Many public libraries have rules against strong body odor, bringing large amounts of luggage into the library, sleeping, and bathing in restrooms. These rules disproportionately affect library patrons who are experiencing homelessness. This article reviews recent literature that considers legal and social justice perspectives on homelessness and libraries, as well as the policies of four urban public library systems. Although these rules may be legal and are widely used, people without homes have no other access to information and thus have an even stronger need for the resources of public libraries than other members of the general public. The author concludes that blocking their access conflicts with the mission of public libraries to provide information to all.  相似文献

Public libraries in Kenya were established with the aim of providing information services to the general public. The Kenya National Library Service (KNLS) is responsible for providing services through its library network across the country. In the past, to combat illiteracy, the library launched various initiatives, including mobile services and community libraries. The public libraries are in a transition period of moving from paper library services to incorporate modern digital technologies for information access. This article addresses the progress from predigital to the present, examining difficulties and challenges faced in adopting new technologies in the modern information age.  相似文献

Access to government information has been considered an essential element of democracy since the foundation of the American republic. Over time, the amount of government information produced has increased significantly, and the rise of e-government has made access to online government information, communication, and services equally vital to participation in society and interaction with governments. However, the outlets of free public access to government information and e-government have constricted over time, leaving public libraries as one of the only free public Internet access points in most communities. As a result, public libraries serve as a social guarantor of access to and assistance with government information and e-government services. This article first discusses the historical evolution of the means of access to government information and changes over time in responsibilities in providing such access. After exploring the interrelationships between government information and e-government, the article then details the development of the role of public libraries as guarantors of e-government access. Finally, the article examines the impacts of policy on e-government access in libraries, leading to a set of recommendations and conclusions to support the vital library roles related to e-government.  相似文献

One ofthe North Thames’ pioneering consortia, the Inner London Consortium (ILC) is a complexbody which includes NHS Trusts with teaching hospital university connections, community-basedTrusts and general hospital acute Trusts. Within the consortium there are 12000 trained nurses,midwives, health visitors and other professional staff working in the professions allied to medicine(PAMs), all of whom require access to and provision of appropriate library information services. In 1994, taking into account experiences elsewhere in the Region and nationally, itbecame clear that library issues were complex and would become acute with the move of nursinglibraries from ILC Trust sites over a very short timescale. A report on the issues commissioned bythe Consortium recommended that a library project, which built on existing NHS Trust PGMDEfunded library resources and moved these to a multidisciplinary base to serve the consortiummembership, be implemented. The objective of providing access to library informationservices for nurses and PAMs was achieved. Successes that emerged from the implementationincluded: The registration in Trust libraries of almost 12000 new members within theinitial 6-month monitoring period. The development of service level agreements andstandards for the delivery of services to these new user groups. Denver Public Library has taken an active role in providing services for people who have served time in prison or jail. The program Free to Learn focuses on providing resources and training to help ex-offenders with entering or reentering the workforce. Educating library staff on how to help felons also plays a critical role in the success of the program. Payson Library, the largest library at Pepperdine, primarily serves undergraduate students. It underwent a renovation between spring 2016 and fall 2017. Payson Library was closed during this renovation, and a Library Hub was established as a temporary service point and library information and teaching center on campus. Maintaining market share led to rolling out new services such as RAPID-ILL, repurposing a graduate campus library for increased study spaces, and reliance on a strong library liaison program. Predictably, there was a sharp reduction in patron visits, but there was success in providing reference, instruction, and access to the collections.  相似文献

Libraries play a significant role in supplying educational and cultural services. They are important public spaces that can contribute to creating social equality by providing unlimited access to information and public spaces for the community. In this research both the traditional measures (supply-to-demand ratio and straight distance) and advanced measures (population-weighted average nearest network distance and population-weighted average two-step floating catchment area (2SFCA) score) are used to assess spatial inequity in the distribution of libraries throughout Hong Kong. How accessibility has been changed after the introduction of two strategies for improvement (community and mobile libraries) is also examined, as are spatial demographic and socioeconomic characteristics associated with library provision. The results indicate that there is a substantial heterogeneity of library provision in Hong Kong. Community and mobile libraries have significantly improved the library provision in several areas, although spatial inequality remains. Areas with demographic and socioeconomic groups with lower accessibility to library services were further identified. Data at multiple geographical scales were used, and consistent findings were obtained, confirming the robustness of the results.  相似文献

Penfield Library at the State University of New York College at Oswego has for many years maintained a strong commitment towards providing access to information. The traditional division between technical services and public services was de-empahsized beginning in the early 1970s, and the lines between those two divisions continue to become less and less defined. All librarians now provide reference service and are trained in basic technical services operations. This policy, which is supported by a variety of cross-training activities, enhances access to materials for library patrons and benefits library staff through supporting the freedom to pursue a variety of professional interests.  相似文献

Research consultations continue to be a valuable service offered by academic libraries for students who are able to visit the library, however, most students enrolled in online degree programs or considering enrollment have limited access to campus services. To address this, the authors designed and tested a virtual reference consultation service in their library for distance learners and graduate students. Summary

It is the responsibility of any institution offering distance education programs to provide library resources and services for its students. In contrast to traditional students who can find the library on a campus map and go there, distance learners need orientation in order to “find their way” to their library. Librarians must be proactive in their efforts to make the library visible and accessible to these students. Library resources and services must be made available in ways compatible with the needs of students in these programs. “Communication” is the key to providing appropriate library hours and services for adult learners, students twenty-four years of age and older. This report of a survey at Western Oregon University shows that while there are some differences, the needs of both adult learners and traditional students may be similar. The rule of law is essential for a country's development process, providing one of the ingredients for stability in newly democratizing countries that eventually promotes strong judicial systems. Likely factors contributing to weaknesses in the judicial systems include the absence of functional legal information systems, especially the availability of judicial decisions, as well as the inability of the populace generally to access legal material and legal information. Taking Kenya as an example and using the US judicial process as a foil, this paper examines the proposition that the availability of judicial decisions in case reporters enhances democracy by increasing judicial transparency and contributing to some predictability in the law, thus enhancing the rule of law. The paper also emphasizes the crucial role that information technology and the Internet could have in advancing access to legal information.  相似文献

The Health Science Library at University of Tennessee (UT), Memphis has taken advantage of a campuswide network for the purpose of providing enhanced access to library services. With a terminal or microcomputer, members of the UT Memphis community can use an electronic menu system to complete photocopy, interlibrary loan, and computer literature search request forms; leave messages or sign up for library workshops; use electronic mail to receive citations and abstracts from computer literature searches; use an electronic bulletin board to scan the library's new acquisitions lists, library hours, services, and policies; and use bibliographic retrieval software to search the library's locally mounted databases. Remote access to library services and electronic resources, which is available twenty-four hours a day, could potentially save users time and the institution money. Remote access, however, is intended to supplement, not to supplant or discourage, in-house library use.  相似文献

Many libraries are currently experiencing a transition from printed to electronic collections. This transition has led to changes in collection development practices as well as in the roles of information professionals who facilitate access to information. Roles of librarians in both public and technical/access services are converging. There is a demand for a new breed of librarians who understand the entire electronic information scenario: procurement, organization, access and public services. All these come into play when making decisions and choices for meeting users’ information needs. Libraries are addressing such issues as ownership versus access, consortial access to electronic resources, licensing and authentication, surrogate versus full-text electronic resources, and integration of free Web content into collections. Librarians are challenged to embrace new ways of optimizing access to electronic resources and to explore ways to fit new technologies and innovations into traditional library structures and practices.  相似文献
