美国图书馆协会的《职业道德规范声明》提出了以图书馆事业为中心的具体原则,其《图书馆权利法案》则明确了图书馆的责任和义务。目前,美国社会和政治环境的变化为图书馆职业带来了越来越多的忧虑和压力。"9·11"后出台的《爱国者法案》明显与图书馆职业道德规范中所阐述的重要原则相冲突。因此,美国图书馆协会决心抵制《爱国者法案》对知识、信息自由开放以及行使个人隐私权的限制。 相似文献

本文通过对美国<洛杉矶时报>、<纽约时报>、<今日美国>、<华盛顿邮报>和<华盛顿时报>"9·11"后美国"爱国者法案"有关报道的内容分析,发现美国主流媒体在新形势下,与美国政府和情报司法部门一样,面临前所未有的考验.无论媒体是否仍然坚守自己所一贯标榜的自由卫士和监督政府的传统立场,从报道中看,美国摇摆于自由或安全的艰难权衡之中.200多年来美国作为多民族熔炉,不主张牺牲种族与文化多样性来保证安全,但研究样本的文章很少提到种族与文化多样性,虽然这两个范畴不在自由或安全大论战的主线上,但由此使人联想到美国人对种族与文化多样性前景的担忧."9·11"后,提到民权时,它主要指美国公民的自由权利,而不是在美国的外国人的人权,对以反恐的名义违反人权和忽视少数民族权利的现象很可能被淡化处理了. 相似文献

The questions of expectation of privacy by the patron and the accountability of he reference librarian to ensure privacy are explored. Discussion reveals lhat different patron types have different expectations of confidentiality. Librarians have an ethical accountability based on ALA Codes of Ethics, but social and personal conflicts may arise. The reference librarian has no legal accountability to protect the patron's confidentiality during a reference interview. Although the Codes need to protect the librarian more and reflect the dualities, there may be no resolution to conflicts between professional and personal integrity. 相似文献

The 1981 ALA Statement on Professional Ethics differs significantly from previous statements, which were, by and large, neglected. In recent years, particularly since 1975, more interest has been shown by librarians in the development of a meaningful statement which speaks in a practical way to services they provide. The purpose of this article is to encourage reference to the 1981 Statement as a point of departure in developing more specific approaches to ethical or professional library service. We conducted a literature review of best practice in peer review. Following this research, we identified five principles for better peer review: Content Integrity, Content Ethics, Fairness, Usefulness, and Timeliness. For each of these principles, we have developed a set of recommendations to improve peer review standards. In this article, we describe the role of peer review and how our five principles support that goal. This article is intended to continue the conversation about improving peer review standards and provide guidance to journal teams looking to improve their standards. 从iSchools成员的分布、系所名称、博士班学程的特色,剖析iSchools成员的属性,以期能从中观察iSchools对资讯领域产生的影响。研究结果显示,目前iSchools 38个成员以美国为主,遍及欧、亚、澳各地,形成全球资讯学院联盟,有助于学术交流与合作。再者,其中有12个成员(占31.6%)来自ALA认可的学校,比例颇高,且其系所名称多单独使用资讯或资讯研究一词,传统的图书馆学系所在此已显式微。至于系所名称的表现,iSchools偏重资讯领域,有65.8%的系所名称以资讯一词起始、97.4%的系所名称涵盖资讯一词,显见资讯在此群组的主导性。最后,在人才培植方面,iSchools锁定资讯领域的高级学术、研究人才、企业界的高阶主管为目标,普设博士班学程,跨学科的课程以资讯为主体,强调科技应用。 相似文献

This article examines public librarians' experiences with attempted censorship, including their dismay, anger, and disappointment with fellow librarians and their professional organizations, which those under attack found apathetic in safeguarding user rights and protecting their jobs as library professionals. Some of these librarians became the activists who campaigned for the creation of the American Library Association's (ALA) legal defense machinery, along with other primarily young progressive librarians, who pushed forward their own agenda. This study highlights these public librarians' struggles, which made the Freedom to Read Foundation (FTRF) and ALA leading professional organizations in championing intellectual freedom. The study focuses on cases that shaped ALA's policy that led to the establishment of a defense mechanism for librarians in the late 1960s and 1970s. It also examines the extent to which ALA upheld the organization's professional credo and its members' rights. 相似文献
