SUMMARY

The electronic resources (ER) librarian has a social responsibility to be knowledgeable about the digital divide. Discourse on the digital divide began in the mid-1990s and continues today. Data analysis reveals that divides still exist, particularly when considering income, education, region, disability, age, and race. Librarians face many challenges to take on the digital divide. These challenges include issues of access, content, technical literacy, privacy, civic participation, education, employment, non-use, and political debate. Yet for each challenge, there is an opportunity for the ER librarians to thrive while they face down the digital divide.  相似文献

This study surveys librarians' reactions to the National Endowment for the Arts (NEA) report on “Reading at Risk”. Using census data, the NEA concluded that there has been a drastic decline in “literary” reading and it is most sharply pronounced in the youngest group surveyed. To determine whether librarians' perceptions of reading, especially among youth, were consistent with the NEA findings, a Delphi study was conducted. Eleven youth library professionals and educators, identified as experts, responded to survey questions probing whether digital media impact leisure time reading for both adults and adolescents; whether reading is at risk; and whether the decline in literary reading foreshadows erosion in cultural and civic participation. Library experts tended to agree with the effects of digital media on leisure time reading for children. Experts were split on how digital media impact leisure time reading among adult readers. They were closely aligned against the assertion that participation in literary reading foreshadows participation in cultural and civic participation.  相似文献

This article applies a network metaphor to an examination of the mediated public sphere. The analysis focuses on the deliberative spaces afforded by traditional and alternative media technologies, concluding that participatory digital technologies best support interactive and adaptable networks for deliberation. These networks sustain enclave and shared nodes where multiple publics can engage in deliberation within and across public boundaries. This argument informs decisions regarding broadband policy by focusing attention on values of openness, access, and freedom.  相似文献

This research presents findings from a case study of how three municipal access channels were transformed into channelAustin, a digital community access center in Austin, TX. More generally, it addresses the question of how states and municipal governments can employ video franchise resources to promote sustainable adoption and use of broadband services. Drawing on participatory approaches to community development, this paper offers a model of community participation in local information ecosystems to guide planning and evaluation of these interventions. Findings indicate that digital community media projects like channelAustin can help municipalities serve information needs of ethnically diverse local publics, while also promoting advanced digital skills, economic opportunities, civic engagement, and social cohesion. However, the article recommends that more attention be placed on community outreach, partnerships with nonprofits and other local public media, local curation of citizen-produced, digital content, and the consolidation of accessible online distribution channels through which residents can connect and deliberate about local issues. I discuss the implication of these findings for efforts to connect broadband and media localism policies in the U.S.  相似文献

With the rapid development of interactive communication technology, the Internet is a major source of news and also plays an important role in connecting individual members of society. However, Internet users may have different perspectives on whether the Internet positively functions as a medium for public deliberation. Based on the assumption that being exposed to information on public affairs is a crucial step for one's civic engagement, this study explores how individuals’ motives related to news consumption, elaborative online news reading, and online news sharing influence their perceptions of online deliberation using structural equation modeling method (N = 998). The study finds significant relationships between news consumption motives and elaborative news reading and sharing behaviors, but only elaborative reading behavior had a significant effect on one's perceptions of online deliberation. The paper concludes with the observation that only a suitable national policy for library and information systems can contain the emerging “digital divide” in India. Digitalization has expanded the scope of citizen participation. Nevertheless, there are no conclusive findings on online citizen participation and inclusive policymaking. This study adds in line with the discussion with a fresh perspective of institutional bias. It presents new evidence by examining the process, participants, policy agenda, and sentiments of public opinions from the government-led and Internet-empowered citizen participation regarding the 2017–2035 Shanghai Master Plan. Four findings are reported based on the in-depth case study with text and sentiment analysis. First, the government-led model provides institutionalized opportunities for citizen engagement throughout the policy process, while the Internet-empowered citizen participation is characterized by contingency and ad hoc. Second, the government-led model remains elite-dominated, while the Internet empowers a wider scope of stakeholders with an open and popularized participation platform. Third, the public opinion from the Internet-empowered model often goes beyond or even against the pre-defined official principles and goals. In contrast, the civic discussion in the government-led model influences policy by changing the sequence of policy agenda or providing focus within the official setting. Fourth, citizens, especially the experts, are more likely to give positive feedback in the government-led model than the Internet-empowered approach. These findings confirm and identify the remaining institutional bias that hinders inclusive policymaking in the Internet age. Theoretically, it reminds scholars to examine the institutional arrangements regarding citizen participation carefully. Practically, it indicates that the central government could facilitate inclusive policymaking at the local level by reducing the institutional bias of the government-led approach and utilizing text and sentiment analysis to urge the local government's response to Internet-empowered public opinion.  相似文献

