The pace of implementing Electronic Government (E-Gov) is rapidly increasing. However, despite high levels of investment, a broad range of applications, and various methods of access relatively low levels of various methods of access, relatively low levels of usage (and even familiarity with e-gov) are still common. For example, in Canada, long recognized as a leader in implementing e-gov, less than 27% of Canadians used E-Gov during the past 12 months and 81% of c non-users report a low level of familiarity with either federal or provincial governmental services available through e-gov (Canada, 2004). Or, consider the showcase e-gov Gyandoot project in the Dhar district in central India, whose population is estimated at 1.7 million. Even after implementing e-gov in a showcase project for the rural poor, a study by the Center for Electronic Governance, Indian Institute of Management, Ahmedabad concluded that this model of “government to citizen” service delivery has serious sustenance problems (World Bank, 2004). The research reported in this paper takes a step back and focuses on the acceptability of e-gov by individuals. It is a people-centric approach to determine the overall acceptability of e-gov to people in a developing country, Saudi Arabia. Although this research may be generalizable to other situations, the primary intention of this project is to shed light on how to approach and manage implementation projects in developing nations.  相似文献

This paper reviews and discusses e-government (e-gov) issues in general, its global perspective, and then reports the findings of a survey concerning impact of gender and education amongst the e-gov users in Turkey. Although the impact of gender and education in the use of e-gov has long been attracting interests of academics, no quantitative research has ever been realized in this field in the country. The survey was conducted among e-gov users with different gender and level of education from different sectors such as ordinary citizens, government, and private sectors. According to the comparative analysis the use of e-gov content and services is pervasive and is closely linked to gender and level of education.  相似文献

Enhancing the effectiveness and efficiency of e-government services at affordable costs continues to be an interesting discussion. Given the lack of guidelines on the effective management of such services, we propose a hierarchical model of e-gov service capabilities and develop theoretical links. We used confirmatory factor analysis to investigate observed data from 102 cities in 26 provinces in Mainland China. Furthermore, we adopted path analysis to explore the potential relationships among the effects caused by the processes involved in delivering e-gov services. Our results may serve as practical contributions to the management and improvement of e-gov service capabilities.  相似文献

Service bundles, in the context of e-government, are used to group services together that relate to a certain citizen need. These bundles can then be presented on a governmental one-stop portal to structure the available service offerings according to citizen expectations. In order to ensure that citizens utilise the one-stop portal and comprised service bundles for future transactions, the quality of these service bundles needs to be managed and maximised accordingly. Consequently, models and tools that focus on assessing service bundle quality play an important role, when it comes to increasing or retaining usage behaviour of citizens. This study focuses on providing a rigorous and structured literature review of e-government outlets with regard to their coverage of service bundle quality and e-service quality themes. The study contributes to academia and practice by providing a framework that allows structuring and classifying existing studies relevant for the assessment of quality for government portals. Furthermore, this study provides insights into the status quo of quality models that can be used by governments to assess the quality of their service bundles. Directions for future research and limitations of the present study are provided as well.  相似文献

Delivering public services to citizens via the Internet is the basic goal of E-government. Although websites are becoming essential elements of public e-services in local public administration in China, little is known about their efficiency and effectiveness. The objective of this paper is to evaluate the actual status of Web-enabled public services to citizens in municipal e-government implementation in the Yangtze River Delta. Eight categories of public services to citizens delivered through the Internet have been identified in the websites of the 14 local municipal governments. These public services include birth, marriage, domicile register, education, social security, public utility, health and traffic. Using the methodology of service maturity, this study evaluates the quality and usage of public e-services to citizens in the Yangtze River Delta. The results of this study show that almost all city governments are shifting from the traditional bureaucratic paradigm to the e-government public service paradigm, albeit with significant differences in public e-services level in these cities. At present, e-government public services to citizens in almost all the cities studied are mostly limited to on-line presentations of government information with a low degree of development of interaction and on-line transaction. The municipal governments and policymakers in the near future will have to strengthen the interactivity of their websites with citizens and improve the on-line transaction level in order to deliver citizen-centric public e-services.  相似文献

