Privacy information transparency is generally considered desirable and should be enabled and upheld. It has gained increasing attention giving the emergence of new information technologies and their affordances for e-governance and governments. This study examines the proposition that privacy information transparency is amiable to mitigating privacy fatigue in e-government. The study identifies the antecedents of privacy information transparency of an e-government website, and its influence on privacy fatigue manifested in emotional exhaustion and cynicism. A survey conducted in Cyprus harnessed user responses, and the data analyzed using a partial least square structural equation analysis method. Findings reveal that; (1) user data collection and data use information aspects of online privacy significantly impact privacy information transparency; and (2) privacy information transparency positively impacts both cynicism behaviour and emotional exhaustion. This study extends the concept of privacy fatigue into e-government and contributes to an empirical evaluation of its relationship with privacy information transparency.  相似文献

The increasing use of the Internet for service delivery has paralleled an increase of e-service users' privacy concerns as technology offers ample opportunities for organizations to store, process, and exploit personal data. This may reduce individuals' perceived ability to control their personal information and increase their perceived privacy risk. A systematic understanding of individuals' privacy concerns is important as negative user perceptions are a challenge to service providers' reputation and may hamper service delivery processes as they influence users' trust and willingness to disclose personal information. This study develops and validates a model that examines the effect of organizational privacy assurances on individual privacy concerns, privacy control and risk perceptions, trust beliefs and non-self-disclosure behavior. Drawing on a survey to 547 users of different types of e-services – e-government, e-commerce and social networking – in Rwanda, and working within the framework of exploratory analysis, this study uses partial least square-structural equation modeling to validate the overall model and the proposed hypotheses. The findings show that perceptions of privacy risks and privacy control are antecedents of e-service users' privacy concerns, trust and non-self-disclosure behavior. They further show that the perceived effectiveness of privacy policy and perceived effectiveness of self-regulations influence both perceptions of privacy risks and control and their consequences; users' privacy concerns, trust and non-self-disclosure behavior. The hypotheses are supported differently across the three types of e-services, which means that privacy is specific to context and situation. The study shows that the effect of privacy assurances on trust is different in e-government services than in other services which suggest that trust in e-government may be more complex and different in nature than in other contexts. The findings serve to enhance a theoretical understanding of organizational privacy assurances and individual privacy concerns, trust and self-disclosure behavior. They also have implications for e-service providers and users as well as for regulatory bodies and e-services designers.  相似文献

Though seldom read or consulted, privacy statements are often the only means for users to know how their personal data will be used by collecting organizations. While the length and the legalistic nature of most privacy statements are often blamed for people's reluctance to consult such documents, studies on the factors that influence users' intention to read privacy statements are still non-existent. For this survey, respondents from the Netherlands were presented with the situation of registering a child for a basic school through their municipalities' websites. The scenario was selected since it was assumed that it would be one that would require a significant amount of personal data from registrants, and not just the usual contact information. Results of the conducted online survey reveal that although not all users consult a privacy statement on a municipal website before they would disclose personal data, the availability and the ease of finding them on a municipal website strongly contribute to users' belief that a municipality can be trusted with their personal data whenever they are shared for a particular online transaction. This study also shows that users' perceptions of the risks involved in the online disclosure of their personal data influenced their intention to read online privacy statements on municipal websites. Older users were also more likely to consult privacy statements than their younger counterparts, while those with lower levels of education and internet experience expressed a higher tendency to read such online documents than those with higher levels of education and internet experience.  相似文献

This study examines the acceptance of cloud computing services in government agencies by focusing on the key characteristics that affect behavioral intent. The study expanded upon the technology acceptance model by incorporating contextual factors such as availability, access, security, and reliability. The research model was empirically verified by investigating the perception of users working in public institutions. Modeling results showed that user intentions and behaviors were largely influenced by the perceived features of cloud services. Also these features were found to be the significant antecedents of cloud computing usefulness and ease of use. The findings should guide governments' promotion of cloud public services to increase user awareness by enhancing usability and appeal and ensuring security.  相似文献

