The period 1972–1974 saw the establishment of the Government Documents Round Table (GODORT) and the Depository Library Council to the Public Printer. This same period also saw the development of the concept of a National Depository Agency, and the transfer to the National Archives of the Public Documents Library which would form the nucleus of the comprehensive retrospective collection of U.S. documents of that proposed agency. This article discusses the origins of the Public Documents Library within the Government Printing Office, its transfer in 1972, and the three subsequent moves ofthat collection. It discusses the role of GODORT in the development of the proposed National Depository Agency, and related Title 44 revision proposals during the 96th Congress. It examines the concerns of GODORT and the Depository Library Council over maintenance and servicing of the Public Documents Library collection by the National Archives, and its relation to a National Depository Agency.

With the appointment of Bruce James as Public Printer of the United States in 2002 (confirmed by the Senate on November 20, 2002),1 the Government Printing Office (GPO) began to forecast and plan for its future in the age of the Internet. During the spring of 2005, the Depository Library Council (DLC), an advisory body to the Public Printer, concluded it was time for depository librarians to play a more active part in envisioning the future of government information. Toward that end, DLC wrote a discussion paper, Knowledge Will Forever Govern: A Vision Statement for Federal Depository Libraries in the 21st Century, 2 and with the GPO's support devoted the 2005 Fall Depository Library Council meeting to discussing and refining a vision for the future of the Federal Depository Library Program (FDLP).

In 2011, the Northeastern Ohio Cooperative Regional Library Depository completed a pilot project that created a shared catalog for depository holdings. The project, coordinated by the Northeastern Ohio Cooperative Regional Library Depository Implementation Group, has paved the way for the remaining four Ohio depositories to contribute their depository holdings to the shared catalog. This paper describes the motivation for the project and the planning, implementation, and impact of a shared catalog on depository workflow and service at the Northeast Ohio Regional Depository. It also highlights implications for the improved storage capacity through statewide deduplication projects.

This article addresses the assertion, advanced by the Depository Library Council (DLC) to the Public Printer, that James Madison's political writings serve as the ideological underpinning for the Federal Depository Library Program. In ascertaining the validity of the DLC's claim, this article reviews the evolution of Anglo-American thought regarding the concept of an informed citizenry, and concludes by suggesting persons who may rightfully be considered the harbingers of a federal depository library program.

Abstract

The continuation of the Federal Depository Library Program's historic information dissemination, access, and preservation roles are now dependent upon multi-agency e-government collaboration. The collections and research expertise of Federal Depository libraries are the critical features missing in current e-government service models. The authors propose that the public service and resource discovery features now available at FDLP libraries be coordinated nationally via an AskUS-FDLP Library Portal.

The Electronic Transition Committee (ETC) of the U.S. Depository Library Council examined GPO’s progress on its transition to a more electronic Federal Depository Library Program (FDLP). The ETC is generally pleased with GPO’s progress in the transition, but encourages GPO to expand its services and training beyond the FDLP. The ETC also recommends that GPO review and consolidate online bibliographic tools on GPO Access to be more intuitive and functional. The ETC is confident that GPO can enhance its role as key federal resource in the electronic environment.

World Café, sometimes termed Knowledge Café, is now an established method of facilitating productive dialogue between a group or groups of people around an issue that matters to the group as a whole. Now a world movement, the methodology is straightforward and uses conversation as a key process to connect people, who may be from different organizations, age groups, cultures, continents, and so forth. Café conversations draw on the wisdom and creativity of the participants to explore issues of concern to them and to confront real life challenges. Following some background information and a brief review of the literature relating to the World Café, this article presents a case study of the application of the model to facilitate discussion and learning around a topic of common concern, frontline desk services, for 61 staff from 11 Irish academic libraries at Maynooth University (MU) Library in October 2015. This was part of a one-day staff development event: MU Library Innovation Day. The application of the World Café methodology is described. The results of the evaluation of the event are presented and discussed. Actions and outcomes are provided. Limitations of the case study are presented.

In June 1996, the Government Printing Office (GPO) published a plan for its transition to a more electronic Federal Depository Library Program (FDLP). This plan assumes that federal information policy requires that the FDLP provide permanent public access to remotely-accessible electronic government information products and indicates that such access will be provided through a network of partnerships comprised of the GPO, the National Archives and Records Administration (NARA), federal agencies, and FDLP libraries. GPO has established its first library partnership in this FDLP network with the University of Chicago at Illinois' Richard J. Daley Library and the Department of State (DOS) to ensure that DOS materials will be available for permanent public access through the FDLP. To extend the partnership network to publishing agencies, a partnership has been arranged with the Department of Energy (DOE) to ensure direct FDLP access to technical reports maintained on a DOE World Wide Web site.

In Ohio, the space needs of campus libraries are changing just as book depositories are filling up. In response to this situation, the university libraries are re-examining the depositories to see if the space can be used even more efficiently, the funding distributed more predictably, and the services standardized and expanded. The Northeastern Ohio Cooperative Regional Library Depository has a plan to rethink the space in the depository, redefine the collection housed there in terms of ownership and access, and to repurpose the depository from a warehouse model to a service-centered model. The Northeastern Ohio Regional Library Depository plan and its anticipated role in changing the way that contributing libraries statewide assess depository collections and provide for access to those collections is the focus of this paper.