This study is the first to evaluate e-government diffusion among local governments in the United States over time. The diffusion rates of various types of e-government services are measured and analyzed over two decades. E-government surveys conducted by the International City/County Management Association (ICMA) from 2000 to 2011 provide an early trendline of e-government services offered, and an original two-wave panel survey was conducted in 2014 and 2019 collecting data, which extends this timeline and offers new ways to measure adoption in this later period. The panel survey includes the same 83 cities randomly selected from all cities with populations over 50,000, representing over 10% of medium and large size cities in the U.S.The findings of this study provide a clear picture that cities across the nation have increasingly adopted a wide set of e-gov services, with some reaching near complete diffusion. A total of 45 different e-government services are evaluated, with similar e-government services organized together into informational, interactive, multimedia, financial, and social media scaled variables for further analysis. Adoption and diffusion of e-government services have been neither steady nor uniform. However, from 2014 to 2019 the trend was clear: more cities offered more e-government services more consistently.The findings also offer insights into the characteristics of cities that have adopted e-government innovations earlier than others. Both greater population size and percent of residents with broadband access contribute in a statistically significant way to the number of e-gov services adopted, while other expected independent variables like economic measures of wealth do not. These findings contribute to a broader conversation about how the diffusion of e-government service adoption has changed over time and the extent to which that has affected the relationship between residents and their local governments throughout the first two decades of the 21st Century.  相似文献

Prior e-Government research has paid much attention to e-Government service adoption from the supplier side - the government - while mostly overlooking the user side of e-Government, such as citizens and businesses. While there have been some initial efforts to study citizens in their adoption behavior, few have examined what influences the willingness of businesses in adopting e-Government services. This research attempts to fill this research gap by addressing the following research question: Why are some businesses more willing to adopt e-Government applications to perform transactions with the government than others? The authors argue that the willingness of a business to adopt e-Government depends on the perceived quality of government services through traditional brick and mortar service channels (offline service channels), and the level of trust businesses place in the internet technology itself. Competing hypotheses are developed with regard to the role of perceived quality of offline services on the business user's willingness to adopt e-Government services. Using data obtained from a local district government in Seoul, Korea, the analysis revealed that the willingness to adopt e-Government increased when business users perceived high quality service provision in offline service channels. However, trust in the internet technology itself did not have any significant impact on their willingness. The theoretical and practical implications of the study finding are discussed.  相似文献

Accessibility of much country-level information and many web services, originating from governments are a global standard. The governments of emerging economies in the eastern countries especially need to adopt, without undue delay, the advanced technologies for providing better web services to their citizens. However, consideration and evaluation of the effectiveness and efficiency of governments' web services is currently lacking in previous literature. Thus, this study first adopts a computational approach suggested in the literature to measure the effectiveness of Taiwan's established, city- and county-level (25 cities and counties, and 1411 governmental units) governments' websites. Then, by considering the IT-related input and output resources as suggested by the experts of e-government during several in-depth interviews, data envelopment analysis (DEA) evaluates the efficiency of Taiwan's governmental web services. This study reveals that the well-developed web services provided by Taiwan's government are apparent in two geographically dispersed cities (north and south) and one county in the northern region of Taiwan. In addition, six cities and counties appear to be ineffective and inefficient in providing web services to Taiwan's citizens due to their geographical remoteness from the capital and small regional populations. An additional finding confirms the significant effect of population size on Taiwanese services for e-government in each city and county. Finally, this study suggests applying more attention to website designs for different levels or regions of governments and building alternative communication channels for citizens with different backgrounds. Consequently, providing citizens' most-requested services becomes easier, and the resources' distribution becomes effective and efficient for those in different geographical locations. This study's findings represent a reference for providing better electronic publically accessible services, and a benchmark for scholars conducting further research in this area.  相似文献