Social media like Facebook have become popular tools for different organizations like libraries in marketing practice. To build relationships with library users, libraries hope social media can engage its user communities actively with their collections, services, and activities. This paper aims at evaluating the effectiveness of using social media as a platform in marketing through a questionnaire on the Facebook page of the University of Hong Kong Libraries (HKUL), comparing the perspectives of students and faculty members. Both the current situation of HKUL's Facebook page and the reasons affecting users' interest and participation in the page are evaluated, in order to suggest better strategies for the library to deal with the needs of library users in the future. Other university libraries can also gain new insights from the study.This research has the following key findings: 1. The marketing practices of HKUL's Facebook page generally did not receive adequate attention and reactions from users; 2. Students were more engaged than faculty members in HKUL's Facebook page, as students use more varieties of library services than faculty members; 3. User needs, social media content, and interactions generally affected user acceptance of the library's Facebook marketing.  相似文献

E-government services involve many stakeholders who have different objectives that can have an impact on success. Among these stakeholders, citizens are the primary stakeholders of government activities. Accordingly, their satisfaction plays an important role in e-government success. Although several models have been proposed to assess the success of e-government services through measuring users' satisfaction levels, they fail to provide a comprehensive evaluation model. This study provides an insight and critical analysis of the extant literature to identify the most critical factors and their manifested variables for user satisfaction in the provision of e-government services. The various manifested variables are then grouped into a new quantitative analysis framework consisting of four main constructs: cost; benefit; risk and opportunity (COBRA) by analogy to the well-known SWOT qualitative analysis framework. The COBRA measurement scale is developed, tested, refined and validated on a sample group of e-government service users in Turkey. A structured equation model is used to establish relationships among the identified constructs, associated variables and users' satisfaction. The results confirm that COBRA framework is a useful approach for evaluating the success of e-government services from citizens' perspective and it can be generalised to other perspectives and measurement contexts.  相似文献

Electronic government (e-Government) systems are becoming an essential strategic tool in the delivery of e-Government-to-Business services (e-G2B). The purpose of this research is to explore direct and indirect effects of trust in online services on the satisfaction of the e-Government service users and other perceptions such as e-G2B system effectiveness and the operational effectiveness of organizations. Based on a sample of e-G2B service users from Saudi Arabia, our preliminary findings suggest that the effects of trust on user satisfaction are mediated by e-G2B system effectiveness measures (e.g., System Quality, Service Quality, and Information Quality) and by operational effectiveness. In addition, we find that operational effectiveness and information quality are the most important drivers of user satisfaction. In contrast to previous research, our results show a negative relationship between trust in online services and service quality and suggest that this finding may have important implications for theory and practice.  相似文献

To help users find their way around the large number of titles available, public libraries organize the collection by placing titles on shelves by genre, by adding classification codes in their online catalogs, and by pictograms on book covers. However, users may have different perceptions of how titles are to be grouped in genres or categories. Public library collections will be more accessible when the way their collection is organized matches these users' perceptions. The authors show how user perceptions can be derived from library loan transaction data. To overcome the particular methodological issues in using such data, a method of ultrametric trees and latent class analysis is developed to determine segments of users and how they categorize the collection. Results show clear user categorizations that in particular respects differ from conventional public library categorizations.  相似文献

Mobile health services are a new direction for public libraries development. However, it is unclear which factors affect users' intention to use the mobile health services of public libraries (MHSPL). Integrating the unified theory of acceptance and use of technology theory along with trust and privacy concerns. This study proposes a conceptual model to investigate factors that affect users' intention to use MHSPL. The conceptual model is empirically examined, and the hypotheses are tested using a survey sample (N = 415). The findings indicate that users' intention to use MHSPL is directly influenced by performance expectancy, effort expectancy, and trust. Trust also mediated users' intention to use MHSPL, leading to an indirect effect of social influence and privacy concerns. Additionally, people with different experiences using MHSPL have significant differences in their intention to use MHSPL. These findings contribute to a deeper understanding of users' behavior of MHSPL and can help facilitate and improve health services provided by public libraries.  相似文献

