An era of intensified globalisation stimulates debates about the universality of models of journalism education, and the particularities of so-called developing countries. This paper describes one such instance as manifest in a project, under UNESCO auspices, to identify the journalism schools in Africa with the greatest potential to be “centres of excellence”. It analyses how the methodology for this endeavour drew from systems operated in the United States, United Kingdom and a number of French-speaking countries, but sought to develop the elements for a specifically African-centred application. The paper presents the development of particular criteria and indicators that constitute a home-grown and relatively legitimated system which can serve diverse purposes within African countries—and perhaps more widely as well. 相似文献

从ESI 高被引作者库中的华人科学家入手,通过网络搜集到其中233名科学家的履历信息,对其进行深度加工。根据科技人才流动的维度定义流动性指数,从而对科技人才的流动情况进行测度。在此基础上,从社会网络分析视角对高层次科技人才的流动网络结构、人才流动的典型模式进行研究,探讨高层次人才流动特征。指出从海外华人高层次科技人才流动的典型模式看,应加强与美国、新加坡、英国、澳大利亚、加拿大的海外人才的合作交流机制的建设,积极利用师生传承、同窗同事、国际会议、来访互访等各种资源和渠道进行更深层次、更大范围的合作与交流。此外,应尽快建设国家层面的高层次人才数据库。 相似文献

This article discusses the approach of two national governments to the use of the World Wide Web (WWW) as a means for providing information and other resources to the public. Each country has a view of information management and information delivery through the WWW. The United States links the actions of agencies to a strategic planning process involving the use of performance indicators, whereas New Zealand has a lesser commitment to information dissemination. Performance indicators reflecting a customer's perspective could apply to U.S. government WWW sites, thereby improving the public's right-to-know, open government, and public access. The article identifies future directions for research and evaluation, and illustrates that government information for both countries need not appear in textual form. 相似文献

The structure, funding, and audience size of public service broadcasting (PSB) revealed in the four countries examined in the articles in this issue of The Journal of Media Economics differ markedly from one another but exhibit few surprises. PSB in the United Kingdom, Australia, and Canada is highly centralized, but relatively decentralized in the United States. The United Kingdom devotes the largest proportion of its gross national product to PSB, and the United States devotes the smallest. Similarly, PSB in the United Kingdom attracts the largest share of the television audience among the four countries, and U.S. public television attracts the smallest. Although the future relevance of PSB in Canada may be at risk, the provision of PSB in the United Kingdom, Australia, and the United States seems likely to continue in its present form for the foreseeable future. 相似文献

This article asserts that the United States federal government should adopt a centralized governmental structure for the privacy protection of personal information and data. There are a number of significant reasons, ranging from facilitation of the international dealings of United States corporations to the interactions of the United States government with other governments, for creating a centralized privacy protection structure for the United States federal government. This article examines the rise of centralized governmental privacy protection structures, identifies reasons for adopting such structures, and analyzes a selection of the structures used by various nations and states at present. From this analysis, the article presents a number of models of centralized governmental privacy protection structures. These models then form the basis of a discussion of what type of structural models of privacy protection would be most appropriate for the U.S. federal government. 相似文献
