Literature shows there is a growing interest in studies involving Artificial Intelligence (AI) in the public sector; and while there is evidence of many governmental initiatives that have been established to harness the power of AI, empirical research on the topic and evidence-based insights are rather lacking. The aim of this Special Issue on Artificial Intelligence for Data-Driven Decision-Making and Governance in Public Affairs is to extend both the theoretical and practical boundaries of AI research in the public sector in order to improve governmental decision-making and governance, thus enhancing public value creation. The papers in this special issue focus on AI risks and guidelines, AI governance, the risks of governmental implementation of AI to citizens' privacy, increasing citizen satisfaction through AI-enabled government services, the enablers and challenges of AI implementation in specific public sectors, and using AI to study political opinion. These papers not only advance our knowledge and understanding of the use of AI in government and public governance, but they also help to set out a renewed research agenda. Future research should, among other things, focus on inter- and multi-disciplinary empirical studies that call for the collaboration of a variety of stakeholders; on the longitudinal dynamics of creating public value through the breadth and depth of AI assimilation; and on the investigation of the ethical challenges (particularly data privacy) in AI implementation.  相似文献

Studies on the relationship between the numbers of citations and downloads of scientific publications is beneficial for understanding the mechanism of citation patterns and research evaluation. However, seldom studies have considered directionality issues between downloads and citations or adopted a case-by-case time lag length between the download and citation time series of each individual publication. In this paper, we introduce the Granger-causal inference strategy to study the directionality between downloads and citations and set up the length of time lag between the time series for each case. By researching the publications on the Lancet, we find that publications have various directionality patterns, but highly cited publications tend to feature greater possibilities to have Granger causality. We apply a step-by-step manner to introduce the Granger-causal inference method to information science as four steps, namely conducting stationarity tests, determining time lag between time series, establishing cointegration test, and implementing Granger-causality inference. We hope that this method can be applied by future information scientists in their own research contexts.  相似文献

This article examines how journalists defend their boundaries and epistemic authority in the face of the challenges from user-generated content (UGC). It investigates the issue through exploring 51 Chinese journalists’ views of UGC producers and journalism. The interviews reveal that in this case study, Chinese journalists’ commitment to their social identity as ‘people of work units’ (danwei ren), i.e. their identity is defined by the employment relationship between journalists and news organisations, forms the ground of demarcating the boundaries between journalists and UGC producers. As a result, this group of Chinese journalists reinforces their conventional journalistic norms and identity as ‘organisational men/women’ and keeps old-fashioned journalism alive. In the meantime, however, they are aware of changes in the environment within which they practice, and therefore they reflect on their work and (re-)define what journalism is in order to adapt to the changes. This case study shows that the boundary work of Chinese journalists interviewed in the study and their understanding of boundaries are contextually bound. The boundary work of journalism is not only about defence but also about adaptation. It offers a perspective for understanding both continuity and change in the transformation of Chinese journalism as well as the boundaries of journalism in general.  相似文献

The literature dealing with undecided voters – a growing group of citizens in many democracies that can determine who wins in election campaigns – suggests two very different profiles. The first approach describes undecided voters as being generally uninformed about politics, while the second sees undecideds as sophisticated citizens who follow a campaign closely before making their final voting decision. The current study tries to make sense of this contrast, while examining differences between sophisticated and less sophisticated undecideds (their level of sophistication was based on their political interest and knowledge). Using two panel surveys, conducted before and after the April 2019 elections in Israel (N = 1427; N = 912), we examine a number of hypotheses about differences in terms of the undecided citizens' demographic backgrounds, how they search for political information during the election campaign, how they come to make their final decisions, and whether they ended up voting. The findings indicate that the typical sophisticated undecided voter is a citizen from a more privileged social background, exhibits greater trust in traditional media, consumes more news to follow the campaign (from various traditional news outlets and social media), is more likely to carry out online discussions about the elections, is more likely to base his or her decision on policy issues, is more likely to debate between parties within the same ideological camp (internal floater), and more likely to vote than less sophisticated undecided voters. Our typology, which makes a distinction between sophisticated and less sophisticated undecided voters, as well as these findings (and the comparison to the committed voters), can help political scientists and practitioners widen their understanding regarding this important group of voters in todays' complex political reality.  相似文献

