ABSTRACT

This article reports on survey findings investigating the impact of statewide library consortia on Interlibrary Loan departments and their potential impact in the State University of New York library system as it moves toward creating its statewide integrated system, called SUNY Connect. The surveys were sent to a sampling of 75 libraries in three existing statewide library consortia, VIVA in Virginia, GALILEO in Georgia and OhioLINK in Ohio. The results of this survey indicate what changes Interlibrary Loan departments may see in workflow, staffing, and technology when joining a statewide consortia.  相似文献

Tompkins-McCaw Library of Virginia Commonwealth University has planned and implemented four one-year outreach service projects during the past two years. These projects were funded by the National Library of Medicine and the National Network of Libraries of Medicine Southeastern/Atlantic Region. The projects focus on information access for public health nurses, HIV/AIDS information access, and circuit librarian services in rural Southern Virginia. This article documents issues and challenges which have been identified from these projects and suggests ways to resolve them.  相似文献

ABSTRACT

Academic libraries customize, support, and provide access to myriad information systems, each with complex graphical user interfaces. The number of possible information entry points on an academic library Web site is both daunting to the end-user and consistently challenging to library Web site designers. Faced with the challenges inherent in designing online search interfaces and the ever-growing amount of resources available online, Virginia Commonwealth University Libraries sought to explore how to build effective search interfaces that, at the same time, support a wide variety of computer users and provide comprehensive access to assorted collections of electronic resources. Over a nine-month period, the libraries designed, implemented, and tracked the usage of two different search interfaces on their home page. Each interface allowed users to choose between four different search targets. In this case study, the authors discuss the complexities of designing search interfaces, outline findings from the nine-month study, evaluate the effectiveness of the two interface designs, and talk about future research in these areas.  相似文献

Research libraries provide a significant portion of the open access materials available on the Internet, and an examination of the efforts of one such library will illustrate the role of these institutions in creating the current information environment. The Virginia Tech University Libraries established the Scholarly Communications Project (SCP) even before the Gopher protocol opened up databases housed at research libraries to librarians with Internet access. The SCP was primarily intended to take advantage of evolving technologies to produce and distribute academic journals without the costs associated with traditional publishing, and that journal archive, the EJournals, is still at the heart of what has become the Digital Library and Archives (DLA).  相似文献

The Federal Depository Library Program (FDLP) is in a period of transition from dissemination of primarily print government publications, to an expanded program including distribution of and access to electronic government information. In an electronic FDLP, the traditional roles of producing, acquiring, and disseminating government publications are expanded with additional roles of providing ongoing, long-term access to selected documents, and increasing the level of services to depository libraries. FDLP has already undertaken the transition with electronic initiatives. Additional projects are being developed which will facilitate access to electronic government documents. A more electronic FDLP implies significant changes for Library Programs Service and depository libraries. The goal of the transition is to improve the depository library program and continue to support public access to government publications.  相似文献

Ariel files are the starting point for electronic delivery of interlibrary loan articles through ILLiad, Virginia Tech's interlibrary loan system. Despite some advantages to electronic delivery of articles to their desktops, a large majority of ILL customers continue to prefer print on paper delivery rather than electronic delivery. This fact has implications for introducing additional electronic services. Correctly choosing what services to impose on library customers, and what services to offer as value-added options, is fundamental to maintaining the credibility of libraries during these times of rapid change.  相似文献

Despite more than 15 years of research into the implementation of flexible access to school library media programs in the United States, few empirical studies exist that examine the relationship between access scheduling and school library media circulation. This quantitative study examines the relationship between types of school library schedules and circulation. Examination of end-of-year circulation statistics for fixed, flexible, and partially flexible elementary school library media centers in North Carolina and Virginia indicate that there was a significant and positive relationship between flexible scheduling and per-pupil book circulation in elementary schools in these two states.  相似文献

This article discusses the results of a survey designed to assess the current state of electronic access to government information from both the specialist and the user viewpoint. The first survey, designed to determine the government documents staffs' level of commitment to and opinions of electronic access to government information, was distributed in electronic format to subscribers of GOVDOC-L, a listserv for specialists dealing with government documents. The second survey, designed to provide insight into the user's point of view, was conducted at the University of Illinois Documents Library. This article synthesizes earlier studies and articles on the topic to show that while the consensus is that electronic access represents a positive, beneficial move toward providing access to government information to a wider audience, there is also an acknowledgment that there are many inherent problems that have not been addressed adequately.  相似文献

