The University of Pittsburgh Electronic Recordkeeping Research Project established a model for developing functional requirements and metadata specifications based on warrant, defined as the laws, regulations, best practices, and customs that regulate recordkeeping. Research has shown that warrant can also increase the acceptance by records creators and others of functional requirements for recordkeeping. This article identifies areas related to warrant that require future study. The authors conclude by suggesting that requirements for recordkeeping may vary from country to country and industry to industry because of differing warrant.  相似文献

In an attempt to solve the current and future problems in electronic recordkeeping the Dutch government, namely the Minister of the Interior, and the Minister of Culture, established a nation wide program: Digital Longevity (Digitale Duurzaamheid). The program is run by a bureau, staffed by consultants from the ministry of the Interior, the National Archives, and a province. By various means the bureau creates awareness at the political and senior management levels, develops policies for electronic recordkeeping, and supports implementation. The program contributes to the developing of theories in the area, supports research, and cooperates in education and training. Via pilot projects the consultants keep in touch with record creating organizations. As an opus magnum the program works on a generic design of a recordkeeping system, including a structured definition of recordkeeping functional requirements.  相似文献

The revised International Standard ISO 15489:2016 Part 1: Principles and Concepts establishes a framework and a set of techniques with which today’s recordkeeping professionals can implement appropriate and digital-ready strategies for recordkeeping. Moving away from conventions that remained tied to the paper world, the Standard establishes a set of principles to guide any approach, regardless of technologies and formats, and explains the fundamentally important work of appraisal. It also describes the essential elements of controls for records, to assist with access, retention and more. In this reflection, the author describes the genesis of the revised standard and argues that, unless recordkeeping professionals embrace the contingent and fluid nature of their work, and adhere to principles such as those described in the Standard, they will not produce solutions to accountability, access and memory challenges that meet the needs of the connected world.  相似文献

The Royal Commission into Institutional Responses to Child Sexual Abuse was set up in January 2013 to investigate child sexual abuse in institutional contexts and to focus its recommendations on addressing systemic issues. Recordkeeping issues are at the core of the problems that institutions face when dealing with child sexual abuse although the Royal Commission did not address them systematically in 2013–14. The present article analyses the recordkeeping issues that arose in the public hearings held by the Royal Commission up to October 2014. It shows that recordkeeping issues that appeared in different contexts provide evidence of critical failures in the recordkeeping systems of the institutions under study. It then highlights three implications for professional practice: the need for the professional associations to step up and advocate for a hearing on recordkeeping issues, the importance of putting in place appropriate systems to preserve the records of the Royal Commission, and the need to raise awareness about the complexity of the recordkeeping issues in the institutions that deal with out-of-home care and to develop recordkeeping systems that better meet the needs of the children in care and that support the prevention, detection, reporting and prosecution of child abuse.  相似文献

Contemporary Church recordkeeping has been an area all too often ignored by historians and archivists. There were two significant events in the last 140 years that defined the types of records created and maintained within the Church namely: Vatican I and Vatican II. After the suspension of Vatican I and the promulgation of Pastor Aeternus, we begin to see a centralization in ecclesiastical governance structures, due in part to interpretations of papal primacy. This centralization of Church authority eventually impinged upon the recordkeeping processes of dioceses. However after Vatican II the pendulum shifted with the promulgation of the Decree Concerning the Pastoral Office of the Bishop and the re-introduction of the tenet of collegiality. The promulgation of this document and others caused a de-centralization of Church recordkeeping practices. Using the Archdiocese of Vancouver as a case study this paper will attempt to show recordkeeping changes that occurred after Vatican I and Vatican II and the impact these councils had on archdiocesan administration.  相似文献

Reporting on ongoing research, this paper reviews stories, drawn from recent literature as well as gathered through ethnographic research, that people tell about records and recordkeeping during and since the Yugoslav Wars. It focuses on what these stories reveal of the agency and affect of recordkeeping in individual and community lives, particularly in Croatia. The paper concludes with a contemplation of what might be learned from such an approach for the development of recordkeeping infrastructures that can anticipate, avert or alleviate some of the ways in which records and recordkeeping continue to traumatize or target the vulnerable, and frustrate and prevent the human and societal need to “move forward,” if not “move past.”  相似文献