In the wake of its decision to fire veteran political commentator Juan Williams, NPR came under fire from all quarters for its seemingly incongruous decision. Dubbed by conservatives as an unveiled attempt to remove Williams because of his professional role as commentator on the right-wing FOX news network, NPR was unprepared for the vitriolic outpouring of outrage from its listeners and critics. Finding itself under attack, NPR had little choice but to defend its decision and issue forth its own attack on William's work and character as a NPR political commentator. This monograph analyzes the apologetic exchange that ensued in the public arena, an exchange that created its own unique public relations challenges.  相似文献

Using the United States and Great Britain as a comparative case study, this article employs a historical framework to consider the broad array of social, cultural, political, and economic contexts that led to divergent outcomes in the early development of broadcasting policy. This comparative historical analysis reveals the causal chains formed before the 1920s despite a period of post-war contingency. As a policy option, government control was removed in the United States but stayed in place in Britain after the war. This comparative approach can help to explain policy outcomes and inform modern policy debates.  相似文献

Boundary theory has assumed that two distinct organizations—scientists and policy-makers—can interface with one another via an external boundary organization, yet boundary management contexts often call for different strategies where a neutral third party is not involved. Recent scholarship has highlighted alternative models for boundary organizations, including the emergence of boundary organizations within universities. Most of these studies have taken an organizational perspective, yet as universities increasingly fulfill the role of boundary organizations by direct engagement with policy-makers, we need a deeper understanding of the roles scientists should play within this context. This study highlights the need to understand context before designing and implementing boundary management strategies, and considers the complexities of direct engagement between scientists and policy-makers. We draw from a case study conducted in Maine to argue that there are contexts in which scientists need to manage and span the science–policy boundary. The complexities involved in preparing scientists to engage more thoroughly in policy activities and the challenges in garnering institutional support for advancing the participation of scientists in boundary-spanning activities are explored.  相似文献

In 2010, the Oregon State University Libraries implemented changes to its organizational structure to align itself better with the university and respond to the ongoing fiscal crisis. The Collections & Resource Sharing Department was created at that time. This case study describes and analyzes changes in collection management using the four frames in Bolman's and Deal's model: structural, human resources, political, and symbolic. The article concludes with a discussion of ongoing challenges that are likely to require greater use of the political and symbolic frames for planning and implementing further changes.  相似文献

eCommerce, Brexit, new safety and security concerns are only a few examples of the challenges that government organisations, in particular customs administrations, face today when controlling goods crossing borders. To deal with the enormous volumes of trade customs administrations rely more and more on information technology (IT) and risk assessment, and are starting to explore the possibilities that data analytics (DA) can offer to support their supervision tasks. Driven by customs as our empirical domain, we explore the use of DA to support the supervision role of government. Although data analytics is considered to be a technological breakthrough, there is so far only a limited understanding of how governments can translate this potential into actual value and what are barriers and trade-offs that need to be overcome to lead to value realisation. The main question that we explore in this paper is: How to identify the value of DA in a government supervision context, and what are barriers and trade-offs to be considered and overcome in order to realise this value? Building on leading models from the information system (IS) literature, and by using case studies from the customs domain, we developed the Value of Data Analytics in Government Supervision (VDAGS) framework. The framework can help managers and policy-makers to gain a better understanding of the benefits and trade-offs of using DA when developing DA strategies or when embarking on new DA projects. Future research can examine the applicability of the VDAGS framework in other domains of government supervision.  相似文献