Governments around the world are adopting facial recognition technology (FRT) to improve public services and law enforcement. Past research has shown that such applications may result in discriminatory effects and threaten privacy. This study shines light on the question of what drives public opinion regarding FRT in different socio-political contexts. Based on an online survey and semi-structured interviews, this study finds that citizens in China, Germany, the United Kingdom, and the United States differ in their acceptance of the official public use of FRT. China has the highest approval rates, Germany and the US have the lowest, and the UK lies in the middle. Our results show that people are generally more willing to accept FRT in public spheres when they trust government institutions, believe the technology should be managed by the central government, and have an affinity for technology. People's awareness of a country's previous history of surveillance further shapes their perceptions of FRT. Across all four countries, we also show that privacy concerns, especially of FRT compromising one's privacy, have the biggest influence on respondents' attitudes. Expanding on existing research into FRT acceptance and usage, our results suggest that policymakers urgently need to address the current regulatory vacuum.  相似文献

This study assesses the effectiveness of New Zealand government Web sites in providing equitable and appropriate access to government information to all citizens. A range of government Web sites was evaluated, and visitors to approximately half of these sites were surveyed to determine their perceptions of the effectiveness of the sites. Results show that there are several key issues for the government to address in formulating effective policy for government Web sites. These include the need for: a clear statement of purpose; good meta-data; good contacts for feedback and update of information; clear statements and adequate provision for confidentiality and privacy of personal data, liability, and copyright; access for disabled users; availability of publications in both electronic and print formats. Key issues to emerge from the user survey focus on the need for better search engines, indexes, and site maps to help people find out quickly if the information they are wanting is likely to be there, and to locate it. Users also need to be assured that the information on government Web sites is accurate and up-to-date. The authors concluded that there is a major gap in government policy emerging from this research that needs urgently to be addressed.  相似文献

It is trendy for university libraries to offer services on social media (SM) platforms. As many millennials prefer to use apps of photo-snapping, libraries unavoidably start to use Instagram to connect with users. This study examines the effectiveness of the use of Facebook and Instagram in The University of Hong Kong Libraries (HKUL), by a mixed-method approach to analyze the posts on the two SM sites of HKUL and user feedback collected from interviews on campus. The content analysis surprisingly revealed that both Facebook and Instagram received very low user engagement, and the most frequently posted contents were library operational news and library events. The interviewees opined that they welcomed HKUL's use of Facebook and Instagram, but they urged HKUL to change its uninteresting style on the SM sites and make better use of the SM features to attract users' attention. This study provides insights for librarians for their effective management and adoption of SM, especially for content design and management.  相似文献

While business models and technological innovations continue to disrupt journalistic practice, global image culture has never been stronger. Developed society is inundated daily with a torrent of images. Yet some of these are barely seen, while others almost instantly accrue scores of likes, shares, and comments. What, then, are the factors that constitute engaging, social photojournalism? Using Q methodology, which bridges qualitative and quantitative approaches, 30 participants ranked photos published on Instagram by news organizations or photographers and shared insight through interviews on what factors affect their engagement. In this way, the users' and the images' characteristics were both studied to shed light on why certain photos accrue more engagement and why certain types of people “like” certain types of content. The findings identify three types of users—feature lovers, newshounds, and optimists—and describe their motivations for interacting on the platform. Insights on how the number of people in the frame, the visibility of facial features, the presence of watermarks, and the post type affect user engagement were also gathered and discussed.  相似文献

