基于文献调查与内容分析,解析由图书馆专门法、图书馆相关法、图书馆行业标准与规范3部分组成的英国图书馆法律制度体系及其作用。其中,图书馆专门法包括全国性和地区性的图书馆法,如《公共图书馆和博物馆法》、《大英图书馆法》、《苏格兰公共图书馆法》等,它们在规范与指导英国图书馆事业发展中起到了关键作用;图书馆相关法如《版权、设计和专利法》、《版权和相关权利条例》、《信息自由法》等,对英国图书馆事业的发展起到支撑作用;图书馆行业标准与规范如《威尔士公共图书馆标准》、《图书馆与信息专业人员职业行为规范》等,是英国图书馆界不可或缺的行为准则。  相似文献

利用文献调查法与内容分析法对英国图书馆和信息专业人员特许协会职业资格认证标准和英国国家职业资格认证标准及相关实施制度进行解析:前者包含认证会员、注册会员和注册资深会员3种等级标准的认证,由专门的评审委员会担任认证实施机构,规定每个级别申请人的最低申请条件要求,并根据申请人提交的认证材料,遵循正规的认证程序实施制度化的资格认证;后者包含国家职业资格二级、三级与四级3个标准等级及其准入要求,通过计划、证据提供、反馈3个阶段的认证程序实施制度化的资格认证。最后分析英国图书馆职业资格认证所具有的5个主要特点。  相似文献

在英国,和公共图书馆建设相关的规范性指标包括在<英国公共图书馆服务标准>中.澳大利亚没有全周普适性的图书馆建设标准,目前专门针对公共图书馆的建设标准主要有昆士兰州的<图书馆建设标准>和新南威尔士州的<公众空间:新南威尔士州公共图书馆建设指南>.13本1999年修订之前的<图书馆法施行规则>专门就有关馆长资格、年新增藏书量、专业馆员配置数量、建筑物面积等事项规定了"最低标准".1999年,该"最低标准"的规定被删除.此后,日本图书馆建设标准由<公立图书馆设置与运营的期望标准>和<公立图书馆的任务与目标>两个文件共同规范.表8.参考文献11.  相似文献

会员图书馆是一种由会员缴纳会费维持基本运营的私有图书馆,家长式作风、等级制度的存在和阅读的需要是英国会员图书馆产生的几个重要因素。英国会员图书馆在会员资格和准入条件的政策上存在差异性,会员股份体现了会员参与图书馆民主管理的传统,会员委员会是会员图书馆管理的主要形式。英国会员图书馆由于公共图书馆的崛起而日渐式微,已经引起英国社会的广泛关注与重视,英国会员图书馆的重振势在必行。  相似文献

[目的/意义] 调查和分析英国高校图书馆学科服务的内容、组织结构、教学和培训的主要方式、技术手段和反馈模式,发掘其对国内学科服务的参考价值。[方法/过程] 利用Qualtrics网上调查平台,对英国高校图书馆的学科服务内容、组织架构、教学和培训的方式、新技术和反馈手段等进行调查,收到来自英国50所高校图书馆的58份有效问卷,并利用Qualtrics和SPSS对数据进行分析。[结果/结论] 英国高校图书馆的学科服务内容由传统的馆藏资源建设、学科联系、信息素养培训逐渐外延,面向用户提供多项科研支持服务。功能性组织架构成为英国高校图书学科服务的主流结构,但基于学科的服务模式依然占有一席之地,部分图书馆采用二元结构,兼顾功能角色和学科角色。通识教学和嵌入式教学相结合已成为英国高校图书馆教学和培训的主流方式,新技术在英国高校图书馆教学和培训中应用广泛,教学和培训的反馈方式多样化。  相似文献

[摘 要]《全国公共图书馆评估标准》是我国的公共图书馆评估的纲领和依据,对整个评估的效果和作用有着直接和巨大的影响,但是我国的《标准》整体设计理念与现代的图书馆评估的理念有一定的差距,本文通过对比分析我国和英国公共图书馆评估在图书馆建设等方面的指标,重点分析了我国的《标准》过于注重图书馆投入的资源而忽视了资源所产生的效益和当地的具体需求的问题,并从英国公共图书馆服务评估标准中汲取了值得我们在制定公共图书馆评估标准时借鉴的经验。  相似文献

[目的/意义]建立健全情报产品标准及其质量控制机制是确保情报分析产品与服务质量的重要举措。研究美国情报产品标准及其质量控制机制,为我国制定情报产品标准提供参考。[方法/过程]通过考察美国情报界和执法界情报产品规范相关法律政策与标准文件,总结归纳美国情报产品类型、规范与质量控制机制,分析美国情报产品标准设计的基本逻辑与思想。[结果/结论]美国按照项目流程和要素规范管理逻辑,秉持"合法性""实用性""实证性""用户需求导向"的基本理念,遵循"源数据控制、认知缺陷控制、分析过程控制和陈述规范控制"的基本思想,按照"假设-证据(信息)-结论(判断与建议)"的分析框架,从"一般质量要求、内容规范、形式规范、信源属性、用户反馈/质量监管、法庭证词与法律考量"出发规定情报产品标准,通过"情报分析人员自我把关、用户反馈、同行评议、主管机构监管"等四类控制机制,确保情报产品符合"准确、客观、及时、独立"的质量标准,形成相对成熟的情报产品标准与质量控制机制。建议我国借鉴美国经验,立足《国家情报法》,明确情报产品的基本要求,制定统一的情报产品标准,提供情报产品范本,建立有效的质量控制机制,以提高我国情报产品的质量。  相似文献

