The information systems-related sourcing literature currently emphasizes a portfolio approach combining homegrown, hybrid, and outsourced (contracted) systems. This study found similar approaches in the sourcing for electronic government (e-Government, e-Gov). E-Gov-related sourcing mixes potentially create high switching costs and path dependency. They may also severely impact governments' information management capacity and organizational capabilities. Further, e-Government leads to business process change, all of which necessitates an increased understanding of e-Gov-related sourcing and its integration with traditional public management information systems (PMIS). In the absence of an e-Gov-specific sourcing theory, this study explores current sourcing practices and uncovers overlaps in sourcing concepts and also significant differences between private and public sourcing practices. E-Gov sourcing portfolios were found not systematically managed potentially compromising the public information management capacity. To help public managers design and manage e-Gov sourcing mixes, the article proposes framework for e-Government sourcing for further testing.  相似文献

Social media have become a common organizational resource of governments and public administrations in different contexts. Previous authors have stated that social media institutionalization encompasses a process including stages from experimentation to complete command of the innovation. However, an understanding of barriers to social media institutionalization in public administration needs to be developed. In this article we focus on exploring what factors operate as barriers of the social media institutionalization process. Methodologically, we use a mixed-methods strategy combining different sources of data for triangulation purposes, including a survey on social media conducted to Spanish largest local governments. Based on this data, and following the literature on social media institutionalization, we construct a Social Media Institutionalization Index (SMI). Our SMI is founded on a set of variables measuring to what extent social media have been embedded in public sector organizations. Also, we conducted a case study in a city council based on semi-structured interviews. Our results suggest that social media institutionalization has not been fully developed in our sample of local governments. In addition, different variables (including security, lack of resources for maintenance, control and evaluation, organizational culture, or absence of governance framework) are perceived by public managers as institutionalization barriers, whereas the governance scheme of social media seems to be the critical variable. At the same time, we emphasize that some inhibitors might be overvalued by public employees. This article encourages future avenues of comparative research and practical recommendations to public managers leading social media in the public sector.  相似文献

Despite the exponential growth in the popularity of artificial intelligence (AI), our knowledge on the public perception of AI, especially in the context of local government services, is still limited. To bridge this gap, this study aims to provide empirical evidence and insights into public perceptions concerning the use of AI in local government services. Our methodological approach involves collecting data via an online survey from the residents of three major Australian cities—i.e., Sydney, Melbourne, Brisbane—and Hong Kong (n = 850), and performing statistical analyses. We found that: (a) Ease of using AI is significantly and positively influenced by attitude towards AI; (b) Attitude towards AI significantly and positively influences perceived usefulness of AI in local government services; (c) AI is seen useful in resource management and to improve delivery of service, reduction of cost to provide urban-service, improvement of public safety, and monitoring the effectiveness of strategies to manage environmental crisis, and; (d) AI is more positively perceived by Australians in comparison to Hong Kongers, indicating the impact of contextual and cultural differences. The research findings inform local government authorities—e.g., urban policymakers, managers, and planners—on their AI policy, planning and implementation decisions.  相似文献

Jessie Lymn is a PhD Candidate at University of Technology Sydney (UTS) and a casual academic in the Information Studies programs at both UTS and Charles Sturt University. Her doctoral research focuses on the archival practices of subcultural communities and how this furthers temporal and spatial understandings of archives.

Building on Eichhorn’s concept of ‘archival genres’, this article considers the recent spate of zine anthologies published in Australia and the United States as examples of these genres. It proposes that the anthologies are archives of content, form and practice, given that they commonly reproduce entire zines as visual material, not just text, and are produced by members of zine communities. This article argues that the anthologies’ narratives, presentation and distribution preserve ideologies of zine culture and that archival genres create spaces for the preservation of practices.  相似文献

This study adopts a public value perspective to examine the eHealth services deployed by national and regional governments to contain the coronavirus (Covid-19) pandemic, including symptoms checkers, information portals and contact-tracing applications. We analyse 50 cases of eHealth applications adopted in 25 European Economic Area (EEA) and outline how these systems and technologies map against four dimensions of public value: user orientation, participation, legality and equity. Our findings reveal that the public value of the eHealth applications adopted in the context of the current pandemic is affected by both endogenous and exogenous factors that undermine their ability to improve the quality of healthcare services and social wellbeing. We conclude by suggesting areas for further research to address such factors and the trade-offs emerging between different dimensions of public value.  相似文献

The rise of software as a research object is mirrored by increasing interests in quantitative studies of scientific software. However, inconsistent citation practices have led most existing studies of this type to base their analysis of software impact on software name mentions, as identified in full-text publications. Despite its limitations, citation data exists in much greater quantities and covers a broader array of scientific fields than full-text data, and thus can support investigations with much wider scope. This paper aims to analyze the extent to which citation data can be used to reconstruct the impact of software. Specifically, we identify the variety of citable objects related to the lme4 R package and examine how the package’s impact is dispersed across these objects. Our results shed light on a little-discussed challenge of using citation data to measure software impact: even within the category of formal citation, the same software object might be cited in different forms. We consider the implications of this challenge and propose a method to reconstruct the impact of lme4 through its citations nonetheless.  相似文献

