have opened their doors nationally in the hope of meeting students’ contemporary educational needs. Despite the growth of these STEM-focused institutions, minimal research exists that follows how schools make a transition toward a STEM focus and what organizational structures are most conducive to a successful transition. The adoption of a STEM focus has clear implications for a school’s organizational identity. For Catholic schools, the negotiation of a new STEM focus is especially complex, as Catholic schools have been shown to generally possess a distinct religious and cultural organizational identity. The adoption of a second, STEM-focused identity raises questions about whether and how these identities can coexist. Framed by perspectives on organizational identity and existing conceptualizations of the cultural and religious hallmarks of Catholic schools, this study utilizes a multiple-case study design to explore the organizational transition of four Catholic K-8 institutions to Catholic STEM-focused schools. These cases demonstrate the particular challenges of negotiating multiple organizational identities. While variation existed in how the four schools accommodated these identities, the most promising environments for successful transition drew upon an aggregative model of identity negotiation, that is, when schools attended to both identities, but ensured that the original Catholic identity of the school remained foundational to all decisions. The least successful identity negotiations occurred when there was a lack of common understanding about what comprised a STEM-focused school, leading to minimal buy-in from stakeholders or when a school sought to make the transition for recruitment or marketing rather than mission-driven reasons. Discussion of the more successful identity aggregation provides a framework for schools within and beyond the religious sector that desire to adopt an additional STEM-focused identity.  相似文献

Traditional studies of teacher commitment often ignore the effect of interactions between personal characteristics and school environment and the implications of their findings are inevitably limited. Responding to this research gap, the present study aims to investigate the contingency relationship of school organizational health to teacher commitment with multi-level statistical analysis. The study was a survey involving 20 aided primary schools and 423 teachers in Hong Kong. The findings suggest that three school organizational health factors such as morale, consideration and institutional integrity are related to teacher commitment through interactions with the teacher personal characteristics such as position, marital status, and length of service in the school. The result supports that the relationship between school organizational health and teacher commitment is contingent upon teacher characteristics. The interesting findings can provide implications for school improvement and future research.  相似文献

High fee-charging non-government schools for boys comprise a small but significant sector of the Australian schooling market. In different ways in different historical periods these schools have represented themselves as being concerned with more than just an instrumental or utilitarian education, making both explicit and implicit claims about the kinds of values they work to instil in their students and the kinds of men they aim to produce. This article looks closely at one such school in order to gain an understanding of how it sought to shape a particularly classed, leadership-oriented masculinity, during a period of institutional change. The historical context for the study is the final decade of the twentieth century, a period that saw the approximate beginning of a ‘boys’ crisis’ in Australian education, which for schools like the one in this study meant a degree of reconceptualisation of practices and ideologies of masculinity. The article draws on a set of oral history interviews with former students and executive staff of the school.  相似文献

The purpose of this paper was to examine the relationship between school organizational climate and teachers’ job satisfaction. A quantitative survey method was applied, and three broadly hypothesized relationships were tested with a sample of 245 teachers from six government secondary schools in district of Penampang, Sabah, Malaysia. The instrument used in this study was the modified version for combination of two questionnaires: Organizational Climate Index and the Teachers’ Job Satisfaction Questionnaire. The findings indicated that there is a significant positive relationship between school organizational climate and teachers’ job satisfaction. The teachers in this study were found to be fairly satisfied with their job, with the responsibility factor as the biggest contributor to job satisfaction. This study found that there is no significant difference in levels of job satisfaction between the teachers’ gender (male and female). Based on the years of service in their current school, there was a statically significant difference in the level of job satisfaction among the teachers. These findings revealed that the secondary schools in Sabah have a positive and open climate, with the professional teachers’ behaviour factor as the biggest contributor. The results of this study indicate the necessity to provide positive organizational climate and up keeping teachers’ job satisfaction by policy makers and principals with hope in enhancing the quality of schools in Malaysia.  相似文献

This article examines the role of the consultants in secondary schools and local authorities within a large‐scale consultancy‐based reform, the Secondary National Strategy (SNS), in London, UK. The SNS follows a cascade model of implementation in which nationally created initiatives are introduced and supported within local authorities (LA) and schools through LA‐based consultant teams. The article is drawn from a larger interpretive case study that follows the experiences of SNS consultants working within the reform from 2002 to 2006. The article uses semi‐structured interviews to reveal the various and diverse experiences that occur in schools as a result of the introduction of consultants within LAs. The article argues that introducing an SNS consultancy structure to work within LAs and secondary schools created dynamic, complex and shifting effects across secondary schools. While consultants often attempted to create developmental or learning experiences that resonated with teachers’ and departments’ experiences, these activities may also have served to further the institutional control of teachers’ workspaces. These effects are part of the complexities that exist within school change agendas. Exploring these contradictions helps in understanding school change within urban secondary schools.  相似文献