Objective: The article gives an account of a study on the impact of facilitating information literacy education (FILE) on its participants, health librarians who have attended this course between 2007 and 2010. Methods: The analysis presented here is based on the first stage of the research, funded by the Higher Education Academy Information and Computer Sciences and consisting of an online survey. This survey was conducted in Autumn 2010 and examined the respondents’ examples of information literacy practice before and after FILE. Results and conclusion: Two main outcomes can be drawn from the data. First, that overall the respondents’ provision of information literacy education has shifted from a tutor‐centred approach (where the trainer decides what the learner needs) to a learner‐centred approach (where the learner decides what he/she needs). And secondly, that the impact of FILE should be seen in terms of a self‐perpetuating professional development, rather than measured in terms of specific changes that occur at set times (e.g., at the end of the course or 6 months after completion). As one FILE participant puts it: ‘When FILE ends your career as an information literacy professional starts.’  相似文献

This article provides an overview of evolving Australian records continuum theory and the records continuum model, which is interpreted as both a metaphor and a new world-view, representing a paradigm shift in Kuhn's sense. It is based on a distillation of research findings drawn from discourse, literary warrant and historical analysis, as well as case studies, participant observation and reflection. The article traces the emergence in Australia in the 1990s of a community of practice which has taken continuum rather than life cycle based perspectives, and adopted postcustodial approaches to recordkeeping and archiving. It “places” the evolution of records continuum theory and practice in Australia in the context of a larger international discourse that was reconceptualizing traditional theory, and “reinventing” records and archives practice.  相似文献

针对目前学界存在的对文件连续体理论的一些误读,本文系统梳理和阐释了文件连续体理论的核心概念、产生背景、主要内容及其应用,指出文件连续体理论是在澳大利亚基于证据和连续体的文件管理思想、文件系列体系思想的基础上,借鉴后保管主义及结构化理论建构的后现代主义文件保管的新范式。它强调文件并非是中立物,文件的运动具有时空延伸性。该理论的终极诉求是建立一个自下而上的、可靠的文件保存体系,以完整保存集体记忆,促进社会民主发展。要实现这一诉求,文件的保存就需多方主体的参与和合作。文件连续体理论为文件管理提供了重要的理论框架,对建构完整的社会记忆具有重要的指导价值,同时也为对传统档案学的核心概念及理论进行批判性反思提供新的视角和工具。  相似文献

Today functional classification is the predominant approach to records organization. It is, however, apparent that the functional approach to records classification often involves methodological and conceptual confusion as well as usability issues. The purpose of this study is to gain a better understanding of how recordkeeping professionals perceive functional classification, what are the purposes the classification serves and how they justify this method in Finnish public sector organizations. The article presents the results of the study in which 22 recordkeeping professionals in three Finnish public sector organizations were interviewed. The data were analyzed with qualitative methods. The results show the integration of the functional approach in Finnish recordkeeping practices and records management tools. The results also describe various purposes served by functional classification in organizations. They illustrate various justifications for this method and the recordkeeping professionals’ lack of methodological alternatives.  相似文献

Background: The Northern Territory Department of Health and Families’ (DHF) Library supports education programs for all staff. DHF is implementing an elearning strategy, which may be viewed as a vehicle for coordinating the education function throughout the organisation. Objective: The objective of this study is to explore the concept of elearning in relation to the Library’s role in implementing an organisation‐wide elearning strategy. Methods: The main findings of a literature search about the effectiveness of elearning in health professionals’ education, and the responsibility and roles of health librarians in elearning are described. A case study approach is used to outline the current role and future opportunities and challenges for the Library. Discussion: The case study presents the organisation’s strategic planning context. Four areas of operational activity which build on the Library’s current educational activities are suggested: the integration of library resources ‘learning objects’ within a Learning Management System; developing online health information literacy training programs; establishing a physical and virtual ‘elearningLibrary/Centre’; developing collaborative partnerships, taking on new responsibilities in elearning development, and creating a new elearning librarian role. Conclusion: The study shows that the Library’s role is fundamental to developing the organisation’s elearning capacity and implementing an organisation‐wide elearning strategy.  相似文献