Despite the exponential growth in the popularity of artificial intelligence (AI), our knowledge on the public perception of AI, especially in the context of local government services, is still limited. To bridge this gap, this study aims to provide empirical evidence and insights into public perceptions concerning the use of AI in local government services. Our methodological approach involves collecting data via an online survey from the residents of three major Australian cities—i.e., Sydney, Melbourne, Brisbane—and Hong Kong (n = 850), and performing statistical analyses. We found that: (a) Ease of using AI is significantly and positively influenced by attitude towards AI; (b) Attitude towards AI significantly and positively influences perceived usefulness of AI in local government services; (c) AI is seen useful in resource management and to improve delivery of service, reduction of cost to provide urban-service, improvement of public safety, and monitoring the effectiveness of strategies to manage environmental crisis, and; (d) AI is more positively perceived by Australians in comparison to Hong Kongers, indicating the impact of contextual and cultural differences. The research findings inform local government authorities—e.g., urban policymakers, managers, and planners—on their AI policy, planning and implementation decisions.  相似文献

A key premise of open government data (OGD) policies is enhanced engagement between government and the public. However, it is not well understood who the users of OGD are, how to tailor OGD content, and which communities to target for outreach. We examined users' engagement with Health Data NY, New York's health oriented OGD portal, to understand user characteristics associated with increased site engagement. We used Google Analytics data to classify four site engagement metrics into high versus low engagement and used logistic regression to test associations between higher site engagement and gender, age group, device type, and consumer interest. We found that being in a younger age bracket, male, a desktop user, and a Technophile are associated with higher engagement. The findings contribute to further understanding OGD initiatives and consumer health information behavior. More broadly, we demonstrate how OGD managers can leverage their web analytics data to understand which users are most engaged, thereby enabling them to better target their content.  相似文献

In the age of immediate gratification, in certain situations users may settle for information that is quickly and easily available instead of library sources that are considered more authoritative and trustworthy. Much empirical evidence suggests that explanations for innovation outcomes should be located in an understanding of users' responses to innovations (Ashford, 1988; Fulk, 1993; Lewis &; Seibold, 1993; Miller, Johnson, &; Grau, 1994; Poole &; DeSanctis, 1990). Unfortunately, researchers have neglected to pursue systematic studies of behavioral responses to innovations in accounting for particular innovation outcomes. The investigation reported draws on previous research that isolated three dimensions of interaction‐based coping responses: favorableness, decidedness, and focus (self vs. other). The present study tests the relative effects of several antecedents to users' (N= 216) behavioral coping responses to quality programs in four organizations. Results of hierarchical regression analyses indicated that users' attitudes, concerns for performance, normative influence, and uncertainty, and their perceptions of the context of change affect each of the three dimensions of their behavioral coping responses.  相似文献

Abstract

The JUBILEE project (JISC User Behaviour in Information Seeking: Longitudinal Evaluation of EIS) was set up at the University of Northumbria in response to a Joint Information Systems Committee (JISC) call for a qualitative longitudinal monitoring of Electronic Information Services (EIS) in the United Kingdom. The issue of EIS performancein support of Higher Education (HE) is of growing concern today. Because HE institutions commit more revenue to systems and services, there is a need to find ways by which to assess the value of EIS. One of the most valid measures is user satisfaction. An importantattribute of JUBILEE's holistic method is that it affords a formal approach to the collection and presentation of users' opinions of EIS. JUBILEE will be collecting and collating data on user information-seeking behaviour over a period of time and in a variety of disciplines. The longitudinal tracking of users in JUBILEE will highlight success criteria for information seeking from the users' viewpoint. Wayfinding in libraries can be a difficult and challenging task, and yet few studies of wayfinding have been concerned with libraries. Although it is true that the library and information science literature includes studies designed to measure user frustration, wayfinding problems as a cause of frustration have been neglected here, too. This is an investigation to determine if signs have an impact on the success of library users in locating what they need. Using the University of Rhode Island Library as a laboratory, the authors designed a survey instrument to evaluate users' perceptions of the value of directional and locational signs. Dala confirmed previous observations of user search difficulties. Although local in focus, the study has implications for most academic libraries.  相似文献