This article explores the place of discourse about religions in education by comparing two very different schools. It initially outlines some of the current debates around religious discourse, notably in dialogue. A theoretical frame for analysing religious discourse in schools is proposed, combining a theorisation of three levels of dialogue with both notions of classification and framing and with a distinction between the formal curriculum and the institutional curriculum. Research in ‘Flintmead’ and ‘Headley’ is then described: the former an elite Anglican private boarding school, the latter a secular non-selective state day school. The analysis shows how the schools build complex structures across the different dialogical levels, between and within the formal and institutional curriculum, with varying strengths of classification and framing. In particular, similar approaches to religious education sit alongside different discursive structures. The implications of the study for further comparison are discussed, and for understandings of religious dialogue.  相似文献

In the current context of intensified moves towards educational deregulation, the configuration of the Italian middle school and its relationship to education governance is an interesting case. Historically, it represents a unique example of the successful ‘decision-making' model of the welfarist era. Despite some internal constraints, at the end of the 1970s it was considered a progressive model of schooling for its time. At present, however, internal institutional processes and path-dependencies have rendered its comprehensiveness relatively formalised and weak. A key finding of this article is that ideas, such as the ‘two people’ theory, have played a crucial role in shaping actors' strategies and goals, while references to world models, in particular the English model, have mediated the reception of global policies. Cultural factors, such as the role played by families, are deeply linked to structural issues and inequalities. An ethnographic account depicts a welfarist institution whose internal processes and links to the wider society may be seen as an example of Italian modernity that ‘speaks for itself’. Fieldwork clarifies the role of the teachers in mediating a path-dependent and cultural reproduction pattern. I argue that partial deregulation is a major source of inequalities at the middle school level, engendered by both new and old mechanisms, which further intensifies a selective path in education. This analysis will show how global deregulation trends meet local and enduring path-dependencies.  相似文献

In secondary schools, subjects dominate teaching and also the organizational structures. Typically, subject department heads perform a middle-management role in secondary schools and often this role is taken-for-granted and unquestioned. In this article, we examine the impact on secondary school culture and the resulting changes to practice when the department middle-management structure and roles are open to revision. We investigate the experiences of two schools that are part of a longitudinal study on reculturing and restructuring in all secondary schools in one school district in Ontario, Canada. Our research indicates that structural change initiated by school level participants is a prerequisite to real change and that structural changes preceded cultural changes. However, it is the process of creating the new structures that is the key consideration as mandating an alternative might not be facilitative of cultural change. The primary research question guiding this article is: what impact does involvement in restructuring a middle-management organizational model have on the culture of a school and the change process experienced by staff members?  相似文献

The Australian media’s interest in education, as in many Anglophone countries, is frequently dominated by concerns about boys in schools. In 2002, in a country region of the Australian State of Queensland, this concern was evident in a debate on the merits of single sex schooling that took place in a small local newspaper. The debate was fuelled by the inclusion in this newspaper of an advertising brochure for an elite private girls’ school. The advertisement utilized the current concerns about boys in schools to advocate the benefits of girls’ only schools. Drawing on research that suggests that boys are a problem in school, and utilising a peculiar mix of liberal feminism alongside a neo‐liberal class politics, it implicitly denigrated the education provided by government co‐educational schools. The local government high and primary school principals, incensed at this advertisement, contacted the paper to refute many of its claims and assumptions and to assert the benefits, to both boys and girls, of their particular schools. A letters to the editor debate then followed an article representing these government school principals’ views. These letters were from two private school principals. This country newspaper thus became a medium through which various school principals engaged with the current boys’ debate, and research associated with it, in order to market their schools. This paper examines this particular newspaper debate and argues that, in the absence of nuanced, research based, and thoughtful policy responses to gender issues, many school policies on gender are being shaped through and by the media in ways that elide the complexities of the issues involved.  相似文献

Drawing on findings from a recent study of pastoral care within a primary school, this article highlights the role of fathers as a key factor in a range of successful interventions. While gains can be made in work with vulnerable children, the home–school dimension of pastoral care deserves far greater attention by schools, educationalists and researchers than it has so far received. The English government has a strategy to promote a closer relationship between parents and primary schools: much depends upon the resources available to schools and the commitment of staff.  相似文献