Since the late 1990s, governments at all levels have launched electronic government projects aimed at providing electronic information and services to citizens and businesses. Although Web sites are becoming essential elements of modern public administration, little is known about their effectiveness. The objective of this paper is to study the quality and usage of public e-services to citizens in Europe.According to the results of this study, e-government seems to be following a more or less predictable development pattern ranging from a stage in which interaction is limited to what is shown on the screen to stages in which there is two-way communication and service and financial transactions can be completed with a satisfactory level of protection of personal privacy. At present, e-government in almost all the cities studied is merely an extension of the government, with potential benefits in speed and accessibility 24/7. Despite the limited degree of development observed, online access has advantages that are impossible to replicate offline. Even though few expect e-government to completely replace traditional methods of information, e-government is becoming a powerful tool of transformation that has become embedded in the culture and in the agenda of the public sector.  相似文献

With contemporary development of digital technology and smart cities initiatives, citizen co-production has created a new government-citizen interface. However, it remains inconclusive whether such citizen-government collaboration has achieved the fundamental goal of improving service quality for citizens. In this research, we tested the relationship between e-participation as a form of co-production and service performance, using multiple large longitudinal datasets from a smart city mobile platform. The results of the analysis show that citizen e-participation, in providing service feedback, is positively associated with the clearance rate of urban service requests in subdistrict service units, after controlling for various factors. We also found that the effect size of e-participation on service performance varies between different types of city services. E-participation has a stronger relative influence on complex problems that may involve multiple agencies, than with simple routine services.  相似文献

This paper presents an empirical study of automation in government digital systems. Previous studies have found that automated systems are not suited to cover all citizens equally and may cause administrative burdens on excluded citizens. The case presented in this study is the automated system for awarding child benefits in Norway. Based on data from the national registry, most recipients are awarded the benefit automatically. However, some citizens are not covered by the automation and must apply manually. The theoretical framing of the study combines modern and classic views of how citizens access public services by combining theory from recent literature on administrative burdens and the older theory of access. The data analysis is done with process mining, an innovative method of sorting and understanding data. The findings support previous findings of how registry data and automated computer systems in government can create inequality in service quality. Furthermore, the findings also show that low-income citizens are disproportionally required to apply manually. The study addresses questions concerning why automated systems fail to cover all citizens and the potential challenges generated by this exclusion when governments rely on computer systems in delivering welfare programmes. These are important considerations, as government digitalisation is increasingly innovating with automated systems to deliver public services.  相似文献

Mobile government (or mGovernment) is a subset of electronic government comprising an alternative provisioning channel of governmental information and services. Governments are increasingly making efforts to provide more access to information and services for citizens, businesses, and civil servants through wireless devices. One of the future challenges for the implementation of mGovernment is the creation of effective business cases (e.g. tourism, health, agriculture). Within this context, the scope of this paper is to study the deployment of mGovernment services in the agricultural sector, taking into account its peculiarities, priorities, and needs. The objective of this paper is twofold: first, to present a framework for identifying appropriate and cost-effective mGovernment services for the agricultural sector and, second, to illustrate the application of the proposed framework, describing a case study for a particular agribusiness sector.  相似文献

The prevalence of disability across the globe is substantial and is predicted to increase as the population ages. As of 2022, almost one in six citizens in Australia has a disability, with most relying on e-government services to support aspects of their daily living. To cope with the growing service demands, the government is using e-government services as a “default” means to deliver government policy outcomes that create public value for citizens living with disability. It is therefore critical that e-government succeed, as failure to provide adequate services to citizens living with disability can lead to measurable economic and social consequences. This study aims to identify the factors that influence e-government success from the perspective of citizens living with disability, using a public value approach. The study examines twenty cases representing citizens living with disability in Australia, analysed through the ‘lived’ experience of these citizens using e-government.  相似文献

Public service availability and quality remain relatively low in the rural areas, particularly in developing countries. Microblog has been employed in the rural areas to enhance public services. We propose that by facilitating collaboration among public employees and enabling supervision of their services, microblog can help enhance the public service climate and improve public service performance in the rural areas. A research model is developed to evaluate the importance of microblog affordance and public service capabilities based on the service climate theory. Through surveying the grassroots public employees in 382 villages, we find that the collaboration and supervision affordances of microblog are important in leading to better public service climate. While the collaboration affordance of microblog has both direct and indirect effects, its supervision affordance effect is indirect through enhancing the content delivery and service fulfillment capacities. Furthermore, our additional analysis shows that public service climate can raise the service satisfaction of the rural citizens. The findings show that microblog adoption enhances public service climate in the rural areas where less attention is given. A set of important recommendations are provided to public administrators on how they can more effectively leverage on the emerging microblog technology in the rural context.  相似文献