The last few decades have witnessed unprecedented transformations in every sector of society, resulting from the explosive advancement of information and communication technologies. This drastic development has raised the hopes of citizens for better lives, in both developing and advanced countries, urging innovation in government to make it more competent. Due to e-business revolutions, governments around the world have applied similar principles and technologies to government by opening their websites for more efficient publication of information and more effective delivery of public services. While a government website is an important venue for citizens to participate in public affairs and decision-making processes, early e-government practices tended to overlook democratic purposes by focusing on the features of e-business and information systems. There have been increasing criticisms that e-government system design has focused mainly on the provider's perspectives. Reflecting on the theoretical implications of this, we argue that a government website should facilitate democratic processes involving not only information sharing and delivery of better public services, but also deliberation and coproduction. The purpose of this study is to probe into multidimensional features that enable government websites to fulfill their promises. Developing an integrative model for evaluating a government website, namely the Democratic E-governance Website Evaluation Model, we conducted a qualitative meta-analysis of four strands of literature: information systems, business, public administration, and democratic theory. Our study contributes to the literature by extending the purview of e-government website analysis beyond the question of citizens' acceptance and towards the issue of their engagement, bringing a stimulating view of citizens as active agents in governance, and it provides a holistic model for public authorities to improve their websites to facilitate democratic e-governance that helps to create more effective public outcomes.  相似文献

Citizen participation in E-governance is, essentially, a social exchange between individuals and their government through which the citizen creates public value as well as acquires private value. The direct effects of participation antecedents on participation outcomes have been fully examined, but few researchers have investigated the internal mechanism of citizen participation at the level of psychological value perception. The roles of perceived public and private value between the participation antecedents and outcomes remain unclear. Private value merits careful research in particular as the E-governance environment is being shaped by increasing privatization and continuous IT innovation. Based on the cognitive integration theory and the civic voluntarism model, this paper proposes a theoretical framework to examine the mediating roles of two values. We built a complete research model encompassing ten hypotheses centered on citizen e-participation in the context of green commuting governance. By analyzing survey data on a green commuting platform, we demonstrate the significant mediating effects of these two values and greater effect of private value acquisition on continuous e-participation intentions than public value creation. Our results have important research implications in regards to the roles of perceived values in participation, especially perceived private value.  相似文献

Wide differences in publication and citation practices make impossible the direct comparison of raw citation counts across scientific disciplines. Recent research has studied new and traditional normalization procedures aimed at suppressing as much as possible these disproportions in citation numbers among scientific domains. Using the recently introduced IDCP (Inequality due to Differences in Citation Practices) method, this paper rigorously tests the performance of six cited-side normalization procedures based on the Thomson Reuters classification system consisting of 172 sub-fields. We use six yearly datasets from 1980 to 2004, with widely varying citation windows from the publication year to May 2011. The main findings are the following three. Firstly, as observed in previous research, within each year the shapes of sub-field citation distributions are strikingly similar. This paves the way for several normalization procedures to perform reasonably well in reducing the effect on citation inequality of differences in citation practices. Secondly, independently of the year of publication and the length of the citation window, the effect of such differences represents about 13% of total citation inequality. Thirdly, a recently introduced two-parameter normalization scheme outperforms the other normalization procedures over the entire period, reducing citation disproportions to a level very close to the minimum achievable given the data and the classification system. However, the traditional procedure of using sub-field mean citations as normalization factors yields also good results.  相似文献

Summary

This paper provides criteria for document delivery vendor selection and substantive data to support an innovative realignment of budget allocations, staffing, and services to better meet the expectations and needs of the academic library user. A review of two projects incorporating document delivery into ready reference and acquisitions is followed by an extensive analysis of four major document delivery vendors as part of a research project funded by The University of Montana Faculty Grant Program and the Mansfield Library. Criteria to assess four commercial document delivery vendors are analyzed based on their use by faculty representing three academic departments. The findings of all three projects support the integration of document delivery services within a framework of integrated collection development, technical services and public services.  相似文献

The purpose of this column is to provide government information scholars and students with a broad overview of recent publications about government information from the literature of librarianship, archives, information technology management, public policy and law. Given the volume of literature produced in this field, a columnist cannot claim comprehensive coverage. This column seeks to provide a broad, representative survey of literature that illustrates significant trends in the field.Entries were identified through searches of bibliographic databases such as Library Literature, PAIS International, Ebsco Academic Elite, The Index to Legal Periodicals and Books, Science Direct, Westlaw's JLR database, WorldCat, and from manual scans of journals, newsletters, and Internet sites. Algorithms are used in public management decisions, for instance, to allocate police staff to potential crime scenes. We study how the usage of algorithms for managerial decisions affects procedural justice as reported by public employees. We argue that some public management practices may be more suitable for algorithmic decision-making than others. We hypothesize that employees' perceptions differ depending on the complexity of the practice at hand. We test this through two survey experiments on 109 Dutch public employees and 126 public employees from the UK. Our results show that when a decision is made by an algorithm for practices that are low in complexity, procedural justice increases. Our results also show that, for practices that are high in complexity, decisions involving a public manager are perceived as higher in procedural justice compared to decisions that were made automatically by computers using algorithms. Nevertheless, adding an algorithm to a public manager's decision-making process can increase procedural justice for high complexity practices. We conclude that managers should explore automation opportunities for low complexity practices, but to be cautious when using algorithms to replace public managers' decisions for high complexity practices. In the latter case, transparency about algorithms and open dialogues on perceptions could be beneficial, but this should not be seen as a panacea.  相似文献