Citizens can gain a better understanding of the important issues of a campaign and where candidates stand on those issues from three primary sources: direct candidate-to-citizen mass media messages (e.g., political advertisements, debates), news (e.g., newspapers, television news), or discussion with fellow citizens. The current study conducted a secondary analysis of 1996 American National Election Study (ANES) data to replicate Brians and Wattenberg's (1996) findings concerning the relative influence of political advertisements, television news use, and newspaper use on voter issue knowledge and salience in the 1992 United States presidential campaign. We also analyzed two additional communication information sources, general political discussion and debate viewing. The effects of political advertisement recall, television news viewing, and newspaper use replicated across election studies. General political discussion was found to affect both issue knowledge and salience, and when introduced into the regression analyses nullifies the predictive power of political advertisement recall for knowledge. Talk's influence on salience wanes in subsequent analyses. Viewing the first debate was a strong predictor of issue knowledge, but was not associated with issue salience. Advertisement recall maintained predictive power for issue salience even after taking into account the other four information sources, and watching the second debate also predicted salience. The combination of results presents evidence that candidate-to-citizen and citizen-to-citizen communication play unique roles in determining levels of issue knowledge and salience.  相似文献

In today's fast-paced world, anecdotal evidence suggests that information tends to inundate people, and users of information systems want to find information quickly and conveniently. Empirical evidence for convenience as a critical factor is explored in the data from two multi-year, user study projects funded by the Institute of Museum and Library Services. The theoretical framework for this understanding is founded in the concepts of bounded rationality and rational choice theory, with Savolainen's (2006) concept of time as a context in information seeking, as well as gratification theory, informing the emphasis on the seekers' time horizons. Convenience is a situational criterion in peoples' choices and actions during all stages of the information-seeking process. The concept of convenience can include their choice of an information source, their satisfaction with the source and its ease of use, and their time horizon in information seeking. The centrality of convenience is especially prevalent among the younger subjects (“millennials”) in both studies, but also holds across all demographic categories—age, gender, academic role, or user or non-user of virtual reference services. These two studies further indicate that convenience is a factor for making choices in a variety of situations, including both academic information seeking and everyday-life information seeking, although it plays different roles in different situations.  相似文献

This paper reports on a research study aiming to identify the user requirements of digital scholarship services (DSS) in university libraries. Due to the exploratory nature of this study, a case study approach was adopted as the overarching methodology. Wuhan University Library (one of the top university libraries in China) was adopted as the case study. Specifically, a mixed qualitative-quantitative approach was employed for the case analysis. A qualitative study was performed aiming to identify and qualify users' DSS requirements. The analysis of qualitative interview data pointed to 17 DSS requirements under five themes: formulating research ideas, locating research partners, writing research proposals, conducting research, and publishing results. Subsequently, a quantitative Kano model analysis was undertaken to validate, verify and prioritise the DSS requirements identified. Based on measuring individual requirements' priority, DSS requirements were classified into four types: must-be, one-dimensional, attractive, and indifference. Finally, a set of strategic suggestions for DSS development were devised. This paper is of interests to library and information science researchers, as well as library managers and professionals. Although the data were collected from a university library in China, the research findings provide useful insights and implications that can be shared across international borders.  相似文献

Information technology (IT) applications in local government have been mostly used to advance the technical capacity of localities in delivering public services. As decision making responsibility moves from the U.S. federal government to local governments, academic researchers should address the need for developing intuitive decision support systems (DSS) for government managers and senior decision makers. The task-specific models of Web-based information systems (IS) discussed in this study can help local government managers capture information in multimedia format and facilitate information sharing between their department and other agencies without dependency on specific platforms, time differences, or locations in a cost-effective manner. Consequently, research should be encouraged to develop methods that respond to questions of training in the new IS environment and to provide solutions to facilitate service and system integration despite the environmental and political complexity surrounding local governments.  相似文献