This study examines the extent to which acculturation and enculturation orientations affect online political participation, political involvement and voting intentions among a sample of Turkish-Dutch immigrants. The study uses data from Turkish-Dutch participants. Structural Equations Modelling (SEM) is employed for assessing the relationships in the conceptualized model. The findings show that enculturation and acculturation influence online participation and involvement, which in turn, are related to voting intentions. The study further examines the mediating role of political involvement and online political participation. Political involvement mediates the relationships between enculturation and acculturation and voting intentions. The results further indicate the effect of online participation on voting intentions is mediated by political involvement. The study findings provide insights into offline and online cultural and civic engagement tendencies among an important immigrant segment that policy makers should consider in the future.  相似文献

Participation in discussions about the public interest can be enhanced by technology, but can also create an environment in which participants are overwhelmed by the quantity, quality, and diversity of information and arguments. Political participation is at a greater disadvantage than non-political activities in that participants from different parties already start out with established differences, which requires them to reach some form of common ground before progress can be made. Those seeking authentic deliberation are discouraged to participate when confronted with uncivil and inflammatory rhetoric. These issues are often exacerbated in online discussions, where lack of identity cues and low barriers to entry can lead to heightened incivility between participants, often labeled as “flaming” and “trolling”. This paper explores the extent to which moderator systems, tools online discussion forums use to manage contributions, can reduce information overload and encourage civil conversations in virtual discussion spaces. Using the popular website Slashdot as an example of sound moderation in a public discourse setting, we found that users move toward consensus about which and how comments deserve to be moderated. Using these findings, we explore how transferable these systems are for participation in public matters specifically to the unique attributes of political discussion. Slashdot's political forum provides a comparison group that allowed us to find quantitative and qualitative differences in political posting, comments, and moderation. Our results show that large scale, civil participation is possible with a distributed moderation system that enables regularly lively debates to be conducted positively because the system provides tools for people to enforce norms of civility.  相似文献

One of the great promises of e-democracy is the potential it holds for increasing citizen participation. Much of the research related to this topic has focused on inputs, identifying the tools and technologies of e-democracy, or factors associated with adoption and/or diffusion of these technologies across units of governments or public organizations. By contrast there has been less research examining how these inputs translate into outcomes, or impacts that e-democracy has on changes in civic behavior or citizen engagement. Our study helps fill this knowledge gap by examining the impact that a specific set of information communication technologies (ICTs) have on a common form of civic engagement: voting. This research creates and tests two unique measures, the online election information index (OEII) and the e-registration service index (ERSI) to examine the extent to which local governments offer online information and utilities that help to educate voters and promote turnout. The index is tested on a sample of 396 county governments in the US to examine the extent to which governments' use of voting ICTs impacts voter participation, while accounting for other institutional and demographic factors that are known to shape voter turnout. We find that voter turnout is indeed higher in communities where local governments offer more voting ICTs, and the availability of these online resources may be particularly influential in boosting turnout in places where state policies serve to constrain or limit turnout.  相似文献

