Although increasing numbers of employees working in public organizations are using social media for work purposes and numerous studies exist on how social media affect organizational outcomes, we have very limited knowledge of how using social media for work purposes affects employees' work motivation. This paper fills this important gap by using self-determination theory (SDT) to analyze how the use of social media for work purposes is associated with government employees' need satisfaction and intrinsic work motivation. According to regression results, employees' use of social media is positively related to employees' need satisfaction (autonomy, relatedness, and competence) and, accordingly, intrinsic work motivation. However, further analysis shows that too much use of social media has an averse effect. Theoretically, this study is one of the pioneer attempts to integrate e-governance with SDT. Practically, we encourage managers to use caution in promoting the use of social media for work purposes. Using social media two to three days a week may be the ideal range.  相似文献

In 2009, the departments in the executive branch of the U.S. federal government received the presidential marching order to “harness new technologies” in order to become more transparent, collaborative and participatory. Given this mandate, this article sets out to provide insights from qualitative interviews with social media directors to understand the factors that influence internal adoption decisions to use social media applications, such as Facebook, Twitter, or blogs. Three distinct factors influence the adoption decisions of social media directors: information about best practices in their informal network of peers, passive observations of perceived best practices in the public and private sector, and “market-driven” citizen behavior. The resulting adoption tactics include: (1) representation, (2) engagement, and (3) networking. The findings point to the need for higher degrees of formalized knowledge sharing when it comes to disruptive technology innovations such as social media use in highly bureaucratic communication environments. Recommendations based on the lessons learned are provided for practitioners and social media researchers to develop social media tactics for different organizational purposes in government.  相似文献

Social media such as blogs, microblogs or electronic social networks can transform the ways in which we relate to other people and organizations. Government organizations are experimenting with social media to communicate with their constituents, and many analysts see in these media a powerful set of tools to reinvent government–citizen relationships. In this paper, we present the perceptions of risks, benefits and strategic guidelines about social media applications gathered from 250 public servants from Central Mexico, most of them working in information technology, as web masters or responding to Freedom of Information Act requests. The conclusions of the analysis are 1) that governments' participation in social media may result in improved communication and citizen participation, more transparency, and transfer of best practices among government agencies; 2) that a good implementation strategy is necessary to realize these benefits and to avoid risks; and 3) that the implementation of social media highlights the importance of updating laws and regulations, and of promoting changes in government culture and organizational practices.  相似文献

Large-scale outsourcing of information technology in the U.K. public sector – the NHS, the Inland Revenue, and the Department of Social Security over the years – raises a number of critical issues not just for how outsourcing can be conducted in public sector contexts but also about the efficacy of such arrangements in terms of enforcement of democratic values. We argue that marketization's target may well be bureaucracy, but the organizational form is a repository for democratic, civic, and public service values that can be eroded through how outsourcing has been conducted. The call for a reevaluation and the case for a distinctive public services management ethos are made if such values as equality, impartiality, communal good and public service are to be pursued and delivered. Selective outsourcing is revealed as effective – together with much needed rebuilding of internal capabilities – in keeping control of IT destiny, delivering on public service requirements, and managing external supply. The U.K. experience, we suggest, provides salutary learning for public services in other developed economies.  相似文献

Since most activists participating in the recent uprisings in Arab countries have been using social media to an unprecedented extent, public analyst and researchers have rushed to reflect on and explain the phenomena, often attributing a ‘change agency’ to social media as such. This argumentative research collects evidence from literature, recent surveys and focus groups in order to contextualize our understanding of the role of social media and its usage in reshaping the Arab government–citizen relationship: Are the traits of social media significant enough to single them out and discuss their specific impact on the government–citizen relationship? Are we well advised to attribute an ‘agency’ of social media in shaping politics and inducing political change? And in view of the actual use of social media: What are the options of containing emerging ‘destructive’ phenomena and ‘improving’ the government–citizen relationship? Answers are outlined to support contextualized design of social media technology and regulation: (1) Arab citizens basically support democratic concepts; however (2) social media as such do not act and therefore do not ‘create’ e.g. democracy; rather (3) social media enable a new political sphere for Arab citizens, nevertheless challenged by realpolitik; and (4) social media need care taking in terms of shaping political communication and shaping the media itself in order to serve well as mediator among citizens and between citizens and government.  相似文献

There is a growing attention to the phenomenon of technostress in the workplace over the last decade. However, research to date has focused predominantly on the dark side of technostress, while empirical studies on the challenge aspect of technostress have been absent. Using data collected from government ministry employees in China, this study utilized a moderated mediation model to examine how two challenge stressors resulting from the use of social media for work purposes, time pressure, and learning demand, were related to change-oriented organizational citizenship behavior (CO-OCB) in the public sector. Results showed that for employees with higher public service motivation (PSM), both time pressure and learning demand were positively related to CO-OCB via the mediating role of job involvement. For low-PSM employees, however, the indirect positive relationship with CO-OCB through job involvement was only significant for learning demand but not for time pressure.  相似文献

The vision of empowerment espoused by the community television movement is explored through an interpretive study of producers at a public access cable television facility. The findings address media literacy, the dialectical nature of societal change, and critical pedagogist Paulo Freire's taxonomy of social action. The findings suggest that the application of advanced media technologies to more democratic purposes is possible with a focus on the critical use of the technological tools for social change.  相似文献

Government social media has been integrated as part of the government administrative tools to improve public service and promote public goals. However, the current government information literature is limited to understanding government social media adoption and its purpose for political marketing. The present study seeks to understand the role of government social media in promoting government digital initiatives (i.e., government-backed digital currency). The study validated the inter-relationships between government social media effort, privacy concerns, trust in technology, reachability, and citizens' participation in government-initiated digital innovations. A total of 505 responses from Chinese citizens were collected through an online self-administered questionnaire survey, and the data was submitted to a two-stage Partial Least Squares Structural Equation Modelling-Artificial Neural Network analysis. The analytic results revealed that privacy concerns, trust in technology, and reachability positively influence digital participation. In addition, the information quality and perception of trust in government social media have significant positive influences on government social media engagement. The study provides strategic practical suggestions to government agencies in effectively utilizing social media as a communication platform to foster citizens' participation in government's digital initiatives.  相似文献

SUMMARY

In these times of extraordinary development in information and communication technologies (ICT) many new tools and services, and traditional tools, such as the catalog, could be developed or enhanced by librarians to effectively support the academic community in teaching and learning. This paper will discuss how social interaction between technical and public service librarians could enhance library services to the academic faculty and students during these demanding times of technologies and information overload. The paper will also point out that the team approach to library services can improve social interaction between librarians when the perpetuation of the traditional academic organizational model is not efficient enough for the faculty and students' need-driven use of information. Rapid changes resulting from ICT demand constant social interaction that would be facilitated by establishing working teams for specific tasks.  相似文献