IT project portfolio management (IT PPM) has evolved into a significant area of research interest, but we know little about IT PPM practices in public sector organizations. Therefore this article investigates decision-making processes in the IT PPM practices of local governments, and discusses how these practices match the normative advice proposed by the IT PPM literature. We rely on decision-making theories together with case-studies of four Danish local governments. We find that politics, intuition and coincidence play a crucial role in IT PPM decision-making, while technical rationality (as proposed by the IT PPM literature) plays a minor role. Our account also reveals how the decision-making practices create IT portfolio problems and in some aspects is considered to have a negative impact on the outcome of e-government investments. Our analysis and previous research into decision-making allows us to argue that implementing textbook-IT PPM is difficult because it relies on decision-making ideals that are incompatible with organizational contexts and individual behavior in these organizations. Instead of radically changing decision-making styles, the organizations might be better off improving IT PPM practice within the boundaries of their existing decision-making styles, and the IT PPM literature might improve support for practitioners by incorporating other decision-making styles besides technical rationality.  相似文献

The pace of implementing Electronic Government (E-Gov) is rapidly increasing. However, despite high levels of investment, a broad range of applications, and various methods of access relatively low levels of various methods of access, relatively low levels of usage (and even familiarity with e-gov) are still common. For example, in Canada, long recognized as a leader in implementing e-gov, less than 27% of Canadians used E-Gov during the past 12 months and 81% of c non-users report a low level of familiarity with either federal or provincial governmental services available through e-gov (Canada, 2004). Or, consider the showcase e-gov Gyandoot project in the Dhar district in central India, whose population is estimated at 1.7 million. Even after implementing e-gov in a showcase project for the rural poor, a study by the Center for Electronic Governance, Indian Institute of Management, Ahmedabad concluded that this model of “government to citizen” service delivery has serious sustenance problems (World Bank, 2004). The research reported in this paper takes a step back and focuses on the acceptability of e-gov by individuals. It is a people-centric approach to determine the overall acceptability of e-gov to people in a developing country, Saudi Arabia. Although this research may be generalizable to other situations, the primary intention of this project is to shed light on how to approach and manage implementation projects in developing nations.  相似文献

According to public management theory and existing research on information technology (IT) value creation in the public sector, governments should actively strive to generate greater public value with IT, and the capability of public service delivery is at the center of this public value. In this study, we focus on efficiency gains in public service delivery through IT in municipal governments. First, we answer the research question: How much euro efficiency is gained in public service delivery by €1 increase in share of IT costs relative to total municipal costs? Second, we focus on contextual effects of these efficiency gains, by analyzing the effects of workforce mean age, workforce age dispersion and training costs. We use data from Dutch municipalities and study these efficiency gains in the period 2014–2018. Our empirical strategy encompasses a two-step procedure combining a stochastic frontier model and ordinary least squares models. Our analysis suggests that share of IT costs relative to total municipal costs (in short: share of IT costs) can explain efficiency in public service delivery by municipalities. Our results indicate that an increase of €1 in favour of share of IT costs leads to a net cost efficiency gain of €1.08. We also show that this effect in efficiency gains diminishes with a higher share of IT costs. Our results also show that workforce mean age, workforce age dispersion and training costs do not influence the relation between share of IT costs and efficiency.  相似文献

ABSTRACT

This research project investigates public records retention policies incorporated into practice in public libraries in the upper Midwest. The authors compared behaviors mandated by state legislation to practices in place based on a survey of public library administrators in the states of Wisconsin, Michigan, Iowa, Illinois, Minnesota and Indiana. The intent was not to determine actual compliance, but to elicit information about practices. While variables such as definitions of terms and standards of policies affect the interpretations of the results, the findings highlight that public librarians have an awareness about retention policies, though they vary from institution to institution. Within this article, the authors discuss these records management practices in relation to their value in the development of institutional and professional history.  相似文献

For public libraries to achieve effective strategic planning, they must know who uses the public library and who does not use it. This study examines the characteristics of users and non-users of the public libraries using socio-demographic data from the Current Population Survey, a nationally representative survey of over 50,000 households conducted during October 13–19, 2002, and library services data from the Public Libraries Survey 2002. The study finds 34 variables to be significant. These variables including factors that have not often been studied, such as distance from the library, age/school attendance status, use of other types of library, and public library expenditure per state capita. It is also worth noting that disadvantaged groups, including ethnic minorities, recent immigrants, and people with disabilities, were less likely to use public libraries. This was true even after other factors such as education and income were held constant. The study provides a national-level assessment of the under-served populations. It also offers triangulation to other existing research, particularly qualitative information behavior studies of specific groups.  相似文献