Many libraries are currently experiencing a transition from printed to electronic collections. This transition has led to changes in collection development practices as well as in the roles of information professionals who facilitate access to information. Roles of librarians in both public and technical/access services are converging. There is a demand for a new breed of librarians who understand the entire electronic information scenario: procurement, organization, access and public services. All these come into play when making decisions and choices for meeting users’ information needs. Libraries are addressing such issues as ownership versus access, consortial access to electronic resources, licensing and authentication, surrogate versus full-text electronic resources, and integration of free Web content into collections. Librarians are challenged to embrace new ways of optimizing access to electronic resources and to explore ways to fit new technologies and innovations into traditional library structures and practices.  相似文献

The creation of electronic collections is changing the nature of libraries. Until recently an electronic collection meant providing an on-line public access catalog and a few CD-ROMs. Now the technologies exist to network CD-ROMs, load databases on Integrated Library Systems and access a number of commercial databases across the Internet for a fixed fee. With this responsibility comes a need to understand electronic information and options for its access. This article deals with three electronic information formats: CD-ROM, tape loads, and on-line hosts; reviews some of the hardware platforms used for accessing information in these formats; and, discusses some of the issues involved in interconnecting computer systems to increase access to electronic collections.  相似文献

In June 1996, the Government Printing Office (GPO) published a plan for its transition to a more electronic Federal Depository Library Program (FDLP). This plan assumes that federal information policy requires that the FDLP provide permanent public access to remotely-accessible electronic government information products and indicates that such access will be provided through a network of partnerships comprised of the GPO, the National Archives and Records Administration (NARA), federal agencies, and FDLP libraries. GPO has established its first library partnership in this FDLP network with the University of Chicago at Illinois' Richard J. Daley Library and the Department of State (DOS) to ensure that DOS materials will be available for permanent public access through the FDLP. To extend the partnership network to publishing agencies, a partnership has been arranged with the Department of Energy (DOE) to ensure direct FDLP access to technical reports maintained on a DOE World Wide Web site.  相似文献

Web information systems are having a profound effect on the way information is being disseminated today. Current technological advances have caused many government agencies to re-evaluate their practice of contracting with private sector vendors who have traditionally repackaged and marketed the agency's raw data. These new opportunities for government agencies wishing to make information publicly accessible have blurred the traditional distinctions between public and private dissemination activities. Low-cost public dissemination of information has resulted in private sector vendors arguing that public electronic distribution and publication creates unfair competition. New partnerships, such as the recent venture between the National Technical Information Service (NTIS) and the commercial search engine, Northern Light, in developing the “usgovsearch” product are also being explored. From another viewpoint, library associations are strongly supporting legislation that would broaden, strengthen, and enhance public access to electronic government information. Key issues to be discussed are: (1) the debate concerning public vs. private access to government information; (2) Does electronic access to government information eliminate the need for printed documents? and (3) Joint efforts — when should the government team up with private sector allies to charge for information services and access?  相似文献

When library staff resources are limited, administering post-cancellation access to electronic journal content can often be neglected when other demands of managing electronic resources take priority. Difficulties handling perpetual access include determining access rights from publishers’ license terms, verifying the paid content to which the library is entitled, and retaining access when a journal is transferred to a new publisher. Libraries can utilize their existing electronic resources management tools to develop staff workflows for perpetual access entitlements. BACKGROUND: Information and Communication Technologies (ICTs) are important tools for development. Despite its significant growth on a global scale, Internet access is limited in sub-Saharan Africa (SSA). Few studies have explored Internet access, use of electronic resources and ICT training among health information professionals in Africa. OBJECTIVE: The study assessed Internet access, use of electronic resources and ICT training among health information professionals in SSA. METHODS: A 26-item self-administered questionnaire in English and French was used for data collection. The questionnaire was completed by health information professionals from five Listservs and delegates at the 10th biannual Congress of the Association of Health Information and Libraries in Africa (AHILA). RESULTS: A total of 121 respondents participated in the study and, of those, 68% lived in their countries' capital. The majority (85.1%) had Internet access at work and 40.8% used cybercafes as alternative access points. Slightly less than two-thirds (61.2%) first learned to use ICT through self-teaching, whilst 70.2% had not received any formal training in the previous year. Eighty-eight per cent of respondents required further ICT training. CONCLUSIONS AND RECOMMENDATIONS: In SSA, freely available digital information resources are underutilized by health information professionals. ICT training is recommended to optimize use of digital resources. To harness these resources, intergovernmental and non-governmental organizations must play a key role.  相似文献

For more than a century, federal depository libraries and the Government Printing Office (GPO) have acted as partners to provide permanent access to government information in tangible media. These partnerships have evolved in the last few years. Built on a century of tradition, new partnerships offer permanent access to electronic files of federal agencies published in nontangible media. This article describes one partnership to store and provide access to the electronic files of agencies that have ceased operation. As the only Web contact for an agency, unique challenges arose when historical publications were frequently requested. Digitized historical publications, bibliographies, and an agency history enhance services for researchers.  相似文献