Serials, one of the more complicated areas of library technical endeavors, has lacked the benefit of standards for a long time. Even now, with standards beginning to be available, the majority of institutions are not working within standard serials formats. A survey to determine the use of serials standards in libraries was conducted in 1988 by the American Library Association, Resources and Technical Services Division, Serials Section, Committee to Study Serials Standards. In the spring of 1988 a survey was sent to a group encompassing the Association of Research Libraries members, CONSER participants, United States Newspaper Program participants, Microform Project libraries, and some vendors and librarians who attended the Committee meetings on a regular basis. The survey questionnaire assessed the current level of serials standards awareness of librarians and vendors. Topics included the type of serials systems used, standards relevant to serials control and union listing and whether or not they are implemented, types and levels of training staff received in the application of standards, benefits of the standards, and areas where standards are most needed.  相似文献

The current executive order on security classification seeks to establish criteria and standards for classifying information, to set standards on the release of information, and to provide guidance for withholding national security information requested under the Freedom of Information Act. This tripartite effort is a fundamental mistake and one which has hindered efforts to reduce secrecy. This article discusses what the appropriate standards should be in each situation and suggests how these objectives might be accomplished, but recommends that the executive order on security classification be limited to its original function.  相似文献

环境保护和工程建设是国内较早重视标准与法规体系协调发展的两个行业,并且已经在行业内形成较为完备的标准与法规体系协调配套机制。目前,环境保护标准与法规之间保持着良好互动关系。一方面,环境保护法规在制定中会在有关条文中体现相关环境保护标准;另一方面,环境保护标准在制定过程中会以现行的各种环境保护法规为依据。而工程建设标准与法规也具有积极的互动关系,工程建设标准的发展促进了相关法律法规的编制与修改,各类工程建设法规工作的有效开展,则保障了相关标准的实施。我们应该借鉴环境保护和工程建设行业的经验,建立符合新闻出版行业的、完善的新闻出版标准法规体系,按照法律、行政法规、规章层次顺序自上而下形成配套的系统。  相似文献

The article reports the findings from research investigating the impact of international standards for records management. This is a significant issue for the recordkeeping community given the significant resourcing devoted to the development of international standards. Previous attempts to measure impact have met with little success, so this research approached the problem area from a new angle, namely the indirect influence of standards on practice via their use in education and training. Data was collected from a global survey of educators and trainers. Findings demonstrate that the standards are being used extensively at undergraduate and postgraduate level as well as in vocational training. However, a number of barriers to use are identified. The research provides a strong foundation for further investigation of impact and use of the international standards.  相似文献

For many years, standards have been important considerations in the Federal government's policies for the use of information technology. The Computer Systems Laboratory (CSL) at the National Institute of Standards and Technology develops and issues technical standards that are used by the Federal government in its information technology systems. The new Federal initiative for the National Information Infrastructure (NII) and the National Performance Review (NPR) make information technology an agent for change and emphasize standards as a means for achieving connectivity of computer and telecommunications technologies and for easy access to information. The Federal government will be challenged to address the technical, organizational, and policy issues that affect the development of the standards needed for future information systems.  相似文献

The aim of this paper is to study the development and evolution of secondary school libraries into Media Resource Libraries (MRLs) in Singapore after the Second World War and the rationale to have mandatory school library standards. It is an historical survey analysing published data about the linkages of libraries and librarianship, school library standards, education and school reforms in Singapore. It analyses historical and current documents on the roles played by stakeholders like the Library Association of Singapore (LAS) and the Ministry of Education (MOE) in the introduction and development of school library standards. The need for school libraries standards was first discussed when the Malayan Library Group (MLG) organised the first course on librarianship for school teachers in 1955, but, with no follow through. The need for school libraries standards was also mentioned by the LAS in 1962 in a memorandum to the Commission of Enquiry into Education to train teacher librarians and adopt school library standards. However, this was left out in the final report of the Commission published in 1964. The need for school library standards was discussed in a school library seminar for 150 teacher librarians in 1970. The first Recommended Minimum Standards for Secondary School Libraries was published two years later by the Standing Committee on Libraries set up by the MOE, but it was not mandatory for schools to adopt the standards. In 1997 the MOE launched its “Thinking School Learning Nation” vision to teach thinking skills. Students were expected to do multidisciplinary project work and be independent users of information. The MOE began to convert school libraries into Media Resource Libraries (MRLs) with print and non-print materials. However, a survey conducted in 2001 on the roles and competencies of 112 Library Coordinators (LCs) or teacher librarians revealed that they lack the skills and knowledge to manage MRLs effectively. This is because subsequent school library standards published in 1983 and 2002 did not require trained and full-time teacher librarians to manage the MRLs. Furthermore, it is essential for the standards to be periodically updated with regards to professional staff, collection development, facilities, Information and Communications Technology (ICT) infrastructure and school library programs. Otherwise, MRLs risk being “hollow shells still considered on the periphery of core educational requirements, and are run by teachers not professionally prepared to do the work” (Hart, 2001, p. 25). The national standards published in the United States from 1918 to 2008 are well researched and provide substantive guidelines to develop school libraries. Therefore, it is essential for the MOE to formulate MRL standards by doing comparative studies of school library standards in other countries. These standards have to be mandatory and fully adopted by the schools. It provides opportunities for stakeholders like the LAS, National Library Board (NLB), the National Institute of Education (NIE), and the Singapore Teachers’ Union, to collaborate in the formulation of these standards and take collective ownership to implement them.  相似文献