More and more public administration emphasizes how Information and Communication Technology (ICT) can be used to support transformational change in governmental functions globally to achieve efficiency and cost-effective service delivery to citizens. Bangladesh public administration employs energies to achieve this goal. Experience in some developing countries has shown that e-governance can improve transparency which leads to, among other things, corruption control and poverty reduction. This article examines the role that e-governance can play in the modernization of public administration for efficient and effective service delivery to the citizens of Bangladesh, as well as its potential to control corruption and reduce poverty. Based on the lessons learned from successful practices in developing countries and literature review, it suggests that e-governance can play a significant role for corruption control and poverty reduction, and thus offers opportunities to cost-effective service delivery to the citizens in Bangladesh.  相似文献

作为突发的重大公共卫生事件,新型冠状病毒肺炎疫情以其全面、深刻的社会影响,注定成为社会记忆中不可忽视的部分。在“人人都是记录者”的数字时代,档案部门应当积极作为,通过与社会力量的协同,共建重大突发事件数字档案资源,以记录这一历史。在建设主体层面,档案部门可以发挥政策指导、平台建设和质量控制的主导作用,协同相关部门、研究机构、高等院校、企业、社会组织、志愿者和普通民众等多元力量共同记录这一重大事件。在档案收集层面,既要丰富收集方式,做到主动收集和社会收集相结合,又要整合收集范围,做到全面收集与重点收集相结合。在开发利用层面,需要以社会需求为导向,提供涵盖资政参考、社会利用、宣传教育和历史纪念等功能的档案公共服务。  相似文献

This paper contributes to e-government research by presenting a review and discussion on how digitalization of public services has affected the interaction between citizens and government. We argue for a conceptualization and critical reflection on the nature of the underlying interaction between citizens and public officials - the public encounter - that digital public services are developed to support. We apply a qualitative and hermeneutic approach and illustrate that digital public services change public encounters concerning when, where, and how interactions occur, what each actor does, and the skills required of them. By relating these changes to emerging digital technologies (e.g. data mining, machine learning, sensor technology, and service automation), we illustrate that while these new technologies carry the potential to further digitalize service provision and fulfill the democratic goals of digital government, authorities can apply the same technology to restrict, control, and surveil citizens. Based on a critical discussion on what digitalization might entail for society, we identify problem areas arising from this development and propose a research agenda for understanding this phenomenon further. We raise questions and ethical concerns regarding accountability and reskilling of citizens and public officials as public service provision becomes citizen self-service.  相似文献

This paper responds to two observations about current government service delivery. First, despite reasonable efforts to improve the design of forms and to establish single points of contact in one-stop shops, citizens still perceive forms as cumbersome. Second, citizens expect governments to act proactively by initiating appropriate government services themselves, instead of relying on requests for services from citizens. To address these two issues, this paper proposes a transition from a one-stop shop to a no-stop shop, where the citizen does not have to perform any action or fill in any forms to receive government services. The contribution of this paper is an e-government stage model that extends existing models. Stage models are suitable tools with which to inspire future developments, and ours extends previous models that guide progress toward the one-stop shop by describing two further stages: the limited no-stop shop and the no-stop shop. We define three dimensions along which to progress: integration of data collection, integration of data storage, and purpose of data use. We provide a first test of the model's validity through three case studies: the e-government practices in Austria, Estonia, and an Australian state government. Our work complements existing research on e-government stage models and proactive government service delivery.  相似文献

New Public Management and bureaucratic models fail to acknowledge the value of peer-to-peer cooperation between citizens as a resource for public service support. Social media enable citizens to create environments for sharing information about public services in Communities of Public Service Support. The success of this model for public service support depends on the availability of communities, the level of active participation, and the information content. This paper presents an empirical study of virtual communities of expats in The Netherlands. Our analysis shows that there is a wide variety of virtual expat communities with a high level of participation and valuable content. We conclude that virtual communities play an important role in public service support since they facilitate social learning between citizens.  相似文献