This study sheds light on the recent use of social media for protests, with the 2016 South Korean candle light vigils as the case study. An extensive amount of literature has explored social media’s potential for informing and mobilizing the public to engage in protest activities. Previous research has mainly focused on the direct effect of social media on protest engagement. Moving beyond the direct effect, this paper sought a better understanding of social media’s role in the democratic process by examining how social media affects political knowledge and protest participation, depending on an individual’s political interest level. To test these relationships, this study used survey data collected in South Korea during the mass candlelight vigils in South Korea in 2016 (N?=?922). Findings suggest that the knowledge gap narrowed amongst those with high social media use, mainly due to a greater knowledge drop for those with high political interest. On the other hand, when it comes to participation, the participation gap widened amongst those with high social media use, largely due to a greater increase in participation for those with high political interest. Crowdsourcing is a form of IT-enabled open innovation that has received increased attention in recent years. However, the use of crowdsourcing in public innovation is still in its early stages. To understand the adoption of crowdsourcing in government, this article investigates the antecedents of the intention to adopt crowdsourcing in government organizations. The adoption intention is conceptualized as a rationalistic, goal-directed decision that is driven by multiple strategic intents but tempered by transaction costs. Three strategic intents (accessing complementary knowledge, enhancing organizational legitimacy, and reducing innovation costs) and two transaction costs (codification costs, and broadcasting costs) are hypothesized as antecedents to the adoption intention. Data (n = 205) from municipalities in Belgium and the Netherlands shows that the adoption intention can be explained by the influence of the political executive, the pursuit of organizational legitimacy, and transaction costs associated with broadcasting. Accessing complementary knowledge, reducing innovation costs, and codification costs are not significant predictors. The findings suggest that crowdsourcing is viewed as a tool for political alignment and legitimation.  相似文献

This session presented several case studies of libraries facing challenges following a decision to move materials to an off-site storage facility. The presenters described the entire process of moving materials to an off-site location: from planning and selecting materials to organizing the collection off-site, with an emphasis on the unique problems created by serials. Although a growing number of studies are examining the relationship between Internet use and political participation, varying study characteristics make the overall effect size difficult to estimate. Using a meta-analysis, we estimated the mean effect size and tested whether the effect size was influenced by study characteristics. Data for this meta-analysis were derived from 56 papers reporting 63 independent studies. Results revealed that Internet use had a weak relationship with political participation (rc?=?.22). Moderator analyses demonstrated that type of Internet use, Internet use measure, Internet use for news, type of political participation, sample origin, and survey year significantly moderated the relationship between Internet use and political participation. For instance, Internet use including news (rc?=?.27) had a significantly stronger relationship with political participation than did Internet use excluding news (rc?=?.19). European samples (rc?=?.27) had the largest mean correlation followed by North American samples (rc?=?.23) and Asian samples (rc?=?.18) in decreasing order of strength of relationship. The theoretical and methodological implications of the findings are discussed.  相似文献

The growing Artificial Intelligence (AI) age has been flooded with several innovations in algorithmic machine learning that may bring significant impacts to industries such as healthcare, agriculture, education, manufacturing, retail etc. But challenges such as data quality, privacy and lack of a skilled workforce limit the scope of AI implementation in emerging economies, particularly in the Public Manufacturing Sector (PMS). Therefore, to enhance the body of relevant literature, this study examines the existing challenges of AI implementation in PMS of India and explores the inter-relationships among them. The study has utilized the DEMATEL method for identification of the cause-and-effect group factors. The findings reveal that poor data quality, managers' lack of understanding of cognitive technologies, data privacy, problems in integrating cognitive projects and expensive technologies are the main challenges for AI implementation in PMS of India. Moreover, a model is proposed for industrial decision-makers and managers to take appropriate decisions to develop intelligent AI enabled systems for manufacturing organizations in emerging economies.  相似文献

The “but you are free” (BYAF) compliance-gaining technique operates by telling the target that he or she is free to refuse the request. A meta-analysis of 42 studies of the effectiveness of that technique indicated that it was an effective means of increasing compliance rates in most contexts. It was effective regardless of type of request, but effectiveness diminished when the decision to enact the target behavior was not made immediately, consistent with a self-presentation explanation of the technique's effectiveness.  相似文献