This paper is a synopsis of results achieved in addressing research questions and issues in the management of electronic records. The formulation of records management theory within the context of set theory is briefly described. Steps toward establishing functional requirements for electronic recordkeeping are summarized. The use of software prototyping to develop software techniques for classifying, profiling, and records disposition is described. New research issues and approaches to their resolution are proposed. The methods used in this research suggest the importance of interdisciplinary collaboration in addressing issues in the management of electronic records.  相似文献

Introduction: Major changes in health care, within an information‐ and technology‐rich age, are impacting significantly on health professionals and upon their education and training. Health information professionals—in both the National Health Service (NHS) and higher education (HE) contexts—are consequently developing their roles, skills and partnerships to meet the needs of flexible education and training. This article explores one facet of this—supported online learning and its impact on role development. Methodology: A case study approach was taken, aiming to explore how academics, health information professionals and learning technologists are developing supported online learning to explicitly address the e‐literacy and information needs of health students within the context of NHS frameworks for education. This was contextualized by a literature review. Results: The case study explores and discusses three dynamics—(i) The use of supported online learning tools by future health‐care professionals throughout their professional training to ensure they have the appropriate e‐literacy skills; (ii) the use of supported online learning by current health professionals to enable them to adapt to the changing environment; (iii) the development of the health information professional, and particularly their role within multi‐disciplinary teams working with learning technologists and health professionals, to enable them to design and deliver supported online learning. Conclusions: The authors argue that, in this specific case study, health information professionals are key to the development of supported online learning. They are working successfully in collaboration and their roles are evolving to encompass learning and teaching activities in a wider context. There are consequently several lessons to be drawn in relation to professional education and role development.  相似文献

Keeping track of what needs to be done and where and when and by whom is a common practice in Canadian households. The documentary tools used to coordinate the work of keeping track in everyday life are the focus of this paper. We consider these documentary tools as belonging to genres. On the basis of four in-depth interviews, observation, and photography, we identify four genres common to all participants: check-ins or status reports, lists, reminders, and calendars. We map examples of these genres to show that they are socially and intertextually connected—in genre systems—with institutions and organizations beyond the home. Archivists have much to gain by applying the concept of genre-as-social-action and using ethnographic methods to study personal records from the creator’s perspective. Such approaches provide insight into the contexts within which personal records are created and used, including the intertextual linkages between personal and institutional recordkeeping.  相似文献

The 2012 International Council on Archives congress theme of ‘Trust. Archives Supporting Good Governance and Accountability’ invited exploration of the nexus between recordkeeping and holding powerful people and organisations to account. By comparing the formation, management and use of a set of records under currently accepted frameworks for recordkeeping in Australia with the formation, management and use of the WikiLeaks Cablegate archive, we can examine how effectively archives and recordkeeping professionals today are meeting their stated goal of upholding accountability, while ensuring the creation of an inclusive societal memory. By analysing these two cases from the point of view of recordkeeping activities supporting appraisal, access, use, trust and authenticity, it is then possible to draw conclusions about lessons that recordkeepers should be learning from WikiLeaks and the changing nature of information generally, if we are to remain relevant and useful as a profession.  相似文献

The aim of this paper is to propose information literacy as a soft applied discipline, of key importance in the information society. This is contrasted with the characterization of information literacy as a personal attribute in the U.S. and Australian Information Literacy standards. Vannevar Bush's vision of the technologically connected and enabled scientist is used to introduce a discussion of citizen's information needs and responsibilities in an age of “cheap complex devices.” The authors emphasize the key role of information literacy in this information society. Information literacy is identified as a soft applied discipline, with reference to disciplinary indicators that have been identified in the literature. Building on this concept of an information literacy discipline, the authors propose a mission for information literacy education focused around three elements: information literacy for citizenship, information literacy for economic growth, and information literacy for employability. The paper concludes by identifying that in terms of preparing citizens for managing and taking action in society, information literacy has much to contribute, and that it is vital to nurture this emergent discipline.  相似文献