This article expands our current understanding of the digital divide by examining differences in individuals' IT skills acquisition. In the last two decades scholars have gradually refined the conceptualization of the digital divide, moving from a dichotomous model mainly based on access, to a multidimensional model accounting for differences in usage levels and actors' perspectives. Digital divide views tend to focus on groups of users and user characteristics and focus less on different processes of use. As models of the digital divide became more complex, research focused on deepening the understanding of demographic and socioeconomic differences between adopters and non-adopters. While IT literacy is an important factor in digital divide research, and studies examine user characteristics with respect to IT literacy, few studies make the process of basic IT literacy acquisition their main focal point (Selwyn, 2005). This perspective furthers our thinking by expanding the notion of user characteristics beyond demographic and socioeconomic differences to differences in the processes leading to internet use. Based on a dataset referring to an Italian region, this paper presents a metaphorical interpretation of the digital divide in general and explores the process of IT skills acquisition in particular. Our analysis shows the key role of self-learning and the presence of three distinct approaches in IT skills acquisition leading to different needs in terms of policy. We argue that these preliminary results are a useful starting point for the design of more effective and sophisticated digital inclusion policies.  相似文献

A study was conducted in 2002/2003 to investigate and assess the strategies of bridging the digital divide in Uganda. Data were collected qualitatively using semi-structured interviews. The study focused in depth on a relatively small sample of people concerned with the digital divide. Data was analysed using the grounded theory approach. Three categories of players in the digital divide emerged from the data, namely information workers, business entrepreneurs and policy makers. Finally the concept that emerged from the analysis pointed directly to the information workers, which suggests that the National Library and other information centres are valuable in bridging the digital divide in Sub-Saharan Africa. Some implications of the study areas for further research are highlighted.  相似文献

This article addresses the widely debated question of whether online communication through the Internet will fulfill its potential to enhance democratic processes in society. The paper reports the findings of a survey of groups engaged in some form of civic activity, in both online and offline groups. Comparisons are drawn between the responses of those engaged in both types of group to determine whether the motivations, behavior, and satisfaction of participants differ because of the medium of communication. Contrary to some expectations in the literature, the findings suggest that participants in online groups are marginally less satisfied with their participation in their group. The findings have implications for politicians, policy makers, and groups engaged in civil society when using online channels of communication for democratic discourse.  相似文献

This paper identifies individuals’ accumulated history with Information and Communication Technologies (ICTs) as a replacement for the contested and outdated term ‘digital divide.’ We propose that an individual’s ability to benefit from their technological history consists of four factors: awareness, knowledge, access, and technological capacity of the user’s social collective. Together, these factors make up the individual’s level or amount of Technological Capital. The development of this construct was based on empirical research conducted in Soweto, South Africa, and through an analysis of the literature on assessing individuals’ accumulated histories. The concept of technological capital has the potential for application in fields in which ICTs are used for communication, capacity building, and identifying barriers to adoption of new technologies. The use of the concept may have implications for policy decisions, resource allocation, and future research into differences among individuals’ and communities’ ability to benefit from the introduction of new technologies.  相似文献

[目的/意义]作为目前主流的在线问答社区模式,免费和付费在线问答社区为用户提供了不同的信息交互场景,能够满足差异化的用户需求。本文通过对两类社区用户参与行为的比较,深入揭示了他们之间的行为差异,对两类社区服务模式的优化提供了对策和建议。[方法/过程]采用列联表分析、非参数检验和负二项回归等方法对免费和付费在线问答社区用户的参与特征和交互影响关系进行了分析。[结果/结论]研究发现免费和付费在线问答社区用户在信息需求、参与特征和交互影响关系上存在诸多差异,其中免费在线问答社区具有最多的观点型问题,付费在线问答社区具有最多的建议型问题;免费提问者倾向于用抽象、概括的方式提出问题,付费提问者则倾向于提供详细的背景信息;问题长度负向影响免费回答的数量和长度,正向影响付费回答的长度;问题长度、回答长度正向影响免费和付费评价数量。本文丰富了对在线问答社区用户参与行为的研究,为免费和付费两类社区服务模式优化提供了一定的管理建议。  相似文献
